<ul class="summary-list"><li>US and European leaders have vowed Putin will pay for Alexey Navalny's death.</li><li>But it's unclear how the somber moment will change the debate on Ukraine funding anytime soon.</li></ul>Leaders in both parties vowed that Russian President Vladimir Putin must pay for the death of <a target="_blank" href="https://www.businessinsider.com/video-alexei-navalny-had-a-message-for-russians-if-he-died-2024-2">famed opposition leader Alexey Navalny.</a> It's unclear though how their tributes will translate into tangible action, especially on Congress' long-delayed push to send more aid for Ukraine's defense.House Speaker Mike Johnson said in a statement that international leaders "must be clear that Putin will be met with united opposition." But so far, Johnson has signaled that he's in no rush for the House to pass the Senate-led $95 billion aid package that former President Donald Trump and other conservatives oppose."As Congress debates the best path forward to support Ukraine, the United States, and our partners must be using every means available to cut off Putin's ability to fund his unprovoked war in Ukraine and aggression against the Baltic states," Johnson said in a statement.While it's true that the foreign aid bill could garner 218 votes, getting the bill on the floor is another matter entirely. Rep. Marjorie Taylor Greene, a Georgia Republican, <a target="_blank" href="https://x.com/AndrewSolender/status/1747694818996662547?s=20">has threatened</a> to use the same mechanism conservatives employed to boot then-Speaker Kevin McCarthy from power if Johnson passed more funding for Ukraine. Some centrist Democrats have suggested <a target="_blank" href="https://thehill.com/homenews/house/4459157-adam-smith-mike-johnson-ouster-ukraine/">they would protect</a> Johnson if such a challenge were to arise, but a GOP speaker remaining in power with the help of Democrats would be a politically dicey reality.<h2>Overcoming the House GOP opposition hasn't and won't be easy.</h2>McCarthy also left another conundrum for his successor. The California Republican made two key concessions to end the deadlock that allowed him to rise to what became his historically brief speakership.The first is now part of his political obituary — he allowed for any single lawmaker to raise a motion to vacate. Rep. Matt Gaetz, a Florida Republican, took this power and used it in a historic moment that saw McCarthy kicked out of leadership.The other concession, stocking the powerful House Rules Committee with staunch conservatives, continues to plague the House. Effectively, as Axios <a target="_blank" href="https://www.axios.com/2024/01/18/house-republicans-suspension-democrat-votes">reported</a> earlier this year, it forces the House to pass almost any major legislation with two-thirds support or 290 votes, compared to a simple majority.There are ways for Democrats and any supportive Republicans to blast through this de facto blockade. But there are costs to almost any procedural maneuver, and some require significant time. All, if Johnson remains opposed, would carry the political cost of asking the GOP to defy their leader and their colleagues. Trump, given his opposition to the Senate bill, would likely apply pressure too.It's why Matt Glassman, a senior fellow at Georgetown University's Government Affairs Institute, has emphasized that the question is not if there is power available to 218 lawmakers if they want to pass Ukraine aid but whether all of those lawmakers are united in the extent of just how far they will push the issue."It's absolutely true that 218 (or 216 right now) in the House can force something onto the floor," Glassman <a target="_blank" href="https://twitter.com/MattGlassman312/status/1757410820017868971">wrote on X</a>, formerly known as Twitter, earlier this week. "You can't stop them. But it's only if they have no other political considerations. Hellbent."Centrist Republicans for the moment have said they are not ready to support efforts that undermine Johnson. A small bipartisan group of House lawmakers has proposed<a target="_blank" href="https://www.axios.com/2024/02/16/house-foreign-aid-bill-ukraine-israel-border"> a slimmed-down $66.32 billion </a>proposal that would pair the defense aid with a legislative push to enshrine the Trump-era "Remain in Mexico" policy into law. (Congress can't recreate that policy on its own, the Mexican government would have to be involved.)<h2>Congress has a long to-do list.