<ul><li>India is planning to launch its first vedic school board. </li><li>Yoga guru Baba Ramdev’s Patanjali is reportedly among the top contenders. </li><li>Three years ago, India’s government rejected Ramdev’s plea to establish the <keyword id="3777453" type="PERSON" weightage="20" keywordseo="vedic-education-board">vedic education board</keyword> citing concerns over the Indian government recognising a private school board.</li></ul>Three years after rejecting the idea of introducing a ‘Vedic’ education board, India’s government is reportedly planning to launch <a href="https://indianexpress.com/article/india/baba-ramdev-likely-to-head-first-vedic-board-patanjali-5599448/">one</a>. According to an Indian Express report, on Saturday, a government panel comprising five members recommended yoga Guru Baba Ramdev to head the ‘Bharatiya Shiksha Board (BSB)’. Once implemented, the BSB is expected to benefit educational institutions run by Arya Samaj and gurukuls, which are not presently supported by Central Board of Secondary Education (CBSE), according to the report. The move is reportedly an effort to ‘standardise Indian traditional knowledge’ including vedic education, Sanskrit and Yoga. The board will include a syllabus, exams and certificates to integrate ‘Ved Vidya’ with modern education. The governing panel’s vote will be evaluated by Maharshi Sandipani Rashtriya Vedavidya Pratishthan (MSRVP), a foundation headed and funded by Human Resource Minister Prakash Javadekar. Earlier this month, when the MSRVP <a href="https://thewire.in/education/baba-ramdevs-trust-among-applicants-to-establish-vedic-school-board">floated</a> an ‘expression of interest’ to establish the vedic board, Ramdev’s Patanjali Yogpeeth Trust was among three applicants who submitted a bid. The other two contenders were Ritnand Balved Education Foundation, which runs the Amity Group of Institutions, and Maharashtra Institute of Technology, Pune. According to norms set out by the governing body, the sponsors of the board are required to have a minimum net worth of ₹3 billion and must be willing to contribute at least ₹500 million as corpus fund. Patanjali has reportedly committed at least <a href="https://www.news18.com/news/india/ramdev-may-head-first-vedic-education-board-after-govt-panel-picks-patanjali-2047289.html">₹210 million</a>. The move reverses the government stance from three years ago. India wants to bring back ancient Vedic education schools — billionaire yoga guru Ramdev leads the race

The Central Board of Secondary Education (<keyword id="6356155" type="General" weightage="80" keywordseo="cbse" source="Orion">CBSE</keyword>) has opposed a petition challenging certain provisions of the Right to Education Act, 2009 for being "arbitrary, irrational, and violative" and seeking direction to the Centre to implement common syllabus and curriculum for the students of Class 1 to 8 standard throughout the country. In its reply to a <keyword id="6355791" type="General" weightage="20" keywordseo="PIL" source="Orion">PIL</keyword> filed by lawyer and BJP leader Ashwini Upadhyay, the CBSE clarified that education falls under the 'Concurrent List' of the Indian Constitution, and the majority of schools are under the jurisdiction of state governments. As a result, it is the responsibility of the respective state and Union territory governments to formulate syllabi, curricula, and conduct examinations for schools in their regions. The CBSE further pointed out that the National Curriculum Framework (NCF), developed by the National Council of Educational Research and Training (<keyword id="48505" type="General" weightage="20" keywordseo="ncert" source="Orion">NCERT</keyword>) in accordance with the National Policy on Education, provides guidelines and direction for syllabus and textbook development across all school stages. In line with the NCF, the NCERT develops curriculum, syllabi, textbooks, and supplementary materials, it said. The Board said that the State Councils of Educational Research and Training (SCERTs) and State Education Boards either adopt or adapt the NCERT's model syllabi and textbooks or create their own based on the NCF. The CBSE also said that a uniform curriculum across India may not adequately consider local context, culture, and language. It further highlighted the importance of a national framework with flexibility that allows for the incorporation of local resources, culture, and ethos. The CBSE's response underscored that a curriculum closely related to a student's life outside of school is more relatable and effective. Therefore, they expressed support for a diversity of curricula and educational resources, in addition to a common core element. A division bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad had earlier sought the Delhi government, the CBSE and the NHRC's response on the petition. The plea also challenges the provisions under the RTE Act which excludes madrasas, Vedic pathshalas and educational institutions imparting religious knowledge. Upadhyay had argued that all competitive examinations be it engineering, law and the Common University Entrance Test (CUET) should have a common syllabus. "But we have multiple syllabus at school level, how will it provide an equal opportunity for students? In Kendra Vidyalayas across the country, we have a common syllabus. Every developed country has a common syllabus in schools. It is unfortunate we are under pressure from the coaching mafia." He had contended that as per the Articles of the Constitution, students do not get equal opportunities. Upadhyay, in his plea, alleges that "education mafias are very powerful and have a very strong syndicate. They influence rules, regulations, policies and examinations. The bitter truth is that school mafias do not want one nation-one education board, coaching mafias do not want one nation-one syllabus, and book mafias do not want NCERT books in all schools. That is why the <keyword id="97896" type="General" weightage="50" keywordseo="uniform-education-system" source="Orion">uniform education system</keyword> up to the 12th standard has not been implemented yet." "It is necessary to state that the purposive and harmonious construction of Articles 14, 15, 16, 21, 21A with Articles 38, 39, 46 confirms that education is a basic right of every child and the state cannot discriminate against this most important right. Right of a child should not be restricted only to free education, but must be extended to have equal quality education without discrimination on the ground of the child's social, economic and cultural background," the plea reads.

