The 18th edition of Indo - US joint training exercise "Yudh Abhyas 22" will be conducted in Uttarkhand this month, the <keyword id="6369097" type="General" weightage="80" keywordseo="ministry-of-defence" source="Orion">Ministry of Defence</keyword> said on Tuesday. "The training schedule focuses on the employment of an integrated battle group under Chapter VII of the <keyword id="15524210" type="General" weightage="80" keywordseo="un-mandate" source="Orion">UN Mandate</keyword>. The schedule will include all operations related to peacekeeping and peace enforcement. The troops from both nations will work together to achieve common objectives," the statement said, adding that the joint exercise will also focus on Humanitarian Assistance and Disaster Relief (HADR) operations. Troops from both nations will practice launching swift and coordinated relief efforts in the wake of any natural calamity. The Defence Ministry further said that the exercise would facilitate both armies to share their wide experiences, and skills and enhance their techniques through information exchange. "In order to derive full benefit from the professional skills and experiences of both armies, a Command Post Exercise and Expert Academic Discussions (EAD) on carefully selected topics will be carried out. The scope of the Field Training Exercise includes the validation of integrated battle groups, force multipliers, establishment and functioning of surveillance grids, validation of operational logistics, mountain warfare skills, casualty evacuation and combat medical aid in adverse terrain and climatic conditions. The exercise will involve exchanges and practices on a wide spectrum of combat skills including combat engineering, employment of UAS/Counter UAS techniques and information operations," the statement read. "The exercise will facilitate both Armies to share their wide experiences, and skills and enhance their techniques through information exchange," it added. "Yudh Abhyas 22" will be conducted in Uttarkhand this month

<ul class="summary-list"><li>In October, US and Indian soldiers trained in <keyword id="12020240" type="UNKNOWN" weightage="60" keywordseo="alaska" source="Orion">Alaska</keyword> during the latest version of the <keyword id="12658337" type="UNKNOWN" weightage="60" keywordseo="yudh-abhyas" source="Orion">Yudh Abhyas</keyword> exercise.</li><li>This year's iteration was the 17th of the exercise but only the second time it has been in Alaska.</li></ul>US and Indian soldiers have conducted the Yudh Abhyas exercise for 17 years, but the version held in late October was only the second time they've ventured to Alaska for it.This year's exercise was conducted as both countries face rising tensions with <keyword id="11892748" type="UNKNOWN" weightage="60" keywordseo="china" source="Orion">China</keyword>, but that was far from mind as soldiers scrambled through deep snow and over mountainous terrain.Relations with China "did not enter anybody's mind in the course of this exercise," Col. Jody Shouse, the senior US Army officer at the exercise, told Insider in an interview in October. "This exercise was completely about coming together with the <keyword id="11893656" type="UNKNOWN" weightage="60" keywordseo="indian-army" source="Orion">Indian Army</keyword> and becoming one, and China was not factored into this in any way."<div type="image" title="Indian soldiers with rifles in Alaska" height="1428" width="2000" msid="88059617" hostid="261"></div>While strategic-level issues, mainly disputes with China, have brought the countries closer in recent years, exercises like Yudh Abhyas are a part of decades-long efforts by their militaries to work together.Those "bottom-up" efforts are not always linked to higher-level strategic rationales, said Arzan Tarapore, a research scholar at Stanford University focused on South Asian security.The US and Indian militaries are "training to share knowledge about certain mission sets, to share knowledge about certain competencies, and to learn about each other," Tarapore told Insider. "That's just what they do."