</h2>It's not just the logistics that are difficult. Congress has lots of work after lawmakers return from their President's Day recess. The federal government will partially shut down on March 1 if more funding isn't passed. Johnson's idea of dual-track funding means another deadline will follow soon after. The same day of the second funding deadline, March 8, there's another deadline for lawmakers to extend the FAA's funding authority. By mid-April, lawmakers must figure out the future of the <a target="_blank" href="https://www.politico.com/live-updates/2024/02/14/congress/spy-powers-pulled-johnson-00141510">controversial Section 702 spy powers</a>. Congress is also behind on the massive legislation that funds farming and food assistance programs, though lawmakers punted that to this fall.The greatest example that this moment won't likely change anything came last year. Ukrainian President Volodymyr Zelensky came in December to make a last-minute plea to Congress to provide the funding his nation needs to repel Russia's invasion. Schumer compared him to Churchill. While a top Senate Republican <a target="_blank" href="https://www.businessinsider.com/gopers-say-zelenskyy-failed-to-persuade-them-on-ukraine-aid-2023-12">questioned if he even moved the needle.</a>Two months later, we know the answer. <ul class="summary-list"><li>Urban golf courses are used by a fraction of city residents, but take up a ton of space and resources. </li><li>Many states subsidize golf courses with low property taxes, so non-golfers are footing the bill. </li></ul>San Francisco's 18-hole Presidio Golf Course sits in some of the most prized land in the country: a national park.Combined with eight other courses in the city — where a severe housing shortage has helped push the median home price to<a target="_blank" href="https://www.mercurynews.com/2023/10/21/less-home-for-more-money-home-prices-rise-as-buyers-swallow-higher-interest-rates/#:~:text=The%20median%20home%20price%20in,the%20California%20Association%20of%20Realtors."> $1.3 million</a> — golf takes up <a target="_blank" href="https://priceonomics.com/why-does-san-francisco-have-so-many-golf-courses/">over 700 acres.</a> To put that in perspective, Manhattan's Central Park is 843 acres.When the pandemic hit, golfing was paused and the 150-acre Presidio course <a target="_blank" href="https://www.businessinsider.com/california-san-francisco-golf-course-public-park-coronavirus-2020-4">opened up to anyone who wanted to walk, hike, jog, or bike</a> through it without fearing they'd be knocked out by an errant ball. This opened up access to many San Franciscans who'd never set foot in one of the most beautiful green spaces in their city, simply because they don't, or can't afford to, play golf.That begged the question for some: why is a massive green space paid for by taxpayers, but closed off to most? As the co-founder of Vimeo, Zach Klein, tweeted after a walk through the course on April 25, 2020, "It was intoxicating to be there and consider the possibility of this remaining a park forever. It would be an instant classic, an immense open space in America's second densest city." Urban and suburban golf courses are one of the least efficient and equitable ways to use densely-populated land. Many urban planners see them as a golden opportunity to address worsening homelessness, a housing affordability crisis, and a shortage of green space. Repurposing golf courses could offer cities a pressure relief valve."Golf courses are kind of a blessing in disguise because we have all of these problems related to urbanism and the housing crisis and social isolation," Tayana Panova, a researcher who studies the built environment, told Insider, "and then we have golf courses, which are these places that are right smack dab in the middle of some of the areas that have these crises to the highest level."<div type="image" title="Aerial view of a golf course in San Francisco, California." height="1979" width="3000" msid="104987791" hostid="261" sizebytes="568854"></div>Urban golf courses also cost taxpayers — even those who don't play — a lot of money. In about half of US states, golf courses are heavily subsidized through property tax breaks. In California, a 1960 law ensures golf courses aren't taxed based on their "highest and best use" as other land is, and instead get a special tax break just for being golf courses. They also benefit from Prop 13, the state's famous law sharply limiting property taxes, particularly on property that doesn't change hands.Golf courses are, by the nature of the game, some of the most underused spaces