Chinese smartphone maker Xiaomi’s future in India is in the hands of a special panel, which has been set up by the government to decide whether Xiaomi’s proposal meets the "<a href="http://www.businessinsider.in/Not-everything-can-be-termed-state-of-the-art-says-Indian-government-to-facilitate-FDI/articleshow/51628211.cms">cutting edge technology</a>" condition. Only if the panel says yes that Xiaomi will be allowed to set up stores in India without the mandatory domestic sourcing, as per the <a href="http://www.businessinsider.in/New-FDI-rules-to-upset-online-shoppers-no-more-promotional-offers-and-cash-backs/articleshow/51644272.cms">new FDI rules</a>. 
 
The new rules say that companies bringing cutting edge and state-of-the-art technology to India will be allowed to open single-brand outlets without 30% compulsory sourcing of materials locally subject to government approval. 
 
To make good use of this opportunity, Xiaomi had earlier this month applied for single-brand retail under the state-of-the-art category, seeking permission to forego the 30% sourcing norm for a range of its products including Wi-Fi amplifiers, Bluetooth speakers and power banks. 
 
The panel comprises of three members, secretary of DIPP, one member of the NITI Aayog, and a representative of the administrative ministries including telecom and information technology. It has been formed by government to define cutting edge technology. The panel will now consider all such proposals submitted under this category on a case to case basis. 
 
As per a senior government official, "Any technology which has never been made before in India and cannot be replicated is worthy of being considered under the cutting edge definition." 
 
Besides Xiaomi, Apple had also applied for a similar licence, and the application is being <a href="http://www.businessinsider.in/Apple-to-open-stores-in-India/articleshow/51938335.cms">considered for approval </a>by the government.

Xiaomi's future in India is at stake

As reported earlier, Xiaomi had <a href="http://www.businessinsider.in/Xiaomi-India-fdi/articleshow/52006652.cms">applied for single brand retail licence</a>, in order to be able to set up single brand showrooms in India as per <a href="http://www.businessinsider.in/100-FDI-in-e-commerce-in-India-now-So-whatCorporateGossip/articleshow/51615169.cms">new FDI rules</a>. However, the application has been put on hold by the Indian government, and the Chinese handset maker has been asked to provide more documents to support its application.

Department of Industrial Policy and Promotion (DIPP) will forward the said application to the <a href="http://www.businessinsider.in/Not-everything-can-be-termed-state-of-the-art-says-Indian-government-to-facilitate-FDI/articleshow/51628211.cms">"cutting edge panel"</a> only when the company submits all the details that are to be considered for exempting it from the 30% sourcing norm, a senior government official told ET. 
 
"We are in constant discussion with the department for small clarifications, and have not met any major obstacles to date. We are unable to comment further on the specifics of the application as it is still being processed," Xiaomi's spokesperson said.

Indian Govt is reluctant to allow Xiaomi to open its own
stores in India

In what could be a significant move for PM Modi’s ‘<keyword id="6354869" type="UNKNOWN" weightage="100" keywordseo="make-in-India">Make In India</keyword>’ initiative, Xiaomi, the Chinese electronics company, is in talks with some state governments from India to set up handset manufacturing plants in collaboration with contract manufacturer <keyword id="6354671" type="COMPANY" weightage="100" keywordseo="Foxconn">Foxconn</keyword>. The move is aimed to boost production so that it can match the increasing demands.

"We are looking to expand capacity and set up more lines and plants. We are proactively looking at it and are working with our partner Foxconn. Currently, discussions are on with different governments," Manu Jain, India head at Xiaomi, told <a href="http://economictimes.indiatimes.com/tech/hardware/xiaomi-foxconn-in-talks-to-open-manufacturing-plants-in-india-to-increase-production/articleshow/52998839.cms">ET</a>. "We have also been increasing the capacity at the existing plant." 
 
Xiaomi is world's third-largest smartphone maker, and has recently launched its largest device, <a href="http://www.businessinsider.in/Xiaomi-unveils-Mi-Max-at-Rs-14999-in-India/articleshow/52986543.cms">Mi Max</a>, in <a href="http://www.businessinsider.in/Xiaomi-India-fdi/articleshow/52006652.cms">India</a>, importing its first batch from China; however, it plans to start the domestic production around mid-July.

