With the West Bengal Assembly bypolls around the corner, a recent analysis by the West Bengal Election Watch and Association for Democratic Reforms (ADR) has shed light on the profiles of candidates in the fray. The study reveals that among the 41 candidates contesting in the upcoming bypolls, seven have serious criminal cases pending, while another seven are crorepatis. <h2>Criminal cases: BJP tops the list</h2>The ADR analysis shows that out of the seven candidates with serious criminal cases, four are from the Bharatiya Janata Party (BJP), two from the Trinamool Congress (TMC), and one from Congress. These cases range from non-bailable offences to electoral violations and financial fraud, with maximum punishments extending to five years or more. Offences in this category include serious crimes such as murder, kidnapping, and violations of the Prevention of Corruption Act or crimes against women. The bypolls will take place on November 13 in the constituencies of Coochbehar Sitai (SC), Haroa, Naihati, Medinipur, Taldangra, and Madarihat (ST). However, the affidavit for one candidate, independent contestant Pankaj Lohra from Madarihat (ST), could not be reviewed due to missing documents. <h2>Wealthiest candidates</h2>In addition to those with criminal cases, seven candidates declared assets exceeding Rs 1 crore. Congress leads in this regard, with three crorepati candidates, followed by the BJP with two, and the TMC and CPIM(L) with one each. According to the affidavits, the wealthiest candidate is TMC's <keyword id="23849799" type="General" weightage="20" keywordseo="sanat-dey" source="keywords">Sanat Dey</keyword> from Naihati, who has assets worth Rs 4.9 crore, including Rs 1.8 crore in immovable property. Following him is BJP's Ananya Roy Chakraborty, who is contesting from Taldangra, with assets totalling nearly Rs 3 crore. TMC’s Shyamal Kumar Ghosh, running for the Medinipur seat, declared assets of approximately Rs 1.69 crore. On average, the candidates’ assets are valued at around Rs 58.14 lakh. In contrast to the wealthiest candidates, Kashikanta Barman from the Kamatapur Peoples Party (United), contesting from Coochbehar Sitai (SC), has declared the lowest assets, amounting to just Rs 5,000. An FIR has been lodged against actor-turned-BJP leader <keyword id="19913288" type="General" weightage="20" keywordseo="mithun-chakraborty" source="keywords">Mithun Chakraborty</keyword>, following allegations that he delivered a provocative speech during a <keyword id="19894848" type="General" weightage="20" keywordseo="bjp" source="keywords">BJP</keyword> event held in North 24 Parganas district last month. In her letter, dated August 30, Banerjee emphasised the gravity of the situation and urged for prompt central intervention, highlighting the inadequacy of the reply received from the Union Minister of <keyword id="20086338" type="General" weightage="20" keywordseo="Women-and-Child-Development" source="keywords">Women and Child Development</keyword>. The letter reads, "No reply was received from your end on such a sensitive issue. However, a reply has been received from the Minister of Women and Child Development, Government of India (vide their No. 1/RESC/HMWCD/2024 dated 25th August 2024), which barely addresses the gravity of the issue raised in my letter. I am of the view that the seriousness of the subject and its relevance to society have not been adequately appreciated in this generic reply." The letter was posted on her social media handle, X. In response to Union Minister Annapurna Devi's allegations regarding the state government's failure to implement essential safety measures for women and children, including Fast Track Special Courts (FTSCs), CM Mamata stated that the state government has approved 10 exclusive POCSO FTSCs, while 88 FTSCs and 62 POCSO-designated Courts are functioning with complete state funding. The letter mentioned, "Moreover, I would also refer to some of the initiatives in this area that our State has already undertaken, which appear to have been overlooked in the reply. Regarding Fast Track Special Courts (FTSCs), 10 exclusive POCSO Courts have been approved by the State Government. In addition to this, 88 FTSCs and 62 POCSO-designated Courts are functioning throughout the State with complete State funding. Monitoring and disposal of cases are entirely in the hands of the Courts." Highlighting the issue of appointing Presiding Officers in FTSCs, she further stated that this process requires examination and action from the Government of India, which, according to her, needs PM Modi's intervention. "As per Central Government guidelines, only retired Judicial Officers can be posted as Presiding Officers in FTSCs, but the Hon'ble High Court has observed that, in view of the severity of the cases, permanent Judicial Officers need to be appointed. This requires examination at the level of the Government of India and appropriate action thereafter, for which your intervention would be necessary. Moreover, Helpline Nos. 112 and 1098 are functioning satisfactorily in the State. Additionally, Dial 100 is also extensively used in emergency situations," the letter added. On August 26, Union Women and Child Development Minister Annapurna Devi criticised the West Bengal government for its failure to implement essential safety measures for women and children in the state. In a letter written to West Bengal CM Mamata Banerjee, the Union Minister stated that 123 Fast Track Special Courts (FTSCs) were allocated to the state, but none of them are functional yet. Earlier, on August 22, West Bengal CM Mamata Banerjee wrote a letter to Prime Minister Narendra Modi urging the central government to bring in central legislation and set up fast-track courts for "sensitive" issues to ensure a speedy trial. Mamata, in the letter, mentioned that such "sensitive" issues need to be addressed comprehensively through stringent central legislation prescribing exemplary punishment against the perpetrators of such heinous crimes. The Bengal Chief Minister suggested the setting up of "fast-track special courts" to deal with such cases, which require a speedy trial. This development comes after the trainee doctor was found dead in the seminar hall of RG Kar Medical College and Hospital in Kolkata on August 9.

