<ul class="summary-list"><li>The Department of Government Efficiency wouldn't be a department, but an outside advisory group.</li><li>Under current law, Congress needs to approve most budget changes, limiting the DOGE's power.</li></ul>President-elect Donald Trump on Wednesday announced a new effort to slash what he sees as federal inefficiency, with Elon Musk as cost-cutter-in-chief.Trump <a target="_blank" href="https://www.businessinsider.com/elon-musk-trump-cabinet-election-x-2024-9">made good on a campaign promise</a> when he tapped Musk to co-lead the proposed "Department of Government Efficiency," or DOGE, alongside former GOP presidential candidate Vivek Ramaswamy.Musk says he wants to cut $2 trillion from the federal budget to make it more efficient and effective. Beyond that, though, little is known about how the DOGE will function and how much power it — <a target="_blank" href="https://www.businessinsider.com/trump-adopts-elon-musk-plan-cut-government-spending-efficiency-reform-2024-9">and Musk</a> — will have.Musk did not respond to Business Insider's request for comment for this article. A representative for Ramaswamy declined to comment.<h2 id="2dc0c03e-9977-4403-9201-3d55e844524d">What do we know about the DOGE?</h2>Despite its name, the DOGE will <a target="_blank" href="https://www.businessinsider.com/elon-musks-doge-gets-a-government-checkmark-on-x-2024-11">not actually be a government department</a>, as departments are permanent and can only be created by Congress. Instead, it will function "outside of the government" and disband by July 4, 2026, Trump said in a statement.<div type="image" title="Trump and Musk at a rally" height="2584" width="4184" msid="115360794" hostid="261" sizebytes="161264"></div>The name DOGE is an homage to Musk's preferred cryptocurrency, Dogecoin, which shot up in value after Trump won the election. Under current law, the DOGE might not be able to accomplish much, since Congress controls federal spending."They have no power. No power at all," Elaine Kamarck, a senior fellow at the nonpartisan Brookings Institute who led efforts to reform the federal government under former President Bill Clinton, told Business Insider. "They do make recommendations, and once they make recommendations, the expectation is that the government will act on them."There's no guarantee that a recommendation will turn into a policy, especially given that many of the DOGE's suggestions will likely require congressional approval, Kamarck said.<h2 id="0f11a880-6c1f-4025-a722-a860ae33d16c">The DOGE's $2 trillion goal is something of a pipe dream.</h2>Federal spending <a target="_blank" href="https://www.businessinsider.com/trump-elon-musk-vivek-ramaswamy-department-government-efficiency-doge-2024-11">reached $6.75 trillion in 2024</a>. Multiple experts told BI that it's unlikely Musk will be able to cut his desired $2 trillion without sacrificing programs that have wide bipartisan support or fall under federal mandatory spending, like Medicare and Social Security. Kamarck called the $2 trillion goal the "most unrealistic" part of the whole DOGE plan.Trump has long been preoccupied with cutting what he sees as Washington's waste and fraud."The Department of Government Efficiency (DOGE) will ultimately be staffed and dedicated to this mission," Brian Hughes, a spokesperson for Trump's transition team, told BI in a statement.Quoting former Rep. Barney Frank, Kamarck said that excess federal spending is "marbled" <a target="_blank" href="https://www.businessinsider.com/elon-musk-vivek-ramaswamy-doge-government-efficiency-what-us-spends-2024-11">throughout the budget</a>, like fat throughout a steak, making the DOGE's desired $2 trillion in cuts tricky."It just doesn't work, unless you decide to start cutting Social Security benefits or Medicare, at which point all hell breaks loose," she told BI. "And you know, the bromance between Trump and Musk will end very quickly."Known for <a target="_blank" href="https://www.businessinsider.com/elon-musk-efficiency-companies-tesla-spacex-x-2024-11">streamlining efficiency at his companies</a>, Musk says he wants to cut bureaucracy, shrink the federal workforce, and trim the number of federal agencies down to no more than 99 (there are currently <a target="_blank" href="https://www.federalregister.gov/agencies">more than 440</a>).Douglas Holtz-Eakin, the former director of the Congressional Budget Office, told BI that he doubted that the loosely defined group would be able to accomplish much given its sprawling $2 trillion target."It is hard for me to get seriously ginned up about it until there's a real structure there that suggests that this makes some sense and has a purpose," he said. "If something is designed to do everything, it will do nothing."