Meanwhile, the Himalayan states of Uttarakhand and <keyword id="6358126" type="General" weightage="50" keywordseo="himachal-pradesh" source="Orion">Himachal Pradesh</keyword> continue their tryst with the bad weather which has left many homeless. The financial capital of the country, Mumbai, has also received heavy downpour since morning and this is expected to continue till late evening. Here is a quick update of what’s happening in these areas across the country. Uttarakhand: Yamunotri National Highway blocked The traffic on the Yamunotri National Highway has been suspended due to the continuous debris falling at five places of Uttarkashi including Dabarkot and Jhar Jhar Gad. "Efforts are on to open the highway by the National Highway Authority Barkot. Passengers are stranded at various places on the highway due to the closure of the highway," according to District Disaster ManagementoOfficer, Uttarkashi. Apart from this, the Chamiala-Budhakedar Motor road has been also closed due to excessive water and debris in Chail Gadere in Lata village in Himachal Pradesh. The District Disaster Management Officer of Tehri District, Brijesh Bhatt informed that due to the surge in the water level of Gadere, water and debris have entered 5-6 houses. Delhi: Yamuna's water level breaches danger mark again The water level of River Yamuna surges again, as it was recorded at 205.83 at 10:00 am on Thursday. Notably, the danger mark of the Yamuna is 205.33 meters. After days of receding, the Yamuna water level in the national capital once again crossed the danger mark amid incessant rains in Delhi and adjoining areas. In the NCR, the Hindon River also witnessed a rise in the water level. Visuals showed that the area near Ecotech 3 got submerged following the surged water level due to which many vehicles got stuck in the water. Himachal Pradesh: Kinnaur, Spiti valley cut off from Shimla The Kinnaur and Spiti Valley, both tribal districts, have been cut off from Shimla, the national capital, following the blockade of National Highway 5 (Hindustan-Tibet Road) due to rock falling, landslides, and sinking of road. The National Highway has been blocked at Baroni, Manglad, and Pashada near Jhakri in the Rampur Subdivision of Shimla. Alternate routes are also closed due to heavy rains and landslides. The Luhri-Aut National Highway (305) is also blocked at three places and gushing waters have entered many houses. Stranded, drivers of public transport vehicles are running out of food and trying to cross the blocked stretches on foot. Videos of people crossing the landslides on foot amid risk of stone falling and landslides have been widely circulated on the internet. Incessant rains in Mumbai; IMD forecasts heavy to very heavy showers Heavy rains lashed Mumbai and suburbs in the last 24 hours with some areas receiving extremely heavy showers, officials said on Thursday. The city witnessed incessant rainfall since Thursday morning, but there was no report of any major waterlogging in low-lying areas, they said. The India Meteorological Department's (IMD) Mumbai centre has predicted "heavy to very heavy rain" in the city on Thursday. The Brihanmumbai Municipal Corporation (BMC) declared a holiday for all government and private schools and colleges here on Thursday after the IMD issued a 'red' alert for the metropolis. Maharashtra: Traffic blocked on one arm of Mumbai-Pune Expressway The highway police on Thursday blocked the movement of vehicles on the Mumbai-bound arm of the Pune-Mumbai Expressway for two hours to remove boulders and mud on the carriageway, officials said. Due to incessant rains in the region, a landslide occurred on July 23 near the Adoshi tunnel on the busy road, said an official. The special two-hour traffic block was taken from 12 noon and 2 pm, he said. So far, the highway police have taken three such blocks to remove the debris and mud on the Mumbai-bound lane of the Expressway, he said. Telangana administration on high alert The Telangana government has put the entire state administration on high alert in view of the incessant rains that have been lashing the state during the last couple of days. Chief Secretary Santhi Kumari said that as per the directions of Chief Minister K. Chandrasekhar Rao, the flood situation in the state is being constantly monitored with the senior officials along with district collectors and superintendents of the police. (With input from wires)

