Under the new laws, a person can now report incidents by electronic communication, without the need to physically visit a police station. This allows for easier and quicker reporting, facilitating prompt action by the police, the sources said. With the introduction of zero FIR, a person can file a First Information Report (FIR) at any police station, regardless of jurisdiction. This eliminates delays in initiating legal proceedings and ensures immediate reporting of the offence. Under the new laws, victims will receive a free copy of the FIR, ensuring their participation in the legal process. An interesting addition of the law is that in the event of an arrest, the individual has the right to inform a person of his choice about his or her situation. This will ensure immediate support and assistance to the arrested individual. Besides, arrest details will now be prominently displayed within police stations and district headquarters, allowing families and friends of the arrested person easy access to important information. To strengthen the case and investigations, it has become mandatory for forensic experts to visit crime scenes for serious offences and collect evidence. Additionally, the process of evidence collection at the crime scene will be mandatorily videographed to prevent tampering of evidence. This dual approach significantly enhances the quality and reliability of investigations and contributes to a fair administration of justice, the sources said. The new laws prioritised the investigations for offences against women and children, ensuring timely completion within two months of recording information. Under the new law, victims are entitled to regular updates on the progress of their case within 90 days. This provision keeps the victims informed and involved in the legal process, enhancing transparency and trust. The new laws guarantee free first-aid or medical treatment to victims of crimes against women and children at all hospitals. This provision ensures immediate access to essential medical care, prioritising the well-being and recovery of victims during challenging times. Summons can now be served electronically, expediting the legal processes, reducing paperwork and ensuring efficient communication between all parties involved. For certain offences against women, statements of the victim are to be recorded, as far as practicable, by a woman magistrate and in her absence, by a male magistrate in the presence of a woman to ensure sensitivity and fairness, creating a supportive environment for victims. Both the accused and the victim are entitled to receive copies of the FIR, police report, chargesheet, statements, confessions and other documents within 14 days. Courts grant a maximum of two adjournments to avoid unnecessary delays in case hearings, ensuring timely justice delivery. The new laws mandate all state governments to implement witness protection scheme to ensure the safety and cooperation of witnesses and enhancing the credibility and effectiveness of legal proceedings. The definition of "gender" now includes transgender individuals, promoting inclusivity and equality. By conducting all legal proceedings electronically, the new laws offer convenience to victims, witnesses and accused, thereby streamlining and expediting the entire legal process. In order to provide more protection to the victim and enforce transparency in investigation related to an offence of rape, the statement of the victim shall be recorded through audio video means by the police. Women, persons below 15 years, persons above 60 years and those with disabilities or acute illness are exempt from attending police stations and can receive police assistance at their place of residence. A new chapter has been added in BNS specifically to address offences against women and children, ensuring focused protection and justice. Various offences against women and children have been made gender-neutral in BNS, covering all victims and perpetrators regardless of gender. The new laws introduce community service for minor offences in order to promote personal growth and social responsibility of an individual. Under community service, the offenders get the chance to positively contribute to society, learn from their mistakes and build stronger community bonds. Under the new laws, the fines imposed for certain crimes have been aligned with the severity of the offences, ensuring fair and proportional punishment, deterring future offences and maintaining public trust in the legal system. The legal processes have been simplified to make them easier to understand and follow, ensuring fair and accessible justice. The new laws promise a faster and fair resolution of cases, instilling confidence in the legal system. The legislations were considered and passed by Parliament in its winter session in 2023. New criminals laws will allow citizens to lodge police complaints online, file FIR from any jurisdiction

"Meity will assist users to very easily notify it about violation of IT rules and assist them in filing FIRs," the minister said. He was speaking to the media after a meeting with social media platforms. "From today onwards there is zero tolerance for violation of IT rules," Chandrasekhar said. The FIR will be registered against the intermediary and if they disclose the details from where the content has originated then the FIR will be filed against the entity that has posted the content, the minister said. He said that social media platforms have been given seven days time to align their terms of use, as per the IT rules.

