A photographer captured photos in sub-zero temperatures of Russia's ghost towns, and the gloomy images show there's beauty in sadness

<ul class="summary-list"><li>Russia continues to boost its Arctic military presence, according to satellite photos <a href="https://edition.cnn.com/2022/12/21/europe/russia-arctic-military-intl/index.html" target="_blank" rel="noopener">obtained by CNN</a>.</li><li>The photos show improvements being made to Russian radar bases and runways, CNN reported.</li></ul><p>Russia is growing its military presence in the Arctic even while it struggles in Ukraine, according to NATO and satellite photos <a href="https://edition.cnn.com/2022/12/21/europe/russia-arctic-military-intl/index.html" target="_blank" rel="noopener">obtained by CNN</a>.</p><p>The photos show improvements made over the past year to Russian radar bases and runways.</p><p>Satellite company Maxar Technologies, which took the photos, told CNN that the images show ongoing work on radar stations in two locations: Olenegorsk, in northwest Russia close to Finland; and Vorkuta, north of the Arctic circle.</p><p>Thye also appeared to show work to build a radar system at Ostrovnoy, which is close to Russia's borders with Finland and Norway in the northwest, Maxar said.</p><p>The company told CNN that works to add new equipment and protect old equipment had been completed at Tiksi, a site in the north, and there were runway improvements at two other bases. </p><p>NATO Secretary General Jens Stoltenberg told CNN on Friday that there is now "a significant Russian military build-up in the high north," and that NATO had decided to "double its presence" in the area in response to recent tensions.</p><div type="image" title="A Russian border mark is pictured at the Nagurskoye military base in Alexandra Land on the remote Arctic islands of Franz Josef Land, Russia, in March 2017." height="1288" width="2000" msid="96401359" hostid="261" sizebytes="87158"></div><p>He said those bases were still important to Russia, even as the country is focusing much of its resources on its invasion of Ukraine.</p><p>"The shortest way from Russia to North America is over the Arctic North Pole. So the strategic importance of these areas has not changed because of the war in Ukraine," he told CNN.</p><p>"We see Russia reopening old Soviet bases, military sites" he said, adding that the country is also "testing novel weapons in the Arctic and the high north."</p><p><a href="https://www.businessinsider.com/increasing-arctic-military-activity-reduces-us-russia-diplomacy-options-2021-5">As Insider's Christopher Woody previously reported</a>, Russia has the world's longest Arctic coastline, and has spent years refurbishing military bases and deploying more troops in the region. Russia also <a href="https://www.ans.org/news/article-4541/russia-expands-its-nuclearpowered-icebreaker-fleet-in-arctic/" target="_blank" rel="noopener">maintains nuclear-capable ships</a> there.</p><p>The Center for Strategic and International Studies think tank <a href="https://www.csis.org/analysis/strengthening-russias-nuclear-forces-arctic-case-kinzhal-missile" target="_blank" rel="noopener">said last year</a> that Russia is "re-militarizing the Arctic. Cold War-era bases are being restored, and new infrastructure is being built."</p><p>Stoltenberg told CNN that NATO had now doubled its presence in the Baltic and North Seas after explosions earlier this year damaged the Nord Steam pipelines.</p><p>He said NATO was increasing its presence "partly to monitor, to have better situational awareness, but also to send a message of deterrence and readiness to protect this critical infrastructure."</p>

<p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Russian Ministry of <keyword id="6354810" type="UNKNOWN" weightage="100" keywordseo="defense">Defense</keyword></span></p><p class="caption">A Russian MiG-29K from the Northern Fleet during training flights in adverse weather conditions.</p></div><p></p></div></div></p><ul class="summary-list"><li>Russia has been investing heavily in upgrading air bases throughout its Arctic territory.</li><li>Naval aircraft are already flying to and from those bases, according to the head of Russia naval air forces.</li><li>Those air forces are also working on improving their tactical capabilities - in the air and under the ice.</li></ul><p>The comprehensive construction and upgrade of new airfields in the high Arctic has been practically completed and we are flying there and back, says Major General Igor Kozhin, leader of the Russian Naval Air Force.</p><p>Russia has over the last years invested heavily in military bases all over its wide-stretched Arctic, and there are now potent forces deployed all the way from the westernmost archipelago of Franz Josef Land to the Wrangle Island near the Bering Strait.</p><p>In addition comes the bases on Novaya Zemlya, Severnaya Zemlya and the New Siberian Island. New bases and air fields are also located on the Arctic mainland, from the Kola Peninsula to Cape Shmidt in the Chukotka Peninsula. <a href="https://thebarentsobserver.com/en/2018/09/russia-builds-another-military-base-east-arctic">The new base in Tiksi</a>, was started in fall 2018 and is planned to be completed already in the course of the first half-year of 2019.</p><p>Upgrades are also in the making at the airfields of Vorkuta, Tiksi, Anadyr and Alykel.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Sputnik/Alexei Druzhinin/Kremlin</span></p><p class="caption">Russian President Vladimir Putin greets Russian officials, including Defense Minister Sergei Shoigu, at the remote Arctic islands of Franz Josef Land, March 29, 2017.</p></div><p></p></div></div></p><p>The Navy's northernmost air force is located in the Franz Josef Land where the Nagurskoye base offers pilots a 2,500 meter long landing and takeoff strip.</p><p>In September 2018, two ships loaded with several thousand tons of construction materials left Murmansk for the Nagurskoye base. The cargo <a href="https://thebarentsobserver.com/en/security/2018/09/big-upgrade-worlds-northernmost-airstrip">first of all included reinforced concrete plates and big bags with granulated materials for the airstrip</a>, port authorities said.</p><p>In east Arctic archipelago of New Siberian Island, the Temp airbase is about 1,800 meters long.</p><p>According to Igor Kozhin, most of the new air fields will over the next few years be operational all though the year and capable of handling all kinds of aircraft.</p><p>"We have prepared the air force command structures and established a force than is capable of resolving its appointed tasks," Kozhin <a href="http://redstar.ru/arkticheskij-rakurs-morskoj-aviatsii/" target="_blank" rel="noopener">says to Krasnaya Zvezda</a>, the newspaper owned and run by the country's Armed Forces.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Google Maps</span></p><p class="caption">Russia's Northern Fleet and nuclear forces are based out of Murmansk, on the Kola Peninsula in the Arctic.</p></div><p></p></div></div></p><p>Furthermore, the Air Force has not only boosted its strength and hardware in the region, but also significantly improved its tactical capabilities, the major general underlines.</p><p>That not only includes the regional air space, but also the situation under the Arctic ice.</p><p>"We are not only talking about the air space, we are also working on breaking up the situation under the ice," Kozhin says. "We are pretty seriously working with this.