in a city. No more than <a target="_blank" href="https://www.ngcoa.org/golf-business-weekly/2020/november/week-3/multifunctional-courses">about 300 players</a> can use a typical 18-hole golf course in one day. The Presidio Golf Course has <a target="_blank" href="https://www.sfexaminer.com/archives/constructive-criticism-keep-sf-golf-courses-closed/article_69475223-7175-5410-9a1a-cf105b8ae739.html">just 1,200 visitors per acre each year</a>, while San Francisco's nearby Golden Gate Park welcomes 24,000 visitors per acre annually. Any other sport — from football to pickleball — is a more efficient use of space. A single golf course could be home to thousands of people if there were housing on it.Developers and land trusts have <a target="_blank" href="https://www.businessinsider.com/american-golf-courses-redevelopment-transformations-2018-8#the-country-club-was-left-uncared-for-after-it-officially-closed-3">managed to buy up</a> some defunct courses and add commercial buildings or turn them into parks. But golfers and neighbors are making any change a major challenge.<h2>Inequitable and expensive</h2>While golf has diversified over the years, it's still <a target="_blank" href="https://www.theringer.com/2021/4/7/22370057/golf-diversity-issues-history-pga-lpga-the-masters">disproportionately played by affluent, older, white men</a>. Several exclusive golf clubs even <a target="_blank" href="https://www.si.com/golf-archives/2019/07/01/private-golf-clubs-muirfield-augusta-women-discrimination">still prohibit women from becoming members</a>.The famous Los Angeles Country Club, which was founded in 1897 and sits on 313 acres in super-affluent Beverly Hills, <a target="_blank" href="https://newrepublic.com/article/173714/yet-another-golf-scandal-woefully-undertaxed-la-country-club-us-open#:~:text=In%201960%2C%20Hope%2C%20an%20avid,use%20as%20a%20golf%20course.">admitted its first Jewish members in 1977 and its first Black member in 1991</a>. Malcolm Gladwell noted <a target="_blank" href="https://www.pushkin.fm/podcasts/revisionist-history/a-good-walk-spoiled">in a 2017 podcast</a> that the club, which costs hundreds of thousands of dollars to join, sits on about $9 billion worth of land. If it were taxed as homeowners are, it would owe <a target="_blank" href="https://www.laweekly.com/we-should-raise-taxes-on-these-3-things-to-pay-for-healthcare-and-parks/">between $60 to $90 million</a> in annual property taxes. Instead, the club pays <a target="_blank" href="https://defector.com/the-los-angeles-country-club-owes-l-a-more-than-just-a-good-u-s-open">about $300,000 a year</a> in taxes.<div type="image" title="Scottie Scheffler playing golf at the US Open at The Los Angeles Country Club in Los Angeles, CA" height="2000" width="3000" msid="104987792" hostid="261" sizebytes="141614"></div>"Whether you're a pure market person and think we need to just do what the market wants, or you're very much about equity and supporting equitable access to space, you should be united on this one," Mitchell Reardon, director of urban planning at the Canadian design firm Happy Cities, told Insider.Golf has also gotten a lot less popular over the last two decades. Before a pandemic-induced uptick, the sport had been on a steady decline since the 2008 financial crisis. About a third of public golf courses <a target="_blank" href="https://golfweek.usatoday.com/2021/06/16/golf-industry-municipal-courses-us-open/">lost money in 2019</a>. In golf-obsessed Florida, municipal golf courses <a target="_blank" href="https://www.tcpalm.com/story/news/local/shaping-our-future/growth/2018/04/18/florida-municipal-golf-courses-have-lost-nearly-100-m-over-past-five-years/407554002/">lost almost $100 million</a> between 2013 and 2018. Proponents of retrofitting courses note that reducing the number of golf courses would help boost revenue for courses that do survive. Indeed, <a target="_blank" href="https://www.ngf.org/are-we-there-yet/">business is looking better</a> since <a target="_blank" href="https://www.npr.org/2019/06/05/730057491/there-arent-enough-golfers-to-keep-all-of-the-u-s-courses-in-business">course closures peaked in 2019</a>. Urban golf courses work against the advantages of cities, taking up valuable space and making walkability and environmental sustainability much harder to achieve."The whole virtue of cities is that you can build places at a much lower cost of infrastructure per capita," Ray Delahanty, a former urban planner who runs the popular <a target="_blank" href="https://www.youtube.com/@CityNerd">CityNerd YouTube channel</a>, told Insider. "And so when you have big open spaces in the form of golf courses," particularly when they're close to transit, "it's really wasteful. It conflicts with a lot of the climate goals that cities have, which often drive the rezoning and redevelopment around transit stations."