The petitioner also requested the apex court to direct the media to desist from reporting on criminal proceedings, to prevent further shaming and embarrassment for the 72-year-old victim and the perpetrator. The petitioner contended that <keyword id="2573" type="General" weightage="20" keywordseo="air-india" source="Orion">Air India</keyword> along with the Director General of Civil Aviation (DGCA) failed to treat the petitioner with care and responsibility after an unruly passenger urinated on the petitioner after having been served excessive alcohol on the flight. The plea said the wide-ranging national press reportage full of conjecture and surmises has severely undermined the petitioner's right as a victim under Article 21 of the Constitution, and in fairness also affected the rights of the accused as well. "Their rights of free and fair trial have also been substantially affected due to the selective leaking of the AIR SEWA complaint of the petitioner, the FIR and selective witness statements being released to the media to match a specific narrative," said the plea filed through advocate Rahul Narayan. The plea added that the incident caused the petitioner to go into shock and distress during the 12-hour-long flight and the crew was both unhelpful and uncooperative. The plea submitted that there has been a sharp rise in unruly passenger behaviour globally, as the <keyword id="6407098" type="General" weightage="50" keywordseo="international-air-transport-association" source="Orion">International Air Transport Association</keyword> (IATA) published a report in December 2022 urging governments to take practical approaches regarding identifying and handling unruly passengers. The plea added that the Civil Aviation Requirements of May 2017 (CAR) of the DGCA should consider "drunkenness" or "inebriation" on its own to be considered unruly/ disruptive behaviour on an aircraft. "The DGCA, via CAR dated May 2017, has laid out guidelines for the handling of unruly/disruptive passengers. However, it does not have an explicit zero-tolerance policy with respect to "unruly/ disruptive behaviour". Also, these guidelines do not consider being drunk or inebriated on its own as unruly disruptive behaviour," said the plea. The plea contended that the authorities should frame the guidelines on alcohol policy on international flights of Indian carriers to protect passengers and airline staff, including setting limits on the quantity of alcohol served, without any discrimination based on the class of travel. For the November 26, 2022 incident, accused Shankar Mishra was arrested from Bengaluru on January 6. The Delhi Police lodged an FIR against Mishra under various sections of the IPC and section 23 of the Aircraft Act for urinating on a woman in the business class of the flight. The top court said corruption is a prominent hurdle in achieving "preambular promise" of the Constitution to secure social justice for the people of India by striving to achieve equal distribution of wealth. A bench of Justices S Ravindra Bhat and Dipankar Datta made the observations while setting aside an order of the Chhattisgarh High Court which had quashed the FIR registered against the state's former principal secretary <keyword id="313852" type="General" weightage="50" keywordseo="aman-singh" source="Orion">Aman Singh</keyword> and his wife for allegedly amassing disproportionate assets. "Though it is the preambular promise of the Constitution to secure social justice for the people of India by striving to achieve equal distribution of wealth, it is yet a distant dream. If not the main, one of the more prominent hurdles to achieving progress in this field is undoubted 'corruption'. "Corruption is a malaise, the presence of which is all-pervading in every walk of life. It is not now limited to the spheres of activities of governance; regrettably, responsible citizens say it has become a way of one's life," the bench said. The top court said it is a matter of disgrace for the entire community that there is a steady decline in pursuing the lofty ideals which the founding fathers of our Constitution had in mind and degradation of moral values in society is rapidly on the rise. "Not much debate is required to trace the root of corruption. 'Greed', regarded in Hinduism as one of the seven sins, has been overpowering in its impact. In fact, unsatiated greed for wealth has facilitated corruption to develop like cancer. "If the corrupt succeed in duping the law enforcers, their success erodes even the fear of getting caught. They tend to bask under a hubris that rules and regulations are for humbler mortals and not them. To get caught, for them, is a sin," it said. Noting that an outbreak of scams is commonly noticed, the bench said what is more distressing is the investigations or inquiries that follow. "More often than not, these are botched and assume the proportion of bigger scams than the scams themselves. However, should this state of affairs be allowed to continue? Tracking down corrupt public servants and punishing them appropriately is the mandate of the <keyword id="6364753" type="General" weightage="50" keywordseo="prevention-of-corruption-act" source="Orion">Prevention of Corruption Act</keyword>. "We the people, with the adoption of our Constitution, had expected very high standards from people occupying positions of trust and responsibility in line with the Constitutional ethos and values. Regrettably, that has not been possible because, inter alia, a small section of individuals inducted in public service for 'serving the public' appear to have kept private interest above anything else and, in the process, amassed wealth not proportionate to their known sources of income at the cost of the nation. The apex court said although appropriate legislation is in place to prevent the cancer of corruption from growing and developing, where maximum punishment by way of imprisonment for ten years is stipulated, curbing it in adequate measure, much less eradicating it, is not only elusive but unthinkable in present times. "Since there exists no magic wand as in fairy tales, a swish of which could wipe out greed, the Constitutional Courts owe a duty to the people of the nation to show zero tolerance to corruption and come down heavily against the perpetrators of the crime while at the same time saving those innocent public servants, who unfortunately get entangled by men of dubious conduct acting from behind the screen with ulterior motives and/or to achieve vested interests. "The task, no doubt, is onerous but every effort ought to be made to achieve it by sifting the grain from the chaff. We leave the discussion here with the fervent hope of better times in future," it said. The apex court said law of the land abhors any public servant to intentionally enrich himself illicitly during the tenure of his service. "Increase in the assets of such a public servant tantamount to constitutionally impermissible conduct and such conduct is liable to be put under the scanner of the Prevention of Corruption Act," it said. The Chhattisgarh High Court had earlier quashed the FIR registered against Singh and his wife for allegedly amassing disproportionate assets observing that the registration of the case was the "abuse" of the process of law and that the allegations were prima facie based upon probabilities. The case was registered in February 2020 against the Singhs under sections of the Prevention of Corruption Act, 1988 and 120 (B) (criminal conspiracy) of the Indian Penal Code based on a complaint lodged by <keyword id="3138390" type="General" weightage="50" keywordseo="uchit-sharma" source="Orion">Uchit Sharma</keyword>. Greed for wealth facilitated corruption to develop like cancer: SC

