New Delhi, Capital markets regulator Sebi on Monday proposed to provide flexibility to Alternative Investment Funds (AIFs), <keyword id="20198292" type="General" weightage="20" keywordseo="venture-capital-funds" source="keywords">Venture Capital Funds</keyword> (VCFs) and their investors to deal with unliquidated investments of their schemes beyond expiry of tenure. In its consultation paper, the regulator suggested that instead of launching a new liquidation scheme by AIFs, the same scheme itself can be allowed to continue with the unliquidated investments beyond their tenure for a certain period or dissolution period for fully liquidating their unliquidated investments. <br /><br /> Additionally, the regulator proposed extending flexibility of the dissolution process to venture capital funds through migration to the <keyword id="19903848" type="General" weightage="20" keywordseo="aif" source="keywords">AIF</keyword> regime. <br /><br /> At present, the option to launch liquidation scheme is available only to those schemes of AIFs which are under 'Liquidation Period'--  the period of one year following the expiry of tenure of the scheme for fully liquidating the scheme and not available to VCFs, irrespective of whether their tenure has expired or not. <br /><br /> The Securities and Exchange Board of India (Sebi) has sought public comments till February 2 on the proposal. <br /><br /> The proposal came after Sebi received representations from participants in the AIF industry highlighting certain tax related issues. They also highlighted that setting up a liquidation scheme and winding up the original AIF scheme is a process involving time, cost, and efforts, which directly or indirectly, would ultimately be paid by investors. <br /><br /> In the consultation paper, the regulator suggested that during the liquidation period of an AIF scheme, if the AIF decides to opt for dissolution period, then AIF should obtain positive consent of 75 per cent of investors by value of their investment in the scheme. <br /><br /> After obtaining the consent, the AIF should arrange bids for a minimum of 25 per cent of the value of the unliquidated investments. <br /><br /> The bids should be arranged for units representing consolidated value of all unliquidated investments of the scheme's investment portfolio. <br /><br /> Sebi suggested that investor approval and bid should be obtained by the AIF before the expiry of the Liquidation Period of the scheme. <br /><br /> "Liquidation schemes that have already been launched by AIFs shall be grand-fathered," Sebi said. <br /><br /> The regulator also suggested one-time flexibility to AIF schemes, whose Liquidation Period has expired or would be expiring within one month from the date of notification in this regard, to deal with unliquidated investment. <br /><br /> Also, it has recommended extending flexibility of the dissolution process to venture capital funds through migration to the AIF regime. It further suggested that such migration should be smooth and cost effective. <br /><br /> Under the <keyword id="20198293" type="General" weightage="20" keywordseo="vcf-regulations" source="keywords">VCF Regulations</keyword>, VCFs are required to liquidate their investments within three months from the expiry of their tenure, whereas AIF Regulations provide AIFs a Liquidation Period of 12 months for the said purpose. <br /><br /> There is no provision in <keyword id="20198294" type="General" weightage="20" keywordseo="vcf" source="keywords">VCF</keyword> Regulations for extension of tenure of VCF scheme. Therefore, any VCF operating beyond their tenure specified in the Private <keyword id="20198291" type="General" weightage="20" keywordseo="placement-memorandum" source="keywords">Placement Memorandum</keyword> (PPM) is in violation of the VCF rules. <br /><br /> Accordingly, Sebi suggested a new framework to facilitate VCFs to migrate to AIF Regulations, so that the proposed flexibility of Liquidation Period and the flexibility of dealing with unliquidated investments by opting for dissolution period / process, can be availed by VCFs. <br /><br /> Under the proposed regulatory framework for migration of VCFs to AIF Regulations, a sub-category should be created under Category I - VCFs called Migrated VCFs.  Such VCFs can migrate themselves within 6 months of the date of Sebi's notification in this regard. <br /><br /> Sebi suggested that certain flexibilities under VCF rules should continue to be availed by migrated VCFs and accordingly the migrated VCFs should be exempted from the requirements of minimum investment requirement in AIF, minimum corpus size, maximum number of investors in a scheme, manner of calculation of tenure and audit of terms of PPM. <br /><br /> Moreover, certain benefits of AIF Regulations that are not available under VCF rule should be extended to migrated VCFs.

