This allows for easier and quicker reporting, facilitating prompt action by the police, the sources said. <br /><br /> With the introduction of zero FIR, a person can file a First Information Report (FIR) at any police station, regardless of jurisdiction. This eliminates delays in initiating legal proceedings and ensures immediate reporting of the offence. <br /><br /> Under the new laws, victims will receive a free copy of the FIR, ensuring their participation in the legal process. <br /><br /> An interesting addition of the law is that in the event of an arrest, the individual has the right to inform a person of his choice about his or her situation. This will ensure immediate support and assistance to the arrested individual. <br /><br /> Besides, arrest details will now be prominently displayed within police stations and district headquarters, allowing families and friends of the arrested person easy access to important information. <br /><br /> To strengthen the case and investigations, it has become mandatory for forensic experts to visit crime scenes for serious offences and collect evidence. Additionally, the process of evidence collection at the crime scene will be mandatorily videographed to prevent tampering of evidence. <br /><br /> This dual approach significantly enhances the quality and reliability of investigations and contributes to a fair administration of justice, the sources said. <br /><br /> The new laws prioritised the investigations for offences against women and children, ensuring timely completion within two months of recording information. Under the new law, victims are entitled to regular updates on the progress of their case within 90 days. <br /><br /> This provision keeps the victims informed and involved in the legal process, enhancing transparency and trust. <br /><br /> The new laws guarantee free first-aid or medical treatment to victims of crimes against women and children at all hospitals. This provision ensures immediate access to essential medical care, prioritising the well-being and recovery of victims during challenging times. <br /><br /> Summons can now be served electronically, expediting the legal processes, reducing paperwork and ensuring efficient communication between all parties involved. <br /><br /> For certain offences against women, statements of the victim are to be recorded, as far as practicable, by a woman magistrate and in her absence, by a male magistrate in the presence of a woman to ensure sensitivity and fairness, creating a supportive environment for victims. <br /><br /> Both the accused and the victim are entitled to receive copies of the FIR, police report, chargesheet, statements, confessions and other documents within 14 days. <br /><br /> Courts grant a maximum of two adjournments to avoid unnecessary delays in case hearings, ensuring timely justice delivery. <br /><br /> The new laws mandate all state governments to implement witness protection scheme to ensure the safety and cooperation of witnesses and enhancing the credibility and effectiveness of legal proceedings. <br /><br /> The definition of "gender" now includes transgender individuals, promoting inclusivity and equality. <br /><br /> By conducting all legal proceedings electronically, the new laws offer convenience to victims, witnesses and accused, thereby streamlining and expediting the entire legal process. <br /><br /> In order to provide more protection to the victim and enforce transparency in investigation related to an offence of rape, the statement of the victim shall be recorded through audio video means by the police. <br /><br /> Women, persons below 15 years, persons above 60 years and those with disabilities or acute illness are exempt from attending police stations and can receive police assistance at their place of residence. <br /><br /> A new chapter has been added in BNS specifically to address offences against women and children, ensuring focused protection and justice. <br /><br /> Various offences against women and children have been made gender-neutral in BNS, covering all victims and perpetrators regardless of gender. <br /><br /> The new laws introduce community service for minor offences in order to promote personal growth and social responsibility of an individual. New criminals laws will allow citizens to lodge police complaints online, file FIR from any jurisdiction