Bengaluru, A Jaipur-bound truckload of tomatoes, a precious commodity across the country now, went missing in what is suspected to be another "heist" linked to Karnataka. A trader has claimed that he lost touch with the driver and cleaner of his truck, which was carrying 11 tonnes of tomatoes from the district headquarters town of Kolar, en route to the Rajasthan capital. A complaint has been filed with Kolar police, in which the trader has alleged that the truck was carrying tomatoes worth Rs 21 lakh. Representatives at Kolar Agricultural Produce Market Committee, from where the produce left, pegged the price of tomatoes at Rs 160 per kg. According to the complaint, the truck loaded with 750 crates left the local 'mandi' in Kolar on July 27 and the consignment was scheduled to reach its destination in Jaipur for supply to a local vegetable market there. The truck, which was being tracked through the GPS tracking system, had apparently covered around 1,800 km since it left Kolar. The vehicle was supposed to reach its destination in Jaipur by Saturday night. But when it did not do so, the trader tried to contact the driver but his phone was switched off, a senior police officer said. The concerned trader then filed a complaint at Kolar police station stating that the truck had gone missing. "Based on a complaint received from one of the traders based in Kolar, we have initiated a preliminary inquiry into the matter. No FIR has been registered in the matter yet since we had to verify whether the driver had met with any accident on the way to its destination or if the tomatoes got stolen. So, an inquiry was initiated and we collected details from the complainant in the matter," the police officer said. The Preliminary inquiry has revealed that the huge consignment of tomatoes which was to be unloaded at Jaipur was apparently delivered at a local vegetable market in Ahmedabad, he added. Vinay Reddy, the trader who sent the tomato consignment, said that his father Muni Reddy filed the police complaint after the truck went "missing". "We loaded 11 tonnes of tomatoes which were packaged in 750 boxes in a truck from Kolar tomato mandi. The consignment was to be unloaded at Mohana Sabji Mandi, Jaipur by Saturday midnight. The vehicle also had an inbuilt GPS tracking system," Vinay Reddy, owner of SVT traders, said. Reddy said that he last spoke to the driver around 9 pm on Saturday and he had assured that by 11 pm, the consignment would reach the mandi in Jaipur. "However, in the morning, I got to know that the consignment had not reached the market. When I tried to contact the driver, his phone was also found to be switched off. There was no other way to reach him. So, we had to approach the police here," he said. Reddy said he then informed his acquaintances in Jaipur and later received information from their local sources that the tomatoes had been sold at Ahmedabad. "We suspect that these tomatoes were sold off by the driver but we still haven't been able to get in touch with him. It has also come to notice that the same truck was not used to transport the consignment to Ahmedabad. We need to get it verified," he said. Reddy said that the consignment belonged to three parties and that they were also likely to reach Ahmedabad and file a complaint at the local police station there as well. Earlier this month, tomatoes worth Rs 2.5 lakh were stolen from a farm in Goni Somanahalli village in Belur taluk of Karnataka's Hassan district. Thieves allegedly decamped with 50-60 bags of tomatoes from a woman farmer's agricultural field, following which a case of theft was lodged at the Halebeedu police station. In another such incident, a couple from neighbouring Tamil Nadu was arrested by the police for hijacking a truck laden with 2.5 tonnes of tomatoes in Bengaluru after faking an accident to extort money. According to the police, the couple was part of a gang of highway robbers that intercepted Mallesh, a farmer from Hiriyur in Chitradurga district, at Chikkajala on July 8. They demanded money claiming that the farmer's truck had bumped into their car. The farmer was transporting tomatoes in his Mahindra Bolero jeep to Kolar. When he refused to pay them, the miscreants assaulted him, pushed him out of the truck and drove away with the vehicle loaded with 2.5 tonnes of tomatoes. Based on the complaint lodged by the farmer, the RMC Yard police tracked the movement of the vehicle and zeroed in on the gang.

