Nageswaran highlighted several indicators demonstrating the economy’s resilience. “If you run through the checklist for the <keyword id="19948184" type="General" weightage="100" keywordseo="Indian-economy" source="keywords">Indian economy</keyword>, the health is pretty robust,” he noted, pointing to controlled levels of external debt as a share of GDP, declining non-performing assets in the banking system, and stable inflation trends. Although certain food items have caused inflationary spikes, their impact is limited within the overall consumer price index basket, he explained. The CEA praised the shift in fiscal expenditure priorities over the past seven years, with greater focus on capital investments rather than revenue spending. This reallocation, he suggested, has bolstered long-term economic stability and growth potential. India’s GDP growth for the July-September quarter was 5.4%, significantly below the Reserve Bank of India’s forecast of 7%. While this has sparked concerns among economists, Nageswaran urged against overreacting. Erratic monsoons and excessive rainfall disrupted economic activity in Q2, he explained, while global uncertainties and supply chain pressures further weighed on growth. Despite these challenges, he maintained confidence in the broader growth narrative, citing improvements in key economic metrics. For instance, India’s gross capital formation has risen from 27.3% of GDP in the second decade of the 2000s to 30.8% today. Indian economy is resilient despite Q2 challenges, says CEA Nageswaran

India is poised to remain the fastest-growing major economy in 2024-25, Chief Economic Adviser V Anantha Nageswaran said in a press conference after the tabling of the <keyword id="20613906" type="General" weightage="20" keywordseo="economic-survey" source="keywords">Economic Survey</keyword> in the Parliament on Monday. The Economic Survey tabled today projected India to grow at 6.5-7.0 per cent in 2024-25. Global institutions, including <keyword id="19896779" type="General" weightage="20" keywordseo="IMF" source="keywords" meta.keywordsubtype="org" meta.entityname="IMF" meta.hostid="261" meta.entityid="IMF">IMF</keyword>, OECD, World Bank, S&amp;P, ADB, and Fitch, have projected India to grow in a range of 6.6-7.2 per cent. The International Monetary Fund (IMF), in its latest outlook, has raised India's growth projections for 2024 from 6.8 per cent earlier to 7 per cent, with the country maintaining the fastest-growing status in emerging markets and developing economies. According to official data of the Indian government, the country's GDP grew at an impressive 8.2 per cent during the financial year 2023-24. India's economy grew 7.2 per cent in 2022-23 and 8.7 per cent in 2021-22 respectively. Further, the CEA in his press conference projected that India's <keyword id="20089672" type="General" weightage="20" keywordseo="per-capita-income" source="keywords">per capita income</keyword> is expected to increase from around Rs 2 lakh in 2022-23 to Rs 14.9 lakh in 2046-47. Further, CEA said <keyword id="20751315" type="General" weightage="20" keywordseo="household-savings" source="keywords">household savings</keyword> of Indians in physical assets have been increasing over the past three financial years through 2023-24. The CEA, addressing the press conference, said household savings in physical assets rose from 8 per cent in 2020-21 to 12.9 per cent in 2022-23. "Households are not in distress, they are investing in <keyword id="20792385" type="General" weightage="20" keywordseo="financial-assets" source="keywords">financial assets</keyword> that have done very well. Financial assets of households are not marked to market so households are doing quite well in the aggregate," he said. Chief Economic Advisor V <keyword id="148840" type="General" weightage="50" keywordseo="anantha-nageswaran" source="Orion">Anantha Nageswaran</keyword> on Thursday said global uncertainty has been rising after the recent developments in the United States and governments, businesses and individuals should keep 'margins of safety' in fiscal, corporate and savings account planning. He said the global growth estimates of the International Monetary Fund (IMF) given in January look outdated and countries will have to watch what the developments in the US over the last week would do to confidence, bank lending growth and the subsequent chain effects. Two banks in America have gone belly up over the last week. Signature Bank, New York, which lent mostly to the crypto industry was shut down by the regulators on Sunday after there was a run on their deposits. Besides, the failure of Silicon Valley Bank last week left many startups, tech companies, entrepreneurs and VC funds nervous and jittery. SVB, the 16th largest bank in the United States, was closed on Friday last by the California Department of Financial Protection and Innovation which later appointed the FDIC as its receiver. Speaking at the <keyword id="6359483" type="General" weightage="50" keywordseo="crisil" source="Orion">Crisil</keyword> <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword> Outlook