<ul><li>The first phase of the Indian general election saw multiple outbreaks of violence in different parts of the country.</li><li>At least two separate improvised explosive devices (IEDs) were detonated, while others were caught before they could be triggered.</li><li>Andhra Pradesh was a hotbed of political clashes, which also resulted in the death of a <keyword id="83019" type="ORGANIZATION" weightage="20" keywordseo="Telugu-Desam-Party">Telugu Desam Party</keyword> (TDP) members.</li><li>EVMs were also targets of violence where multiple attempts were made to destroy them, some of which were successful.</li></ul>The first phase of the Indian general election isn’t off the best start. Multiple reports of violence have been <a href="https://economictimes.indiatimes.com/news/elections/lok-sabha/india/violence-reports-of-evm-glitches-and-missing-names-mar-round-one-of-election-2019/articleshow/68835236.cms">reported</a> in 20 states that were up for polling today. Although most of the incidents were centered Andhra Pradesh, Maharashtra and Chattisgarh. One of the first reports of violence was an improvised explosive device (IED) attack <a href="https://www.news18.com/news/politics/naxals-trigger-ied-blast-in-chhattisgarhs-bastar-constituency-amid-polling-no-casualty-reported-2098061.html">allegedly</a> by the Naxalites in the Bastar region of Chhattisgarh but thankfully, there were no casualties. Similarly, another IED blast by Naxalites <a href="https://economictimes.indiatimes.com/news/elections/lok-sabha/maharashtra/maharashtra-naxals-trigger-ied-blast-near-polling-booth/articleshow/68829732.cms">went off</a> in the Waghezari area of the Gadchiroli district in Maharashtra. No casualties were reported their either. An IED was also detected inside an old oil pipeline in Assam but it was removed before it could detonate. Firearms were also <a href="https://www.ndtv.com/india-news/4-naxals-arrested-3-firearms-seized-amid-polling-in-chhattisgarh-2021331">seized</a> from four guerrilla Naxalites in Bijapur of Chhattisgarh, while polling was still underway. However, in Andhra Pradesh, clashes between leaders actually led to the <a href="https://www.firstpost.com/india/andhra-pradesh-sees-violence-during-ls-polls-with-two-leaders-killed-after-tdp-ysrc-party-workers-clash-in-anantapur-6430801.html">death</a> of Sidda Bhaskar Reddy — a local leader of the Telugu Desam Party (TDP) — in Tadipatri. The opposition, <keyword id="302547" type="ORGANIZATION" weightage="20" keywordseo="YSR-Congress-Party">YSR Congress Party</keyword> (YSRCP), is alleging that one of their party workers also died in the clashes but the police are yet to confirm. While the TDP <a href="https://www.aninews.in/news/national/politics/tdp-accuses-ysrcp-leaders-of-violence-writes-to-dgp20190411154129/">accused</a> YSRCP of using violence in an attempt to win the elections, the YSRCP accused TDP was rigging votes and manipulating poll booths. Clashes also broke out in other parts of the state like Eluru City where a YSR Congress Party (YSRCP) member was allegedly attacked by members of the TDP and Jammalamadugu of Kadapa district, where both parties were reportedly caught in a stoning match. In another corner of Andhra Pradesh — the Narasaraopet constituency of Guntur — TDP workers were seen ransacking the polling booth and damaging the room.

 People also tried to forcibly enter the polling booth in Kairana in Uttar Pradesh without their voter IDs compelling the Border Security Force (BSF) personnel to fire shots in the air in order to control the situation. Madhusudhan Gupta from the Jana Sena Party was also arrested for being violent in one of the poll booths of Guntakal — another constituency in Andhra Pradesh — where he tried to destroy an electronic voting machine (EVM) that allegedly did not work properly.

