YEIDA CEO Arun Vir Singh told IANS that these companies have already deposited 10 per cent of the proposed allocation for land in Sector 29 under the <keyword id="766731" type="General" weightage="50" keywordseo="yamuna-authority" source="Orion">Yamuna Authority</keyword> near the upcoming Jewar airport in Greater Noida. "Seiko Advance Limited, an ink manufacturing company, expressed its desire to make its product on 5 acres of land in Sector 29 of YEIDA," Singh informed. Seiko Advance Limited alone will invest Rs 850 crore and provide employment to thousands of people, he added. Sector 29 is well-developed with several available facilities for companies. The Apple suppliers, along with a known camera parts maker, proposed to set up a unit on about 23 acres of land with a proposed investment of Rs 2,800 crore. Singh told IANS that Apple suppliers proposed the investment at a recently-held meeting in South Korea. Seiko Advance creates ink for devices like the iPhones. Apple CEO Tim Cook had visited the company in 2019, when he had said that the 'Midnight Green' colour dye was "only made by high-quality control and craftsmanship" at its plant. Meanwhile, Apple is fast forwarding its manufacturing plans in India and Vietnam in the wake of unrest in China over zero-Covid policy which has severely disrupted its supply chain, leading to an acute shortage of new iPhone 14 Pro models. The Wall Street Journal had earlier reported that the company is "telling its suppliers to plan more actively for assembling Apple products elsewhere in Asia, particularly in India and Vietnam" in order to "reduce dependence on Taiwanese assemblers led by Foxconn". The China upheaval, which hit its key supplier Foxconn's Zhengzhou factory last month, resulting in violent protests, means "Apple no longer feels comfortable having so much of its business tied up in one place", the report said, citing analysts and people in the Apple supply chain. Apple aims to ship 40-45 per cent of iPhones from India compared to a single-digit percentage currently, according to analyst Ming-chi Kuo. Every fourth iPhone will be made in India by 2025, according to J.P. Morgan. In a fillip to India's thrust on local manufacturing, Apple had earlier this year kicked off production of new iPhone 14 in India, a first for the tech giant as it narrows down the manufacturing period of new iPhones in the country to cut dependence on China. Buoyed by the ease-of-doing business and friendly local manufacturing policies, Apple's 'Make in India' iPhones will potentially account for close to 85 per cent of its total iPhone production for the country this year, according to industry experts. Apple first started manufacturing iPhones in India in 2017, with iPhone SE. The tech giant manufactures some of its most advanced iPhones in the country, including iPhone 11, iPhone 12 and iPhone 13 at the Foxconn facility, while iPhone SE and iPhone 12 are being assembled at the Wistron factory in the country. Apple suppliers to invest ₹2,800 cr in UP as iPhone maker to move more manufacturing to India

<keyword id="80359" type="General" weightage="80" keywordseo="yamuna-expressway-industrial-development-authority" source="Orion">Yamuna Expressway Industrial Development Authority</keyword> (YEIDA) has cancelled the land allotment of 14 group housing projects for violation of terms and conditions of lease deed and non-payment of dues. The authority has also forfeited an amount of more than Rs 209 crore of the developers, to whom a total of more than 15.25 lakh sqm of land was allotted. According to the information received, the group housing land allocation of two developers in 2019, three in 2021 and nine in 2022 have been cancelled, whereas no allotment was cancelled in 2020 due to the Covid pandemic. Of the cancelled plots, 10 are situated in Sector 22D, two in Sector 18 and one each in Sectors 22A and 26A. YEIDA cancels allotment of 14 group housing projects due to non-payment of dues

The <keyword id="6357713" type="COMPANY" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword> government has approved yoga guru Ramdev-promoted <keyword id="6356684" type="UNKNOWN" weightage="100" keywordseo="patanjali">Patanjali</keyword> Ayurveda's (PAL) Rs 2,000 crore food park in <keyword id="6356788" type="COMPANY" weightage="20" keywordseo="Greater-Noida">Greater Noida</keyword> and around 450 acres of land on the <keyword id="6359591" type="COMPANY" weightage="20" keywordseo="Yamuna-Expressway">Yamuna Expressway</keyword> will be allocated for the unit, according to a news by the agency. 
 "Earlier this week, the <keyword id="512165" type="UNKNOWN" weightage="20" keywordseo="Uttar-Pradesh-cabinet">Uttar Pradesh Cabinet</keyword> has approved PAL's Rs 2,000-crore project in the state, which includes an agro-processing plant entailing an investment of Rs 1,500 crore in Greater Noida," a source privy to development said. 
 