seminar, <keyword id="13054616" type="General" weightage="80" keywordseo="nageswaran" source="Orion">Nageswaran</keyword> said the uncertainty has been on a rising trend and has gone up a few notches in the last week and this is something which countries need to live with, not only this year but for the next year and beyond. "And the important thing to remember is that when you are facing uncertain times, the key thing to do is to make sure that we have margins of safety in our operations, whether it is for corporates or for investors. The only guidance one can think of is to allow for margins of safety, whether it is in fiscal planning, corporate planning or household balance sheet or savings account planning," he said. He said if the developments that have happened in the last week do create a necessity for the Federal Reserve to pause interest rate hikes then we have to wait and see what happens to real interest rates in the United States and what will that do to the US dollar. "And also, what implications it will have for emerging economies, which I believe will be mostly positive in one sense, that is, the pressure on their currencies will abate. On the other hand, if the Federal Reserve had to go ahead with its tightening programme, having provided a liquidity backstop and put in place some other arrangements to make depositors whole, then we have to wait and see what kind of domino effect it might create on other banking institutions and on the overall economy etc. It is a fairly difficult situation that central banks around the world, especially advanced economies, are confronting," Nageswaran said. He said at this moment, it may be somewhat difficult to quantify the net effect of these developments on countries like India. "The overall positives would be the implications it would have for global demand, for oil prices and for the US interest rates and the dollar. Those kinds of reactions will be mostly positive for us, even if there is an impact on export growth," he said. "You can see the rapidity with which things are evolving, and it is difficult to provide long-term guidance for anyone. It's important, therefore, we allow for uncertainty in our planning processes. And I think to some extent, we have tried to do it in our fiscal policy," Nageswaran said. He said India's GDP growth is expected to be 7 per cent in the current fiscal. "If we are able to get through another week with temperatures in the current ranges, I think the wheat harvest because of the early sowing will also happen ... and we may be able to get a good crop. And this will have positive chain reactions going forward, for inflation, for agricultural output, for monetary policy etc". With regard to the next fiscal, Nageswaran said the growth projection of 6.5 per cent has more downside risk than upside risk. "Of course, all of this is subject to assumptions about how the world situation, both in politics and economics, will look like. But by and large, we look at all sectors, we are well above pre-pandemic levels and private consumption as a share of GDP, if you look at three-quarters of data for the last five financial years, it has been rising," he said. He said one should not be overly optimistic talking about 8-9 per cent GDP growth in the current environment. "If you can achieve, sustain the growth of 6.5-7 per cent or even 6.4-7 per cent in the next 7-8 years until the next decade, we would have done very well". He said public sector capex has been rising in the last several years and has been going up by three times, concentrating on several sectors. Naturally, at some point, public sector capex has to take a step back and the private sector will have to carry on the good work. Public sector capex has created the physical infrastructure for better manufacturing growth and export performance in the years to come, Nageswaran said. The chief economic advisor in the finance ministry also said that the nominal GDP growth for the next fiscal has been assumed at 10.5 per cent, and though India remains optimistic, it is aware of the formidable array of challenges that confronts both developing and advanced economies. "We do require just 2-3 years of steady 10 per cent nominal GDP growth for fiscal parameters to show meaningful improvements. So while it is clear that the quality of expenditure is improving and there is still room for improvement both with respect to quality and quantitative parameters, exaggerated hand wringing may not be necessary," he said. Global uncertainty rising, need to maintain 'margins of safety': Chief Economic Advisor

