<keyword id="19896018" type="General" weightage="20" keywordseo="kerala" source="keywords">Kerala</keyword> Chief Minister <keyword id="19901169" type="General" weightage="20" keywordseo="pinarayi-vijayan" source="keywords">Pinarayi Vijayan</keyword> on Thursday said that the cess and surcharge levied by the Centre was showing a "rising trend" and resulting in "shrinkage" of states' share in the divisive pool of taxes. Vijayan said the rise in surcharges and cesses, which are not included in the divisive pool, was happening at a time when the <keyword id="20015455" type="General" weightage="100" keywordseo="finance-commission" source="keywords">Finance Commission</keyword> has been recommending a higher share for the states from the net proceeds of the taxes collected by the Centre. Vijayan was speaking at a conclave of five non-BJP-ruled states organised by Kerala to discuss the key issues related to the 16th <keyword id="25455" type="General" weightage="20" keywordseo="finance" source="Orion">Finance</keyword> Commission. He said that the 16th Finance Commission needs to factor in this rising trend in surcharges and cesses, when it recommends the prescribed share of the states from the net proceeds of taxes collected by the union government. The CM further said that the share of the states in the divisive pool needs to be increased further from the 41 per cent recommended by the <keyword id="23137017" type="General" weightage="20" keywordseo="last-finance-commission" source="keywords">last Finance Commission</keyword>. He said that Kerala and many other states have made this demand in the past with the southern state suggesting that it be increased to 50 per cent. "The demand for a higher share for the states in the taxes collected by the Union is having continued relevance and it is my request to the eminent scholars and colleagues who are here to formulate this in a concrete manner," Vijayan said. "This will help the states to make an effective case before the 16th Finance Commission for raising the share of taxes which are distributed to the states, in view of the widening vertical fiscal Imbalances."

It is now time to make some real changes. Doing so is the Indian foodtech unicorn Swiggy which is building an in-house LGBT support group. It recently hired its first transgender employee – Samyuktha Vijayan, a techie who worked in Europe and US for years before coming back to India in 2017. Vijayan, who had worked for years at Amazon and later built her own startup Toutestudio, joins Swiggy as its Principal Program Manager. Her startup Toutestudio, which focused on upskilling transgender women in areas related to fashion, design, makeup and hairstyling, is still operational but at a smaller scale. “As soon as I joined Swiggy, I was made a part of the ‘Women in Tech’ group along with a Diversity and Inclusion (D&amp;I) Council. I’m currently working with the team to have an in-house LGBT support group as well. We plan to start a pride network and actively work towards increasing LGBT visibility and diversity through hiring, within the company,” said Vijayan. Indian corporates can do more Vijayan believes that what companies are doing currently might showcase them as allies and supporters but they need to focus on having LGBT support groups and actively hire from the community. However, the challenge exists as most transgender candidates do not have the necessary educational qualifications. Vijayan believes her family’s support put her focus on education and extra curriculars, which is why she became financially independent. And so, her struggles are different from other transgender women. She believes for companies to have an inclusive work environment they need to extend these policies to non-corporate employees like a housekeeping person. “For transgender candidates who have the potential but do not have the traditional qualifications (like a university degree or a certain skill) companies should put together an internship or a training program to train them with the right skills and then absorb them into the firm as an employee,” said Vijayan.