"Around 450 acres of land have been identified, which will be allocated to the Greater Noida plant. The land will be bought by PAL." 
 The state <keyword id="6355513" type="ORGANIZATION" weightage="20" keywordseo="cabinet">Cabinet</keyword> approval comes amid speculation that Patanjali will announce its investment in Uttar Pradesh after assembly polls in March next year. However, the Uttar Pradesh government has been proactive in facilitating this investment on its terms only to encourage investors and create jobs. 
 
Earlier, the company officials had confirmed the development, saying the procedure for identification of the land is at an advanced stage and the unit can be near the Yamuna Expressway. 
 
The Greater Noida plant will be an international food park that will cater to overseas and domestic markets as well. 
 Patanjali CEO Acharya Balkrishna has held a series of meetings with CEO of the <keyword id="80359" type="COMPANY" weightage="20" keywordseo="Yamuna-Expressway-Industrial-Development-Authority">Yamuna Expressway Industrial Development Authority</keyword> (YEIDA) in this regard. After the land allotment, the unit can be made operational in 12-18 months. 
 The food park in Greater Noida is slated to manufacture all major products. It is expected to act as a hub given its location in the <keyword id="53426" type="CITY" weightage="20" keywordseo="NCR">NCR</keyword> region, which has proximity to the airport and dry ports. 
 
The plant, at full capacity, will produce goods worth Rs 25,000 crore annually. It is expected to generate around 10,000 direct jobs that can benefit nearly 50,000 families. 
 Patanjali is also in the process of setting up units in <keyword id="6355554" type="COMPANY" weightage="20" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword>, <keyword id="6354915" type="CITY" weightage="20" keywordseo="Assam">Assam</keyword>, Maharashtra and <keyword id="6357972" type="COMPANY" weightage="20" keywordseo="Jammu">Jammu</keyword> and Kashmir.

<keyword id="6406649" type="COMPANY" weightage="20" keywordseo="Patanjali-Ayurved">Patanjali Ayurved</keyword>, promoted by yoga guru <keyword id="6369109" type="PERSON" weightage="20" keywordseo="Ramdev">Ramdev</keyword>, may announce an investment of Rs 1,600 crore shortly for setting up a herbal food park in Noida in the poll-bound <keyword id="6357713" type="COMPANY" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword> to meet its domestic as well as global demand. 
 "It is almost finalised now. You may see an announcement by <keyword id="6356684" type="UNKNOWN" weightage="100" keywordseo="patanjali">Patanjali</keyword> Ayurved for an investment of around Rs 1,600 crore in Noida for setting up a food processing plant around <keyword id="188" type="ENTERTAINMENT" weightage="20" keywordseo="Diwali">Diwali</keyword>," a senior UP government official privy to the development told <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword>. 
 
"As far as investments in the state are concerned, the Uttar Pradesh government is fair and transparent for promoting industrialisation which will create jobs." 
 
There were speculations that Patanjali will announce its investment in Uttar Pradesh after the assembly polls in March next year. A Patanjali Ayurved official told the news agency, "It would be an international food park, which would be for exports and domestic markets as well." 
 He further said Patanjali CEO <keyword id="669583" type="UNKNOWN" weightage="20" keywordseo="Acharya-Balkrishna">Acharya Balkrishna</keyword> has held meetings with the CEO of <keyword id="80359" type="COMPANY" weightage="20" keywordseo="Yamuna-Expressway-Industrial-Development-Authority">Yamuna Expressway Industrial Development Authority</keyword> (YEIDA) in this regard. 
 
"The state bureaucracy is also involved in this project under the instructions of the chief minister of UP. It would be a major investment boost for UP and employment generation," he added. 
 
Asked how soon Patanjali could start manufacturing at the proposed plant, the official said: "We would make the unit operational within 12-18 months of allotment of land." 
 He added: "The food park will manufacture all major products. As it is located in the <keyword id="53426" type="CITY" weightage="20" keywordseo="NCR">NCR</keyword> region, which has proximity to the airport and dry ports, it will act as a hub." 
 
When the plant runs to its full capacity, it would have a capacity to produce goods worth Rs 25,000 crore annually, the official claimed, adding that around 10,000 direct jobs could be provided benefiting 50,000 families. 
 Patanjali is also in the process of setting units in <keyword id="6355554" type="COMPANY" weightage="20" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword>, <keyword id="6354915" type="CITY" weightage="20" keywordseo="Assam">Assam</keyword>, Maharashtra and <keyword id="6357972" type="COMPANY" weightage="20" keywordseo="Jammu">Jammu</keyword> and <keyword id="6354495" type="CITY" weightage="20" keywordseo="kashmir">Kashmir</keyword>, besides another plant in the drought-hit area of <keyword id="6368366" type="PERSON" weightage="20" keywordseo="Bundelkhand">Bundelkhand</keyword> region of UP. 
 