CBSE opposes PIL in Delhi HC seeking common syllabus across India

Strongly backing Tamil Nadu's decades old two-language policy, the ruling AIADMK in the state on Monday rejected the Centre's three-language formula proposed in the new <keyword id="361871" type="ORGANIZATION" weightage="20" keywordseo="National-Education-Policy">National Education Policy</keyword> (NEP) 2020 and said there will be no deviation from the existing system. "The three-language formula in the NEP is painful and saddening. The Prime Minister (<keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>) should reconsider the three-language policy," Palaniswami said. Taking strong exception to the proposal, he said in a statement the state has been following the two-language policy for several decades and that there will be no change in it. His assertion came amidst opposition demand, including from DMK, that the government should reject the three-language formula proposed in NEP and stick to its two-language policy. Incidentally, ahead of today's meeting he convened to discuss the matter with his senior cabinet colleagues, the Opposition bloc led by DMK wrote to the chief minister, asking him to adopt a Cabinet resolution against the new NEP. "Tamil Nadu will never allow the Centre's three- language formula. The state will continue with its dual language policy (of Tamil and English)," Palaniswami said. He discussed the matter with his colleagues--Deputy CM O Panneerselvam, Ministers for higher education and school education, K P Anbalagan and K A Sengottaiyan, respectively and others. The Centre should allow the states to implement their own policy on the subject, he said, adding there will be no change to the two-language formula which the state had adopted decades ago. Teaching up to class 5 in mother tongue or regional language and lowering the stakes of board exams are part of the sweeping reforms in the new NEP unveiled last week by the Centre. However, the proposals have found resistance from the DMK-led opposition in the state, with the Leader of Opposition in the Assembly, MK Stalin, dubbing it as an attempt to "impose" Hindi and Sankrit. The anti-Hindi movement of the 1960s taken forward by the DMK had struck an instant chord among the Tamil masses then and is believed to be one of the key reasons for the Dravidian party storming to power in the 1967 elections under the late CN Annadurai, unseating a Congress government in the state for the first time in post-independent India. Palaniswami further said the state has been maintaining a consistent stand and that for about 80 years, the people of Tamil Nadu had been firm on two language policy. Late chief ministers Annadurai, MG Ramachandran and J Jayalalithaa were firmly against 'imposition' of Hindi. He also recalled the historic resolution brought in the Tamil Nadu Assembly by late Annadurai on January 23, 1968, which proposed to abolish the three language policy in all schools in the state, removing Hindi from the State syllabus but allowing only Tamil and English. Later, the AIADMK government led M G Ramachandran had in 1986 adopted an Assembly resolution asserting the two language policy. Former chief minister J Jayalalithaa too was firm on opposing Hindi on non-Hindi speaking states and in thwarting such efforts and wanted Tamil to be declared as an official language of the country, he said. Palaniswami pointed out he himself had written to the Prime Minister in June 2019 stressing on two-language policy. Besides, he had reiterated this in his Independence Day address last year and on various occasions during the debates in the state Assembly, he recalled. Meanwhile, the Opposition DMK led alliance in Tamil Nadu--comprising the Congress, MDMK, VCK, CPM, CPI and MMK, collectively wrote a letter to Palaniswami asking him to pass a resolution against the new NEP in the Tamil Nadu Cabinet meeting. Many clauses in the new policy are trying to impose "Hindi" and "Sanskrit" and are "trying to do away with Tamil from the system, and this is against federalism, women rights and social justice. It was also "imposing" vedic culture, besides being mum on reservation, it said. "The NEP should be opposed in the initial stages itself," the letter added. Later, Stalin, in a Facebook post, thanked Palaniswami for the government stand on the matter. The NEP, passed by the Union Cabinet last week, laid emphasis on the mother tongue/local and regional language which will now be the medium of instruction at least till Class 5, but preferably till Class 8 and beyond. Also, Sanskrit will be offered at all levels of school and higher education as an option for students, including in the three-language formula.