The court ruled that simply viewing <keyword id="20456028" type="General" weightage="100" keywordseo="child-pornography" source="keywords">child pornography</keyword> on the internet, without physically possessing or storing the material, is now a criminal offence under Section 15 of the <keyword id="19920672" type="General" weightage="20" keywordseo="POCSO-Act" source="keywords">POCSO Act</keyword> and provisions of the <keyword id="19930099" type="General" weightage="20" keywordseo="information-technology" source="keywords">Information Technology</keyword> (IT) Act. This ruling significantly expands the scope of the law to address the evolving challenges posed by digital platforms.<br /><h2>A wider net</h2>In its ruling, a bench comprising Chief Justice D.Y. Chandrachud and Justice J.B. Pardiwala stated, "Any act of viewing, distributing, or displaying child pornographic material by a person over the internet without any actual or physical possession or storage of such material in any device or in any form or manner would also amount to 'possession' in terms of Section 15 of POCSO Act."<br /><br />This interpretation effectively settled conflicting verdicts from various high courts, notably overturning a Madras High Court decision that had quashed a POCSO case against an individual who had viewed child pornography but had not circulated it. The Supreme Court, in agreeing with senior advocate H.S. Phoolka's arguments, deemed the earlier judgement "egregiously erroneous."<br /><h2>Crimes categorised</h2>In a further clarification, the Supreme Court divided crimes related to child pornography under Section 15 of the POCSO Act into three distinct categories. The decision emphasised that law enforcement and courts must carefully assess each case to determine the specific category under which an offence falls.<br /><br />One critical insight from the judgement is that an offender cannot escape prosecution by simply deleting illegal content before an FIR is registered. The bench declared, "We clarify that there is no requirement under Section 15 of POCSO Act that ‘storage’ or ‘possession’ must continue to exist at the time of initiation of the criminal proceeding, and no such requirement can be read into the said provision."<br />    <div type="Article" hostid="261" msid="113417654" title="“Learned no lessons from Nirbhaya case”: Madhya Pradesh High Court criticises lenient treatment of crime-accused juvies in India" mstype="2" mssubtype="0"></div>This means that even if an individual deletes the material before the authorities take action, they may still face <keyword id="20554971" type="General" weightage="20" keywordseo="legal-consequences" source="keywords">legal consequences</keyword> based on the mere act of viewing or temporary possession.<br /><h2><keyword id="23293250" type="General" weightage="20" keywordseo="automatic-downloads" source="keywords">Automatic downloads</keyword></h2>Acknowledging the complexities of <keyword id="20573374" type="General" weightage="20" keywordseo="digital-media" source="keywords">digital media</keyword>, the Supreme Court recognised that certain child pornographic content might be automatically downloaded onto devices without the user’s knowledge. To address this, the court created a safeguard for those unaware of the offensive material stored on their devices. If a person discovers such material on their device through automatic downloads, they will not be prosecuted if they take immediate steps to delete it and report it to the authorities.<br /><br />However, the onus is on the device owner to act swiftly. Failure to delete or report the offensive material after becoming aware of it would constitute an offence under the law.<br /><br />To avoid the automatic downloading of problematic material, there are several proactive measures you can take. First, adjust your browser settings to disable automatic downloads and pop-ups, ensuring you have to approve any file before it is downloaded to your device. The ruling adapts the legal framework to modern challenges, ensuring that perpetrators can no longer hide behind technicalities such as the absence of physical possession.<br /><br />The Supreme Court’s interpretation also places a burden on individuals to exercise responsibility in the digital world. New Delhi, Mar 15 () Indiabulls Housing Finance Ltd (IHFL) on Sunday said the company as well as its promoters do not have any outstanding term loan from Yes Bank.<p> The company was clarifying on "some rumours" in social media in this regard. </p><p> "In relation to some rumors and misinformation in social media regarding term loans of Yes Bank to Indiabulls Housing Finance, we would like to place facts in public domain that the outstanding terms loans from Yes Bank to Indiabulls Housing Finance are Zero," an IHFL statement said.</p><p> It further said that the outstanding term loans from Yes Bank to promoter of Indiabulls Housing Finance or any of his promoter companies / family members companies are Zero. </p><p> In a separate filing, Karnataka Bank also rejected some news reports that had raised doubts on the safety of some banks using an "absurd and flawed so called M-Cap to deposit ratio".</p><p> The bank asserted that its financial health is sound and the Capital to Risk Weighted Assets ratio, the main parameter, is well above the limit prescribed by the RBI.</p><p> IndiaBulls Housing Finance said the misinformation campaign on Indiabulls Housing Finance is being orchestrated by the blackmailing and extortion gang who we have been dealing with for past one year, few members of this gang are in jail and few are absconding. </p><p> The company said, "We are in process of taking legal action on various media platforms that the gang is abusing to spread misinformation about Indiabulls Housing Finance."