<h2>Not on my golf course</h2>When she was running for mayor of Toronto in 2018, Jennifer Keesmaat <a target="_blank" href="https://www.cbc.ca/news/canada/toronto/jennifer-keesmaat-golf-courses-public-spaces-proposal-1.4854524">proposed</a> remaking three city golf courses into public parks. The former chief city planner noted that interest in golf had flatlined in Toronto, while demand for cricket pitches, off-leash dog parks, and other amenities had surged."So many of our parks are absolutely jam-packed with people on any sunny day all summer long," Keesmaat told Insider. "But then on the flip side, we have these public golf courses that are just these almost vacuous spaces that are quite underutilized."Keesmaat lost that election and the city courses haven't been redeveloped, but <a target="_blank" href="https://www.toronto.com/news/proposed-development-will-transform-north-york-golf-course-into-40-acre-public-park/article_edfec77b-896e-573f-a7e4-c142f481d5b4.html?">plans are in motion</a> to transform a private course into four apartment towers and 40 acres of public parkland. She argues that rethinking golf courses is just part of "the natural evolution of ensuring that the public amenities we have are fitting with the broader public interest."<div type="image" title="Don Valley golf course in Toronto, Ontario, Canada" height="2000" width="3000" msid="104987793" hostid="261" sizebytes="1616630"></div>Actually getting a golf course redeveloped into public space and housing is a major challenge. First, there needs to be a buyer. Then that buyer needs to find funding. And finally, in many cases, the parcel needs to be rezoned — often a political and highly-fraught process.Charlie McCabe, the former director of the Center for City Park Excellence at the <a target="_blank" href="https://www.tpl.org/">Trust for Public Land</a>, told Insider that the most successful golf course redevelopment efforts he's seen have involved private developers buying a course, building housing, and giving a portion of the land back to the city for green space. He noted that projects that just involve turning golf courses into parks are often most palatable to neighbors.In one shining example, part of an abandoned golf course in New Orleans was transformed into <a target="_blank" href="https://growdatyouthfarm.org/">the city's biggest urban farm</a> with a focus on engaging youth.But there are a mountain of examples of failed efforts. In one such case, Denver voters recently <a target="_blank" href="https://www.axios.com/local/denver/2023/04/05/denver-election-park-hill-golf-course-vote-results">rejected a plan</a> to build hundreds of homes — 25% of which would have been for lower-income residents — on a 155-acre former golf course. Shortly thereafter, the City Council reversed its efforts to redevelop the Park Hill Golf Course, rezoning it as open space with the goal of <a target="_blank" href="https://denverite.com/2023/05/03/park-hill-golf-course-rezoning-18-hole-course/">turning it back into an 18-hole course</a>. Predictably, homeowners — who see golf courses as good for their property values — were <a target="_blank" href="https://coloradosun.com/2023/10/13/opinion-it-might-actually-be-the-nimbys/">much more likely</a> to oppose redeveloping the course than renters.Former California Assemblymember Cristina Garcia, a Democrat who represented parts of southeastern Los Angeles County, introduced a bill in 2021 that would have given cities funding to convert public golf courses into housing and public park space."Even if all you did was take down the fence and give us a park, that is a gift to the community," she <a target="_blank" href="https://soundcloud.com/matt-levin-4/gimme-shelter-what-if-california-put-affordable-housing-on-golf-courses">said on the podcast Gimme Shelter</a> last year.The pushback to the legislation from golfers and other NIMBYs was fierce and the effort failed."There's no group more motivated than retired or semi-retired people," McCabe said.Despite what "<a target="_blank" href="https://twitter.com/SamMaggs/status/1366450739321602048">anti-golf Twitter</a>" says, proponents of redevelopment don't necessarily want to abolish the sport — they just want golf to take up less space in dense places.This could mean shrinking 18-hole courses to nine holes, putting a grocery store in a clubhouse, or opening up the course on weekends or at night."Why not at least try and meet cities and other neighboring communities in the middle by offering more activities to take place within that space?" Reardon said.