Talking to after the Delhi Disaster Management Authority (DDMA) meeting with Lieutenant Governor VK Saxena on the unprecedented flood situation in the national capital, Kejriwal said, "We had a DDMA meeting. Several important decisions were taken. Schools, colleges &amp; universities will remain closed till Sunday. All government offices, except those providing essential services, will have Work from Home till Sunday. Advisory is being issued for private offices to do the same." CM said that entry of heavy vehicles, except those providing essential services have been banned. "<keyword id="71746" type="General" weightage="20" keywordseo="water-rationing" source="Orion">Water rationing</keyword> will have to be done as three Water Treatment Plants are shut and people will face water crisis for a day or two. Heavy vehicles, except those providing essential services, that enter Delhi will not be allowed. There were issues of toilets and bathrooms at relief camps. So, the camps are being shifted to schools. There are over 20,000 people in relief camps", Kejriwal told ANI. The CM further told ANI that NDRF teams are deployed and will request for more if the situation demands. "NDRF teams are deployed, if needed we will request more. Also arrangement have been made for more NDRF relief boats. We expect the water to recede by tomorrow", he said. As per NDRF inputs, a total of 12 NDRF teams have been deployed in Delhi which includes three in Central Delhi, three in North-East Delhi, two in South-East Delhi, three in East Delhi and one in Shahdara. Meanwhile, in view of the rising water level of River Yamuna, the Delhi government banned entry of Heavy Good Vehicles from the Singhu Border, Badarpur Border, Loni Border and Chilla Border. Interstate buses from Haryana, Himachal Pradesh, Chandigarh, Jammu and Kashmir, and Uttarakhand terminating at ISBT Kashmere Gate will terminate at Singhu border. Taking in account the prevailing COVID-19 scenario in the state, it has been decided to force lockdown in containment zones till December 31, according to the order issued on Sunday night. The state government has increased the number of districts from 8 to 13, where the night curfew will be imposed from 8 pm to 6 am. Kota, Jaipur, Jodhpur, Bikaner, Udaipur, Ajmer, Alwar, Bhilwara, Nagaur, Pali, Tonk, Sikara and Ganganagar are the districts where the night curfew has been imposed. Uttarakhand: CM Trivendra Singh Rawat issues new COVID-19 guidelines Uttarakhand chief minister Trivendra Singh Rawat-led government has come up with fresh guidelines with certain restrictions such as the ceiling of 100 people in marriage, religious, educational and entertainment events. The state earlier allowed up to 200 people for such events. The government has also directed inter-state travellers to register themselves on the smart city website. The government has also made the COVID-19 test mandatory for people coming from Delhi. Punjab: Night curfew from December 1 As the coronavirus cases surged in Punjab, the Chief Minister Captain Amarinder Singh has imposed night curfew in all towns and cities from 10 pm to 5 am, starting December 1. The government has also doubled the fine for people flouting COVID-19 rules effective from December 1. The fine for not wearing masks and not following social distancing norms has been hiked from ₹500 to ₹1,000. Gujarat: After Ahmedabad, night curfew in Surat, Vadodara and Rajkot The police commissioner of Ahmedabad, Sanjay Shrivastav, has decided to extend the night curfew in the city till December 11 in view of the prevailing coronavirus situation. The Gujarat government had imposed a night curfew in Ahmedabad, Surat, Vadodara and Rajkot from Saturday 9:00 pm due to a massive rise in the number of coronavirus cases. After the Diwali festivities, there has been a significant rise in the number of COVID cases in Gujarat, especially in the financial capital of the state, Ahmedabad. Many people were seen roaming the markets without adhering the standard precautions. The state authorities had earlier announced the curfew till December 7. “People must remain indoors during this period. People must not stand at public roads, streets or public places or move around on foot or in vehicles during this period," the order said. Himachal Pradesh: Night curfew from 8 pm to 6 am Himachal Pradesh is the latest state to impose night curfew from 8 pm to 6 am in 4 districts — Shimla, Kangra, Mandi and Kullu. The government has ordered schools and colleges to be closed until December 31. The government has also increased the fine for not wearing masks from ₹500 to ₹1,000. Madhya Pradesh: Night curfew in five district The Madhya Pradesh Government has also ordered night curfew in five districts due to rising COVID-19 cases. They have already come into effect in Indore, Bhopal, Gwalior, Vidisha, and Ratlam districts from Saturday and will be effective from 10:00 pm to 6:00 am every day. Maharashtra: Covid negative report mandatory to enter Maharashtra As Covid-19 cases are on the upswing in several parts of the country, Maharashtra on Monday imposed conditions for all travellers arriving in the state from Gujarat, Goa, Rajasthan and Delhi, starting from Wednesday (November 25). The state has made it compulsory for a RT-PCR negative test report for all people arriving by air, road or rail from these four states. In a notification, the state has said that for people who land here by flights, the RT-PCR test must have been done within 72 hours of their scheduled arrival at the Mumbai, Pune, Nagpur and Aurangabad airports. For those entering the state by roads, the administrations in the state's border districts will make arrangements for checking symptoms, body temperature and conducting tests before they are permitted onward travel in Maharashtra. Haryana: Khattar shuts down schools, lockdown may not be on the cards After nearly 150 students tested positive, the Haryana government ordered the closure of schools in the state until November 30. Chief Minister Manohar Lal Khattar has also appealed to people to adhere to COVID-19 safety guidelines, like wearing masks and maintaining social distancing, in the wake of rising coronavirus cases in the state. "Now, the issue comes whether we should impose another lockdown, which can be done with just one order. But we have seen earlier that markets and factories were closed and how people faced difficulty. We have seen that phase... if at this stage, we can take full precautions to help check the spread of this infection, we must do that," Khattar said. Uttar Pradesh and Uttarakhand issue fresh COVID-19 guidelines, TN extends lockdown — these are the states reimposing curfews and restrictions