The controversy over the breaking of the <keyword id="6384180" type="LOCATION" weightage="20" keywordseo="sabarimala">Sabarimala</keyword> <keyword id="6355287" type="UNKNOWN" weightage="20" keywordseo="Temple">temple</keyword>'s culture and tradition continues to rage and is even now the most discussed election issue in Kerala as seen from the statements of various top political leaders, who came to cast their votes on Tuesday. The <keyword id="6930180" type="UNKNOWN" weightage="20" keywordseo="Sabarimala-temple-issue">Sabarimala temple issue</keyword> was raised by Sukumaran Nair, general secretary of the powerful Hindu Nair community's social and cultural organisation -- <keyword id="378621" type="COMPANY" weightage="20" keywordseo="Nair-Service-Society">Nair Service Society</keyword>. Soon after casting his vote at Changnacherry in Kottayam district, Nair said what he could sense is that the people in the state want a change in governance and want an outfit which will uphold social justice and secular credentials. "The Sabarimala temple issue continues to rage as believers are angry," said Nair. It was in 2018 that the apex court ruled that the temple should be open to all women irrespective of the age group as until then the temple tradition was that no women in the age group 10 to 50 be allowed entry. Following the verdict, the Vijayan-led government floated a renaissance movement, much to the anguish of the believers of Lord Ayyappa, the deity at the Sabarimala temple, and even went to the extent of providing security to two activist women to pray at the temple by providing <keyword id="6369752" type="UNKNOWN" weightage="20" keywordseo="Police-Security">police security</keyword>. The temple town then became a battle ground after believers in large members resisted attempts by the police to take women in the hitherto banned age group. This temple issue came as a setback for Vijayan in the 2019 Lok Sabha polls when he won only one of the 20 Lok Sabha seats in Kerala. On Tuesday, after casting his vote at Kannur, Vijayan when asked about Nair's Sabarimala temple issue said, "it's not just Ayyappan alone, all God's are supporting the Left," said Vijayan, who was accompanied by his wife Kamala Vijayan. And then came statements from the Congress leaders who condemned this sudden U-turn by Vijayan. Reacting to Vijayan's sudden love for Lord Ayyappan, Chennithala laughed and said it was strange to hear an atheist's sudden love for Ayyappan. "Vijayan will get the wrath of Ayyappan as he destroyed the sanctity of the famed Sabarimala temple," said Chennithala. Two time former Congress Chief Minister <keyword id="137100" type="PERSON" weightage="20" keywordseo="Oommen-Chandy">Oommen Chandy</keyword> said Vijayan's statement will be taken with a pinch of salt by the people as it has no sum or substance. "The first thing he did was to file a fresh affidavit and it was done after withdrawing our affidavit, and it was clear that he was against the existing traditions of the temple. When the apex court verdict came, he said he will abide by the verdict. Soon he led a renaissance movement and when no women came to visit the temple, police forcefully took two women to the temple and the culture and traditions were broken. And on election day Vijayan has made a huge U-turn and this would be dismissed by every devotee as nothing but a bluff," said Chandy and added the Congress-led <keyword id="6361745" type="COMPANY" weightage="20" keywordseo="udf">UDF</keyword> will win a resounding victory. Sabarimala temple continues to be an election issue in Kerala

Thiruvananthapuram, <keyword id="28504" type="General" weightage="20" keywordseo="Kerala" source="Orion">Kerala</keyword> Chief Minister <keyword id="6356705" type="General" weightage="20" keywordseo="Pinarayi-Vijayan" source="Orion">Pinarayi Vijayan</keyword> on Friday said the state government aims to complete the first dose of <keyword id="54639" type="General" weightage="20" keywordseo="vaccination" source="Orion">vaccination</keyword> to all above 18 years by September 30. Vijayan said till now, 78.03 per cent of the population above 18 years received the first dose of vaccination, while 30.16 per cent received both doses. The Chief Minister, while addressing the press after a COVID-19 evaluation meeting, said only two per cent of the active cases during September 3-9 in the state required oxygen beds and only one per cent got admitted to ICUs. Vijayan said 93 per cent of people above 45 years received the first dose of vaccine while 50 per cent received the second dose too. "During the period between September 3 to 9, there was an average of 2,42,278 active cases in the state of which only two per cent required oxygen beds and one one per cent got admitted in the ICUs," he said. Vijayan told the media that antigen tests will be conducted only for the purpose of medical treatment in the districts where 80 per cent of the population have been vaccinated with the first dose. "In such districts, RTPCR tests will be used to detect the infection," he said. After analysing the COVID-19 situation, the state government has decided to impose stringent lockdown restrictions in areas where the weekly infection population ratio was above eight per cent. Until today the restrictions were in wards of local self government bodies with WIPR above seven per cent. Kerala today logged 25,010 new COVID-19 cases and 177 deaths, taking the caseload to 43,34,704 and the death toll to 22,303. Health minister Veena George said 1,51,317 samples were tested in the last 24 hours and the test positivity rate was 16.53 per cent.