Make In India: Xiaomi to set up manufacturing plants in collaboration with Foxconn

<keyword id="6354427" type="CITY" weightage="100" keywordseo="Apple">Apple</keyword> CEO <a href="http://www.businessinsider.in/searchresult.cms?query=tim+cook&amp;sortorder=effectivedate">Tim Cook’s</a> India visit could not please the Centre as the government is not relaxing a local content sourcing norm for <a href="http://www.businessinsider.in/searchresult.cms?query=Apple&amp;sortorder=effectivedate">Apple</a>. 
 This comes as a big blow to Apple as the <keyword id="6354606" type="COMPANY" weightage="20" keywordseo="iPhone">iPhone</keyword> maker wants to set up Apple stores in India and tap the fastest growing <a href="http://www.businessinsider.in/searchresult.cms?query=smartphone+market+in+India&amp;sortorder=effectivedate">smartphone market</a> in the country. 
 
This means, Apple will have to meet the 30 per cent local content sourcing requirement even if it sets up single-brand retail stores in India. 
 
"Apple's proposal is acceptable to us but we cannot make an exception for it and forego the sourcing requirement if it wants to set up its own stores here," a senior government official told ET. 
 
The iPhoner maker had applied for the relaxation under new <a href="http://www.businessinsider.in/searchresult.cms?query=FDI&amp;sortorder=effectivedate">FDI</a> rules for companies. 
 
"There was no technical person in the cutting-edge panel, no substantial backing to the claim that there was cutting-edge technology. A broad policy needs to be in place to define what is cutting edge. It has to be there upfront in the policy. Otherwise it would be open to discretion and charges of corruption," the second official told ET. 
 As per the new policy, companies that bring cutting-edge technology to India can open single-retail brand stores without meeting the <keyword id="2011197" type="UNKNOWN" weightage="20" keywordseo="local-sourcing-norm">local sourcing norm</keyword>. 
 
Apart from Apple, <a href="http://www.businessinsider.in/searchresult.cms?query=xiaomi&amp;sortorder=effectivedate">Xiaomi</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=leeco&amp;sortorder=effectivedate">LeEco</a> have also sought to open their own stores in India. 
 
Presently, Apple sells its products in India through a network of franchisee-owned stores and sales crossed the $1-billion mark in 2014-15.

Tim Cook’s magic fails to impress India; Government rejects easing local sourcing norm for Apple

This festive season, e-commerce market giants, <a href="http://www.businessinsider.in/searchresult.cms?query=Amazon&amp;sortorder=effectivedate">Amazon</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=Flipkart&amp;sortorder=effectivedate">Flipkart</a> will only promote online-exclusive smartphone and consumer electronic models, as they aim to double their sales over the last year. 
 
"The ecommerce marketplaces are structuring their <a href="http://www.businessinsider.in/searchresult.cms?query=Diwali&amp;sortorder=effectivedate">Diwali</a> offers and promotions solely on the online exclusive models across smartphones, televisions and large appliances. This will allow them to enjoy pricing advantage since brands with omni-channel presence and models will not fund online discounts, which the online exclusive brands would offer," a leading ecommerce seller on condition of anonymity, told ET. 
 
According to the norms of <a href="http://www.businessinsider.in/searchresult.cms?query=FDI+&amp;sortorder=effectivedate">FDI </a>(foreign direct investment), marketplaces are prohibited from influencing prices and offering discounts. 
As part of their strategy, the marketplaces will give priority listing to online exclusive models and extensively promote special deals offered by marketers through banner advertisements and searches, four senior executives of leading smartphone and television brands told ET. 
“Other brands will have to pay for such promotions for their omnichannel models,” they further added. 
 “It makes sense for ecommerce firms to support brands heavily tilted on online sales. This will give the marketplaces a lot of leverage in not having to compete with offline retail,” <keyword id="246350" type="COMPANY" weightage="20" keywordseo="Motorola-India">Motorola India</keyword> country head, <a href="http://www.businessinsider.in/searchresult.cms?query=Amit+Boni&amp;sortorder=effectivedate">Amit Boni</a> told ET. 
 