New Delhi, Feb 10 () TikTok on Monday said it is working with academia and civil society to enhance engagement, and enrich and empower the short-video platform. TikTok, which is owned by Chinese firm ByteDance, said it is also harnessing the power of artificial intelligence to show relevant content to the users. "We look at best practices, work with academia and civil society. And therefore, partners on the platform are very important...start looking at the platform to understand, enrich and empower ourselves," Subi Chaturvedi, Head of TikTok for Good, said. Stating that the company has taken down six million videos that were community reported, she further said, "It doesn't just come from us, there are responsible citizens and we are holding hands (with them)". TikTok, which has 200 million users in India is extremely popular among youngsters in India. However, it has had its share of troubles in the Indian market. Last year, the Madras High Court had directed the Centre to ban TikTok app, saying it was evident from media reports that pornography and inappropriate content were made available through such mobile apps. The order was later lifted and the app was back on app stores. Later, the Indian government issued notices to TikTok (and group company, Helo) along with a set of 24 questions regarding alleged misuse of their platforms for "anti-national activities" in India. The company had responded to the notice. Chaturvedi, on Monday, cited examples of how TikTok had partnered with various educational institutes, including B-schools to deliver short-format content on its platform, and was also working with different government organisations like Uttarakhand and Kerala Police. The platform is also harnessing the power of artificial intelligence to show relevant content, she said at a panel discussion on 'Safer Internet Day'. MyGov CEO Abhishek Singh spoke of the various initiatives being undertaken by the government to ensure cybersecurity. He said almost 600 government officials have been trained on cyber security, and there is a plan for training another 1,200 officials. "For building capacities with regard to police officers for investigating cyber crimes, whether it is online fraud or online harassment all these cases, we have come up with a partnership with National Law University in Bhopal for an online PG Diploma in cyber forensics where the objective is in next two years we will be training 1,000 police officers across the country and giving them the necessary skills...," he said. Engaging closely with academia, civil society to enrich platform: TikTok

“They starved themselves but ensured that we had enough food to eat..." 
 25-year-old Gail Joyer was raised at an <keyword id="30531" type="COMPANY" weightage="80" keywordseo="Orphanage">orphanage</keyword> by an Australian man and his wife in a small Uttarakhand town called <keyword id="3082804" type="CITY" weightage="80" keywordseo="Banbasa">Banbasa</keyword>, along with several others. She came to <keyword id="3082802" type="UNKNOWN" weightage="80" keywordseo="The-Good-Shepherd-Agricultural-Mission">The Good Shepherd Agricultural Mission</keyword> (GSAM) along with her brother and sister when she was one-year-old. 
 