<h2 id="6bcaf431-1be5-4839-9b83-d0f24a7146cf">The DOGE will exist "outside of government."</h2>In one scenario, the DOGE could function as an advisory committee, which Trump can create through an executive order. The president-elect said the DOGE will work with the Office of Management and Budget, which prepares the president's budget request for Congress."They have made clear that this is a non-governmental department, which is not a familiar term, and so it's not really clear how the organization will operate because of that," Lisa Gilbert, co-president of the progressive nonprofit advocacy group Public Citizen, told BI. "It might be an advisory committee of non-governmental actors, but even from that posture, it won't have the authority to alter budgets or fire employees or rescind regulations."<div type="image" title="Donald Trump and Elon Musk" height="1910" width="2707" msid="115360796" hostid="261" sizebytes="118134"></div>Kamarck said that there are specific rules laying out how much interaction external committees can have with the government, but it's not clear how Trump, Musk, and Ramaswamy envision the <a target="_blank" href="https://www.businessinsider.com/elon-musk-doge-hiring-staff-how-to-apply-2024-11">internal infrastructure of the DOGE</a>."How are they going to talk to each other? How are they going to meet with each other? Are they going to go talk to anybody in the government, or are they just going to make up things from 50 miles away?" she said.On November 14, the DOGE <a target="_blank" href="https://x.com/DOGE/status/1857076831104434289">said in a post on X</a> that it is seeking "super high-IQ small-government revolutionaries willing to work 80+ per week on unglamorous cost-cutting." Musk said on his <a target="_blank" href="https://x.com/elonmusk/status/1857112441529700671">personal X account</a> that the positions will not be paid.<h2 id="4c25da3e-39de-44e2-a1c5-c7249f9fc728">Trump has talked about changing a key law that limits his federal spending power.</h2>Trump, Musk, and Ramaswamy may try to circumvent the congressional obstacles standing in the way of their cost-cutting agenda. Last year, Trump expressed interest in going after the Impoundment Control Act, a 1974 provision that requires the president spend funds that Congress has appropriated."Bringing back Impoundment will give us a crucial tool with which to obliterate the Deep State, Drain the Swamp, and starve the Warmongers," the president-elect <a target="_blank" href="https://www.donaldjtrump.com/agenda47/agenda47-using-impoundment-to-cut-waste-stop-inflation-and-crush-the-deep-state">said in a video</a> in June 2023.Holtz-Eakin said attempting to skirt the impoundment act would be like rewriting history, and Kamarck told BI that any attempt to not spend money that Congress has appropriated poses big Constitutional questions."If he tries to change the law so that he can impound funds, my guess is there'll be a fight in the Congress and he'll lose," she said.<h2 id="4956dc95-91da-4028-b1b3-d843a1509397">Musk could bump up against many conflicts of interest but likely wouldn't have to divest from his companies.</h2>If the DOGE is a federal advisory committee, Musk and Ramaswamy would likely be "special government employees," who are experts or consultants that can work for a federal agency or the White House for up to 130 days. They do not get paid and, crucially, would not have to divest from their companies."They've been clear also that they're staying in their roles as the heads of companies and in other places," Gilbert said. "Not being a part of government means they don't have to deconflict themselves."In a press release for Public Citizen, Gilbert said that Musk's "own businesses have regularly run afoul of the very rules he will be in position to attack" as the DOGE co-lead.<div type="image" title="Donald Trump and Vivek Ramaswamy" height="5504" width="8256" msid="115360795" hostid="261" sizebytes="4296554"></div>In the role, Musk and Ramaswamy would still be bound to federal ethics laws and have to recuse themselves from conversations that affect them personally, <a target="_blank" href="https://www.bloomberg.com/news/articles/2024-11-14/doge-what-can-musk-do-with-the-department-of-government-efficiency?srnd=homepage-americas">Bloomberg</a> reported. With his companies under investigation from at least 20 federal regulatory agencies and SpaceX having more than $15 billion in federal contracts, Musk could face many such conflicts.Kamarck said that there's no "firm line" about