This fund will enable investors to participate in every deal on the platform, the statement added. <br /><br />Mumbai Angels will now be looking at a greater funnel of deals, with a deeper penetration in the early-stage startup pool through this acquisition, it said. <br /><br />"Mumbai Angels has built an enviable platform to tap quality companies at an early stage. 360 ONE takes controlling stake in Mumbai Angels; two new funds announced

<br /> India's first <keyword id="1349305" type="ORGANIZATION" weightage="100" keywordseo="VCF">VCF</keyword> policy has been framed by the centre, as directed by the Prime Minister's Office. This policy would help the government recover some value generated by public infrastructure investments for private landowners.<br />
<br /> The principle behind VCF is that the government makes large investments in developing public infrastructure in an area, which leads to rapid economic development there, increasing the prices of the land. It was in July this year that the <keyword id="3609962" type="UNKNOWN" weightage="100" keywordseo="National-Value-Capture-Policy-Framework">National Value Capture Policy Framework</keyword> was first reported, and it has now been framed so that it helps government make use of this increment through additional taxes. The funds would then be used for future infrastructure projects in the same area.<br />

A committee, which was headed by additional secretary (urban development) Sameer Sharma, has identified target agencies that could be asked to adopt VCF as a financing tool. These include state governments, central ministries of urban development, railways, road transport, department of industrial policy and promotion, power and shipping.<br />

	<br /> As per the committee recommendations, the framework would be different for urban and non-urban areas, recommending that for infrastructure projects in non-urban areas, governments use a challenge method for project and site selection. It means that different areas in a state could compete against each other so that there are options for finalising <keyword id="45393" type="ORGANIZATION" weightage="100" keywordseo="SEZ">SEZ</keyword> project.<br />

	"The multiplicity of investment partners, the difference in the types of projects and the constraining resources the projects need, the difference in state and local regulations, the location of the projects and the implementation capacity all add to the complexity of devising a standard VCF policy that can anticipate the effect of these variables," the policy says, as per an <a href="http://economictimes.indiatimes.com/news/politics-and-nation/centre-gives-final-shape-to-first-value-capture-financing-policy/articleshow/53919443.cms">ET</a> report.

Govt has framed India’s first Value Capture Financing policy

<ul class="summary-list"><li>The threat of drones has forced both Ukraine and Russia to adapt, including welding cages onto their tanks.</li><li>Soviet-style tanks are known for being smaller and harder to hit, but the cages, especially the weirder ones, can remove that advantage.</li></ul><p>Russia and Ukraine have been welding cages on their tanks to shield them from drones that explode on impact or drop bombs on unsuspecting crews.</p><p>For the Russians, which really only operate Soviet-style tanks, the cage armor add-ons can take away one of the advantages of this design by eliminating its low profile and making it easier to detect and engage. The unusually towering, bulky cage designs the Russians have employed are especially problematic in this regard.</p><p>But that may be a trade-off that Russia is willing to make, especially in this war where tank-on-tank battles are rare but <a target="_blank" class="" href="https://www.businessinsider.com/drone-footage-in-ukraine-twists-perception-of-the-war-shows-2023-12">drones are an ever-present threat</a> to infantry and vehicles alike.</p><p>Russian tanks are smaller by design, with an emphasis on massed armor and mobility. Their design also gives them a lower profile than bulky Western tanks like the American Abrams or the British Challenger tanks, where the emphasis is on heavy armor and combat power.</p><div type="image" title="A tank with a Russian flag. The Russian team on the tank are saluting." height="2587" width="4944" msid="112552271" hostid="261" sizebytes="470074"></div><p>The designs give the different tanks certain advantages in tank-on-tank combat.</p><p>While the M1 Abrams is pretty tall, "a Russian tank is fairly easy to hide," Jeffrey Edmonds, a<strong> </strong>national security expert and former Abrams tanker, told Business Insider. "That was a serious comparison between Soviet-style tanks and US tanks. US tanks are much taller, but they have range and greater firepower. Russian tanks, Soviet tanks are harder to hit. They're small."</p><p>Or that was the case until the Russians began welding unusual cage armor,<strong> </strong>like the "turtle tank" armor, onto its tanks in response to the growing use of unmanned aerial vehicles on the battlefield. The <a target="_blank" class="" href="https://www.businessinsider.com/video-appears-show-ukraine-drones-bypass-russia-cope-cage-2024-5">cages offer some protection against one-way attack drones</a>, but they also make the tanks easier to spot.</p><p>"In a certain sense, it negates one of the strengths of the Soviet-style tank, which is that they're small and harder to see and harder to hit," Edmonds said.</p><h2 id="b8490a4e-0a34-4ed8-9ab4-2ed463319814"><strong>The drone threat to tanks</strong></h2><p>Throughout much of the war, there have been countless videos from both sides of first-person-view drones <a target="_blank" class="" href="https://www.businessinsider.com/video-shows-exploding-drone-flying-into-russian-tank-open-hatch-2024-4">flying into exposed and opened hatches</a> of tanks or causing massive damage when exploding on impact with a vehicle's more vulnerable areas.</p> <p>Cage armor began appearing on main battle tanks and other armored vehicles in Ukraine last year as a solution to that problem.</p><p>Some of the earliest photos of the added protection, which showed a Russian MT-LB and a T-72B tank with large, irregular screens for countering unmanned aerial vehicles, emerged online around June 2023.</p> <p>At first, the designs appeared relatively crude, but the designs have evolved over time.</p><p>Ukraine, for instance, created the following sturdier, more sophisticated screen for its Abrams, offering better coverage of areas like the vulnerable turret, where the armor is weaker.</p> <p>One of the more unusual designs to show up in this war is the <a target="_blank" class="" href="https://www.businessinsider.com/russia-turtle-tanks-maybe-not-as-crazy-as-they-seem-2024-4">odd-looking Russian "turtle tank" cage armor</a>, which looks a bit like someone stuck a big garden shed over the top of a tank, leaving the front open for the main gun to stick out.</p><p>The name is because the cage resembles a turtle with its head poking out of its shell.</p> <p>This bizarre design may be an effective solution to the UAV problem, though some have still gotten through its defenses, but it means the turtle tank sticks out like a sore thumb. Ukraine operates Soviet-style tanks alongside the tanks sent by its Western partners, but it has not created anything quite like Russia's turtles.</p><p>It is a "giant target," Edmonds said. "What is that giant thing moving over there? Oh, it's a tank with a 10-foot cage on top of it."</p><h2 id="8c643e9d-e8e3-4dff-bdba-2daf5f43714b">Trading a low-profile for protection</h2><p>That's not particularly ideal if it suddenly finds itself in a fight with a tank or even an infantry fighting vehicle.</p> <p>While cages and other similar protective measures have seen some use in previous conflicts, such as the US employment of cages around Strykers in Iraq and Afghanistan to defend against enemy rocket-propelled grenades, they have exploded in use during the war in Ukraine war due to the extensive use of drones.</p><p>For Russia, its more unusual adaptations to the ubiquitous drone threat mean potentially sacrificing one of the limited advantages of the Soviet-style tank design.</p><p>But in the Ukraine war, that may be an acceptable trade-off, especially as tank-on-tank battles have been and continue to be rare but drones continue to threaten vehicles, <a target="_blank" class="" href="https://www.businessinsider.com/ukraine-war-shows-tanks-need-cages-protect-from-exploding-drones-2024-6">changing the roles of tanks and other armored vehicles on the battlefield</a>.</p><p><em>Ryan Pickrell contributed to this report.</em></p>