About 75% of total smartphone sales in e-commerce marketplaces are accounted by online exclusive models. 
 
Trade estimates show that around 80-90% of their sales are still generated from ecommerce, even though some of the online exclusive smartphone brands like <a href="http://www.businessinsider.in/searchresult.cms?query=LeEco&amp;sortorder=effectivedate">LeEco</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=Lenovo&amp;sortorder=effectivedate">Lenovo</a>, Yu and <a href="http://www.businessinsider.in/searchresult.cms?query=Xiaomi&amp;sortorder=effectivedate">Xiaomi</a> have recently expanded into brick-and-mortar retail, trade estimates show that around 80-90% of their sales are still generated from ecommerce.

If reports are to be believed, <keyword id="10591" type="CITY" weightage="100" keywordseo="Samsung">Samsung</keyword> might soon be joining Apple in applying for a single brand retail licence in India. 
 
The South Korean electronics giant, headquartered in Samsung Town, Seoul, is looking forward to strengthen its presence in a crucial market, said executives who are aware of the matter. 
 
After India eased FDI rules for single-brand retail in November last year, it has seen quite a good number of companies expressing desires for single brand retail licences. 
 
Chinese smartphone maker Oppo, a relatively new entrant in the market, has already confirmed that it intends to apply for a direct presence in the country. Similarly, Chinese smartphone makers Xiaomi and Gionee are also keen of making these moves. 
 
As reported last month, Apple has already <a href="ET%20reported%20last%20month%20that%20Apple%20had%20filed%20for%20a">filed for a single-brand retail licence</a>. 
 
Samsung executives confirmed that the company was looking at "opportunities" that stem from the policy; however, it hasn’t decided the final move yet. 
 
Oppo, which is the fifth-largest smartphone player in China, has plans to set up 35,000 outlets in India by the end of this year, which would include both exclusive and franchise stores. This kind of licence "will bring best brand image and service to local customers," said Sky Li, who is the global vice president for the international mobile business of Oppo. 
 
India is one of South Asia's fast-growing market, having surpassed the US to become the world's second largest market with 220 million active unique smartphone users in 2015. Because of this, it has seen several Chinese brands entering its market in the past year, with many more expected to make their Indian debut this year.

His ‘<a href="http://www.businessinsider.in/searchresult.cms?query=Make+in+India">Make in India</a>’ initiative promises to boost the Indian <a href="http://www.businessinsider.in/searchresult.cms?query=manufacturing+sector">manufacturing sector</a> from 17% to 25% of India’s <a href="http://www.businessinsider.in/searchresult.cms?query=GDP">GDP</a> by 2020. 
 
Around 60 Chinese smartphone companies have invaded the Indian market in the last 2 years. Companies like <a href="http://www.businessinsider.in/searchresult.cms?query=Xiaomi">Xiaomi</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=Meizu">Meizu</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=Coolpad">Coolpad</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=Gionee">Gionee</a> are making it big here. Why Xiaomi will Make in India and Apple won’t

<keyword id="6354427" type="CITY" weightage="100" keywordseo="Apple">Apple</keyword>, manufacturer of <keyword id="6354606" type="COMPANY" weightage="100" keywordseo="iPhone">iPhone</keyword> has deputed a team to conduct a meeting with inter-ministerial officials on January 25 to discuss setting up of a manufacturing unit in India, according to a news agency. 
 
The senior officials will be from departments of commerce, industrial policy and promotion (DIPP), revenue, environment and forest, electronics and information technology (DeITY) will take part in the deliberations. 
 
In a communication to the government, the Cupertino-based technology major has asked for several tax and other incentives, including long-term duty exemptions, to enter the manufacturing sector in India. 
 