"For Bundelkhand regional plant, we are discussing for the special package and incentive with the state government. We are working on that," the company official said.

 As of July 2013, <keyword id="6373156" type="ORGANIZATION" weightage="100" keywordseo="National-Highways">national highways</keyword> account for 79,116 km, connecting all major cities and state capitals. Expressways, however, differ a bit in the sense they are controlled-access highways like the <keyword id="610047" type="UNKNOWN" weightage="100" keywordseo="freeways">freeways</keyword> or <keyword id="1333990" type="UNKNOWN" weightage="100" keywordseo="motorways">motorways</keyword> or autobahnen in the US and Europe, essentially designed for high-speed traffic. As of now, most of the expressways in India are 6-8 lane <keyword id="120837" type="UNKNOWN" weightage="100" keywordseo="toll-roads">toll roads</keyword> and cover a total distance of nearly 1,208.19 km. India expects to add another 3,530 km of expressways by 2014 as projects under construction get completed. Another massive programme is also under way to expand the network and the Indian government plans to add an additional 18,637 km of expressways by 2022.

8 Super Expressways
In North India That Fulfil Your Need For Speed

When farmers were protesting across India against the NDA government’s land acquisition bill, over 30, 000 farmers in Uttar Pradesh willingly gave their fertile lands to the <keyword id="927064" type="ORGANIZATION" weightage="80" keywordseo="Samajwadi-Party-led-government">Samajwadi Party-led government</keyword> to build its six-lane Agra-Lucknow expressway project. The government's flagship 302-km expressway greenfield project is the longest in the country till date. 

	The state government has acquired nearly 3,000 hectares of fertile, multi-cropped land for its greenfield expressway project without a murmur of dissent. At least 30,074 farmers in that state gave up fertile tracts of the Indo-Gangetic plain in record time. 
	 

	But the question arises, how did this acquisition for the Rs 15,000 crore project happen so quickly? When asked about the same, Uttar Pradesh Chief Minister <keyword id="6355031" type="PERSON" weightage="80" keywordseo="Akhilesh-Yadav">Akhilesh Yadav</keyword> told TOI that by keeping farmers happy. When <keyword id="93127" type="ORGANIZATION" weightage="80" keywordseo="UP-Expressway-Industrial-Development-Authority">UP Expressway Industrial Development Authority</keyword> (UPEIDA), the nodal agency for implementing the project, set out to acquire land for the developers of the expressway project, it decided to avoid the contentious "acquisition" process almost entirely. "Instead of acquiring land as is usually done, it was decided to purchase land from farmers through a mutual agreement. 
	 

	To make the transaction more lucrative, land owners were offered four times the circle rates (CR) in rural areas, and twice the CR in urban parts, as purchase cost. Acquisition was only considered in cases where mutual agreement failed," said Navneet Sehgal, chief executive, UPEIDA. To build it by October 2016, as the chief minister has promised to do, the <keyword id="95895" type="ORGANIZATION" weightage="80" keywordseo="UP-government">UP government</keyword> needs a total of 3,368.60 hectares of land cutting across 232 revenue villages from Agra to Lucknow, and passing through the districts of Mainpuri, Etawah, Kannauj, Auraiyya and Unnao. In the 270 days between June 2014 and January this year, UPEIDA completed about 27,000 registries at the rate of about 10 a day, arguably the fastest yet, government-run expressway project of this magnitude. To achieve this, UPEIDA paid, till May 15, 2015, Rs 2,844.55 crore to make an outright purchase of 2,824.16 hectares of land from individual land owners, and 303.29 hectares from government departments, almost 93% of the total land it needed. Assistant CEO UPEIDA, <keyword id="361651" type="PERSON" weightage="80" keywordseo="Ashutosh-Dubey">Ashutosh Dubey</keyword> said, "The government set up rate fixation committees under the chairmanship of the <keyword id="6381069" type="POSITION" weightage="60" keywordseo="District-magistrate">district magistrate</keyword> to arrive at a mutually agreeable rate. After the approval of the CEO, land owners were given four times, or twice the CR depending on the location of their land. 
	 Apart from their land holdings, owners were also compensated for permanent structures built on their land, and for unharvested crops." When TOI contacted land owners who gave up their land through a mutual agreement with the state government, reactions were mixed. In Unnao, which falls under segment 5 of the expressway project and is being developed by <keyword id="689816" type="COMPANY" weightage="80" keywordseo="Larsen-Toubro-Limited">Larsen &amp; Toubro Limited</keyword>, Jagdamba Singh, a resident of Matariya village, confirmed he had received four times the circle rate. 
	 