<h2>What Alaska offers</h2><div type="image" title="Indian soldiers and US Army paratroopers during Yudh Abhyas in Alaska" height="1335" width="2000" msid="88059619" hostid="261"></div>Yudh Abhyas alternates between <keyword id="11892747" type="UNKNOWN" weightage="60" keywordseo="india" source="Orion">India</keyword> and the US, and this iteration was a year in the making, according to Shouse, commander of the US Army's 4th Infantry Brigade Combat Team (Airborne) — the Army's newest airborne brigade combat team and the only one in the Pacific.The US and Indian units involved and other higher-level US commanders met several times over the past year to arrange the exercise's two components: a command-post exercise simulating a UN peacekeeping mission and a field-training exercise in different locations in Alaska, held simultaneously."We had to select officers from various areas and fields of expertise for the CP exercise. Some of them had some experience with the UN before," Brig. Parag Nangare, 136th (I) Infantry Group commander and senior Indian Army officer at the exercise, told Insider during the interview."They brought their experiences and their standard operating procedures with them. We brought ours with us, and then we were able to put them together and create one standard operating procedure at the command-post exercise level," Shouse said.<div type="image" title="US and Indian soldiers during Yudh Abhyas in Alaska" height="1333" width="2000" msid="88059621" hostid="261"></div>The field-training exercise was in two parts. The first week consisted of "a kind of a round-robin circuit drill" during which US and Indian soldiers formed four teams that each spent a day at different stations, Shouse said.Those stations included training to evacuate casualties and sling-loading artillery with helicopters, load and unload aircraft, counter-drone and counter-improvised-explosive-device training, rappel towers and obstacle courses, and weapons familiarization. They also had sports days and <a href="https://newsable.asianetnews.com/video/india-defence/yudh-abhas-2021-sidelines-from-bollywood-dance-numbers-to-roasting-marshmallows-r1kp0z" target="_blank" rel="noopener">cultural exchanges</a>.The first week was "the building block of the cohesiveness" that was seen during the final exercise, held in Alaska's mountains during the last week of October, Nangare said.US and Indian soldiers also went to the <a href="https://www.jber.jb.mil/Portals/144/units/JPARC/PDF/JPARC-Black-Rapids-Training-Area.pdf" target="_blank" rel="noopener">Black Rapids training area</a> near Denali Mountain for training in "very extreme altitudes and a very extreme, mountainous environment," Shouse said.That training, done at altitudes of 14,000 feet, allowed both sides to hone their craft.<div type="image" title="US and Indian soldiers rappel down wall" height="1335" width="2000" msid="88059623" hostid="261"></div>"The lesson learned, really, in all this is the Indian army are probably better climbers than the US Army," Shouse said. "We have learned a tremendous amount from what these gentlemen have learned in their country, because they operate at 16,000 feet every single day."Nangare singled out the training in the mountains and with "the technological availabilities that the US Army has" as especially valuable.The only other Yudh Abhyas to take place in Alaska was a decade ago, and this year both sides wanted to take advantage of Alaska's mountainous terrain and adverse conditions to "hone their skills and their craft in a different geographical location," Shouse said.The "shared hardships" of training in that area promoted bonding, the US commander said.The day Shouse and Nangare spoke to Insider, both had been snowshoeing in the mountains when the weather "turned really bad on us," Shouse added. "That shows the importance of the training and the exercise."Nangare said there are procedures in place for returning personnel to share their experiences with troops doing similar tasks in India.Those troops may get more first-hand experience next year, when Yudh Abhyas returns to India. US and Indian officials are already planning for that exercise, in which many of the same US soldiers, including Shouse, will participate."I am absolutely going to put our forces on the ground in the Himalayas," Shouse said. "With the new <keyword id="11905238" type="UNKNOWN" weightage="60" keywordseo="arctic" source="Orion">Arctic</keyword> strategy out and <a href="https://www.businessinsider.com/army-looks-to-allies-partners-to-regain-arctic-military-dominance-2021-4" target="_blank" rel="noopener">the Army want[ing] us to be dominant in the Arctic</a>, that takes every bit of time that we have to train in very mountainous and extreme conditions, and the Himalayas is just going to give us another way of doing that."