The CBI has also issued look out circulars against <keyword id="246019" type="General" weightage="80" keywordseo="ramkrishna" source="Orion">Ramkrishna</keyword>, another former CEO Ravi Narain and former Group Operating Officer Anand Subramanian to prevent them from leaving the country. The central probe agency had booked owner and promoter of Delhi-based <keyword id="13202825" type="General" weightage="20" keywordseo="OPG-Securities-Pvt-Ltd" source="Orion">OPG Securities Pvt. Ltd</keyword>. Sanjay Gupta and others in connection with alleged abuse of NSE co-location facility to make gains by getting early access to the stock market, they said. The agency was also probing unidentified officials of Securities and Exchange Board of India (SEBI) and National Stock Exchange (NSE), Mumbai and other unidentified persons. "It was alleged that the owner and promoter of said private company abused the server architecture of NSE in conspiracy with unknown officials of NSE. It was also alleged that unknown officials of NSE, Mumbai had provided unfair access to the said company using the co-location facility during the period 2010-2012 that enabled it to login first to the exchange server of Stock Exchange that helped to get the data before any other broker in the market," the CBI has alleged in the FIR. In the high-frequency algorithmic trading in the NSE, an edge of a few seconds to a stock broker in a trade can make a huge difference, the officials said. It has emerged that Gupta was the first to log in in 90 per cent of cases which prompted murmurs in the stock broker circuit, and resulted in a load balancer being introduced by the NSE, the officials said. Gupta once again managed the data centre staff of NSE to get connected to the backup servers which were with zero load and provided far better and faster access of market feed to OPG Securities in comparison to other brokers, the CBI has alleged. The probe agency has alleged that he had managed to manipulate SEBI inquiry against the role of OPG Securities in the misuse of TBT (tick-by-tick) architecture of servers by paying bribe to the officials of the stock market regulator. Ramkrishna was MD and CEO of NSE from April 2013 to December 2016, Narain was the MD and CEO of the exchange from April 1994 till March 2013. Thereafter, he was appointed as vice-chairman in the non-executive category on the NSE's board from April 2013 and remained so till June 2017. Moreover, according to the apex court, FIR registered by Bihar Police is correct, reference to CBI is lawful. Previously, the Bihar government in its submission to the apex court said, "It is apparent that it is on account of political pressure in the State of Maharashtra that neither the FIR has been registered by the Mumbai Police nor did they extend any cooperation to Bihar Police in discharging their obligation to conduct investigation expeditiously." The Centre has sought the apex court's nod for investigation into the case by the CBI and ED. The Centre told the apex court that the CBI has already registered an FIR while acceding to the request made by the Bihar government. Rhea in her written submissions had told the Supreme Court that the Patna FIR could at best be regarded as a zero FIR and should be transferred to Mumbai police and insisted that Rajput's father has made baseless allegations against her. "A plain reading of the subject FIR is clearly indicative of the fact that no such consequence of such alleged act has ensued within the State of Bihar. The maximum that may be done in such instance, is for the FIR to be registered as a 'Zero FIR' and the same may be forwarded to the Police Station having jurisdiction over the matter", said Rhea in the written submissions. Sushant Singh Rajput's father K.K. Singh has informed the Supreme Court that Rhea has already begun to influence witnesses connected with the case and took a U-turn on a CBI probe. Singh in the affidavit said the mail relied upon by Rhea raises a question if the email was sent by Siddharth Pithani to Mumbai Police, and asked why was the same shared by the potential witness with Rhea, who is a prime suspect in the case. "Nevertheless, the email is sent after the registration of the FIR and one day before the filing of the present transfer petition and thus the said email seems to be procured by the petitioner (Rhea) from the potential witness, who seems to be already under her influence", said the affidavit filed through advocate Nitin Saluja. Singh's counsel had argued that Rhea too wanted a CBI probe into the matter, and questioned why she was against it now. "Moreover, as stated in the Petition that the Petitioner (Rhea) through her social media platform had requested the Union Home Minister for a CBI inquiry and now since the Respondent No.1 (Bihar government) has entrusted the aforesaid FIR to the CBI and Union of India has accepted the said request of the Respondent No.1, the Petitioner should not have any grievance in this regard". Rhea contended that the investigations in Bihar are totally illegal and such illegal proceedings cannot be transferred to CBI in the present manner by way of illegal executive orders. "The Petitioner has no objection if the transfer of investigation to CBI is done in exercise of powers conferred upon this court under Article 142 of the Constitution of India. Otherwise, the present transfer from Bihar Police to CBI as is done is totally without jurisdiction and contrary to law," said the written submission. The Solicitor General, representing the Centre, had argued it is a fit case for a CBI inquiry. Mehta questioned how Mumbai Police summoned 56 persons and recorded their statements, as they cannot do it under inquest proceedings. He submitted before the court that Mumbai Police never registered an FIR to investigate. He insisted that the ED has already initiated investigation, and after one central agency has registered a case, another central agency (CBI) should be engaged. A GoAir employee nearly lost his job for a hate tweet⁠— but he now says it was an impostor