	"My village was on the Unnao-Lucknow border, but on the Unnao side. My compensation, as a result, was paid according to the prevailing DM circle rates in Unnao. The neighbouring village that falls in Lucknow, however, received a higher compensation. So even though I got four times, I felt cheated," Singh said. In Etawah's Takha tehsil, Bakridan begum walked away with a compensation of Rs 8.91 lakh for selling 2.5 bighas of land held in her name. Her son, <keyword id="3718452" type="PERSON" weightage="80" keywordseo="Naseem-Khan">Naseem Khan</keyword> told TOI, "We used about Rs 98,000 for a wedding in the family. We are also in advanced stages of talks over the purchase of additional agriculture land with the compensation money we received." In both cases, Singh and Khan said their families will remain invested in farming and did not plan to use the surplus funds to diversify their businesses. 
	 

	Not all land holders, however, were agreeable to selling their land to the government. In such cases, UP opted for the land acquisition process as prescribed under the Land Acquisition, Rehabilitation and Resettlement Act of 2013, and acquired 160.28 hectares of land. Here, while the rate of compensation remained the same, beneficiaries were offered an extra payment at an interest rate prescribed within the state's rules.

	The benefits of the dual model-acquisition plus purchase were many. "This model allowed UP to facilitate land transfer to developers in record time, Dubey said. Since the state's pur chase-acquisition process started in June last year, UPEIDA now has a land pool of 3,287.73 hectares of the 3,368.60 hectares it needed; that's 97.6% of the land it needed, organized in less than one year. 
	 

	The success of the Agra-Lucknow "expressway" model of acquiring land through mutual agreements and through the acquisition route has now been extended to other construction projects as well. "It is a smoother, faster process. More significantly, though, farmers and land holders get a much better deal for their land than they would if we went the acquisition way. That would have been also much more time-consuming,” Dubey added.

A group of eight fighter jets will descend on Agra-Lucknow expressway on the day of its grand opening on November 21, which is also the eve of party supremo <keyword id="6357168" type="PERSON" weightage="20" keywordseo="Mulayam-Singh-Yadav">Mulayam Singh Yadav</keyword>'s 78th birthday .The aircraft will then take off and do aerobatics in the skies. 
 UP expressways industrial development authority (UPEIDA) CEO <keyword id="3976511" type="COMPANY" weightage="20" keywordseo="Navneet-Sehgal">Navneet Sehgal</keyword> told TOI, “All arrangements have been made to conduct the grand inauguration.A group of eight fighter jets will land and then take off from the newly-constructed expressway .“ 
 The 302-km expressway , which is chief minister <keyword id="6355031" type="PERSON" weightage="20" keywordseo="Akhilesh-Yadav">Akhilesh Yadav</keyword>'s dream project, has been completed in a record time of 22 months and has cost Rs 13,200 crore. It will get operational by December. The longest expressway in the country is currently a six-lane project, expandable up to eight lanes. 
 The expressway which will pass through Unnao, Kannauj, Etawah, Mainpuri and <keyword id="55697" type="CITY" weightage="20" keywordseo="Firozabad">Firozabad</keyword>, will reduce the travel time between <keyword id="6356295" type="COMPANY" weightage="20" keywordseo="Agra">Agra</keyword> and Lucknow to just four hours, nearly half of what it takes now. Two farm mandis, a logistics hub, an IT City and a residential town are planned to be built along the expressway. 
 <keyword id="4855" type="PERSON" weightage="20" keywordseo="Sehgal">Sehgal</keyword> along with Air <keyword id="3844676" type="UNKNOWN" weightage="20" keywordseo="vicemarshal-rajesh-issar">ViceMarshal Rajesh Issar</keyword> and other senior officers of <keyword id="6705798" type="ORGANIZATION" weightage="20" keywordseo="Central-Air-Command">Central Air Command</keyword> inspected the expressway stretch in <keyword id="3844677" type="UNKNOWN" weightage="20" keywordseo="bangarmau-of-unnao">Bangarmau of Unnao</keyword> district on Saturday . 
 “Indian <keyword id="6354954" type="ORGANIZATION" weightage="20" keywordseo="Air-Force">Air Force</keyword> planned the special air show as a tribute to the rapid completion of the expressway before its 26-month deadline,“ Sehgal said. The expressway was planned and constructed in a way that in the case of emergency or war, <keyword id="6355075" type="ORGANIZATION" weightage="20" keywordseo="IAF">IAF</keyword> could land its fighter planes using the road as a runway.