<div type="image" title="US and Indian soldiers use metal detector in Alaska" height="1333" width="2000" msid="88059627" hostid="261"></div>The Himalayas stretch across India's northern frontier, and in recent years Indian forces have had <a href="https://www.businessinsider.com/us-intelligence-sharing-with-india-helps-monitor-chinese-military-2020-12" target="_blank" rel="noopener">two major standoffs</a> with Chinese troops <a href="https://www.businessinsider.com/china-india-recalibrating-after-doklam-but-future-conflict-possible-2018-10" target="_blank" rel="noopener">in disputed areas</a> on the eastern and western ends of that frontier.Mountain training is a longstanding focus for the Indian army, and previous iterations of Yudh Abhyas in India took place elsewhere in the Himalayas. If next year's exercise is "near disputed territory, that would be a bit of a political signal," Tarapore said.US military officials say the two countries have "<a href="https://www.businessinsider.com/us-intelligence-sharing-with-india-helps-monitor-chinese-military-2020-12" target="_blank" rel="noopener">gotten closer</a>" because of those standoffs, with the US providing intelligence and material support at India's request, including 10,000 sets of cold-weather gear and sleeping bags, the US Army's top civilian official said this week."We would continue to do that and look favorably upon those kinds of requests," Army Secretary Christine Wormuth said at <a href="https://www.csis.org/events/chinas-power-debate-2021-keynote-remarks-secretary-christine-wormuth-us-armys-view-china" target="_blank" rel="noopener">a think-tank</a> event. "We're actually going to be giving them some more next spring."India has been competing and clashing with China for decades — they fought a major border war in 1962 — and it <a href="https://www.ajaishukla.com/2021/01/armys-pivot-to-north.html" target="_blank" rel="noopener">has moved</a> independently to bolster its <a href="https://www.defensenews.com/global/asia-pacific/2021/11/08/india-readies-troops-for-another-harsh-winter-on-border-with-china/" target="_blank" rel="noopener">military posture</a>, including <a href="https://www.scmp.com/news/asia/south-asia/article/3154103/china-india-border-dispute-india-deploys-us-made-weaponry" target="_blank" rel="noopener">with US weaponry</a>, along that frontier (<a href="https://www.scmp.com/news/china/military/article/3157794/china-india-border-building-boom-himalayas-beijing-shores" target="_blank" rel="noopener">as has China</a>), so New Delhi isn't "buying into a US program" to counter Beijing, Tarapore said.<div type="image" title="Indian soldiers capture opposition forces in Alaska" height="1333" width="2000" msid="88059629" hostid="261"></div>India has long eschewed formal alliances, seeking "strategic autonomy," nor is the US offering such an alliance to India, "but the partnership is doing everything it can up to that point," Tarapore said."This is an India that is competing with China and a US that is competing with China coming together and realizing that they have a lot of mutual interests in how they can compete with China together," Tarapore added.At the soldier-to-soldier level, the value of Yudh Abhyas and the reward of working together during it was clear, Shouse and Nangare said."I've been in command for about four months now. This has been the single most rewarding exercise that I have been able to be a part of," Shouse said, "We cannot do anything in this world without our partners, and it is exercises like this that strengthens that."In the field and during the command-post exercise, US and Indian soldiers worked "like a homogeneous single entity," Nangare said. "The bonding that has taken place between the troops of both countries is amazing to see."

<ul class="summary-list"><li>US soldiers are training with Indian troops in the Himalayas this month for exercise Yudh Abhyas.</li><li>This year's version of the exercise is being held near India's disputed border with China.</li></ul>US soldiers arrived in India this month for Yudh Abhyas, venturing to the Himalayas for the 18th iteration of the annual exercise to train in cold, mountainous conditions with Indian troops.The exercise, held around Auli in the northern state of Uttarakhand, comes as the US and India both manage rising tensions with China, and the training is seen as a message to each other and to China about the strength of their relations.Yudh Abhyas has alternated between the US and India since the early 2000s. In 2021, it took place <a href="https://www.businessinsider.com/us-indian-soldiers-yudh-abhyas-exercise-alaska-amid-china-tension-2021-12" target="_blank" rel="noopener">in Alaska for only the second time</a>. It sends a useful hint — to both China and equally the Indian Army — that the US appreciates India's security concerns on the border," Arzan Tarapore, South Asia research scholar at Stanford University's Shorenstein Asia-Pacific Research Center, told Insider."But as far as political signaling goes, the US and India have still left some room to escalate — while this iteration is near the border, it is not near disputed stretches of the LAC or near recent crisis areas," Tarapore added.The exercise also reflects the recent advancement of US-Indian relations, particularly on defense issues. "Ultimately, that's the goal of the military relationship."