when employees need to take themselves out of discussions, but that lawyers address questions on a case-by-case basis.Musk has expressed public frustration with what he views as overbearing federal oversight, which he said has <a target="_blank" href="https://www.nytimes.com/2024/11/12/us/politics/elon-musk-vivek-ramaswamy-trump.html">slowed down his pace of business</a>.By law, meetings of advisory committees, like the kind the DOGE could be, need to be open, and Musk has no problem with the <a target="_blank" href="https://www.businessinsider.com/elon-musk-doge-leaderboard-federal-government-spending-trump-2024-11">transparency</a> — in fact, he seems to invite it. In a post on X, the billionaire promised to post all of the group's actions online <a target="_blank" href="https://www.businessinsider.com/elon-musk-leaderboard-government-spending-marketing-genius-doge-donald-trump-2024-11">"for maximum transparency</a>" and said the public should chime in with their opinions.It's also possible the group might intentionally avoid becoming a federal committee because of the increased oversight and scrutiny, Holtz-Eakin said."It's not a federal committee as far as I can tell," he said. "I think that's deliberate. If you do that, then you're subject to lots of things like a conflict of interest you have to sign off on, and I think that would be a nightmare for Mr. Musk. And so they're not going to let it tiptoe toward federal jurisdiction."Until Trump actually forms the DOGE, if he ever does, the legal and bureaucratic details remain murky, and the experts BI spoke with aren't convinced that it will work well."It sounds a little screwy, frankly," Kamarck said.

How Elon Musk's Department of Government Efficiency could actually work

<ul class="summary-list"><li>A 9-to-5 working day can block creativity and deep focus, a neuroscientist said.</li><li>The brain is primed to do certain types of work at certain times of day, according to Mithu Storoni.</li></ul>Mithu Storoni, a neuroscientist and expert on mental stress, made three "radical" changes to the way she works after writing her latest book on <a target="_blank" href="https://www.businessinsider.com/how-to-use-chatgpt-at-work-job-save-time-ai-2023-2">optimizing workflow</a>.While researching "Hyperefficient," a book about working efficiently in the age of AI, she realized the traditional <a target="_blank" href="https://www.businessinsider.com/gen-z-how-to-manage-nine-to-five-work-schedule-2023-11">9-to-5 pattern of office work</a> blocks creativity and doesn't take into account the natural rhythm of the brain or a person's individual needs, Storoni told Business Insider.Data suggests the brain is better at performing certain tasks at certain times of the day, Storoni said. Creative, innovative <a target="_blank" href="https://www.businessinsider.com/interview-tips-show-problem-solving-examples-2022-4">problem-solving</a> and thinking "peaks off-peak" early in the morning and late at night, Storoni said. In the mid to late morning, we tend to be more alert and able to do tasks that require deep focus, whereas, after lunch, it's common to have an energy slump.Most jobs will have an employee doing different types of work, from idea generation to admin, and each type requires a different mental state, she said. This means a <a target="_blank" href="https://www.businessinsider.com/social-media-rallying-against-9-to-5-jobs-outdated-2023-11">rigid working schedule</a> is ultimately inefficient."If you impose the same routine on everyone, you are actually preventing people from working at their best at what they're doing," Storoni said. "We need to radically rethink the way we work."There's evidence to suggest that flexibility leads to a more productive workforce. In the 2023 <a target="_blank" href="https://futureforum.com/2023/02/15/pulse-winter-snapshot-2022-2023-workplace-flexibility-company-culture-productivity/">Future Forum Pulse survey</a> — which is backed by Slack and collected data from 10,646 knowledge workers across the US, Australia, France, Germany, Japan, and the UK — 39% of people with full schedule flexibility reported higher productivity scores than those who had no control over their hours.In the book, Storoni outlines the three "gears" of the brain: with gear one being a daydreaming, relaxed state, gear two being the sweet spot for focus, and gear three being a hyperaroused, stressed mode. She shared the measures she takes to keep herself in gear two when working.She stressed that this isn't about "<a target="_blank" href="https://www.businessinsider.com/how-scary-hour-productivity-hack-improved-focus-productivity-2023-3">hacking the system</a>" in an attempt to be as consistent as a computer or force your brain to work in a certain way, but rather encouraging the brain to work the way it wants to work.