</p><p> While dismissing the application of Kislay Panday, a Proclaimed Offender and the mastermind of various PILs in different courts against Indiabulls Housing Finance and the leader of blackmailing gang, the Honorable High Court order quoted in its order dated 27-2-2020: "Therefore, looking into the allegations of blackmailing and extortion of money from the complainant, I do not find that from the bare perusal of the FIR it can be quashed." </p><p> "Even at the stage when the petition was filed, non bailable warrants were issued against the petitioner. The anticipatory bail of the petitioner was dismissed by the trial court and thereafter the petitioner traveled abroad and never returned back."</p><p> Meanwhile, Karnataka Bank also clarified that some news reports had raised doubts on safety of some banks, including the bank, using an "absurd and flawed so called M-Cap to deposit ratio".</p><p>  Later the said report was also circulated widely in socialmedia. </p><p> The above report by India Today "tv channel infused a lot of anxiety and panicky situation among the depositorsin particular and other stakeholders in general and also raised a doubt about the safety of the Bank", the filing said.</p><p> The aforesaid report by television channel is totally incorrect, mischievous and likely to mislead the public anddepositors by creating shadow of doubt about safety of the Bank, it added.</p><p>  The RBI, Krishnamurthy Subramanian, Chief Economic Advisor to Government of India, and SBI Chairman and other experts in the matter clarified that so called M- cap to deposits ratio is non-existent in the financial world and nowhere used in the world to measure the health of banks, it mentioned. </p><p> "In fact the solvency and strength of banks is measured globallyby referring to Capital to Risk Weighted Assets ratio i e CRAR only.The CRAR of your Bank as per audited financials as on March 31,2019 was at 13.17 per cent which is well above the CRAR of 10.825 per cent prescribed by Reserve Bank of India. </p><p> "It is amply clear that your Bank is well capitalised indicating solvency of the Bank and with sound financial position measured among other parameters like Net NPA (2.95%) and Provision Coverage Ratio(PCR) (58.45%) as on March 31, 2019," the bank said.</p> The Bank has also taken appropriate legal action against such incorrect and misleading publications. Company, promoters dont have any outstanding term loan from Yes Bank: Indiabulls Housing Finance

The UIDAI has blacklisted or suspended around 1,000 operators while FIRs have been filed against 20 individuals in the last three months for malpractices such as charging for Aadhaar enrolment, according to news report by PTI.<br />
<br />
The Unique Identification Authority of India (UIDAI) has also slapped a penalty of Rs 10,000 each on these erring operators besides removing them from its system.<br />
<br />
"We have received certain complaints...we have a zero tolerance policy on overcharging. We have identified about 1,000 such operators since December 2016...in the last three months, these operators have been removed from our system and we are also imposing a penalty of Rs 10,000 each on them," UIDAI CEO Ajay Bhushan Pandey told PTI.<br />

Removal of these operators from the system implies they would not be able to conduct enrolment for Aadhaar from anywhere in the country.<br />
<br />
UIDAI is the nodal body responsible for rolling out Aadhaar, the 12-digit unique identification number that identifies residents based on biometrics.<br />
<br />
The authority swung into action after it received certain complaints about some of these operators charging money for enrolments -- a service that is free of charge.<br />
<br />
Some other instances relate to overcharging for updation of Aadhaar details, for which UIDAI has prescribed a rate of Rs 25, while some pertained to operators departing from the sprocedures.<br />
<br />
"We got certain complaints where people were being inconvenienced and sometimes they were being asked for money...So we have appealed that they (operators) should stick to the prescribed rates," he said.<br />
<br />
In more severe cases, FIRs have been filed.<br />
<br />
"We have filed FIRs against 20 persons," Pandey said, hoping that the action by the UIDAI would be a deterrent for others trying to overcharge or not following proper processes.<br />
<br />
The suspension period varies from 6 months to 10 years depending on the severity of the offence, he added.<br />
<br />
So far, he pointed out, action has been taken against 34,000 operators since the beginning of the Aadhaar program. The Aadhaar ecosystem has four lakh certified operators and at any point of time about 40,000 such people enrol residents across the country.<br />
<br />
As per the latest update, more than 113 crore Aadhaar IDs have been generated in the country and Aadhaar authentications have crossed the 500 crore mark, while 100 crore e-KYCs have been done on the platform.

