Air pollution is a major threat to public health and contributes to a significant amount of morbidity as well as mortality. Apart from PM2.5 and PM10, short-lived climate pollutants such as black carbon, methane, ozone, and hydrocarbons have the potential to harm the environment and warm the atmosphere even more than CO2. Black carbon can cause chronic respiratory illnesses, lung cancer, emphysema, pneumonia, asthma, heart disease, and low birthweight. "In terms of reducing our life expectancy, globally, PM2.5 is contributing to about 2.3 years of life lost. Just below that is tobacco. In fact, there's so much attention on tobacco and global frameworks for control, but not the same level of attention has been paid to PM2.5 and certainly not the same level of commitments," Swaminathan said. The impact of air pollution is not limited to public health but has a significant economic cost as well. Recently, the World Bank published a study highlighting that air pollution has resulted in a loss of around USD 8.1 trillion in 2019, which is 6.1 per cent of the global gross domestic product (GDP). "We are always talking about air pollution as a problem but studies also show a strong economic case for action on clean air. There are significant positive consequences to investing in cleaning up the air in terms of the return on investments. We know air pollution is not just bad for our health, but it's also bad for agriculture, because it reduces the sunlight that's reaching the crops and it's bad for our economy or any country's economy as it deters people from coming and living or visiting those places," Swaminathan added. Kalpana Balakrishnan, Director, WHO Collaborating Center for Occupational and Environmental Health, said that the main barrier to shifting to clean cooking fuels that can help reduce household air pollution levels is finance. "If we give free LPG to women for two years, they are unlikely to shift back to biomass cooking even if you remove the subsidies," she said. Through Pradhan Mantri Ujjwala Yojana (PMUY) launched in May 2016, more than 100 million households in India received LPG cylinders by the end of March 2023. Studies shows over 50 per cent of the households that received new LPG cylinders under PMUY did not choose to refill it even once. Around a third of the world's population - 2.4 billion people globally (including 500 million people in India) - still lack access to clean cooking solutions. Although the Ministry of Petroleum and Natural Gas (MOPNG) claims that the country's household LPG "coverage" stands at 99.8 per cent, the National Family Health Survey conducted in 2019-21 (NFHS-5) shows that 41 per cent of the population still cooks on biomass.

All participants will be selected from households that are enrolled in <a target="_blank" class="" href="https://www.businessinsider.com/give-foster-child-safe-space-cope-emotional-trauma-2024-1">children and family services</a>, meaning the state has determined they need support or monitoring after a child abuse or neglect investigation.Researchers hope that boosting parents' income through GBI will help prevent maltreatment. "But that cash assistance is a missing piece of the puzzle."<h2 id="9d641ce6-d14e-4761-995b-b382234f77fc">Illinois hopes guaranteed basic income will reduce cases of poverty-related neglect</h2>Illinois' GBI program comes as <a target="_blank" class="" href="https://www.ncsl.org/human-services/policy-levers-for-preventing-child-maltreatment">nearly four million</a> families are referred to the child welfare system every year.<a target="_blank" class="" href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC5227926/"> About 38%</a> of all children — and 53% of Black children — will experience a Child Protective Services investigation by the time they turn 18.These child welfare referrals can stem from suspected physical harm, sexual abuse, or situations where a child isn't given basic necessities. And, this system involvement can lead to parents losing custody and children being put in short or long-term <a target="_blank" class="" href="https://www.businessinsider.com/foster-care-influenced-parenting-style-2024-3">foster care</a>.However, <a target="_blank" class="" href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC5227926/">over 70%</a> of all maltreatment reports in the US are neglect cases, typically because a child isn't receiving adequate childcare, meals, or hygiene, according to Schneider. Because of this, low-income families — many of whom are facing <a target="_blank" class="" href="https://www.businessinsider.com/parents-lower-income-alice-paycheck-to-paycheck-minimum-wage-insecurity-2024-5">housing and food insecurity</a> — are <a target="_blank" rel=" nofollow" href="https://www.cbpp.org/research/income-security/research-reinforces-providing-cash-to-families-in-poverty-reduces-risk-of#_ftn18">at least three times more likely</a> to be reported for neglect than families who are not struggling financially.While there are helpful tools, such as the caregiving classes and violence prevention services often offered by the welfare system, these interventions sometimes don't address the root cause of neglect cases, Schneider said. Some <a target="_blank" class="" href="https://www.businessinsider.com/poverty-statistics-new-york-city-most-millionaires-2024-2">low-income parents</a> aren't receiving the resources or government assistance they need to care for themselves and their children. Without financial support, parents can fall back into the system."Parents know what's best for their kids and want to do what's best for their kids," Schneider said. "And, given access to support, they'll make those choices."Throughout the EmPwR pilot, researchers at the University of Illinois plan to track quantitative data like participants' spending, along with conducting surveys and interviews with participants about their experiences. They will also track the number of times families are referred back into the welfare system while receiving payments. The pilot is also statewide, so researchers will compare the safety and financial outcomes of families living in rural areas with those living in cities. Family service programs are often more difficult to access in rural areas, Schneider said.<h2 id="409224d0-f17c-4d69-83cd-43ea237e65bd">Research shows financial support can boost family safety</h2>There is already evidence that financial support and no-strings-attached cash can reduce cases of neglect and household violence.