New Delhi, Mar 15 () Indiabulls Housing Finance Ltd (IHFL) on Sunday said the company as well as its promoters do not have any outstanding term loan from Yes Bank. The company was clarifying on "some rumours" in social media in this regard. "In relation to some rumors and misinformation in social media regarding term loans of Yes Bank to Indiabulls Housing Finance, we would like to place facts in public domain that the outstanding terms loans from Yes Bank to Indiabulls Housing Finance are Zero," an IHFL statement said. It further said that the outstanding term loans from Yes Bank to promoter of Indiabulls Housing Finance or any of his promoter companies / family members companies are Zero. In a separate filing, Karnataka Bank also rejected some news reports that had raised doubts on the safety of some banks using an "absurd and flawed so called M-Cap to deposit ratio". The bank asserted that its financial health is sound and the Capital to Risk Weighted Assets ratio, the main parameter, is well above the limit prescribed by the RBI. IndiaBulls Housing Finance said the misinformation campaign on Indiabulls Housing Finance is being orchestrated by the blackmailing and extortion gang who we have been dealing with for past one year, few members of this gang are in jail and few are absconding. "In fact the solvency and strength of banks is measured globallyby referring to Capital to Risk Weighted Assets ratio i e CRAR only.The CRAR of your Bank as per audited financials as on March 31,2019 was at 13.17 per cent which is well above the CRAR of 10.825 per cent prescribed by Reserve Bank of India. "It is amply clear that your Bank is well capitalised indicating solvency of the Bank and with sound financial position measured among other parameters like Net NPA (2.95%) and Provision Coverage Ratio(PCR) (58.45%) as on March 31, 2019," the bank said. Company, promoters dont have any outstanding term loan from Yes Bank: Indiabulls Housing Finance

The UIDAI has blacklisted or suspended around 1,000 operators while FIRs have been filed against 20 individuals in the last three months for malpractices such as charging for Aadhaar enrolment, according to news report by PTI. 
 