Chief economic adviser <keyword id="432924" type="General" weightage="50" keywordseo="v-anantha-nageswaran" source="Orion">V Anantha Nageswaran</keyword> on Thursday said cryptocurrencies are akin to 'a world of <keyword id="6372936" type="General" weightage="100" keywordseo="caribbean" source="Orion">Caribbean</keyword> pirates' in the absence of a centralised regulatory authority and are yet to pass the test of a fiat currency. He said that the government is pursuing a 'high-wire balancing act' to ensure that the gains in growth, inflation, and rupee stability of the last four years are not frittered away. He said the recent development in Terra-Luna cryptocurrency, which witnessed a massive meltdown last month, is a 'very important cautionary tale'. "I wouldn't be very excited by them (cryptocurrency) because sometimes we may not be fully aware or comprehend the kind of forces we are unleashing ourselves. So I would be somewhat guarded in my welcome of some of these FinTech-based disruptions like Decentralised Finance (DeFI) and crypto etc," <keyword id="13054616" type="General" weightage="80" keywordseo="nageswaran" source="Orion">Nageswaran</keyword> said. He further said that unlike fiat money, cryptocurrencies cannot satisfy basic requirements such as having store value, widespread acceptability and unit of account. Nageswaran said that he agreed with RBI deputy governor T Rabi Sankar who had been saying that as of now there appeared to be a case of 'regulatory arbitrage' with regard to cryptocurrencies and decentralised finance rather than a case of true financial innovation. "The more decentralised they become and the absence of a watchdog or a centralised regulatory authority also means that there is a world of Caribbean pirates or a world of 'winners take all' in terms of being able to really, taking it all from somebody else," he noted. The government is working on a consultation paper on cryptocurrencies and is taking inputs from various stakeholders and institutions, including <keyword id="6354424" type="General" weightage="50" keywordseo="world-bank" source="Orion">World Bank</keyword> and IMF. The Reserve Bank, which is planning to launch its own central bank digital currency, has on many occasions expressed its reservation over private cryptocurrencies, citing concerns over macroeconomic stability. Speaking on the economy, Nageswaran said the government is pursuing a high-wire balancing act with respect to the four variables -- fiscal deficit, economic growth, keeping the cost of living lower for poor and low-income households, and ensuring the value of the rupee doesn't weaken so much that it becomes a source of inflation by imports. "The government is aware that the hard-earned gains of last four years in terms of macroeconomic and financial stability cannot be frittered away...," he said, adding that in many countries the intensity and magnitude of the challenge are much higher. "... we should be relatively happier, relatively comfortable that considering the challenges that many countries are facing, we are relatively better placed to deal with them but we are aware of the challenges and the responsibilities," Nageswaran said referring to OECD's global growth outlook. The Organisation for Economic Cooperation and Development (OECD) on Wednesday sharply cut India's growth forecast to 6.9 per cent in the current fiscal, from 8.1 per cent estimated earlier. This is below the 7.2 per cent growth projected by RBI. Earlier this week, the World Bank too slashed India's growth projections to 7.5 per cent, from 8.5 per cent, for this fiscal. The budget, once it is presented, is then subjected to detailed debate and discussion in both houses of Parliament, allowing members to scrutinise its provisions, raise concerns, and propose amendments. Following its presentation and approval by Parliament, the Union Budget sets in motion a series of post-budget activities aimed at implementing its provisions and achieving the outlined objectives. Like the previous few full Union budgets, the Budget 2024 will also be delivered in paperless form. An Interim Union Budget 2024 was presented on February 1, as the country was due for general elections later in the year. All the Union Budget documents, including the Annual Financial Statement (commonly known as the Budget), Demand for Grants (DG), and Finance Bill, as prescribed by the Constitution, will be available on the "Union Budget Mobile App" for hassle-free access to budget documents by Members of Parliament (MPs) and the public. IANS takes a look at the nine individuals who are the brains behind the annual exercise. <ul><li>Nirmala Sitharaman, Finance Minister</li></ul> Nirmala Sitharaman will be presenting her fourth Union <keyword id="6358021" type="General" weightage="100" keywordseo="budget" source="Orion">Budget</keyword> on February 1. She has helmed the Finance Ministry during the two tumultuous years of the Coronavirus pandemic and has piloted several economic relief packages, to help tide over the challenges posed by the pandemic. Sitharaman is now negotiating the risks to the domestic economy from the prevailing tricky global geopolitical situation as well as problems being posed by the ever-depreciating rupee. The forthcoming Budget would test her mettle, as she would have to come up with solutions to the various economic challenges being faced by the nation's economy. <ul><li>T.V. Somanathan, Finance Secretary</li></ul> The 1987-batch IAS officer from the Tamil Nadu cadre was earlier a Joint Secretary in the Ministry of Corporate Affairs and with the Prime Minister's Office (PMO) from 2015 to 2017. Under