The first phase of India's Parliamentary elections had its share of explosions, firearms, and bombs

The Andhra Pradesh High Court on Tuesday directed the state government to immediately remove the ruling <keyword id="302547" type="ORGANIZATION" weightage="20" keywordseo="YSR-Congress-Party">YSR Congress Party</keyword> flag colours from all government buildings. The court directed the Chief Secretary to ensure that panchayat bhavans and other government buildings are painted in some other colour within 10 days. The Chief Secretary was directed to submit a report on the implementation of its direction supported by evidence. The court passed the orders on a petition filed by one M. Venkateshwara Rao of Guntur district. The high court set aside an order of Panchayat Raj Commissioner for painting Panchayat Raj buildings in blue, white and green, which are the colours on the YSRCP flag. After YSRCP came to power, several government offices, panchayat offices, anganwadis, school buildings, water tanks and other public buildings were painted with the ruling party's flag colours. The officials were also issued orders with regard to the colours and specifications and size of the photo of Chief Minister Y.S. <keyword id="64899" type="PERSON" weightage="20" keywordseo="Jagan-Mohan-Reddy">Jagan Mohan Reddy</keyword> on the top of every building. This move had come under attack from the opposition <keyword id="83019" type="ORGANIZATION" weightage="20" keywordseo="Telugu-Desam-Party">Telugu Desam Party</keyword> (TDP). Leader of opposition N. Chandrababu had even tweeted a picture of a panchayat office, where the YSRCP party flag colours replaced the Tricolour. After Tuesday's court order, Naidu said that re-painting the government offices with some other colour would cost Rs 3 crore. He wanted to know if YSRCP would bear the expenditure.

Now, trends as confirmed by the Election Commission of India suggest that the TDP-BJP-Jana Sena Party (JSP) coalition is poised to deliver a significant blow to the incumbent <keyword id="19973324" type="General" weightage="20" keywordseo="YSR-Congress-Party" source="keywords" meta.keywordsubtype="org" meta.entityname="YSR Congress Party" meta.hostid="261" meta.entityid="YSR Congress Party">YSR Congress Party</keyword> (YSRCP) in both Vidhan Sabha and Lok Sabha elections. Compared to their impressive vote share of nearly 50% in the 2019 assembly elections, YSRCP is facing a substantial setback, largely attributed to the compelling appeal of the alliance's promise of effective and progressive governance. In 2013, as a product of decades of political fervour and regional aspirations, <keyword id="19909031" type="General" weightage="20" keywordseo="Telangana" source="keywords">Telangana</keyword> became India's newest state. It necessitated the redefinition of Andhra Pradesh's administrative centre. And former Chief Minister Chandrababu Naidu had set his sights on <keyword id="19926152" type="General" weightage="20" keywordseo="Amaravati" source="keywords">Amaravati</keyword> as the new capital, envisioning a modern hub of governance. Amaravati, with its promise of modernity and progress, symbolised Naidu's vision for a dynamic Andhra Pradesh. Yet, with the changing of the political guard came a divergence in vision. The unexpected rise of <keyword id="19936253" type="General" weightage="20" keywordseo="Jagan-Mohan-Reddy" source="keywords">Jagan Mohan Reddy</keyword> in 2019 ushered in a completely new and audacious vision of <keyword id="21938308" type="General" weightage="20" keywordseo="three-capitals" source="keywords">three capitals</keyword>! The current CM of Andhra affiliated with the YSR Congress Party revealed his vision of establishing a three-city plan with Visakhapatnam, Amaravati, and Kurnool sharing governance roles. With Visakhapatnam for executive functions, Amaravati for legislative affairs, and Kurnool for judicial matters, this plan reflected a departure from the conventional wisdom of centralised governance. Reddy's vision, born from a desire to uplift all corners of the state, challenged the conventional wisdom that a single capital must bear the burden of governance. It was a bold experiment — one that seeked to rewrite the script of regional development. Yet, amidst the cacophony of political rhetoric and legal battles, the fate of Andhra Pradesh's administrative apparatus hung in a limbo. The High Court's intervention, compelling the state to honour the commitments made by its predecessor, added another layer of complexity to an already convoluted saga. In April 2024, Naidu asserted that should he come to power in Andhra, Amaravati would remain the enduring capital of the state, adding that the city embodied the pride of Telugu people. Speaking at a gathering in Tadikonda, Guntur district, during his Praja Galam public meetings, Naidu stated firmly, "This isn't just Tadikonda; this is Amaravati. I assure you all from this platform that no force can disrupt Amaravati's future. Prime Minister Narendra Modi, JSP president Pawan Kalyan, and I are committed to its development." Naidu also accused YSRC president and Chief Minister YS Jagan Mohan Reddy of commencing his tenure by demolishing the 'Praja Vedika' (Grievance Hall). The 74-year-old legislator pledged to rebuild the Praja Vedika promptly upon regaining power. Meanwhile, the new CM of Andhra already has his work cut out for him. With Hyderabad's departure, a logistical domino effect has ensued — offices, assets, and infrastructure must find new homes. The bureaucratic machinery, once anchored in Hyderabad, now faces the challenge of redefining its locus. The fate of over 55 buildings, prime symbols of administrative authority, lies in the hands of policymakers. The intricate process of bifurcating government corporations, training institutions, and assets demands meticulous planning and foresight. The transition from Hyderabad to a new capital is not just about changing addresses; it's about reimagining governance itself. In the corridors of power, negotiations simmer as Andhra Pradesh and Telangana navigate the delicate dance of asset allocation. The fate of institutions like the Film Development Corporation and the Women's Finance Corporation hangs in the balance, awaiting resolution in the crucible of political negotiation.