BI India lists down a few ‘risk-prone’ zones of Delhi NCR property market that one should be careful about before investing in projects there. 
	 
	“Various issues like delays in delivery, oversupply, speculation and infrastructure deficit have been plaguing these <a href="http://www.businessinsider.in/Should-you-buy-a-new-or-pre-ownedflat/articleshow/50742990.cms">markets</a>, rendering them unsuitable for first-time home purchase,” said Santhosh Kumar, CEO, Operations &amp; International Director, JLL India. 
	 
	Greater <keyword id="47896" type="COMPANY" weightage="20" keywordseo="Faridabad">Faridabad</keyword> 
	 
	This location comes in the list because of issues such as litigated land parcels, delayed delivery issues and a high incidence of broken promises by developers. “Although property prices here were always affordable, this market has seen the lowest appreciation in entire NCR. Everything that can possibly go wrong in a buyer-developer relationship has done just that in this area of NCR,” said Kumar. 
	 He also noted that the infrastructure development has not been in sync with the residential growth in this region. “Neither the improved connectivity to Delhi via the national highway nor the under-construction metro or new highway to <keyword id="6361586" type="COMPANY" weightage="20" keywordseo="Gurgaon">Gurgaon</keyword> have changed the realty fortunes of this corridor,” he added. 
	 
	It should be noted that Greater Faridabad has witnessed <a href="http://www.businessinsider.in/Heres-why-investing-in-new-under-construction-homes-is-a-better-idea/articleshow/48371771.cms">delayed deliveries</a> by small-developers as well as by a few established builders. Kumar also said that there have been cases of developers running away with home buyers’ money after selling under-constructed flats to innocent buyers. 
	 
	“On other cases, buyers have been allotted / shown plots on a map or in a particular location but getting physical possession of plots altogether different from the ones initially agreed upon. In a variant of this scam, buyers were not allotted any plots at all or were saddled with plots not included in any master plan, and bereft of the authorities’ approvals,” pointed out Kumar. 
	 
	Noida Extension 
	 
	“The primary issue impacting this location’s viability as an investment destination is the oversupply of residential units. With 1.5-2 lakh units slated to hit this market, prices are unlikely to appreciate much. Many land acquisition issues involving local farmers have sullied the market here over the last few years. The ensuing delays and litigations, resulting higher compensation being paid to farmers for their land, has also decreased overall affordability,” he said. 
	 
	Also, this place is expected to be susceptible to earthquakes, considering high-intensity tremors were felt in NCR. “Rampant construction is also observed in neighbouring Noida. As both these areas are situated on the Yamuna river belt, they have more river soil than areas like Gurgaon. With increased seismic activity, it is important for buyers to additionally check if zoning and structural laws are being properly followed here and if the project is earthquake-resistant,” noted Arvind Jain, managing director of Pride Group. 
	 
	 The NH-24 stretch in Ghaziabad 
	 
	Although Ghaziabad has several launches lined up and good options in affordable housing and township projects are available, price appreciation will largely be driven by its future industrial growth. Also, its viability as a residential destination will depend significantly on infrastructure deployment. 
	 
	A six-lane expressway has been proposed, but that can easily take more than five years to be built. Currently, there is a major bottleneck for traffic at Indirapuram, and residents commuting here will have to face daily traffic congestion. End-users should only consider moving here if commuting under such conditions is acceptable, and investors should factor in a protracted investment horizon for any appreciable payoff. 
	 
	Gurgaon 
	 
	A general advisory for end-users and investors interested in this area. Kumar issues advisory for home buyers, who want to buy a property in this region. “Check the status of construction in the identified project, as delays in delivery are commonplace – and it is not only smaller, anonymous developers who are involved. Also, keep away from pre-launches. Instead, look for bargain buys when investors exit. At that point of time, construction will be closer to completion or completed, and Gurgaon is witnessing distress sales from investors,” suggested Kumar. He added, “Several subvention schemes popular these days actually require payment of more money upfront, and the prices per square feet are also higher if one opts for these. The agreements tend to be restrictive, and there is risk of getting stuck with one <keyword id="142327" type="PERSON" weightage="20" keywordseo="developer">developer</keyword> and project. The interest rates as also the terms and conditions of the developer’s chosen bank must be agreed upon.”