However, the sources said the technology major should set up the manufacturing unit in India without seeking additional support. 
 As many as 42 companies are making mobile phones in India, including Chinese firm <keyword id="6357456" type="CITY" weightage="20" keywordseo="Huawei">Huawei</keyword> and <keyword id="874458" type="COMPANY" weightage="20" keywordseo="Xiaomi">Xiaomi</keyword>, and no firm has approached the government for any additional incentives. 
 
Currently, the government provides support by way of benefits under the Modified Special Incentive Package Scheme (MSIPS) to boost electronic manufacturing. 
 
The scheme offers financial incentives to offset disability and attract investments in the electronics hardware segment. It also gives subsidy for investments in special economic zones, among other benefits. 
 
Apple's products are manufactured in six countries, including Korea, Japan and the US. 
 Earlier, the finance ministry in May had rejected relaxing the 30 per cent domestic sourcing norms as sought by the iPhone and <keyword id="101239" type="CITY" weightage="20" keywordseo="iPad">iPad</keyword> maker as a pre-condition of bringing in FDI to set up single-brand retail stores in the country. 
 
The company had sought exemption on the ground that it makes state-of-the-art and cutting-edge technology products for which local sourcing is not possible. 
 
The government had also turned down the firm's proposal to import refurbished phones and sell them in India. 
 The company sells its products through Apple-owned retail stores in countries like China, Germany, the US, the UK and <keyword id="6354785" type="COUNTRY" weightage="20" keywordseo="France">France</keyword>, among others. It has no wholly-owned store in India and sells its products through distributors such as <keyword id="72596" type="CITY" weightage="20" keywordseo="Redington">Redington</keyword> and <keyword id="325300" type="ORGANIZATION" weightage="20" keywordseo="Ingram-Micro">Ingram Micro</keyword>.

iPhone maker Apple to set up a manufacturing
unit in India?

At a time when social media is erupting with anti-Chinese sentiments and appealling to the masses to stop buying products manufactured in India’s neighbouring country, the business collaborations tell a different story. Festive season in India is marked by a tradition of lighting up the homes and China produces the most cost effective and technologically advanced lights that have been in huge demand till date. However this year, it’s different. Many people agreeing to boycott China-made lights have bought India made lights and diyas. While this is a good sign of promoting the small industries of India, analysts aren’t much sure how will that affect the business of China. 
 
China being India’slargest trade partner (nearly $72 billion), it supplies India with finished goods as well as raw materials for sectors as diverse as toys, electronics and auto parts. 
 
Giant lobbies of industries in India such as CII is promoting the collaboration of the two countries. In fact last month, CII organized India-China CEOs Dialogue in Delhi, which was attended by record number of participants from both the countries. 
 
"To make trade more sustainable, there is a need for India to export more goods and services to China, become part of East Asian supply chains, and develop closer linkages of small businesses on both sides,” Chandrajit Banerjee, director-general, CII told the Economic Times. 
"We expect more Chinese companies to take a strategic view on growing Indian markets, especially with the ongoing reforms process and progress under ease of doing business,” added Banerjee. 
 
Economists advise caution while dealing with China. "There is great concern about the overhang of Chinese overcapacity in steel, textiles, chemicals and non-ferrous metals like aluminium,” Ajit Ranade, chief economist with Aditya Birla Group told the ET. 
 
"There is fear that excess capacity may lead to dumping by China... (and) compounds the earlier fear that Chinese goods enjoy subsidies in various forms. While China rebalances the economy away from trade to domestic consumption, and despite the promise of Chinese domestic market, the overhang of Chinese overcapacity, especially in manufacturing sectors, may persist,” he added. 
 
Also the Chinese phone market in India is overwhelming. Chinese phone makers contributed to approximately 38% of the smartphone shipment in September as compared with 30% contribution of the Indian smartphone players as per Counterpoint Research's monthly India report. 
 
 
"While all major brands have succeeded in taking advantage of the festive mood, Chinese players like Xiaomi, Lenovo (including Motorola), Coolpad have outdone others in online sales, taking advantage of selling on multiple online platforms,” Tarun Pathak, senior analyst with Counterpoint told the ET. "Chinese players are providing high-end specifications and innovative design at affordable prices,” he added. 
 