In his plea, Naidu contended that the Andhra Pradesh High Court had rejected his petition by ignoring his pleading that under Section 17A of the PC Act, which came into force on July 26, 2018, no FIR against a public servant could be registered without prior sanction of the appropriate authority. TDP head Chandrababu Naidu submitted his resignation to the governor. However, it is also to be noted that TDP has a 39% vote share while YSRC has 50% share of the state’s votes. Reddy’s legwork Jagan Reddy has walked in late father Y S Rajasekhara Reddy’s foothpath, literally. The senior Reddy of Congress party ended nine years of Naidu rule and extensive popularity in 2004, with a padyatra or a walking tour where he walked across every second village in the state. Jagan too had followed up with his father’s winning plan, with a <a href="https://www.ndtv.com/andhra-pradesh-news/jaganmohan-reddy-to-conclude-429-day-padyatra-in-andhra-pradesh-today-1974775" data-type="tilCustomLink" target="_blank">429-day padyatra</a> or a match-on-foot and has reportedly met 20 million of his voters along the way—something which helped him win the mandate with a thumping majority. The issues he took up with them were also high on voters’ minds. One question that Reddy repeatedly reiterated as to why Chandrababu Naidu the head of TDP was unable to get the state a special status in spite of his ‘closeness’ to the Prime Minister Narendra Modi. The state of Andhra Pradesh which lost its crown jewel Hyderabad, is on a rebuild mode after its division in 2014. In fact, Naidu broke away from National Democratic Alliance (NDA) over the issue, but that doesn’t seem to have placated the public. From Jail to CM’s post Not too long back, a few years soon after his father’s death in 2009, Jagan Reddy was embroiled in a CBI case which also involved his late father. The duo was accused of colluding and giving away licences and other mining rights to companies and accepting bribes in a disproportionate assets case. According to a CBI investigation, as much as <a href="https://www.thehindubusinessline.com/economy/rs-43000-cr-got-diverted-to-jagans-firms-cbi/article20458579.ece">Rs 43,000 crores were</a> diverted illegally into various businesses owned by him. The Reddy family have varied business interests across sectors like mining, cement, power along with investments in media companies. As a result of the intense crackdown on black money, Reddy was arrested in 2012 and spent around 16 months in jail. He was released on bail, and the case is still ongoing. A new party Last elections in 2014, YSR Congress was routed by the TDP-BJP combine. However, very few political pundits wrote off Jagan, especially after his thumping win at Kadapa by-elections in 2011 which shows that he had popular support. He had then won by a margin of five-and-a-half votes over his nearest Congress rival. Cracks between Rajesekhar Reddy’s heir apparent Jagan and party leader Sonia Gandhi emerged after she asked him to call off a ‘condolence tour’ that he went on, after his father’s death. The tour came at a time when tensions were ride on the Telangana state division issue. However, Jagan went ahead while defying the new Congress chief minister in power K Rosaiah, and resigned as the party MP in 2010. Soon after, Jagan took over the reins of the YSR Congress party formed by a fan of his father, and finally led it to its success. One of Y S R Reddy’s poll promises were free electricity and a health insurance programme and reinvigorated a provide rice for Rs 2 per kilo. While his predecessor Naidu concentrated on development, Reddy had successfully countered it with social welfare schemes, winning him two mandates in 2004 and 