Israel was a welcome occupier. Israelis were going to Gaza and shopping, sitting on the beach, and talking about how people were friendly. Relations were basically very good at the beginning," he said.But the Paraguay transfer plan emerged because, "the Israel government identified the problem in advance," he said."After the '67 war, the Gazan economy was disconnected from the Egyptian economy. There was very high unemployment. In Golda Meir's view, it was a humanistic attempt to solve a difficult problem — it seemed reasonable."<h2>Palestinians to Paraguay</h2>What to do with the millions of Palestinian Arabs that came under the Jewish state's control after 1967 has been an intense debate in Israeli politics ever since. As recently as 2019, <a href="https://www.haaretz.com/israel-news/.premium-right-wing-resurrects-voluntary-transfer-of-palestinians-despite-50-years-of-fail-1.7735140">a senior government official said that Israel was willing to help Palestinians emigrate from Gaza</a>.One idea that never got off the ground, Mor-Cicurel said, was to establish agricultural settlements in northern Sinai for 50,000 Palestinians. But in reality, there was no local solution, so Israel's leaders, advised by its spy agency, Mossad, began to look further afield. "Paraguay was basically a dictatorship. You had a strongman there who you could reach an agreement with," said Mor-Cicurel. Paraguay was ruled by Alfredo Stroessner, who took power in a military coup in 1954 and ruled until his overthrow in 1989. The period was marked by sustained human rights abuses of opponents.The Mossad brokered a secret agreement with the Paraguayan regime.<a href="https://www.kan.org.il/Item/?itemId=75705&amp;fbclid=IwAR1JSxlK6l2aUIeNByxQ4VIKpVVly4oYhdLL-M0uAm-HTsFyDzaEw4-WIi4WIi4">According to the archived cabinet minutes</a>, the head of the Mossad, Major General Zvi Zamir, said: "The proposal in question is the consent of the Paraguayan government, through the Paraguayan Institute of Agriculture and Immigration, to absorb for a minimum period of four years — although it can continue longer if things develop — 60,000 Arab Muslim people, Who by definition are not communists. She is willing to absorb them into the country, When the Government of Israel fulfills certain conditions."The plan guaranteed Israel would cover the emigrants' travel expenses. It said they would be paid $100 each, plus $33 per person would go to the Paraguay government. On arrival, the Palestinians would receive residency rights, and citizenship after five years."According to the Israeli state papers, a down payment of $350,000 was made for the first 10,000 emigrants. The total bill for the 60,000 resettled Palestinians was estimated at $33 million."The idea was to seduce people to leave Gaza," said Mor-Circurel.To facilitate the movement of the Palestinians, Israel set up a travel agency in Gaza to entice people and provide them with the relevant documentation.<div type="image" title="Golda Meir. All of them were basically immigrants. Most of the policymakers came from other countries to the State of Israel," he said."In the eyes of today, the idea of transferring the population is quite strange. But 1968 was not so far away from the division of Pakistan and India and the transfer of populations. It wasn't considered human rights abuse."The secret Paraguay plan also mingles with the history of the Holocaust. Mor-Circurel points it formed as Israel wound down its hunt for fugitive Nazi war criminals.Paraguay was a safe haven for many notorious fugitives from Hitler's Third Reich. Afghan forces to receive Russian arms as Moscow seeks expanded role

Why? The Sports Illustrated bikini model <a href="http://jezebel.com/5991324/bar-refaeli-gets-in-a-fight-with-the-idf">dodged Israel's mandatory, two-year military service.</a>
IDF spokesman Brigadier General Yoav Mordechai explained in a letter to the Foreign Ministry Director that:
"The choice of a representative who did not serve in the <keyword id="6359526" type="COMPANY" weightage="60" keywordseo="Military">military</keyword> as an official presenter on behalf of <keyword id="6355882" type="COUNTRY" weightage="60" keywordseo="israel">Israel</keyword>, conveys the message that we ignore and forgive evasion of enlistment, and encourages identification, among youths of both sexes, with the success of those who did not enlist ... The IDF has been operating, in the last few years, in a variety of ways, to strengthen the value of IDF service, and to fight the phenomenon of enlistment evasion, in order to preserve the societal value that sees the IDF as the people's army.”
Refaeli has spoken out about skipping out on service. According to Jewish news site <a href="http://www.ynetnews.com/articles/0,7340,L-3455802,00.html">Ynet, Refaeli briefly married a friend to evade the draft:</a>
“I really wanted to serve in the IDF, but I don’t regret not enlisting, because it paid off big time,” she told a reporter. “That’s just the way it is, celebrities have other needs. I hope my case has influenced the army.
This isn't the first time Refaeli has come under fire for dodging the draft. <a href="http://www.ynetnews.com/articles/0,7340,L-3540109,00.html">A boycott was organized</a> in 2008 after the model was picked to be the face of Israel-based fashion chain Fox. <a href="http://www.ynetnews.com/articles/0,7340,L-3540565,00.html">The situation was smoothed over after she agreed to visit injured soldiers</a> for the brand and encourage people to enlist in the army.
In 2010, the <a href="http://www.haaretz.com/news/diplomacy-defense/idf-complains-over-bar-refaeli-s-involvement-in-israeli-hasbara-campaign.premium-1.510129">IDF also called on citizens to boycott items that were endorsed by celebrities who didn't serve in the military</a>, Haaretz reports. Major General Avi Zamir told students at Herzliya simply that "Bar Refaeli shouldn't appear in ads. And if she does, then don’t buy the products. That's the answer."
But Refaeli isn't put off by the IDF's strong response to her pro-Israeli campaign.