<h2 id="fe1b5d55-0935-4002-9957-21d648b0892b">Schedule tasks around brain rhythm</h2>As much as possible, Storoni now schedules her working day around the type of tasks she needs to do. "I work according to the time of day," she said.Typically, she starts her day with a workout, but if she needs to do something creative, like write a piece for a magazine, she'll block off that time for work and find another time to exercise.Storoni is mainly freelance, which gives her more flexibility than a salaried employee. But provided you have at least some agency over when you do which tasks, this idea could be applied to a typical working day, she said.<h2 id="6cfc7037-1264-4748-ae67-1d1df9278e24">When she does something creative when she has a mental block</h2>When Storoni hits a wall, she leaves her desk and does something creative. "Even if it's not actually working on that creative problem, I do something parallel that's creative," she said. "I go for a walk confident that actually, even though I'm not visually sitting and looking like someone who's working, I know my mind is working," she said.This attitude helps her take breaks without feeling guilty or unproductive.<h2 id="2e5a4c01-de69-4fc3-9df5-357243f3fec6">Shut off all potential avenues of incoming information</h2>Maintaining a state of focus (gear two) can be hard and requires an element of self-control, Storoni said, so minimizing distractions can be very helpful.When she's doing focused or creative work, Storoni puts her phone face down on silent, pauses her email notifications, and doesn't read anything."I don't speak to anyone, I don't take any messages, nothing until I'm out of that zone," she said, adding: "As soon as you engage with something, you can't say, 'okay, we're not processing this information.' You have to because that's what attention is."Having to process information from different streams at once can easily tip someone out of that focused zone as there's too much competition for their attention. This means there are fewer resources for the task at hand, and the quality lessens, she said.

<ul class="summary-list"><li>Vincent Peters worked in military compliance when he was poached to work at SpaceX. </li><li>He said the work culture was ruthlessly efficient and you could see Musk on the office floor. </li></ul>This is an as-told-to essay based on a transcribed conversation with Vincent Peters, founder of Inheritance AI and former SpaceX employee discussing his career path and experience at SpaceX. It has been edited for length and clarity.I graduated from West Point in 2005 at 23. Shortly before graduating, I was diagnosed with allergy-induced asthma. So I graduated on medical leave, couldn't be deployed, and continued on medical leave for another six months before being discharged.Because I didn't have any internships or corporate experience, it took me a while to transition into the workforce. Once I did, I went on to work in many different industries.<h2 id="23de7c6d-a933-408b-a720-5627a899fd0a">The beginning of my corporate career</h2>I got a contractor job with the Federal Aviation Administration through a friend and gained experience doing business administration, research, and development.From there, I got work more aligned with my degree in systems engineering and technology as a security project manager at Freddie Mac. I stayed in banking but moved into working on compliance and risk management.I then left the banking industry to partner with one of my best friends from West Point, who owned a tech company, <a target="_blank" href="https://2twelvesolutions.com/V2/index.html">2 Twelve Solutions</a>. We worked in "authority to operate," certifying what technology can be used for US Government military missions. We got the opportunity to pitch our services to SpaceX.I was introduced to people on the SpaceX Mission team, and ultimately, they asked me to interview with them for a job at SpaceX. After a long process with multiple conversations, they offered me a job doing information compliance and assurance.At first, I said no, but after their counteroffer, I had to tell my friend, "I love you, but I'm going to go work for SpaceX." I started in November 2018. My primary role was showing government clients that SpaceX was compliant.My first project was the Commercial Crew program where astronauts needed to be returned to the International Space Station by US space capabilities. SpaceX was one of the companies <a target="_blank" href="https://www.cnbc.com/2018/08/04/nasa-commercial-crew-the-astronauts-spacex-and-boeing-will-launch.html">awarded that contract</a>. I was brought on to engage with NASA and show SpaceX was compliant. From there, I supported some of the Department of Defense customers and the beginning of the Artemis program to return to the moon.