While India is a major country of export for China, the former ranks 19th in the pecking order for its export to China. 
"In the last 10 years, while Chinese exports to India galloped at 520%, India's exports to China grew by only 25%... We cannot keep it so skewed. Trade deficit can be partly offset by capital flows in the form of FDI into the country. There is an opportunity for China to invest in long-term infrastructure projects in India, even as India can grow exports in the areas of IT services, pharma, auto ancillaries and tourism,” told Ajit Ranade of Aditya Birla group.

New Delhi, Nov 25 () Apple is now making its iPhone XR in India for domestic market and exports, while one of its suppliers, Salcomp, will invest Rs 2,000 crore over the next five years to make components at a plant in southern India from March 2020, IT Minister Ravi Shankar Prasad said on Monday.
 Prasad said Salcomp, the world's largest manufacturer and a major supplier of chargers to Apple for iPhone, has reached agreement to take over the closed facility of Nokia in a SEZ near Chennai.
 The facility, which has been closed for nearly 10 years, will be revived and made operational from March 2020.
 The unit will produce charger and other equipment, and will boast of a diversified portfolio of products. This will entail an investment of Rs 2,000 crore in five years, he said.
 "It is a very proud moment for India. Earlier, it (iPhone boxes) used to say designed in California and assembled in China. Now it says assembled in India and also manufactured and marketed in India. We welcome Apple, expand your operations in India. That is our expectation," Prasad said showcasing a 'Made in India' Apple XR device.
 He added that all Apple products, including mobile phones being manufactured in India will be used for domestic market as well as export.
 Apple, which also works with Taiwanese contract manufacturer Wistron in India, already makes iPhone 6S and 7 here.
 In September, Prasad, after a CEOs roundtable with over 50 electronics and phone companies, had exhorted Apple to expand manufacturing base in India and to use the country as export hub, promising to line up fresh incentives and sops to galvanise electronics as well as phone industry.
 Key players from the electronics and manufacturing industry including Apple, vivo, Oppo, Qualcomm, Xiaomi, Dell, HP, Bosch, Cisco, Flextronics, Foxconn, Nokia, LG, Panasonic, Intel, Wistron, and Sterlite Technologies had attended the meeting.
 Apple continues to place big bets on India. The US-based company had said its revenues in India 'established new records' in the September 2019 quarter, including achieving its highest revenue from Mac sales in the country.
 After the Indian government relaxed FDI norms offering more flexibility on local sourcing norms in August this year, Apple had said it is keen on offering online and in-store experience to Indian users that are at par with its global standards and aims to open its maiden retail store in India.
 Apple, which competes with the likes of Samsung and OnePlus in the premium smartphone market, made an entry into the top 10 smartphone brands tally in July-September 2019 quarter due to price cuts on XR model along with good channel demand for its newly launched iPhone 11, a report by Counterpoint had said.
 Apple India recorded a net profit of Rs 262.27 crore in the year ended March 2019, while its revenue from operations were at Rs 10,538.25 crore for 2018-19, as per regulatory documents.
 Talking about Salcomp, Prasad said, "I am happy to share, Salcomp, the world's largest manufacturer and major supplier of charger to Apple for iPhones, has reached agreement to take over entire facility of Nokia handset that was lying closed for 10 year. It will start from March 2020," he said.
 Prasad added that the unit will manufacture chargers and other equipment.
 "Apart from charger and other equipment it will lead to diversified product portfolio of CMC, moulding, painting etc...(About) 10,000 people will get jobs in this and indirect job creation will be 50,000. About 70 per cent of products from this SEZ facility will be exported, mostly to China. It will lead to value addition also," he said.
 In the ongoing financial year, mobile phone exports from India will be at USD 1.6 billion while that of components will also be at USD 1.6 billion, he said. 
 "It is welcome development...earlier we had almost zero exports but our consistent efforts for last three years is bearing good results," Prasad said.
 "We have an ambition to make India a preferred destination for manufacturing. I have also instructed officers to accelerate this," he said. MBI SR RVK