The Israeli Army Is NOT Happy About Bar Refaeli's Pro-Israel Ad

<div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div>A long-awaited trial starts Monday, in which U.S. victims of Hamas and their families are <a href="http://www.scribd.com/doc/236441815/Complaint">suing a massive Middle Eastern bank</a> for allegedly funneling money to family members of terrorist suicide bombers.
The decade-old case alleges the Jordanian Arab Bank helped funnel "martyr payments" to the relatives of terrorists through its New York branch during the second <a href="http://en.wikipedia.org/wiki/Second_Intifada">Palestinian Intifada between 2000-2005</a> (a period of intense fighting between Israel and Palestine that <a href="http://news.bbc.co.uk/2/hi/middle_east/3694350.stm">reportedly cost 4,000 lives</a>).
The high-profile suit will be the first-ever civil trial involving terror financing, according to Osen <keyword id="6355470" type="CITY" weightage="60" keywordseo="Law">Law</keyword>, the firm representing the plaintiffs. The Supreme Court <a href="http://www.bloomberg.com/news/2014-06-30/arab-bank-rejected-by-u-s-supreme-court-on-terror-trial.html">rejected the bank's petition for it to hear the case</a> in June, paving the way for <a href="http://www.nytimes.com/2014/04/02/us/terror-suit-against-jordanian-bank-tests-us-diplomacy-and-secrecy-laws.html?_r=0">the controversial case</a> to go to trial in Brooklyn federal court this week.
The suit claims Arab Bank helped funnel money from insurance benefits provided by the Saudi Committee, a group that supported the Intifada, to the families of Palestinian terrorists who had become "martyrs" or been injured or captured by Israeli forces. 
This insurance "is ultimately designed to provide substantial material support to Palestinian terrorist organizations and to provide a meaningful incentive both to prospective recruits and to individuals contemplating the commission of independent acts of violence in the name of the 'popular resistance," according to the complaint.
The complaint list five terrorist attacks in which Arab Bank allegedly funneled money to terrorists' families. 
One case involves John Linde Jr., who was killed along with two other security officers by an IED in northern Gaza as they were escorting U.S. diplomats to interview Palestinian candidates for Fulbright Scholarships in October 2003. 
In another heartbreaking case, Tehilla Nathansen, just 3 years old, was killed while sitting on her mother's lap on the No. 2 bus in Jerusalem in August of 2003. In another attack on a child, Jacob Mandell, an 8th-grader, was stoned to death, along with another friend, by Palestinians while he was hiking in May of 2001.
The suit claims Arab Bank has violated Section 2339B of Title 18 of the U.S. Code, which makes it illegal for an entity within the U.S. to <a href="http://www.law.cornell.edu/uscode/text/18/2339B">provide material support or resources</a> to designated foreign terrorist organizations.
Originally filed in 2004, the suit is only now reaching trial because Arab Bank did everything they could to withhold information from the plaintiffs, lead attorney Gary Osen of Osen LLC told Business Insider.
"They've done everything in their power to deny us the opportunity to have a full record and to delay the proceedings for as long as they could," he said.
If Arab Bank is found liable, a jury will determine the amount in damages the plaintiffs will receive, he said.
"We can't obviously predict what impact, if any, the proceeding or trial could have one way or the other, but if liability is found, we hope it will impact the way foreign financial institutions conduct their risk management in the area of terror financing."
Although some have speculated that Arab Bank will try and settle this case out of court, Osen said he "fully expects this trial to start Monday."
Although Arab Bank did not return Business Insider's request for comment, it did <a href="http://www.forbes.com/sites/danielfisher/2014/08/08/arab-bank-trial-brings-tests-limits-of-u-s-law-in-palestinian-conflict/">provide this statement to Forbes</a>:
"The facts show that Arab Bank provided routine banking service in compliance with applicable counterterrorism laws and regulations, and had no intention of providing support to Hamas or any other known terrorist organization."