 
 
“My father had died and my mother could not afford to take care of us. We had nowhere to go,” she said. 
 It was then that GSAM - an NGO that was working for orphan children in Banbasa under the leadership of a man named Rev. Maxton D. Strong - took responsibility of these 3 kids. However, soon it found itself running into losses and in 2004, the founder passed away. His son-in-law <keyword id="3082803" type="UNKNOWN" weightage="80" keywordseo="Rick-Warwick-Shipway">Rick Warwick Shipway</keyword> or ‘Rick’ as he is known to most as, who was in Australia at the time sold his house, cars and business to return to India and run what he refers to as “The Mission”. 
 
“There wasn’t enough food for us at the orphanage earlier. After Uncle Rick’s return, he changed our lives. We got proper food. He also built a school where we got <a href="http://www.businessinsider.in/searchresult.cms?query=education">education</a>. His wife taught us everything – cooking, sewing, laundry,” said Gail. 
 Rick first came to India in 1976 to deliver an airplane carrying 198 pure bred Australian dairy cows for a cross-breeding program to benefit the poor. <keyword id="6403450" type="UNKNOWN" weightage="80" keywordseo="Mother-Teresa">Mother Teresa</keyword> personally assisted him in his work. During his stay here, he also visited Banbasa, a trip that changed his life forever. 
 
“I fell in love with the country, its people and The Mission”, he says. 
 
Rick raised nearly 100 <a href="http://www.businessinsider.in/searchresult.cms?query=orphans">orphans</a> like Gail at the orphanage since 2004 along with his wife’s help. She passed away in 2010 due to multiple ailments. 
 
 
The kids, however, continued to savour a good life at the orphanage. Gail moved out of Banbasa after she turned 24. She now works in Gurgaon and is also pursuing a BA course in an <a href="http://www.businessinsider.in/searchresult.cms?query=Uttarakhand+">Uttarakhand </a>college. 
 
Another girl Hope, who Rick cutely refers to as ‘Hopie’, was 7-day-old when her parents, ashamed at the birth of a girl child, planned to abandon her on the street. 
 
“I was lucky because the neighbours spotted them and advised to send me to GSAM. There was no looking back from there. They stayed with us in the same compound. We were all one big family,” she said. 
 
Even Hope has moved to <a href="http://www.businessinsider.in/searchresult.cms?query=Delhi+">Delhi </a>and works in Gurgaon. Others like them are either married or settled in England and Australia while a few have made their way out of The Mission to different parts of the country and are well settled. 
 
A close friend of Rick tells us he visits his kids in the cities often to see if they are happy. He sleeps on the floor if there is no bed in their house. As for the kids who are grown up now, Rick is their only father who they visit in Banbasa during vacations and <a href="http://www.businessinsider.in/searchresult.cms?query=Christmas+">Christmas </a>every year.