US and Indian troops are teaming up for tough training in the Himalayas near a tense border with China

"The good news is that India's population growth appears to be stabilising. The Total Fertility Rate - more or less the average number of children born per woman - has declined from 2.2 to 2.0 at the national level," the <keyword id="73046" type="General" weightage="50" keywordseo="united-nations-population-fund" source="Orion">United Nations Population Fund</keyword> (UNFPA) said. A total of 31 states and <keyword id="390245" type="General" weightage="50" keywordseo="union-territories" source="Orion">Union Territories</keyword> (constituting 69.7 per cent of the country's population) have achieved fertility rates below the replacement level of 2.1, it said. The main reasons for the decline in fertility include an increase in the adoption of modern family planning methods (from 47.8 per cent in 2015-16 to 56.5 per cent in 2019-21) and a reduction in unmet need for family planning by four per cent points over the same period, it said. "This indicates significant improvements in access to family planning-related information and services. In summary, it shows that India's national population policies and health systems are working," the UN body said. India is a youthful nation with the largest cohort of young people anywhere in the world, with major potential to achieve its demographic dividend. While many parts of the world are ageing, India's youthful population can be a global resource to solve global problems, the UNFPA said. While the world's population will continue to grow to around 10.4 billion in the 2080s, the overall rate of growth is slowing down, it said. The world is more demographically diverse than ever before, with countries facing starkly different population trends ranging from growth to decline, the UNFPA added. "We must focus on investing in each person to achieve a quality of life that allows them to thrive equally and with dignity in our modern world, building inclusive societies and sustainable economies in the face of overlapping crises. J.P. Clark, chief of the strategy division within the Army general staff, said at a separate March press conference."We have been able to incorporate some of our allies and partners in this in terms of the formulation, and we think that we'll build forces that can definitely train, operate, and fight alongside" those militaries, Clark added.<h2>'The million-dollar question'</h2><div type="image" title="Army Canada Arctic Baffin Island" height="1503" width="2000" msid="82279647" hostid="261"></div>Many of the Army forces permanently stationed in the Arctic or sub-Arctic are based in Alaska, but conditions differ between Arctic regions. Norway, for example, spans the same latitudes as northern <keyword id="6356687" type="LOCATION" weightage="60" keywordseo="canada">Canada</keyword> and Siberia but is more hospitable because of the <a href="https://www.sciencedaily.com/releases/2011/12/111202091148.htm" target="_blank" rel="noopener">Gulf Stream</a>."A unit accustomed and optimized for Alaska operations might have some difficulties if suddenly deployed to the European Arctic," the Army's strategy says.How to ensure Army units can operate across those regions is "the million-dollar question," Andrysiak told Insider. "We've got to also better understand the environment and how the Arctic is different in those locations."The strategy says Arctic-capable units outside of the Arctic will be involved in planning in order "to identify appropriate mitigation measures" for those differences. Work with allies and partners in the Pacific "that have some degree of proficiency in this capability" will also continue, Andrysiak said.US Army Pacific, of which US Army Alaska is part, has directed Andrysiak's command to pursue more training with India, and US Army Alaska will soon assume responsibility for the bilateral exercise Yudh Abhyas.While Yudh Abhyas has been desert-focused, it will shift to "more of a mountainous scenario," Andrysiak told Insider.