<keyword id="111875" type="ORGANIZATION" weightage="100" keywordseo="Delhi-Pollution-Control-Committee">Delhi Pollution Control Committee</keyword> (DPCC) has issued closure notices to 112 industrial units, mainly stainless steel pickling units, located in <keyword id="495229" type="ORGANIZATION" weightage="100" keywordseo="Wazirpur-Industrial-Area">Wazirpur Industrial Area</keyword>. According to the authorities, these units were releasing untreated liquid industrial waste in the open drains that flow into the river Yamuna. 
 Wazirpur Industrial Area houses about 2,000 units. DPCC had been writing to the industrial units and the <keyword id="6364683" type="ORGANIZATION" weightage="60" keywordseo="Delhi-Jal-Board">Delhi Jal Board</keyword> (DJB) since March this year, asking them to take effective measures, but nothing had been done till date. 
 A team of officials from DPCC, DJB and Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), as well as representatives of the Wazirpur Industrial Area CETP Society and <keyword id="1461068" type="ORGANIZATION" weightage="60" keywordseo="All-India-Plastic-Industries-Association">All India Plastic Industries Association</keyword>, had undertaken a survey of the area on February 24. Samples of waste water being discharged in open drains were collected at three locations and pH levels were found to be far below the specified norms. "This means steel pickling industries are not carrying out any treatment and the waste water is being discharged into open drains," the closure notice said. 
 The <keyword id="6356156" type="ORGANIZATION" weightage="60" keywordseo="public-works-department">Public Works Department</keyword> also held a discussion on the drainage issue in the area on March 13 this year. 
 
"It was observed that all drains are choked due to silt from the industries and a large quantity of metallic silt was being discharged directly into the storm water drains without mandatory pre-treatment by industrial units," the notice states. 
 
DPCC has ordered power and water disconnections, and directed the local SDM to ensure that the units are shut down. "We have given them enough warnings. They never responded or did anything about it," said Sandeep Mishra, member secretary of DPCC. 
 
Commenting on the development, Jai Kumar Bansal, president of Delhi Stainless Steel Trade Federation, said, "We haven't received any closure order and we have always treated our waste water. I don't know why DPCC is taking action against us."

112 Industrial Units In Wazirpur To Shut
Down For Flouting Pollution Norms

The June 2013 disaster in <keyword id="44522" type="CITY" weightage="100" keywordseo="Uttarakhand">Uttarakhand</keyword> is unforgettable for the heavy loss of human life, as well as the economic and ecological damages it caused. However, the inadequate disaster management and delayed response from the government were even more ominous. 
 While heavy rain (more than 375% of normal rainfall) inundated Uttarakhand and the surrounding areas, it also led to the melting of the Chorabari Glacier and the <keyword id="30363" type="PERSON" weightage="100" keywordseo="Mandakini">Mandakini</keyword> burst its banks, resulting in the region’s worst-ever flooding in five decades. 
 
Government officials committed many errors that had a direct bearing on the tragedy: 
· Early weather warnings went unheeded. Otherwise, the loss of human life would have been lower. 
· Haphazard development with hotels near the waterways, extensive tunnelling for badly planned roads and more than 70 hydroelectric projects have created a serious environmental imbalance. 
· Private sources put it to over 5,000 deaths. As the flooding occurred during peak pilgrimage season, more than 70,000 pilgrims were stranded with little or no food for over three days. 
 
Total economic loss is estimated at Rs 20,000 crore. The damage to infrastructure such as roads, hydro projects and housing will be difficult to overcome. As tourism accounts for almost 30% of Uttarakhand’s GDP, road and other infrastructural damage means the state government has to ask tourists to stay away, leading to loss of economic activities. 
 
Disaster management While the <keyword id="107430" type="ORGANIZATION" weightage="100" keywordseo="National-Disaster-Management-Authority">National Disaster Management Authority</keyword> (NDMA) and the National Disaster Response Force (NDRF), along with the Indian Army and Indian Air Force, did their best, it was not enough. The NDMA and the NDRF have to be better equipped, especially in terms of communications, to properly manage quick relief work. The director general of the NDRF has been changed every year for the past nine years, causing a lack of continuity in this body. Moreover, we don’t have fully trained and fully equipped disaster management personnel. The locals are not trained either or opt to work with the authorities. Early and prompt action is vital for all disaster management and this requires active involvement of the locals. 
 
Local people should be made aware of the problems likely to occur and must be taught how to respond to those. Each region or locality should have a rescue shelter and a command network in place. In other words, public awareness of ecology and environmental issues is a must. The government has to work with the people to protect the environment. Also, weather warnings should be taken seriously and government officials should focus more on prevention in order to minimise such losses. 
 