The Unique Identification Authority of India (UIDAI) has also slapped a penalty of Rs 10,000 each on these erring operators besides removing them from its system. 
 
"We have received certain complaints...we have a zero tolerance policy on overcharging. We have identified about 1,000 such operators since December 2016...in the last three months, these operators have been removed from our system and we are also imposing a penalty of Rs 10,000 each on them," UIDAI CEO Ajay Bhushan Pandey told PTI. 
 
Removal of these operators from the system implies they would not be able to conduct enrolment for Aadhaar from anywhere in the country. 
 
UIDAI is the nodal body responsible for rolling out Aadhaar, the 12-digit unique identification number that identifies residents based on biometrics. 
 
The authority swung into action after it received certain complaints about some of these operators charging money for enrolments -- a service that is free of charge. 
 
Some other instances relate to overcharging for updation of Aadhaar details, for which UIDAI has prescribed a rate of Rs 25, while some pertained to operators departing from the sprocedures. 
 
"We got certain complaints where people were being inconvenienced and sometimes they were being asked for money...So we have appealed that they (operators) should stick to the prescribed rates," he said. 
 
In more severe cases, FIRs have been filed. 
 
"We have filed FIRs against 20 persons," Pandey said, hoping that the action by the UIDAI would be a deterrent for others trying to overcharge or not following proper processes. 
 
The suspension period varies from 6 months to 10 years depending on the severity of the offence, he added. 
 
So far, he pointed out, action has been taken against 34,000 operators since the beginning of the Aadhaar program. The Aadhaar ecosystem has four lakh certified operators and at any point of time about 40,000 such people enrol residents across the country. 
 
As per the latest update, more than 113 crore Aadhaar IDs have been generated in the country and Aadhaar authentications have crossed the 500 crore mark, while 100 crore e-KYCs have been done on the platform.