The body of the on-duty trainee doctor was found in the seminar room of the state-run hospital on August 9, triggering nationwide outrage. The CBI is investigating the case from the second week of August on an order of the high court. The petitioner prayed in the PIL that the CBI be directed to investigate the <keyword id="22008077" type="General" weightage="20" keywordseo="cyber-offences" source="keywords">cyber offences</keyword> in connection with the "unfortunate and brutal incident." The court asked the Additional Solicitor General Asok Kumar Chakrabarti, representing the central agency, whether it could find a way to block these types of posts. The division bench, presided by Chief Justice T S Sivagnanam, directed the joint director, CBI, Kolkata, to look into the grievance expressed by the petitioner with regard to the issue of such abominable <keyword id="20074678" type="General" weightage="20" keywordseo="social-media-posts" source="keywords">social media posts</keyword>. The bench, also comprising Justice Hiranmay Bhattacharyya, directed the CBI joint director or any other competent officer to file a report in this regard by September 18, when the PIL will come up for hearing again along with other petitions relating to the August 9 rape-murder of the doctor. After the order was dictated, Chakrabarti submitted before the court that the CBI does not have any separate wing to investigate such cyber crimes. Calcutta High Court seeks CBI report on nasty social media posts on RG Kar hospital rape-murder victim

Kolkata (West Bengal) [India], June 12 (ANI): The World Health Organisation has confirmed the human case of <keyword id="3653784" type="General" weightage="20" keywordseo="bird-flu-in-india" source="Orion">bird flu in India</keyword>, after the <keyword id="15897682" type="General" weightage="20" keywordseo="H9N2-virus" source="Orion">H9N2 virus</keyword> was detected in a four-year child in West Bengal. Overall, this is the second <keyword id="21166335" type="General" weightage="20" keywordseo="human-infection" source="keywords">human infection</keyword> of <keyword id="2663051" type="General" weightage="20" keywordseo="Avian-Influenza-A" source="Orion">avian influenza A</keyword> (H9N2) notified to WHO from India, with the first being done in 2019. The child has recovered and was discharged from the hospital. WHO received a notification from the International Health Regulations (IHR) National Focal Point (NFP) for India, regarding a human case of avian influenza A(H9N2) virus infection in West Bengal, the health body said in a press release. "The patient is a 4-year-old child residing in West Bengal state. The case, previously diagnosed with hyperreactive airway disease, initially presented to the paediatrician with fever and abdominal pain on 26 January 2024. He developed seizures on January 29 after which he was brought to the same paediatrician. The patient was admitted to the pediatric intensive care unit (ICU) of a local hospital due to the persistence of severe respiratory distress, recurrent high-grade fever and abdominal cramps. The patient tested positive for influenza B and adenovirus. He was discharged from the hospital on February 28 but with a recurrence of severe respiratory distress, he was referred to another government hospital and was admitted to the pediatric ICU and intubated on March 3. His nasopharyngeal swab was sent to the Kolkata Virus Research and Diagnostic Laboratory and tested positive for influenza A (not sub-typed) and rhinovirus. On April 26, the sample was sub-typed as influenza A(H9N2) through a real-time polymerase chain reaction. The patient was discharged from the hospital with oxygen support on May 1. WHO said that the infected patient had exposure to poultry at home and in the surroundings. It, however, also affirmed there were no known persons reporting symptoms of respiratory illness in the family, the neighbourhood, or among healthcare workers at health facilities attended by the case at the time of reporting. The health body further warned that sporadic human cases could occur in the future as this virus is "one of the most prevalent avian influenza viruses circulating in poultry in different regions." Animal influenza viruses normally circulate in animals but can also infect humans. Infections in humans have primarily been acquired through direct contact with infected animals or through indirect contact with contaminated environments. Depending on the original host, influenza A viruses can be classified as avian influenza, swine influenza, or other types of animal influenza viruses, the WHO stated in the release. The health body further said that it is providing continued support to the government of India through technical advice, updates on risk assessment and updating contingency plans- both in the human and animal sectors in line with the global guidance.