Participants in recent pilot programs have reported using the money to pay rent and utilities, buy groceries, and pay off credit card debt.<a target="_blank" href="https://www.businessinsider.com/universal-basic-income-ubi-denver-participants-turn-their-lives-around-2023-10">Dia Broncucia and Justin Searls</a> — participants in the Denver Basic Income Project — received $6,500 upfront and $500 monthly for a year. The payments helped them rent an apartment, buy a car, and improve their mental health.Opponents have called programs like the <a target="_blank" href="https://www.businessinsider.com/denver-basic-income-project-ubi-extended-homelessness-poverty-2024-1">Denver Basic Income Project</a> and <a target="_blank" href="https://www.businessinsider.com/austin-guarunteed-basic-income-gbi-ubi-housing-security-homeless-2024-1">Austin Guaranteed Income Pilot</a> "insane" and "socialist" and point to the fact that some of them are taxpayer-funded.Business Insider reached out to politicians leading efforts to prohibit these programs. Most did not respond to a request for comment. State Rep. John Gillette, a lawmaker in Arizona, told BI that GBI programs are "socialist" and a "killer for the economy.""Is money a birthright now? Do we just get born and get money from the government? Because I think the Founding Fathers would say that is very contrary to our capitalist system and encouraging people to work," Gillette said.<h2>Republicans say basic-income programs would make people reliant on the government</h2>In the past year, Arizona, Iowa, South Dakota, Texas, and Wisconsin legislators have introduced bills to ban income programs, arguing they are too costly and could make participants too reliant on the government.Several lawmakers, like Arizona's Gillette, believe that income programs would discourage work and could raise taxes."You get out, you get a job, you make money, you pay taxes, you live the American dream," Gillette told BI. "We were never designed to have the federal government supply a salary."In Arizona, which has the <a target="_blank" href="https://www.axios.com/local/phoenix/2023/12/15/homelessness-record-arizona-hud-united-states-2023">fourth-highest rate of homelessness</a> nationwide, the Republican-majority House of Representatives voted in favor of <a target="_blank" href="https://apps.azleg.gov/BillStatus/BillOverview/80219">House Bill 2375</a>, which would ban guaranteed basic-income programs. The bill must pass in the Arizona Senate, comprised of 16 Republicans and 14 Democrats.The legislation states it would restrict "any program where persons are provided with regular, periodic cash payments that are unearned and that may be used for any purpose."GOP Rep. Lupe Diaz, who authored the bill, specifically <a target="_blank" href="https://azmirror.com/blog/arizona-republicans-want-to-ban-guaranteed-basic-income-programs/">attacked</a> a 2022 Phoenix program that gave $1,000 to 1,000 low-income families each month for a year, pulling from federal relief funds.Gillette noted that such programs could damage social safety nets. On February 19, Gillette posted on X that income programs give "<a target="_blank" href="https://twitter.com/AzRepGillette/status/1759640703477686411">free money to lazy slobs</a>.""I never thought we would be going down the socialist road," Gillette told BI. "I spent 35 years in the Army fighting communism, fighting terrorism. Now we're slipping. The left is pushing us toward the socialist program."He said most cities already have other kinds of short-term programs to help low-income people, and people who are unemployed or not enrolled in Social Security are doing so "by choice."The Arizona news comes shortly after Iowa GOP state Rep. Steve Holt <a target="_blank" href="https://www.businessinsider.com/iowa-republicans-block-guaranteed-basic-income-socialism-steroids-ubi-poverty-2024-1">introduced a bill</a> banning basic-income programs, which he called "socialism on steroids" at a recent hearing. <a target="_blank" href="https://www.legis.iowa.gov/legislation/BillBook?ga=90&amp;ba=HSB552">House Study Bill 552</a> would prohibit Iowa cities and counties from "providing guaranteed income programs" and threaten programs that don't comply with prosecution by the state attorney general.At the hearing, Rep. Skyler Wheeler noted that these "insane" programs would make participants more reliant on the government, incentivize them not to seek jobs, and strip taxpayers of money.