Vikas Dubey, meanwhile, remained elusive for the police. Fifty teams of state police and Special Task Force raided all his hideouts and picked up his relatives in an attempt to mount pressure on the gangster. The borders of the state were sealed and frantic searches were carried out on the highways while Vikas remained holed up in a relative's house in Kanpur itself for two days. He then managed to reached Faridabad where he was caught in a CCTV camera at a hotel. The police reached after he had left. Every move of Vikas Dubey was hungrily lapped up by the media, turning the gangster into a much-dreaded don almost overnight. Even as the police continued its attempts to arrest the gangster, Vikas quietly slipped into Madhya Pradesh and then to Ujjain. On Thursday morning, he went to the famous Mahakaal temple where he revealed his identity and got himself arrested. The Madhya Pradesh police claimed the credit for his arrest and Vikas was handed over to the UP STF on Thursday night. He had reached Kanpur on Friday morning when the SUV he was being brought in overturned and he was killed while trying to flee. Vikas Dubey Encounter: Here's a timeline of how UP's most wanted gangster got killed

Lucknow, Uttar Pradesh's dreaded gangster <keyword id="89198" type="PERSON" weightage="20" keywordseo="Vikas-Dubey">Vikas Dubey</keyword>, who has had a thing for Bollywood, on Thursday surrendered over a thousand kilometres away from what could be his swan song of a criminal life in the Mahakaal temple premises of Madhya Pradesh's Ujjain as he announced in Sanjay Dutt's "Khalnayak" style: "Mein huin Vikas Dubey, Kanpurwala". Dubey has been on the run for almost a week, ever since the ambush and killing of eight police personnel in Kanpur. As police searched for him in Haryana, Delhi, and kept a close watch on Indo-Nepal border, the Kanpur boy who had launched himself into crime in the 1990s in the image of Sunny Deol's "Arjun Pandit" and loved the sound of being addressed to as "Pandit" in political and police circles, managed to dodge the bullet as he was nabbed in the safe grounds of the temple complex. According to sources, Vikas reached the temple around 8.a.m and then informed the security men about his identity and asked them to inform the police. In a photograph that has gone viral, shows Dubey sitting comfortably on a sofa inside the temple complex. Uttar Pradesh Police officially confirmed the arrest of Vikas Dubey. Madhya Pradesh Home minister Narottam Mishra tried took credit for the gangster's arrest. Speaking to the media minutes after Dubey was whisked away to an unidentified location for medical examination and questioning, Mishra said: "Hamari police kisi ko nahin chhodti. Hamare jaanbaaz police jawanon ne usey dhar dabocha (Our police never lets any criminal go scott free. They have nabbed him)." Mishra said the details of his arrest and related process would be made public by the police later. Mishra said Dubey has been known to be "cruel and crafty" from childhood. The police had to be extra cautious. Mishra said the police was alerted by the intelligence agencies. Video clips released by various channels showed Vikas Dubey being held by the scruff of his collar by the police, shouting, "Haan main Vikas Dubey hoon Kanpur wala (Yes I am the Vikas Dubey from Kanpur)". Everything points to Vikas having travelled all the way from Faridabad to the high security zone of Mahakaal to avoid a death in police encounter. In the secure premises of Mahakaal temple he could avoid extra judicial justice. Two of his alleged gang members were also said to have been arrested. The Madhya Pradesh police has taken the gangster away to the Mahakaal police station and the UP police will now seek transit remand and bring him to Kanpur. The police theory of the arrest, meanwhile, has several loopholes. Temple officials admit on condition of anonymity, that Vikas Dubey disclosed his name at the counter where he was giving money for donation and then asked them to inform the police. Dubey apparently di not use any disguise to evade the police and neither did he have any arms since weapons are prohibited in the temple complex. "This is a pre-planned surrender because it seems too simple to be true. Vikas had successfully eluded the police in three states for one week and it is rather unusual that he would enter a temple without a mask and get arrested. He knew that he would be shot dead if he gave himself up to UP police," said a retired DGP. Another senior police official admitted that the arrest/ surrender seems extremely well planned. "The gangster wanted to surrender in a 'safe state'. He did not go to court because of police presence and, therefore, chose the temple. Unless the police decide to make another mistake, Vikas Dubey will not be harmed physically now," he said. Dubey had been eluding the police since the past one week and though four dozen teams of Special Task Force and state police were chasing him, they could not nab him. Five associates of Vikas Dubey have been shot dead in UP after the killing of eight policemen last week. Two of his associates, Prem Prakash Pandey and Atul Dubey were shot dead on Friday, hours after the massacre. Amar Dubey was shot dead on Wednesday in Hamirpur and Prabhat and Bauan Dubey were shot dead in Kanpur and Etawah respectively on Thursday morning. All of them were reportedly involved in the shootout. Dubey's arrest is a major setback to the UP Special Task Force that failed to nail the gangster. How Vikas Dubey scripted his Bollywood-style arrest