<ul class="summary-list"><li><keyword id="2379" type="CITY" weightage="60" keywordseo="California">California</keyword>'s wildfire season this year was the most devastating on record.</li><li>More and more Californians are turning to Indigenous groups for insight into solving the state's environmental crisis.</li><li>Native groups are raising awareness of their tradition of prescribed burns, in which they purposefully set <keyword id="28762" type="ENTERTAINMENT" weightage="60" keywordseo="fire">fire</keyword> to the land to control future <keyword id="394841" type="PERSON" weightage="60" keywordseo="wildfires">wildfires</keyword>.</li></ul><p>It might sound counterproductive to set land on fire in Sonoma County, California, during the state's worst wildfire season yet.</p><p>But there's nothing "wild" about the fires that volunteer groups in California are lighting.</p><p>In fact, these "prescribed burns" are used to strategically cull the land and control the paths of future fires. And now, more and more Californians are seeing them as one solution to the state's catastrophic wildfire crisis. </p><p>So far this year, an area nearly the size of New Jersey has burned inside California. </p><p>That seems like a lot, but until European colonization, this was normal<a href="https://www.sierraforestlegacy.org/Resources/Conservation/FireForestEcology/FireScienceResearch/FireHistory/FireHistory-Stephens07.pdf">, according to fire ecologists.</a> Much of the American West was intentionally burned by humans. Smoke and fire were common, but the conditions were rarely devastating, and the burns were a central part of Indigenous culture. </p><p>"Our tribe recognizes that fire is a gift from Creator," Valentin Lopez, chairman of the <a href="http://amahmutsun.org/">Amah Mutsun Tribal Band</a>, told <keyword id="9054837" type="UNKNOWN" weightage="60" keywordseo="business-insider-today">Business Insider Today</keyword>. "It was a gift that allowed us to have warmth, to have light. It was very important to manage landscapes."</p><p>"Our people did that for thousands of years. And then came the horrific brutal periods of colonization and tribes were not allowed to burn anymore."</p><h2>People are trying to bring "good fire" back to the land.</h2><div type="image" title="fire california" height="837" width="1486" msid="79332316" hostid="261"></div><p>While a changing climate is making wildfire more likely, what set the stage for this apocalyptic year was a <a href="https://foresthistory.org/research-explore/us-forest-service-history/policy-and-law/fire-u-s-forest-service/famous-fires/the-1910-fires/">1910 US Forest Service policy</a> that prohibited any form of wildland fires. The policy was a zero-tolerance response to "the Big Blowup," a blaze that burned 3 million acres in the Northwestern US and Canada. </p><p>But people are waking up to the idea of bringing "good fire" back to the land. One group, <a href="https://www.egret.org/fire-forward">Fire Forward</a>, teaches volunteers the basics of wildland <keyword id="861820" type="PERSON" weightage="60" keywordseo="firefighting">firefighting</keyword> and prescribed fire-lighting over the course of eight weekends. They must complete 40 hours of online coursework, complete a strenuous pack test, and attend a field training day.</p><p>Much of this work is done by hand in small teams. The McLeod and Pulaski are tools customized for carving fire lines out of the landscape. Volunteers also learn how to handle water hoses and drip torches, which drip diesel fuel to ignite dry brush. They even learn how to use tarp-like fire shelters as a last-resort safety device.</p><p>The training has attracted a wide cross-section of Californians, like 18-year-old Orion Burnham-Pohlmann — an aspiring firefighter — and Emily Brodie, who is earning a Ph.D. in ecology. There are National Park employees, retired locals, and concerned citizens motivated by the worsening fires of the past years.</p><p>"I got exposed to fire forward in 2017, after the fires came into Sonoma, and was here through the evacuation," volunteer Christopher Smith said. "We had a number of friends who lost their homes."</p><p>Other volunteers haven't experienced fire firsthand, but are eager to learn.</p><p>"I do believe that it's our collective responsibility," volunteer Saill White said. "As an inhabitant of the planet, it's kind of up to us to understand how it works and to learn how to keep each other safe."</p><h2>Indigenous groups have been teaching volunteers their controlled burning techniques.