2009. Butchirajupalem in Visakhapatnam and Cooch Behar in West Bengal were one of the first constituencies to halt voting because the EVM machines stopped working. One of the poll booths in Ghaziabad in Uttar Pradesh and two booths in Hyderabad, Telangana are also reported facing problems with their voting machines a while later. But most of the EVM malfunctions are being reported in Odisha and Andhra Pradesh. In Andhra Pradesh, Telugu Desam Party and the YSR Congress Party (YSRCP) are reporting EVM malfunctions. YSRCP is reporting that as many as 99 of the polling booths aren’t working. Tensions between both political parties have <a href="http://resulted">resulted</a> in violent clashes and ransacking of poll booths. The issue of EVMs EVMs have faced their fair share of controversy in India. There has been many a claim that the machines are vulnerable to being hacked and have security issues. He will take on Finance Minister Buggana Rajendranath Reddy of YSRCP. Vijaya Bhaskar Reddy was elected from Dhone on Congress ticket in 1994. Jayasurya Prakash Reddy's wife K. Sujatha Reddy was also elected from the constituency on the Congress ticket in 2004. Former Chief Minister N. Janardhan Reddy's son N. Ramkumar Reddy will be testing his political fortunes from Venkatagiri Assembly constituency on YSRCP ticket. He is making his electoral debut. Gearing up for 2024 Assembly elections in Andhra Pradesh, the Telugu Desam Party (TDP) on Wednesday announced that its general secretary <keyword id="1127225" type="General" weightage="80" keywordseo="nara-lokesh" source="Orion">Nara Lokesh</keyword> will embark on a state-wide padyatra from January 27. <keyword id="19561" type="General" weightage="100" keywordseo="lokesh" source="Orion">Lokesh</keyword>, son of TDP president and former Chief Minister N. <keyword id="6354350" type="General" weightage="80" keywordseo="chandrababu-naidu" source="Orion">Chandrababu Naidu</keyword>, will cover 4,000 km from Kuppam to Ichchapuram in 400 days. Titled '<keyword id="15902953" type="General" weightage="80" keywordseo="yuva-galam" source="Orion">Yuva Galam</keyword>', it will be an innovative platform for youth. It's a campaign to mobilise the youth to participate in the agenda-setting process, as well as to raise their voices to express their opinions and demand change. During the TDP's ongoing Idhem Kharma Mana Rashtraniki campaign, a large number of young people have been showing up and raising issues in the state that they would not have raised otherwise. "One person commits suicide every four days because of the unemployment. With over 1.5 crore people unemployed, our state has one of highest unemployment in the country. With skyrocketing fuel prices, we are leading the country's charts in paying the highest prices for petrol and diesel. During the last 3.5 years, every eight hours a woman in the state is victimised due to atrocities against her," the party said in a note released to mark the padyatra's announcement. "Due to backtracked development and lack of investments in the state, the future of youth in the state is at a crossroads. Youth constitute almost 50 per cent of the state's population but a mere 12% of the MPs from the state are under 40 years of age. We are unquestionably leading, but only in terms of drugs and alcohol abuse, crime rates. This is not what our people deserve," it added. The opposition party said Yuva Galam is a mass-outreach program by Nara Lokesh with the goal of sensitizing the youth and voters to the prevalent issues in current governance and interacting with them while walking 100 Assembly constituencies in the state. Chandrababu Naidu's son Nara Lokesh to go on a 4,000 km-padyatra from Jan 27