him, capital expenditure has surged and efforts are also on to boost the capex of states. Somanathan holds a doctorate in economics and is also a qualified chartered accountant (CA), cost accountant and company secretary. <ul><li>Ajay Seth, Economic Affairs Secretary</li></ul> The Karnataka cadre 1987-batch IAS officer is one of the most significant members of the Finance Minister's team, as the budget division, which collates all data, is under his watch. Seth also has the additional responsibility of co-chairing the G20 central bank and finance minister's meetings. <ul><li>Tuhin Kanta Pandey, Secretary in the Department of Investment and Public Asset Management (DIPAM)</li></ul> The Government in recent years has tempered its disinvestment targets, and even the Coronavirus pandemic has hit its plans. However, Tuhin Kanta Pandey can be credited for overseeing the Air India sale under his watch. <ul><li><keyword id="301743" type="General" weightage="80" keywordseo="sanjay-malhotra" source="Orion">Sanjay Malhotra</keyword>, Revenue Secretary</li></ul> A 1990-batch IAS officer of the Rajasthan cadre, Sanjay Malhotra was recently shifted to the revenue department from the department of financial services. He faces the arduous task of balancing revenue expectations, especially those related to GST compensation. <ul><li>Vivek <keyword id="6157" type="General" weightage="80" keywordseo="joshi" source="Orion">Joshi</keyword>, Secretary, Financial Services</li></ul> A new face in the ministry which governs the banking sector, Vivek Joshi came as a successor to Sanjay Malhotra in October last year. A 1989-batch IAS officer of the Haryana cadre, Joshi has a MA and PhD in international economics from the Geneva Graduate Institute. <ul><li>V. Anantha Nageswaran, Chief Economic Advisor</li></ul> V. Anantha Nageswaran became the Chief Economic Advisor (CEA) just days before the Budget for 2022-23 was presented. He will pilot the drafting of the economic survey for 2022-23, which will be tabled in the Parliament on January 31. Nageswaran has a PhD in finance from the University of Massachusetts Amherst and an MBA from the Indian Institute of Management (IIM), Ahmedabad. <ul><li>Nitin <keyword id="6356160" type="General" weightage="80" keywordseo="gupta" source="Orion">Gupta</keyword>, Chairman of CBDT</li></ul> Nitin Gupta is a 1986-batch Indian Revenue Service (IRS) officer, who heads the Central Board of Direct Taxes (CBDT), the administrative body of the income tax department. Gupta is currently serving as a member (investigation) in the CBDT. <ul><li>Vivek Johri, Chairman, CBIC </li></ul> Vivek Johri is the Chairman of the Central Board of Indirect Taxes &amp; Customs (CBIC) and special secretary to the Government of India.A An IRS (Customs &amp; Indirect Taxes) officer of the 1985 batch, Johri has served in a number of roles encompassing the entire gamut of indirect tax administration, especially in policy formulation. His tenure as a member (GST) saw many important changes carried out in GST law and procedure, both for easing the compliance burden on taxpayers and tighter enforcement for tackling tax evasion. He also played an active role in laying the policy foundation for rolling out GST and was instrumental in drafting the Constitution (115th Amendment) Bill, 2010 which laid the foundation for GST in India. The week-long pre-budget consultation meetings for budget 2023-24 chaired by Union <keyword id="25455" type="General" weightage="80" keywordseo="finance" source="Orion">Finance</keyword> and Corporate Affairs Minister <keyword id="129243" type="General" weightage="50" keywordseo="nirmala-sitharaman" source="Orion">Nirmala Sitharaman</keyword> concluded on Monday. The meeting was held in virtual mode between November 21 and 28. According to the Ministry of Finance, more than 110 invitees representing seven stakeholder groups participated in eight meetings scheduled during this period. The stakeholder groups include representatives and experts from the agriculture and agro-processing industry; industry, infrastructure and climate change; financial sector and capital markets; services and trade; social sector; trade unions and labour organisations and economists. The Finance Ministry statement said the representatives of the stakeholder groups made a number of suggestions for the forthcoming budget that included a mechanism for green certification to help MSMEs (Micro, Small and Medium Enterprises), an urban employment guarantee programme to boost employment generation in urban areas, rationalisation of income tax, creation of innovation clusters, schemes for improving domestic supply chains, reduction of taxes on an electric vehicle, the introduction of EV policy, measures to promote India as a hub for green hydrogen, Social Sector Entrepreneurship Fund for Social Impact Companies, Training and Accreditation of Care Economy Workers, portable social benefit for children, National Regulatory Authority for water and sanitation, coverage of unorganised workers under ESIC, the continuation of Public Capex, fiscal consolidation and lower customs duties, among others.