</h2><div type="image" title="fire california" height="834" width="1488" msid="79332318" hostid="261"></div>Members of local Indigenous groups are also present at Fire Forward programs, offering lessons that have been passed down over hundreds of generations.<p>"It's really great to see everyone out here and be putting fire back onto the land, because it's definitely an essential part of taking care of all of our tribal lands," Peter Nelson of the Federated Indians of Graton Rancheria said.</p><p>By the end of it, volunteers are certified as basic wildland firefighters. They aren't allowed to work on the front lines of a dangerous blaze, but they can assist on prescribed burns under the guidance of an experienced crew chief.</p><p>Professional firefighters use prescribed burns too, but the recent years of back-to-back emergencies have left little time for prevention work. Volunteers could help, but there's always the risk that a fire can get out of control.</p><p>"The culture of the fire service believes that using prescribed fire as a tool is more in their house. They're the owners of that," said David Shew, a retired chief with the California Department of Forestry and Fire Protection. "They are uncomfortable with the idea of handing that tool over to the general public because they don't have the training, they don't have the knowledge of fire behavior."</p><h2>The impacts of wildfires are being felt more than ever — environmentally and financially.</h2><div type="image" title="DJI_0445 2" height="2649" width="3976" msid="79332321" hostid="261"></div><p>In 2020, years of neglect are beginning to compound. So far this year, fire suppression has cost<a href="https://www.fire.ca.gov/media/8641/suppressioncostsonepage1.pdf"> taxpayers over $1 billion </a>— 10 times more than a decade ago.</p><p>"No matter how many fire engines we buy, no matter how many firefighters are on the ground, there will never be enough firefighters or equipment to be able to combat the explosive, catastrophic nature of fires that we've seen over the last few years," Shew said.</p><p>The impacts of removing fire can be seen all over California. The Amah Mutsun lands on the central coast of California didn't look anything like they do today. This forested land was covered in grass. And it was <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4867691/#:~:text=The%20California%20Coastal%20Prairie%20has,area%2C%20in%20Los%20Angeles%20County.">one of the most biodiverse landscapes in North America</a>.</p><p>"Today that biodiversity is gone," Lopez said. "And today that coastal Prairie is pretty much all gone, because once you stop the fire, then the shrubs encroach, and then the Doug fir encroach, and then the redwoods encroach. And that just eliminated that coastal prairie that is so essential."</p><p>For the past three years, Native stewards from the Amah Mutsun tribe have been working to restore the prairie, using fire as a key part of the process.</p><p>The process begins by selecting trees to cut down, stripping their limbs, and putting them in large piles, which they burn when conditions are safe. By clearing this potential fuel for future fires, they make the land safe for their prescribed burns that creep along the ground, setting boundaries for future wildfires that sweep through the areas.</p><p>Their slow-moving fires also kill invasive species that are not adapted to heat. And when the smoke clears, these burns restore balance to the ecosystem.</p><p>"I think that today, the impacts that we're seeing from these fires demand a change," Shew said. "We really don't have an option. We cannot continue to see these kinds of impacts and losses, and we've got to do something to change."</p>

According to the <a href="http://www.wsj.com/articles/barack-obamas-asian-swan-song-sees-world-leaders-test-limits-of-u-s-power-1473273119">the Wall Street Journal's Carol E. Lee</a>, the share of US troops in the region is up to 10% in 2015 from 8% in 2008, with the number of US troops increasing significantly around Japan.</p><p>And the TPP deal,<span> which would lower tariffs for 12 countries around the Pacific - excluding China,</span> could be interpreted as another arm of that agenda.</p><p>"The whole TPP agreement really isn't about workers, who are taking it on the chin whether it gets concluded or not," <span>Eurasia Group President Ian Bremmer <a href="http://www.businessinsider.com/obama-asia-trip-2016-9">previously told Business Insider's Pamela Engel</a>. "It's about America's position in Asia."</span></p><p>"A lot depends on TPP," he added. "If it doesn't get done, China will become the fall-back leader for Asian economic architecture.