<h2 id="fc9057ca-809d-40b7-8239-30790643d619">What it's like working at SpaceX</h2>SpaceX is the most efficient company I've ever worked for. Instead of having a manager and a list of tasks, I was asked to sit in on meetings and add value to projects aligned with my interests or expertise.I thought I would get fired every day during the first six months. There was no one there to tell you what to do. In the military, there was a change of command. At SpaceX, you ask yourself, "How do we do this thing? How do we do it safely? How do we do it so that it's a good value for our customers?" Then you figure it out.There were no boundaries in my role as long as I was adding value to whatever I was working on. For example, someone would ask if I was interested in flight software, and if I were, I'd be invited to attend those meetings.The directive was if I was in a meeting and it was adding value to what I did daily, stay, or if I was adding value based on my expertise, stay — but if neither of those things were happening, you should get up and respectfully walk out.In one instance, a government customer came in with a 50-slide deck. Six slides into the presentation, 75% of the room had walked out. I had to tell him that if he didn't get to the point, I'd be the only person left in the room — and only because I had to walk him out. He skipped ahead to his last five slides. That kind of environment makes you much more efficient.Also, everyone is accessible. You're all in cubicles, including Elon and the COO, Gwynne Shotwell. You can look up, be seen, and say to people, "Hey, I need this." It's very open and makes collaborating and getting to know people easy. The only fixed offices are for people who often need to have confidential conversations — like the head of human resources and the CFO.<h2 id="47737056-5f88-462e-b4c6-ff928de26736">Working on Starlink</h2>I quickly found that once you're in the circle of trust within Elon Musk's companies, you get a job more easily at another company in the portfolio. For example, someone who started around the same time as me at SpaceX is running IT at X now — the culture is just to do whatever is required.That mentality is how I started working on Starlink.The Starlink team had several questions from the Canadian communications regulators. They wanted to know how SpaceX was handling Starlink customer data and the configuration of some Starlink ground systems that were built and maintained by SpaceX. With my background in government work and compliance, it felt like a natural fit for me to step in.In 2020, I asked to help and was allowed to work on their projects in addition to my work at SpaceX.<h2 id="1c9a2361-4e8c-4419-aa21-09b7e5c3e2d0">The work is rigorous, but people are very accepting</h2>SpaceX was probably the most accepting work culture I've ever participated in.There also wasn't a lot of value placed on where people went to school. Some of the most intelligent people I worked with there were high school graduates.Regardless of your background or credentials, it's a place where you have to be able to hold yourself accountable. It's assumed that you should know what you should be doing.If you're looking for a boss to hold your hand and tell you what you need to do and how to do it, you will be disappointed working with Elon. But if you're looking for a boss who trusts in your decision-making, you'll thrive.I ultimately left in February 2022 because I felt I was no longer learning. While SpaceX was one of my best work experiences, there seemed to be a high turnover rate where people would leave between their first and second years. After my third year, I was one of the most senior in my group, and there weren't many people to learn from.<h2 id="d6382460-66de-4ef4-b253-1b21d53ef779">My time at SpaceX has helped me run my own company</h2>From there, I started my new project, Inheritance Art, in early 2022. We're working on various projects — from crypto to large language model services and even creating our own AI models. I'm enjoying the challenge, but I still look back fondly on my time at SpaceX.Working at SpaceX taught me how to hire and manage people efficiently — I was never a fan of middle management, and my experience there showed me how to run an organization without it. Space X is a flat organization, and it works well that way.