<a target="_blank" class="" href="https://www.businessinsider.com/guaranteed-basic-income-child-tax-credit-reduce-child-abuse-rates-2024-4">BI previously reported</a> on a study published in January by doctors at Children's Hospital of Philadelphia's PolicyLab, which found that family finances are a key predictor of child welfare involvement. This increase is primarily focused on enhancing <keyword id="20312810" type="General" weightage="20" keywordseo="welfare-programmes" source="keywords">welfare programmes</keyword> for <keyword id="21384605" type="General" weightage="20" keywordseo="marginalised-communities" source="keywords">marginalised communities</keyword> and improving infrastructure for social services. The key areas of funding include Rs 9,549.98 crore for the 'Umbrella Scheme for Development of Scheduled Castes', a significant increase from the Rs 6,780 crore in the previous financial year. For achieving social justice comprehensively, the saturation approach of covering all eligible people through various programmes, including those for education and health, will be adopted, Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="keywords">Nirmala Sitharaman</keyword> said on Tuesday while presenting the 2024-25 Union Budget in Parliament. She said to ensure <keyword id="22517725" type="General" weightage="20" keywordseo="inclusive-human-resource-development" source="keywords">inclusive human resource development</keyword>, a social justice saturation approach will be adopted. Social justice through the saturation approach refers to a strategy where the government aims to ensure that all eligible individuals are covered by various programmes and initiatives. The department has been allocated Rs 2,150 crore for the 'Umbrella Programme for Development of Other Vulnerable Groups' and Rs 314 crore for the National Action Plan for Drug Demand Reduction. The establishment expenditure of Rs 145.80 crore for the central administration includes allocations for the secretariat and national commissions. The amount is a slight decrease from the previous year's Rs 152.60 crore. <ul class="summary-list"><li>Wendy Diamond said she has always been an entrepreneur at heart since she was a child.</li><li>She has since built major advocacy organizations for animal welfare and women in business.</li></ul>This as-told-to essay is based on a conversation with Wendy Diamond, the founder of Women's Entrepreneurship Day Organization and Animal Fair Media. It has been edited for length and clarity.I was always an entrepreneur. In second grade, I was selling bubblegum and pencils.I think what forced me into becoming an entrepreneur is I was really never good at school. When I graduated, no one told me I had to network. I sent out a hundred resumes, and no one offered me a job. That pushed me to become an entrepreneur. When you think about everything in life as a positive, you're going to realize that an obstacle taught you something to take you where you're supposed to be.My dog Lucky was the inspiration for me to create <a href="https://animalfair.com/" target="_blank" rel="noopener">Animal Fair</a> when nobody was talking about adoption or rescue. I created the first media company to bring celebrities and pop culture to the animal rescue world. If everyone learned you could adopt versus buy, and you could adopt any breed, any size, any age, people would choose to adopt. We had all these celebrities on our covers, like Renée Zellweger and Beyoncé, each with their dogs, bringing awareness to the importance of adoption. Now, if I don't bring my dog somewhere when I'm at a serious event with very important people, someone will come up to me and say, "Where's your dog?" It's so funny. I always tell people I have the spirit of a 20-year-old and the mind of a 90-year-old. I credit all my dogs for just helping me through everything and keeping me sane, normal, and happy.<h2>How a stalker changed everything for me</h2>My whole life has been happenstance.In 2011, I had a stalker who ruined my entire life in the animal rescue world. She created anonymous email addresses to defame me. She stalked me. That lasted for five years. At the time, I was on a lot of network TV shows, and all they wanted to talk about was the drama. I didn't want to be public anymore. I had millions of followers. I was on the Today Show and CBS as the pet person. I never got into it to be famous or to be in the media. I did it to support animal rescue and to bring awareness to the millions of animals euthanized. During that time, I was so busy. I was taking care of my father, and when he died, I made a commitment to go to two new countries every year. I went to Honduras on a journey that literally changed my entire life. I stayed at a boutique hotel in the jungle, and I asked the hotel manager what there was to do in the area besides bird watching. He suggested I visit a local organization that provided micro-loans to impoverished women to start their own businesses. It was 2013, and nobody was talking about women entrepreneurs or women in business. I was supposed to spend a couple of hours there, but I spent days there and met with all the women entrepreneurs in the community. One woman sticks out in my mind: a 72-year-old woman who had three little kids. Her daughter died, and the husband ran off, so she was responsible for three little grandchildren. She got a microloan, opened up her one-room window in her hut with the dirt floor, and sold Cokes and toothpaste from where she was living with her grandchildren. That enabled her to pay a dollar a month for those kids to go to school.<h2>Helping others help others</h2>When women earn money, 90% of it goes to educate their children and provide for their families, which uplifts the entire community. When women are empowered in business, they have self-confidence and dignity. They don't allow human rights violations. At that time in 2013, only 1% of venture dollars went toward women founders, and I think less than 20% of boards at that time had women on them.I'm very creative in that I realize everybody in the world wants to help. You just have to make it easy for them. When I brought pop culture into the animal rescue world with Animal Fair, we were able to show why it's so great to adopt. I thought the same thing about the women's movement. If I create a day, we'll create the conversation.That's when I went to, at the time, Gov. Andrew Cuomo and Mayor Bill de Blasio, and we officially got Women's Entrepreneurship Day proclaimed an official day on November 19. Then, we launched at the United Nations in 2014, and bigger companies like JP Morgan, Dell, and MasterCard came in. That's where you start to see companies having women's movements and summits by building that awareness of the importance of empowering women in business.Don't get me wrong, we're a capitalist society. Giving a hand up — not a handout — is important. You also have to have perseverance because you're going to go through rough encounters. It's always about the purpose. When things got rough, and believe me, things get rough, all I could think about was that 72-year-old woman with those three little kids selling Cokes and toothpaste and living in a one-room hut with a dirt floor. I don't have problems.

The officer struck Dorpat at around 6:30 p.m. Thursday near 34th and Holmes in Greenfield, a <a href="https://www.insider.com/kim-potter-guilty-manslaughter-trial-daunte-wright-shooting-verdict-2021-12">suburb of Milwaukee</a>, the police department said in a news release, WISN reported.