And now, more and more Californians are seeing them as one solution to the state's catastrophic wildfire crisis. So far this year, an area nearly the size of New Jersey has burned inside California. That seems like a lot, but until European colonization, this was normal<a href="https://www.sierraforestlegacy.org/Resources/Conservation/FireForestEcology/FireScienceResearch/FireHistory/FireHistory-Stephens07.pdf">, according to fire ecologists.</a> Much of the American West was intentionally burned by humans. Smoke and fire were common, but the conditions were rarely devastating, and the burns were a central part of Indigenous culture. "Our tribe recognizes that fire is a gift from Creator," Valentin Lopez, chairman of the <a href="http://amahmutsun.org/">Amah Mutsun Tribal Band</a>, told <keyword id="9054837" type="UNKNOWN" weightage="60" keywordseo="business-insider-today">Business Insider Today</keyword>. "It was a gift that allowed us to have warmth, to have light. It was very important to manage landscapes.""Our people did that for thousands of years. But people are waking up to the idea of bringing "good fire" back to the land. One group, <a href="https://www.egret.org/fire-forward">Fire Forward</a>, teaches volunteers the basics of wildland <keyword id="861820" type="PERSON" weightage="60" keywordseo="firefighting">firefighting</keyword> and prescribed fire-lighting over the course of eight weekends. They must complete 40 hours of online coursework, complete a strenuous pack test, and attend a field training day.Much of this work is done by hand in small teams. The McLeod and Pulaski are tools customized for carving fire lines out of the landscape. Volunteers also learn how to handle water hoses and drip torches, which drip diesel fuel to ignite dry brush. They even learn how to use tarp-like fire shelters as a last-resort safety device.The training has attracted a wide cross-section of Californians, like 18-year-old Orion Burnham-Pohlmann — an aspiring firefighter — and Emily Brodie, who is earning a Ph.D. in ecology. There are National Park employees, retired locals, and concerned citizens motivated by the worsening fires of the past years."I got exposed to fire forward in 2017, after the fires came into Sonoma, and was here through the evacuation," volunteer Christopher Smith said. "We had a number of friends who lost their homes."Other volunteers haven't experienced fire firsthand, but are eager to learn."I do believe that it's our collective responsibility," volunteer Saill White said. "As an inhabitant of the planet, it's kind of up to us to understand how it works and to learn how to keep each other safe."<h2>Indigenous groups have been teaching volunteers their controlled burning techniques.</h2><div type="image" title="fire california" height="834" width="1488" msid="79332318" hostid="261"></div>Members of local Indigenous groups are also present at Fire Forward programs, offering lessons that have been passed down over hundreds of generations."It's really great to see everyone out here and be putting fire back onto the land, because it's definitely an essential part of taking care of all of our tribal lands," Peter Nelson of the Federated Indians of Graton Rancheria said.By the end of it, volunteers are certified as basic wildland firefighters. They aren't allowed to work on the front lines of a dangerous blaze, but they can assist on prescribed burns under the guidance of an experienced crew chief.Professional firefighters use prescribed burns too, but the recent years of back-to-back emergencies have left little time for prevention work. Volunteers could help, but there's always the risk that a fire can get out of control."The culture of the fire service believes that using prescribed fire as a tool is more in their house. They're the owners of that," said David Shew, a retired chief with the California Department of Forestry and Fire Protection. "They are uncomfortable with the idea of handing that tool over to the general public because they don't have the training, they don't have the knowledge of fire behavior."<h2>The impacts of wildfires are being felt more than ever — environmentally and financially.</h2><div type="image" title="DJI_0445 2" height="2649" width="3976" msid="79332321" hostid="261"></div>In 2020, years of neglect are beginning to compound. So far this year, fire suppression has cost<a href="https://www.fire.ca.gov/media/8641/suppressioncostsonepage1.pdf"> taxpayers over $1 billion </a>— 10 times more than a decade ago."No matter how many fire engines we buy, no matter how many firefighters are on the ground, there will never be enough firefighters or equipment to be able to combat the explosive, catastrophic nature of fires that we've seen over the last few years," Shew said.The impacts of removing fire can be seen all over California. The Amah Mutsun lands on the central coast of California didn't look anything like they do today. This forested land was covered in grass. And it was <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4867691/#:~:text=The%20California%20Coastal%20Prairie%20has,area%2C%20in%20Los%20Angeles%20County.">one of the most biodiverse landscapes in North America</a>."Today that biodiversity is gone," Lopez said. "And today that coastal Prairie is pretty much all gone, because once you stop the fire, then the shrubs encroach, and then the Doug fir encroach, and then the redwoods encroach. And that just eliminated that coastal prairie that is so essential."For the past three years, Native stewards from the Amah Mutsun tribe have been working to restore the prairie, using fire as a key part of the process.The process begins by selecting trees to cut down, stripping their limbs, and putting them in large piles, which they burn when conditions are safe. By clearing this potential fuel for future fires, they make the land safe for their prescribed burns that creep along the ground, setting boundaries for future wildfires that sweep through the areas.Their slow-moving fires also kill invasive species that are not adapted to heat. And when the smoke clears, these burns restore balance to the ecosystem."I think that today, the impacts that we're seeing from these fires demand a change," Shew said. "We really don't have an option. We cannot continue to see these kinds of impacts and losses, and we've got to do something to change."