A comprehensive Himalayan environment and ecology plan covering all the Indian states concerned should be drawn up and implemented. Experts even advocate an international policy in co-operation with other countries such as China, Nepal and Bhutan. 
 
Uttarakhand today is focusing on rebuilding its infrastructure and preventing further ecological damage. The state has already reconstructed a major part of its roads, bridges and communication infrastructure. However, this should top the priority list now as transport and communication are extremely vital to keep the economy going in this mountain state. 
 
Only last month, the government reopened the Char Dham Yatra for the pilgrims, which can revive the tourism-based economy to some extent, bringing in the badly needed tourist money to the state. The government has also been criticised for the slow pace in rebuilding houses and infrastructure, and thus generating employment. 
 
The state government has come under fire for the irregular disbursal of compensation – Rs 2 lakh for every affected family and Rs 3,000 per month for two years as rental compensation to each of the 3,320 families that lost their houses. An additional compensation of Rs 5 lakh for building a house on the land owned by a family did not help either. That is because the families that lost their homes in the floods found it difficult to prove land ownership as all their belongings had been washed away. In many cases, the land itself no longer exists and it is still unclear where the new dwellings can be built. Understandably, the government will have to reassess and speed up the relief and rehabilitation process for genuine sufferers. 
 
Additionally, the government is taking steps to ensure proper development of watershed areas, water supply and sanitation. Loans to the tune of $121.20 million for a decentralised watershed development project and $24 million for rural sanitation and water supply have been obtained from the World Bank. 
 
Employment issues 
Uttarakhand is now witnessing third highest level of unemployment across the country. The state has a largely rural economy and last year’s dislocation of the tourism industry and loss of homes have increased unemployment and forced many to migrate. 
 
The failure of industrialisation also contributes to unemployment in the state. The government has to first ensure that the rural areas have access to sufficient clean water, land and clean environment. It should also actively support local agriculture and other employment-generating activities. 
 
The government is currently working towards better forest management and planned hydroelectricity management. Two of the country’s major rivers, the Ganga and the Yamuna, originate in Uttarakhand and responsible handling of these river projects is not only crucial for the state but for the entire country. 
 
However, Uttarakhand is gradually overcoming the impact of the natural disaster that struck last year and rebuilding itself. But how fast it can be back on the prosperity track is the key question now.

While there are nearly 5.68 lakh houses under various stages of construction in Delhi-NCR, any kind of periodic ban on construction by different agencies can only delay the projects, adding to the woes of the buyers. The maximum number of under-construction units is in <keyword id="18858" type="General" weightage="80" keywordseo="noida" source="Orion">Noida</keyword> and Greater Noida areas, accounting for nearly 2.70 lakh units, as per an estimate. On average, a one-month ban on all construction activity delays a project by at least 3-4 months, according to research by <keyword id="4695749" type="General" weightage="80" keywordseo="anarock" source="Orion">Anarock</keyword> consultants. As per the research, the areas in Delhi-NCR with the maximum under construction units presently include Greater Noida West, Yamuna Expressway, New Gurugram, Noida Expressway, Dwarka Expressway, Central Noida, Sector 150 (Noida), <keyword id="1464478" type="General" weightage="50" keywordseo="greater-faridabad" source="Orion">Greater Faridabad</keyword>, <keyword id="15299315" type="General" weightage="50" keywordseo="raj-nagar-ext" source="Orion">Raj Nagar Ext</keyword> (Ghaziabad), Sohna and Golf Course Ext Road. These areas together have more than 4 lakh units that are currently under various stages of construction. Greater Noida West alone has more than 1.37 lakh under-construction units currently. The air quality in Delhi-<keyword id="53426" type="General" weightage="100" keywordseo="ncr" source="Orion">NCR</keyword> has turned poor and heavy smog has started engulfing the region. This year too, to battle pollution, an action plan has been rolled out in advance, mandating that if the pollution levels breach certain levels (i.e., Stage III or 'severe'), authorities will have to enforce a ban on construction and demolition activities in NCR, except on essential projects (like railways, metros, airports, ISBTs, national security/defence-related projects of national importance). Apart from this, the construction of projects also gets hampered due to protests on the issue of land compensation. The Anarock research said that being periodic, the impact of these construction bans on overall property prices is almost negligible. Moreover, real estate prices in most cities are not so much a function of environmental concerns as of accessibility, proximity to the city centres or major employment hubs, urban mobility via various modes of public transport, and affordability. In Mumbai too, the city perennially experiences floods during monsoon, yet property prices remain steady. In fact, in the last two-and-a-half years since the pandemic, the Mumbai Metropolitan Region (MMR) has been the most active in terms of both new supply and new launches. As for Delhi-NCR, the region too has been very active. While developers restricted new supply, housing sales have been significant. In fact, the region has shed at least 23 per cent of its unsold stock in the last 2.5 years since the pandemic. Back in Q1 2020-end, the overall unsold stock in Delhi-NCR stood at 1.73 lakh units which have reduced to a little over 1.32 lakh units as of Q3 2022-end, said the Anarock research. Delhi-NCR: 5.68L houses under construction; periodic bans add to buyers' woes