Kanpur, Jul 12 () An Uttar Pradesh Police constable, who was in the vehicle that was transporting dreaded gangster Vikas Dubey from Ujjain, has tested positive for COVID-19, an official said on Sunday. "The report came in late on Saturday. The cop has now been admitted to an isolation ward," Ganesh Shankar Vidhyarthi Medical College principal Dr R B Kamal said. He said four other police personnel who were also in the vehicle have tested negative. Gangster Dubey was killed Friday morning by UP police near Kanpur during his transit from Ujjain allegedly after he tried to escape from the spot following an accident of the vehicle carrying him. The four-wheeler had toppled on the road which was slippery after the rains, police claimed. The COVID-positive constable was injured in the encounter in which Dubey was gunned down. Uttar Pradesh government announces ₹20,000 reward on Vikas Dubey's brother

Fatehpur (<keyword id="19894922" type="General" weightage="20" keywordseo="uttar-pradesh" source="keywords">Uttar Pradesh</keyword>) [India], July 13 (ANI): A 24-year-old man in Uttar Pradesh's Fatehpur was allegedly bitten by a <keyword id="45788" type="General" weightage="20" keywordseo="snake" source="Orion">snake</keyword> for the seventh time in 40 days. The man has been identified as Vikas Dubey. Reacting to the matter, Chief Medical Officer Rajiv Nayan Giri said that the victim has requested financial help from the authorities. "The victim came to the Collectorate and cried that he had spent a lot of money to cure the snake bite and now he requested for financial help from the authorities. I advised him to visit a government-run hospital where he could get anti-snake venom free of cost," Giri told on Friday. He further said that it is very strange that a person is bitten by a snake every Saturday. "We still need to figure out if it is actually a snake that's biting him. We also need to see the competence of the doctor who is treating him. A person being bitten by a snake every Saturday and that person being admitted to the same hospital every time, and recovering in just one day seems strange," he said. The Chief Medical Officer further said that they had formed a three-doctor team to investigate the matter. "This is why we thought of forming a team to investigate the case, after which I will tell the people the truth of the matter," he added. According to officials, every time the snake attacked Vikas Dubey, he was taken to the hospital and recovered after getting treatment. UP man bitten by snake for seventh time in 40 days; team formed to investigate matter

New Delhi, Dec 14 (IANS) The Centre on Monday informed the Supreme Court that since December 3, stubble burning is not an issue for air pollution in Delhi. The top court asked the Centre to apprise it of the steps taken so far by the Commission of Air Quality in the National Capital Region and adjoining areas to address air pollution. Additional Solicitor General Aishwarya Bhati, representing the Centre, submitted before a bench headed by Chief Justice S. A. Bobde that since December 3 stubble burning is not an issue for air pollution and the government will file a detailed affidavit on the steps taken by the commission so far to address air pollution. Apparently stubble burning had stopped after that date. The bench also comprising Justice A. S. Bopanna and V. Ramasubramanian asked Bhati to file an affidavit elaborating the steps taken so far. Bhati said the affidavit will be filed by Wednesday. The top court has scheduled the matter for further hearing on Thursday. During the hearing senior advocate Vikas Singh, appearing for a petitioner, submitted that the commission has done nothing so far and the matter at hand is similar to a public health emergency. He added that the commission has 14 members, but they have done nothing, and an affidavit should be filed detailing the actions taken so far to check pollution. Singh was representing petitioner Aditya Dubey, who has raised the stubble burning issue which contributes majorly to air pollution in the Delhi- NCR region. He added that some concrete steps need to be taken as stubble burning takes place every year. Senior advocate Siddharth Bhatnagar, representing another petitioner, submitted that stubble burning has increased by five per cent. Bhati replied "We are readying a comprehensive affidavit." The top court on November 6, had asked the Centre to ensure there is no smog in the national capital, after it was told that the commission has started functioning that day. A <keyword id="315666" type="ORGANIZATION" weightage="20" keywordseo="Division-Bench">division bench</keyword> of Justices A A Sayed and M S Karnik made the observation while hearing a petition filed by two persons seeking disclosure of names of <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> patients to enable <keyword id="7313056" type="UNKNOWN" weightage="20" keywordseo="Contact-tracing">contact tracing</keyword> and save others from getting infected. The PIL has been filed by a law student, <keyword id="9314255" type="PERSON" weightage="20" keywordseo="vaishnavi-gholave">Vaishnavi Gholave</keyword>, and a farmer from Solapur, <keyword id="1370831" type="PERSON" weightage="20" keywordseo="Mahesh-Gadekar">Mahesh Gadekar</keyword>. The PIL said when the fundamental right to life and right to lead a healthy life clash with the fundamental right to privacy, then the court needs to see which of these rights would advance public morality and interest. "How far can one go in revealing the identity of the person who has tested positive (for COVID-19)? Privacy rights are involved. "The authorities declare a particular place or building as a containment zone when someone tests positive so that people are made aware, Justice Sayed said. Isnt this enough? Why do you want to know who is the person who has tested positive? the bench queried. The HC also sought the Maharashtra government's response to the petition. Advocate Aditya Thakkar, appearing for the Union government, submitted that as per the guidelines issued by the Indian Council of Medical Research (ICMR), the names of COVID-19 positive persons cannot be declared so as to avoid their stigmatisation. The petitioners' lawyer, Vinod Sangvikar, however, argued that the ICMR guidelines extended only to those who have died due to COVID-19. The bench posted the petition for further hearing after two weeks and directed the Maharashtra government to respond to the plea.