The <keyword id="19896633" type="General" weightage="20" keywordseo="CBI" source="keywords">CBI</keyword> has arrested <keyword id="22681332" type="General" weightage="20" keywordseo="V-Chalapathi-Rao" source="Orion">V Chalapathi Rao</keyword>, a proclaimed offender absconding for 20 years in a <keyword id="20058411" type="General" weightage="20" keywordseo="bank-fraud" source="keywords">bank fraud</keyword> case who was declared dead a few years ago by a <keyword id="174784" type="General" weightage="20" keywordseo="Hyderabad-court" source="Orion">Hyderabad court</keyword>. A press release from the premier investigating agency on Monday said V Chalapathi Rao avoided arrest by frequently changing his identity and locations. In May 2002, the CBI had registered a case against the accused, working then as a computer operator at SBI Chandulal Biradari Branch, Hyderabad following allegations that he cheated the bank to the tune of Rs. 50 lakh on the basis of fabricated quotations of electronic shops and fake salary certificates created in the names of his family members and close associates. The CBI filed two chargesheets on December 31, 2004. The accused has been missing since 2004. His wife, who is also an accused in the <keyword id="20091818" type="General" weightage="20" keywordseo="fraud-case" source="keywords">fraud case</keyword>, lodged a complaint with the city police. She had also moved the Civil Court to declare the absconding accused as dead, seven years after he allegedly went missing. Subsequently, an order was passed by a civil court of Hyderabad. The accused constantly changed locations, contact numbers and identity. However, the CBI relentlessly pursued leads and finally nabbed him in a village in Tamil Nadu. As per information gathered by CBI, the accused had fled to Salem and married a lady in 2007 by changing his name as M. Vineet Kumar and obtained an Aadhaar number as well. Through his second wife, the CBI got information that the PO was in touch with his son out of his first marriage. However, in 2014 he left Salem without any information and reached Bhopal where he worked as a loan recovery agent and then shifted to Rudrapur in Uttarakhand, where he worked in a school. When the team reached Rudrapur, it was found that he had fled in 2016 and shifted to an Ashram, in Verul village, Aurangabad. It was further discovered that the accused changed his name as Swamy Vidhitatmanand Teertha and also obtained an Aadhaar Card. In December 2021, he left the Ashram, where he had allegedly cheated the Ashram to the tune of Rs. 70 lakh. Subsequently, Rao moved to Bharatpur (Rajasthan) as Vidhitatmanand Teertha and stayed there till July 8, this year. He thereafter left Bharatpur and relocated to Tirunelveli to stay with one of his disciples. During this period, he changed contact numbers about 10 times and was planning to escape to Sri Lanka by sea route. Finally, he was arrested on August 4 from Narsinganallur village in Tirunelveli (Tamil Nadu) where he was hiding. He was produced before a local court which remanded him till August 16.

SBI fraud case: CBI finally arrests offender who frequently changed identity, was proclaimed dead by court

New Delhi, The <keyword id="6354936" type="General" weightage="20" keywordseo="yamuna" source="Orion">Yamuna</keyword> inched closer to the warning mark in Delhi as Haryana released more water into the river from the Hathnikund barrage amid persistent rains in the upper catchment areas. According to a flood bulletin, the water level at the Old Railway Bridge increased from 203.18 metres at 1 pm on Sunday to 203.58 metres at 10 am on Monday. The warning level is 204.5 metres. The water level is anticipated to rise to 205.5 metres between 10 am and 12 noon on Tuesday, crossing the danger mark of 205.33 metres. The irrigation and flood control department said the flow rate at the Hathnikund barrage gradually increased from 1,05,453 cusecs at 4 pm on Sunday to 2,54,806 cusecs at 10 am on Monday. Normally, the flow rate at the barrage is 352 cusecs, but heavy rainfall in the catchment areas increases the discharge. The water from the barrage takes around two to three days to reach Delhi. The Delhi government issued a flood warning on Sunday and started shifting people living close to the river banks to safer areas. Authorities have been instructed to stay vigilant and take necessary action in vulnerable areas. Quick response teams and boats have been deployed, according to the department. The Delhi government has set up 16 control rooms, including a central control room, to monitor the flood-prone areas and the water level of the Yamuna. Northwest India has seen incessant rainfall over the last three days, with many areas in Jammu and Kashmir, Uttarakhand, Himachal Pradesh, Haryana, Uttar Pradesh and Rajasthan recording "heavy to extremely heavy" precipitation. This has resulted in overflowing rivers, creeks and drains that have massively damaged infrastructure and disrupted essential services in Jammu and Kashmir, Himachal Pradesh, Uttarakhand and Punjab. Delhi witnessed its highest rainfall (153 mm) in a single day in July since 1982 in the 24-hour period ending at 8:30 am on Sunday. The city received an additional 107 mm rainfall in the subsequent 24 hours, exacerbating the situation. The heavy rain transformed roads into gushing streams, parks into watery labyrinths and marketplaces into submerged realms. In response to the torrential rain, the Delhi government announced a closure of all schools on Monday and cancelled the Sunday leave of government officials, instructing them to be in the field. The <keyword id="127625" type="General" weightage="20" keywordseo="yamuna-river" source="Orion">Yamuna river</keyword> system's catchment covers parts of Uttar Pradesh, Uttarakhand, Himachal Pradesh, Haryana, Rajasthan, Madhya Pradesh and Delhi. The low-lying areas near the river in Delhi are considered prone to flooding and are inhabited by around 37,000 people. Encroachments on the river floodplain have occurred over the years, despite the land belonging to the Delhi Development Authority (DDA), revenue department and private individuals. The river breached the danger mark twice in September last year.