<p></p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div>If you own an iPhone, be very careful if you receive a text message with a contact card attached.<p>There's a prank going around where a single text message or iMessage can freeze an unsuspecting user's iPhone messages app, rendering it unusable. Even rebooting your iPhone doesn't fix the problem.</p><p>The prank first surfaced in a video from <a href="https://www.youtube.com/watch?v=MrKj1rFFV_Y&amp;feature=youtu.be">jailbreak researcher vincedes3</a>, who also wrote about recreating the issue on <a href="https://vincedes3.com/crash-message-app-iphone/">their blog</a>.&#xa0;</p><p>Basically, a specific contact card - a .vcf file - can be sent through an iMessage or MMS. When the victim taps on the card, their messages go haywire, and won't respond to any taps.&#xa0;</p><p>The easy way to avoid being a victim is to simply avoid any contact cards you are sent, and delete the threads as soon as possible.</p><p>The bug even affects iPhones with the most recent version of iOS, 10.2. Some people are reporting the prank affects Android phones, too.&#xa0;</p><p>Luckily, there is a way to fix your phone if you've already been affected.&#xa0;</p><h2>Here's how it works&#xa0;</h2><p>Basically, a prankster sends a contact card - the example <a href="https://vincedes3.com/crash-message-app-iphone/">vincedes3 posted on their site</a> doesn't actually have any executable code or actual information.</p><p>Here's what the message looks like. Don't tap it:</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>The card is comprised of a lot of nonsense text, which overwhelms your iPhone's messages app.</p><p>Here's what it looks like in a text editor:</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>The damage is done when that card is sent to an unsuspecting user, and they try to interact with it.</p><p>At first, the Messages app slows down. But then it stops responding to touch or taps entirely.&#xa0;</p><h2>How to fix the problem:</h2><p>The author of the prank has two possible solutions, but only one worked for me when I was trying to recreate the bug.&#xa0;</p><p>First, vincedes3 <a href="https://vincedes3.com/crash-message-app-iphone/">recommends</a> visiting an <a href="https://www.vincedes3.com/save.html">HTML link on your iPhone</a>. It is supposed to open a new text message, which frees up the Messages app enough for you to send and receive texts. Make sure to delete the thread with the cursed contact card.&#xa0;</p><p>But that didn't work for me.</p><p>However, a different approach did work: Simply ask Siri on the affected phone to send a text message. The words don't matter.
