<p>Vivek Murthy, <a href="http://www.help.senate.gov/imo/media/doc/Statement%20of%20Vivek%20Murthy.pdf" target="_blank">the nominee</a>, is well qualified. He has a B.A. from Harvard and an M.D. and M.B.A. from Yale. He's a physician at the <a href="http://hms.harvard.edu/news/hms-physician-nominated-be-us-surgeon-general-11-15-13" target="_blank">Harvard-affiliated Brigham and Women's Hospital</a>, an instructor at Harvard Medical School, and the co-founder of <a href="http://www.trialnetworks.com/" target="_blank">TrialNetworks</a>, which leverages technology to improve clinical trials, and VISIONS, an HIV/AIDS education nonprofit.</p>
<p>Murthy is also a close Obama ally. He founded Doctors for America (formerly Doctors for Obama), an organization of more than 16,000 doctors and medical students that's been a key supporter of the Affordable Care Act.</p>
<p>Despite Murthy's impressive resume, opponents could object to his youth (he's 36) or his political connections to the President and his agenda. His concerns about gun violence, however, are what really make him controversial.</p>
<h2>A manufactured controversy</h2>
<p>"Tired of politicians playing politics w/ guns, putting lives at risk b/c they're scared of NRA," Murthy <a href="https://twitter.com/vivek_murthy/statuses/258393687871074304" target="_blank">tweeted</a> back in 2012. "Guns are a health care issue."</p>
<p>How might a doctor come to that conclusion? "My concerns with regard to issues like gun violence have to do with my experience as a physician, seeing patients in emergency rooms," <a href="http://www.slate.com/articles/news_and_politics/politics/2014/03/vivek_murthy_s_surgeon_general_nomination_halted_by_democrats_how_the_nra.html?wpisrc=burger_bar" target="_blank">he told</a> the Senate Committee on Health, Education, Labor, and Pensions in February.</p>
<p>Emily Miller, author of "<a href="http://www.amazon.com/Emily-Gets-Her-Gun-Obama/dp/1621571920">Emily Gets Her Gun: ...But Obama Wants to Take Yours</a>," blasted Murthy as "rabidly anti-gun" in an editorial in <a href="http://www.washingtontimes.com/news/2014/feb/10/obamas-surgeon-general-nominee-dr-vivek-murthy-rad/?page=all" target="_blank">The Washington Times</a>. The NRA is vigorously lobbying against his nomination, and even <a href="http://www.politico.com/story/2014/03/post-nuclear-senate-nominations-104741.html" target="_blank">some Democrats are running scared</a>.</p>
<p>To more qualified observers, the controversy seems absurd.</p>
<p>"We are appalled that a candidate of such high caliber - with impeccable credentials, a well-earned reputation as a 'doctor's doctor' and formidable experience in management and leadership - could be derailed for a moderate position on gun violence that aligns with the vast majority of America's health professionals," a team of doctors, who personally know Murthy, wrote on <a href="http://commonhealth.wbur.org/2014/03/doctors-vivek-murthy-blocked" target="_blank">WBUR's CommonHealth</a>.</p>
<p>Indeed, Murthy's position is hardly fringe.</p>
<p>A doctor should not be taken to task for speaking out about a problem that lands thousands of people in emergency rooms every year. Those are exactly the things that doctors - and especially anyone about to be charged with safeguarding the nation's health - should be vocal about.</p>
<h2>"A public health emergency"</h2>
<p>Gun violence unquestionably is a public health issue. In 2009, it was the cause of <a href="http://www.cdc.gov/nchs/data/nvsr/nvsr60/nvsr60_03.pdf" target="_blank">31,347 deaths</a>, just under the number of deaths attributed to car accidents (36,216). Guns were also involved in an additional <a href="http://www.politifact.com/truth-o-meter/statements/2012/jul/23/facebook-posts/do-people-get-shot-every-year-facebook-post-says/" target="_blank">73,505 non-fatal injuries</a>.</p>