Noida, Dec 21 () The Yamuna Expressway Authority on Saturday cancelled the allotment of 1,000 hectares of land to Jaypee group on which India's only Formula One motor racing circuit is built in Greater Noida over non-payment of dues, officials said.
 The decision was taken by the Yamuna Expressway Industrial Development Authority (YEIDA) during its 66th Board meeting.
 "A thousand hectare land was allotted to Jaypee Sports Limited, an affiliate of Jaypee group, in YEIDA's special economic zone. Jaypee Sports Limited has been defaulting on payments to YEIDA and not completing projects promised to buyers," YEIDA CEO Arunvir Singh said.
 The embattled business group defaulted on payments of over Rs 500 crore, he added.
 The Jaypee group had sub-leased plots to 11 builders on the allocated land and separately had taken around Rs 2,000 crore from homebuyers in 10 projects but not delivered it, he said.
 "So, in light of the violation of lease deeds, it was decided during the board meeting that the land allotment be cancelled," Singh said.
 However, the authority said modalities are being worked out to safeguard the interests of third parties and homebuyers who had invested in projects on this land parcel. KIS AAR

Jaypee loses 1,000 hectare land that has F1 Circuit

New Delhi, Nov 16 () State-owned NBCC Ltd is likely to take the responsibility of selling Rs 1,750-crore worth of unsold flats of Jaypee Infratech instead of offering them to lenders in its fresh bid to acquire the debt-laden realty firm through insolvency process, sources said.
 This was one of the reasons for lenders voting out the NBCC's resolution plan in June this year. 
 NBCC and Suraksha Realty are likely to submit their revised offers on Sunday as sought by Interim Resolution Professional (IRP) Anuj Jain. 
 A meeting of Committee of Creditors (CoC) has been convened on November 18 to discuss the resolution plans.
 Earlier, NBCC had offered 2,207 unsold flats worth Rs 1,756 crore to lenders, but bankers were reluctant to acquire these apartments. 
 NBCC had revised this offer to flats worth Rs 1,300 crore, still bankers were not convinced. 
 Jain, the IRP, has sought revised bids from NBCC and Suraksha Realty and called the CoC meeting as per the direction of the apex court.
On November 6, the Supreme Court had directed completion of Jaypee Infratech's insolvency process within 90 days and said the revised resolution plan will be invited only from the NBCC and Suraksha Realty.
The apex court had said that pendency of any other application before the National Company Law Tribunal or National Company Law Appellate Tribunal, including any interim direction, shall be no impediment for the IRP to receive and process the revised resolution plan from the two bidders.
 This will be the third round of bidding process in the Jaypee Infratech insolvency matter.
 In 2017, Jaypee Infratech went into insolvency process after the National Company Law Tribunal (NCLT) admitted an application by an IDBI Bank-led consortium seeking revival of the realty firm. Jaypee Infratech has a debt of nearly Rs 10,000 crore. 
 In the first round of insolvency proceedings conducted last year, the Rs 7,350-crore bid of Lakshdeep, part of Suraksha Group, was rejected by lenders.
 Later in October 2018, the IRP started the second round of bidding process to revive Jaypee Infratech on the NCLT's direction. 
 NBCC and Suraksha Realty both placed their bids but the same were rejected by the lenders, and the matter reached to appellate tribunal and then the Supreme Court. 
 As many as 13 banks and over 23,000 home buyers have voting rights in the CoC. Buyers have nearly 60 per cent votes. For the bid to be approved, 66 per cent voters should be in favour of the deal.
 During the bidding process held in June 2019, the NBCC had proposed infusion of Rs 200 crore equity capital, transfer of 950 acres of land worth Rs 5,000 crore as well as Yamuna Expressway to banks and completion of flats by July 2023 in order to settle an outstanding claim of Rs 23,723 crore of financial creditors, including banks and home buyers.
 NBCC had also put certain conditions related to exemption from future tax liabilities and seeking permission from Yamuna Expressway Industrial Development Authority (YEIDA).
 Lenders had then asked NBCC to offer 1,426 acre land instead of 950 acre besides taking onus of getting approvals from income tax and development authorities. MJH MR