	 A distressed investor hit by the Rs 5,600 crore-NSEL scam has put in an application under Maharashtra Protection of Interest of Depositors Act (MPID Act) and filed a separate FIR against leading financial services firm <keyword id="46252" type="ORGANIZATION" weightage="20" keywordseo="Motilal-Oswal">Motilal Oswal</keyword> Financial Services Ltd and Philips Capital. 
	 In his application dated December 26, 2014, <keyword id="6558736" type="PERSON" weightage="20" keywordseo="Ketan-Shah">Ketan Shah</keyword>, said “…That this Hon’ble Court may be pleased to send this complaint to EOW, Unit-V, Crime Branch, Mumbai for investigation under section 156 (3) of The Code of Criminal Procedure and direct them to investigate the role of the accused persons and their directors and other persons and their companies as per the provisions of MPID Act and further initiating proper action against the accused above name. ” 
	 Shah has written that <keyword id="1720030" type="COMPANY" weightage="20" keywordseo="Philip-Capital">Philip Capital</keyword> India’s services recommended him to invest in <keyword id="6405757" type="COMPANY" weightage="20" keywordseo="NSEL">NSEL</keyword> while promising good returns on his investments. 
	“Kunal Dave further stated that NSEL was transparent and regulated like BSE and NSE and is backed by government through NAFED. He assured me that this organization is run by a billionaire called Jignesh Shah of FTIL Group, who is very close to their (Philip Capital India) and Vineet Bhatnagar, the managing director of the financial brokerage firm. Dave made me talk to Bhatnagar to confirm that my investments with NSEL are absolutely safe…” stated Shah. 
	 
	Shah also alleged that Kunal Dave of Philip Capital India had assured him that they had carried out their due-diligence regarding the existence of the commodities in the warehouses of NSEL. Apart from Philip Capital, Shah also claimed that in October 2012, Motilal Oswal’s brokerage firm had approached him for investing in NSEL. 
	 
	“…Rakesh Parekh approached me around October 2012…and represented that the same was safe, secure, regulated and transparent and that Motilal Oswal Wealth Management Pvt Ltd would ensure that my investments were sound and safe… As I was not convinced, he made me talk to Motilal Oswal on phone who reiterated that their company had done good research on NSEL and they themselves had invested in NSEL products and told me that I should make investments in it… Motilal Oswal personally assured me that their commodity risk management team had done multiple checks on NSEL warehouses and the product had zero risk and he even compared it with bank fixed deposits products,” added Shah. 
	 
	Ketan Shah in the application has also alleged that both Motilal Oswal and Parekh had asked him to sign the Power of Attorney (PoA) in their favour, which authorized them to take decisions as far as trading on NSEL was concerned. According to Shah, the PoA authorized the firm to take give and received delivery instructions for the commodities as well as handling warehouse receipts among others. “I say that under the pretext of protecting my interests, both the accused used the PoA and client registration form to further their conspiracy with NSEL, to my financial detriment as I have suffered a loss of Rs 16 crore only because I was lured by their false representations,” Shah charged at Oswal’s firm. 
	 
	According to Shah, Motilal Oswal had also falsely promised and assured of the existence of the commodities in the warehouses and that trading was being regularly carried out on NSEL. He claimed that Dave of Philip Capital too had similarly assured him of the trading that was being done on the Exchange. “… Subsequently, I came to know that a company called IBMA (Indian Bullion Market Association) was assigned as the Clearing and Forwarding (C&amp;F) agent by them (Philip Capital) without my consent,” he said in the application. 
	 
	Shah also accused Dave of allegedly offering foreign trips to exotic locations if he continued investing in NSEL after reports of irregularities in the Exchange surfaced. “As late as on July 30, 2013 evening, Kunal Dave visited my office and asked for more funds to be invested in NSEL assuring me of total safety and asked me to cross a figure of Rs 10 crore to be eligible for a free foreign trip offer,” said Shah. 
	 
	He further noted that in one of the invoices generated by Motilal Oswal’s firm, showed that he had merged Shah’s trading with other trading parties. “Furthermore, there were 18-19 borrowers on one side and 13,000 odd investors on other side. It was found that many of these were only fake and dummy exchange and a Ponzi Financing scheme. For instance, Motilal Oswal bought material from Astha Alloycorp and sold them to Astha Minmet and thus, they were merely funding Astha. These financing acts they knew by virtue of being C&amp; F agents and being recipients of invoices on regular basis showing identity of shady borrowers, who were habitual defaulters in the market,” pointed out Shah. 
	 
	This is the first-time that any court action has been initiated against the brokers involved in the NSEL scam.