<p>"The idea that gun violence is a danger to public health is utterly uncontroversial among <a href="http://thinkprogress.org/health/2014/02/25/3326401/docs-kids-depression-screening/" target="_blank">doctors' groups</a>, <a href="http://www.press.umich.edu/158723" target="_blank">academic institutions</a> that focus on public health, and <a href="http://kidshealth.org/parent/firstaid_safe/home/gun_safety.html">children's safety advocates</a>," writes Sy Mukherjee at <a href="http://thinkprogress.org/health/2014/02/26/3332741/rand-paul-hold-murthy-guns/" target="_blank">ThinkProgress</a>. "The American Medical Association (AMA) <a href="http://www.medpagetoday.com/MeetingCoverage/AMA/29731" target="_blank">adopted a resolution in 2011</a> officially opposing any law that bars doctors from having open conversations about gun safety and the risks of having firearms in a household with their patients."</p>
<p>And yet the discussion about gun violence in this country is usually framed as a deadlocked political battle between pro-gun right-wingers and pro-gun-control left-wingers. It's time to rethink that.</p>
<p>In a 2013 essay in the <a href="http://www.bmc.org/Documents/David_Hemenway_NEJM.pdf" target="_blank">New England Journal of Medicine</a>, the authors suggest that a public health and safety campaign - similar to the approach that has sharply reduced deaths from car accidents - should be applied to the gun violence problem as well.</p>
<p>"None of these proposed changes will be easy, but public health has had many successes, even against powerful and intractable private interests," they write.</p>
<p>C. Everett Coop, President Ronald Reagan's Surgeon General, agreed. He <a href="http://jama.jamanetwork.com/article.aspx?articleid=397750" target="_blank">called</a> gun violence a "public health emergency."</p>
<p>"No society, including ours, need be permeated by firearm homicide," <a href="http://scienceblogs.com/thepumphandle/2013/02/26/remembering-c-everett-koops-words-about-gun-violence/" target="_blank">he wrote</a> in the Journal of the American Medical Association in 1992. "The right to own or operate a motor vehicle carries with it certain responsibilities ... We propose that the right to own or operate a firearm carries with it the same prior conditions."</p>
<p>It's not that Murthy's views are on the right side or the wrong side of a political debate. It's that framing gun violence as a political issue, instead of as a health crisis, is backwards - and dangerous.</p>
<p>"This should not be a political issue," Thomas K. McInerny, the president of the American Academy of Pediatrics said in <a href="http://www.aap.org/en-us/about-the-aap/aap-press-room/pages/Newtown-Anniversary.aspx" target="_blank">a statement</a>. "Gun violence is a public health issue that profoundly affects children and their families."</p>
<h2>The way forward</h2>
<p>If confirmed - a possibility that's looking <a href="http://www.politico.com/story/2014/03/post-nuclear-senate-nominations-104741.html" target="_blank">more unlikely by the minute</a> - Murthy <a href="http://www.nytimes.com/2014/03/18/opinion/the-gun-lobbys-latest-bizarre-crusade.html?_r=0" target="_blank">has said</a> he would focus on "obesity, tobacco-related disease, mental illness, and community-driven public health initiatives" and "not use the office to advocate for gun control."</p>
<p>That should help his chances, but it won't necessarily help the country.</p>
<p>Reasonable people can disagree on how to approach the problem of gun violence, but we have to learn to look at it as more than a political talking point.</p>
<p>It's a tragic public health concern, and efforts to curb its damage should match our efforts against smoking and reckless driving. When respected members of the medical community call attention to the problem and voice support for solutions, they should be applauded, not punished.</p>

The Controversy That Almost Derailed America's Newest Surgeon General

The nation's largest group of doctors just declared gun violence a 'public health crisis'

<ul class="summary-list"><li>Prosecutors say a man made a death threat to a Boston doctor who treats transgender patients.</li><li>Matthew Lindner, 38, was arrested after allegedly leaving the expletive-laced voicemail in August.</li></ul><p>Federal prosecutors say a Texas man has been arrested after making a threatening phone call to a Boston doctor who treats transgender patients. </p><p>The threat from 38-year-old Matthew J. Lindner of Comfort, Texas, came in August amid a slew of misinformation about medical treatment for transgender patients at <a href="https://www.insider.com/boston-childrens-hospital-faced-threats-over-transgender-health-care-2022-8">Boston Children's Hospital</a> went viral, prosecutors said. The hospital received harassment and a bomb threat, <a href="https://www.insider.com/boston-childrens-hospital-bomb-threats-over-transgender-care-suspect-arrested-2022-9">Insider</a> previously reported. </p><p>Prosecutors said Lindner left a threatening voicemail for a doctor at Boston's National LGBTQIA+ Health Education Center on August 31, according to a <a href="https://www.justice.gov/usao-ma/pr/texas-man-charged-threatening-doctor-affiliated-national-lgbtqia-health-education-center">statement</a> from the US Attorney's Office of the District of Massachusetts. </p><p>Prosecutors alleged Lindner's voicemail message said, "You sick motherf-----s, you're all gonna burn. There's a group of people on their way to handle [victim]. You signed your own warrant, [victim]. Castrating our children. You've woken up enough people. And upset enough of us. And you signed your own ticket. Sleep well, you f------, c---."</p><p>Lindner was arrested on Saturday and charged with a count of transmitting interstate threats, according to the statement. US Attorney Rachael Rollins said in the statement that Lindner's speech was not protected under free speech as it meant to "instill fear and terror" in its audience. </p><p>"Mr. Lindner's alleged conduct — a death threat — is based on falsehoods and amounts to an act of workplace violence. The victim, a Doctor caring for gender nonconforming and transgendered patients, should be able to engage in this meaningful and necessary work without fear of physical harm or death," Rollins said. "And although the Doctor is clearly a victim, Mr. Lindner's threat is rooted in a hatred of the LGBTQIA+ community and the families, friends and people that love and support them. They are victims too."</p><p>According to the US attorney's office, a conviction for transmitting interstate threats carries a prison sentence of up to five years, along with up to three years of supervised release and a $250,000 maximum fine. </p><p>"While everyone has a right to express their opinion, they don't have a right to use or threaten violence against individuals who do not share their same set of beliefs," Joseph Bonavolonta, special agent in charge of the FBI's Boston Division, said in the statement. "No one should have to live in fear of violence because of who they are, what kind of work they do, where they are from, or what they believe."</p>