<div type="image" title="US India Army soldiers Alaska Yudh Abhyas" height="1363" width="2000" msid="82279648" hostid="261"></div>"This fall, they're going to come out to Alaska, and we're going to train with them, and then a year from that timeframe, we're going to go out to India and train in the Himalayas," Andrysiak said. "That's the mountainous aspect of the problem that we're trying to build capabilities in."For the most recent Yudh Abhyas, US soldiers from Washington state <a href="https://www.dvidshub.net/news/389547/yudh-abhyas-concludes-with-strengthened-indo-us-partnership" target="_blank" rel="noopener">traveled</a> to northwest India for training that concluded in February. Indian soldiers have <a href="https://www.dvidshub.net/news/59322/indian-army-soldiers-qualify-range-exchanged-tactics-with-us-army-alaska-soldiers" target="_blank" rel="noopener">traveled</a> to Alaska for previous iterations of Yudh Abhyas.India is working on its own <a href="https://science.thewire.in/environment/india-draft-arctic-policy" target="_blank" rel="noopener">Arctic strategy</a>, and after a deadly standoff with China along their disputed border in the Himalayas last year - the first in decades - India is also focusing more on mountain operations, adding <a href="https://www.ajaishukla.com/2021/01/armys-pivot-to-north.html" target="_blank" rel="noopener">a mountain strike corps</a> to bolster its defenses in an area where <a href="https://warontherocks.com/2020/06/tension-high-altitude-higher-logistical-and-physiological-constraints-on-the-indo-chinese-border/" target="_blank" rel="noopener">altitude and terrain</a> make any operation a challenge.The US military supported India during that standoff, <a href="https://www.businessinsider.com/us-intelligence-sharing-with-india-helps-monitor-chinese-military-2020-12" target="_blank" rel="noopener">providing intelligence</a> and cold-weather equipment. In so doing, the Army "gained understanding of the requirements to operate in places like the Himalayas," the strategy says."As we work to build or strengthen our alliances and partnerships with nations across the globe - to the Indo-Pacific and in the European Theater - we want to be able to share and learn lessons so that we can operate effectively in those environments but also they can operate effectively in those environments," Elizabeth Felling, a strategic planner in the Army general staff, said at the March press conference.

Indian Army Vice Chief to visit US Army Pacific Command for three days to enhance military ties as both countries face tensions with China

In that request, Army asked for $101.8 million to support the strategy by buying 13 new <a href="https://www.businessinsider.com/army-is-looking-for-a-new-arctic-all-terrain-vehicle-2021-4" target="_blank" rel="noopener">cold-weather, all-terrain vehicles</a>, acquiring more Arctic clothing and gear, and continuing to winterize equipment, an Army budget official said this spring.The budget official also said that money would cover "exportable" Combat Training Center rotations, allowing Alaska-based troops to do large-scale training in Alaska rather than the Army's training centers in Louisiana and California.Training in Alaska allows soldiers "to train the way we're going to fight" and fielding new vehicles along with "the right equipment and the right clothing" means they will "not only survive in this environment but they will thrive," McConville said Monday.<div type="image" title="Army Alaska Arctic paratroopers" height="1333" width="2000" msid="92115147" hostid="261"></div>The 1st Stryker Brigade Combat Team will shed its more than 300 Stryker vehicles, which will be upgraded for use elsewhere or stripped for parts, and become a light or air-assault-capable infantry brigade combat team, Eifler said."The structure of the organization will change slightly inside of it," Eifler said of the Stryker unit, "but their focus will be on dismounted [operations] and Arctic mobility and capabilities to sustain operations in the Arctic, in extreme cold weather, and in addition to providing those capabilities in other cold-weather environments, like <keyword id="12329412" type="UNKNOWN" weightage="60" keywordseo="nepal" source="Orion">Nepal</keyword> and <keyword id="11892747" type="UNKNOWN" weightage="60" keywordseo="india" source="Orion">India</keyword>."The airborne brigade will remain airborne "and it'll have the Arctic capabilities that go along with that," McConville said."You're going to see a lot more training in the [Alaskan] training areas, dismounted. You'll probably see a lot less Strykers [and] maybe a little bit more airborne operations up here, because again, the only Arctic airborne capability is in this unit," Eifler said.<h2>'A tough new airborne division'</h2><div type="image" title="US Army soldiers paratroopers in Alaska" height="1333" width="2000" msid="92115148" hostid="261"></div>The 11th Airborne Division was first activated in February 1943. Dan Sullivan said at the press conference on Monday."With the 11th Airborne Division, we now have a strategically located, tough unit that can deploy thousands of airborne troops anywhere in the world," Sullivan said.