According to information from the relief commissioner’s office, 17 people died due to lightning strike, 12 due to drowning, and seven due to heavy rainfall. Rainfall was witnessed in around 68 of the state’s 75 districts, according to the India Meteorological Department (IMD) data. In the last 24 hours alone, the state received 56% higher than normal or “excess” rainfall -- 13.6 mm against the normal of 8.7 mm, the weather data showed. Avoid travel in Himachal, says MET department The Meteorological Office is predicting heavy to extremely heavy rain on a third consecutive day on Monday in Himachal Pradesh. Rains had already wreaked havoc causing statewide landslides and blocking of highways and link roads and caused the deaths of eight people. The government advised people to avoid travel until it is extremely necessary. “Moderate to heavy rainfall accompanied with thunderstorms is very likely to continue in the districts of Bilaspur, Solan, Shimla, Sirmaur, Una, Hamirpur, Mandi and Kullu,” an official of the Meteorological Office here told IANS. The state government also announced that all schools and colleges will be closed on Monday and Tuesday. According to the state police, traffic in Solan district on the Chandigarh-Shimla national highway is currently running in a single lane due to slides and debris in other lanes. Water enters homes in Haryana, Punjab Many areas in Punjab and Haryana too came under the effect of heavy rains with water logging, traffic snarls and more on Sunday — after rains lashed the states for two consecutive days, Areas like Panchkula, Yamunanagar, Ambala, Karnal, Kurukshetra, Sonipat among other places in Haryana; while Fatehgarh Sahib, Mohali, Rupnagar and Patiala in Punjab received heavy showers, a Met official here said. At some places in the two states, water entered houses causing inconvenience to the people. In Ambala in Haryana, rain water also entered several shops at the wholesale cloth market. Chandigarh, the common capital of the two states, continued to receive heavy showers. It has been raining heavily in the Union Territory since Saturday. More rains have been forecast in parts of Haryana and Punjab during the day. Delhi receives highest rainfall in 41 years The capital city also came under the dark clouds. On Sunday, Delhi recorded its highest rainfall in a single day in July since 1982. Added to that, authorities cautioned over rising water levels of the Yamuna, after Haryana released more than one lakh cusecs of water into the Yamuna river from the Hathnikund barrage. "In view of the torrential rains in the last two days and keeping in mind the warnings of the meteorological department, all schools will remain closed on Monday," Kejriwal said in a tweet in Hindi. NCR is also in trouble, as rain water entered houses in Kota Colony of Gurugram. The administration however came to the rescue of the residents by providing them with food and drinking water. Torrential rains caused waterlogging at many places in Gurugram, and Kota Colony of Badshahpur was submerged in a way. The district Red Cross Society formed a special team after getting to know about the colony. Arvind Kejriwal &amp; Amit Shah swing to action The country’s home minister and Delhi’s chief minister are holding meetings and taking stock of the rain situation. Delhi Chief Minister Arvind Kejriwal will hold a meeting at the Delhi Secretariat on Monday to discuss waterlogging caused by torrential rains in the city and Yamuna's rising water levels, officials said. It will be attended by senior officials of the Irrigation and Flood Control department and the Municipal Corporation of Delhi. Union Home Minister Amit Shah on Sunday took stock of the situation in the wake of incessant rains as he spoke to the chief ministers of Punjab and Himachal Pradesh, and the lieutenant governors of Delhi and Jammu and Kashmir, sources said. The home minister assured them all central help in tackling the arising situation. The sources said Shah spoke to the chief ministers of Punjab and Himachal Pradesh and took updates about losses due to the rains.