<a target="_blank" href="https://www.businessinsider.com/guaranteed-basic-income-program-ban-south-dakota-affordable-housing-groceries-2024-2">A recently introduced bill in South Dakota</a> would ban basic-income programs at the state level and prevent municipal governments from creating local programs. The policy passed in the Senate Committee and is waiting to be heard by the state Senate.GBI programs "undercut the dignity in earning a dollar, and they're a one-way ticket to government dependency," Republican state Sen. John Wiik, the bill's sponsor, said at a February committee meeting.Such debates are also <a target="_blank" href="https://www.businessinsider.com/texas-paul-bettencourt-guaranteed-basic-income-ubi-uplift-harris-houston-2024-1">happening in Texas</a>, where State Sen. Paul Bettencourt <a target="_blank" href="https://www.texasattorneygeneral.gov/sites/default/files/request-files/request/2024/RQ0529KP.pdf">sent a letter</a> in January to the state attorney arguing that a Houston-area program that gives participants $500 a month for 18 months is unconstitutional. Bettencourt noted that Uplift Harris, which received over 48,000 applications within the first three days, could violate a section of the Texas constitution stating the legislature cannot give counties the authority to grant public money for individual aid."They are not a Home Rule city," Bettencourt told <a target="_blank" href="https://www.houstonpublicmedia.org/articles/news/harris-county/2024/01/18/474833/paul-bettencourt-challenges-guaranteed-income-harris-county-pilot-program-legality/">Houston Public Media</a>. "They cannot create new laws themselves. And I don't see anywhere since I've been in office that the state has granted them authority to have a program like Uplift Harris."Ivanna Neri, senior director of partnerships at UpTogether, which partnered with Austin for the pilot, told BI that attempts to ban basic-income projects don't often consider that these programs could have long-term impacts on wealth inequality and could power the economy."We understand that the Attorney General has been asked to issue a formal opinion about the constitutionality of publicly funded guaranteed income payments administered at the county level in Texas," Neri said. "<a target="_blank" href="https://www.houstonpublicmedia.org/articles/news/harris-county/2024/01/31/476023/menefee-charts-defense-of-harris-countys-guaranteed-income-pilot-program-to-ag/?amp=1">Harris County</a> is vigorously defending its guaranteed income initiative and has pledged to continue doing so. UpTogether remains committed to partnering with governments to trust and invest in families."In <a target="_blank" href="https://docs.legis.wisconsin.gov/2023/proposals/ab146">Wisconsin</a>, lawmakers proposed banning programs using public funds that provide people with no-strings-attached payments. Gov. Tony Evers <a target="_blank" href="https://content.govdelivery.com/attachments/WIGOV/2023/12/06/file_attachments/2708034/Veto%20Message%20-%20AB%20146.pdf">vetoed</a> the bill in December 2023. The Madison Forward Fund, which launched in 2022, gave 150 Madison households $500 monthly payments.<h2>Despite opposition, basic-income program participants have seen benefits</h2>Pilot income programs have remained divisive with policymakers, but several major cities have seen positive results.The Austin Basic Income Project has reasoned that providing funding to lower-income residents has and can continue to give people second chances. Austin was the first Texas city to launch a taxpayer-funded <a target="_blank" href="https://www.businessinsider.com/universal-basic-income-texas-houston-harris-county-covid-relief-2023-12">guaranteed-income program</a>, which served 135 low-income families by giving them $1,000 monthly. While <a target="_blank" href="https://www.businessinsider.com/austin-basic-income-gbi-ubi-housing-homeless-texas-2024-2">not everyone</a> in the program was able to secure stable housing or jobs, many could at least survive more comfortably.<a target="_blank" href="https://www.businessinsider.com/austin-basic-income-gbi-ubi-housing-homeless-parenting-rent-texas-2024-2">Stephanie Hendon</a>, 34, lived in a shelter while her husband was living on the street, making it difficult for them to raise their four kids.