HYDERABAD: With the passage of Telangana Bill by the <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword>, the <keyword id="1575" type="ORGANIZATION" weightage="40" keywordseo="Congress">Congress</keyword> party has saved itself from certain extinction in <keyword id="37102" type="COMPANY" weightage="40" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword>. Assuming that <keyword id="250148" type="ENTERTAINMENT" weightage="40" keywordseo="The-Bill">the Bill</keyword> will pass muster in the Rajya Sabha and will receive the <keyword id="2540" type="POSITION" weightage="40" keywordseo="President">President</keyword>'s assent, in the next Lok Sabha elections, the Congress along with the Telangana Rashtra Samiti (TRS) is likely to bag the lion's share of the 17 Lok Sabha seats in the region. However, in residuary Andhra Pradesh, the Congress cannot be expected to get a single seat from the 25 Lok Sabha berths. This is compared to its 33 Lok Sabha seats it won in the 2009 elections and 29 in the 2004 elections. 
 
But the party will not be expected to become defunct in residuary Andhra Pradesh: there will be a realignment of the caste composition of the party base. Presently controlled by the Reddys with the Kapus and the dalits as junior partners, the party is now expected to be taken over by the Kapus. The process of regeneration will however take a few years. The Reddys and dalits will gradually make a beeline for the YSR Congress party. However, some Kapus will be enticed by the Telugu Desam Party (TDP). In the immediate future, the YSR Congress and the TDP will slug it out in the Seemandhra region. 
 For the Congress, it will be a matter of great relief if the TRS agrees to merge with the grand old party, but the bosses of the <keyword id="391868" type="ORGANIZATION" weightage="60" keywordseo="Telangana-party">Telangana party</keyword> have not yet agreed to this. In the forthcoming elections, the two are expected to have an electoral agreement. 
 
The Telangana Bill could have never been passed in the Lok Sabha without the support of the BJP. The saffron party has had Telangana on its agenda for the past 40 years - even when the party was still the Jana Sangh. In the past few months, the BJP however had second thoughts about the move to support Telangana. This was under the influence of TDP supremo Chandrababu Naidu and lobbying by business barons of Seemandhra region with Narendra Modi. But the RSS helped the BJP make up its mind. The diktat from Nagpur was clear: Support Telangana. This is our old agenda and there is a great scope for BJP to grow in Telangana. This is much more than what can be achieved in Seemandhra. 
 
The BJP is now likely to harp on the fact that it is only with their help that the Telangana Bill was passed. So, it is them who should get the credit for the creation of the new state. Political analysts, however, aver that the benefit of this may not accrue to the saffron party immediately. But in a few years, the BJP will be a formidable force in the region. It may not be so in the Seemandhra region, but the BJP feels that the TDP may have no other option but to support them at the national level. However, the latest information suggests that the TDP may be in favour of a third front in New Delhi and not the BJP. 
 
At a deeper level, politics will be transformed in the two regions by broad basing democracy. A close examination of the bio-data of MPs from Andhra Pradesh reveals that a large number of them are contractors and businessmen. Many of them have used their position to further their business interests and land up contracts. In fact, it is this lobby that has been in the forefront of the move to scuttle Telangana averring that the creation of the new state will scuttle their power. Now, these contractor businessmen - like Lagadapati Rajagopal- are expected to get out of business (politics). This will also mean that less money will be spend in elections - Andhra Pradesh being a state where the maximum amount of money is spent for polls.
