Retaining the suspense of approval of <keyword id="6414213" type="UNKNOWN" weightage="60" keywordseo="visas">visas</keyword>, the US Citizenship and Immigration Services (USCIS) will now conduct a lottery system to allocate H1-B visas highly popular among IT professionals from India.<br />

As per a news report in The Economic Times, USCIS said it has reached the congressionally mandated H-1B cap for fiscal year 2016, besides receiving more than the limit of 20,000 H-1B petitions filed under the US advanced degree exemption.<br />
<br />
A computer-generated process, also known as the lottery will randomly select the petitions needed to meet the caps of 65,000 visas for the general category and 20,000 for the advanced degree exemption. <br />
<br />
The agency will first randomly select petitions for 20,000 visas allocated to foreign nationals with advanced degrees from US universities.<br />
<br />
All unselected advanced degree petitions will then become part of the random selection process for the 65,000 general limit.<br />
<br /> "Before running the lottery, USCIS will complete initial intake for all filings received during the filing period, which ended April 7. Due to the high number of petitions, USCIS is not yet able to announce the date it will conduct the random selection process," the ET quoted a press statement of the <keyword id="2799987" type="UNKNOWN" weightage="60" keywordseo="usics">USICS</keyword>.<br />

However, USCIS will continue to accept and process petitions that are otherwise exempt from the cap.<br />

The assessment said Russia was not just trying to undermine confidence in the US election process when they hacked into the emails of Hillary Clinton's campaign chairman, John Podesta, and the Democratic National Committee.</p><p><span>"It is the assessment of the intelligence community that Russia's goal here was to favor one candidate over the other, to help Trump get elected" a senior US official briefed on the CIA report told <a href="https://www.washingtonpost.com/world/national-security/fbi-and-cia-give-differing-accounts-to-lawmakers-on-russias-motives-in-2016-hacks/2016/12/10/c6dfadfa-bef0-11e6-94ac-3d324840106c_story.html?utm_term=.b3fb0bd22a23">The Washington Post</a>. "That's the consensus view."</span></p><p>The FBI, however - while acknowledging that the hacking campaign originated in Russia - has been reluctant to align itself with the CIA and assign a motive to the cyberattacks. Reince Priebus, the chair of the RNC and incoming White House chief of staff, denied any hack on the committee.</span></span></p><p><span><span>The FBI has gone after Russian hackers before, The <a href="http://www.nytimes.com/2016/12/11/us/politics/cia-judgment-intelligence-russia-hacking-evidence.html?hp&amp;action=click&amp;pgtype=Homepage&amp;clickSource=story-heading&amp;module=first-column-region&amp;region=top-news&amp;WT.nav=top-news&amp;_r=0">New York Times has reported.</a> But because it is a law-enforcement agency, it is required to produce more concrete evidence of criminal wrongdoing than the CIA, which is tasked with producing intelligence analyses. </span></span></p><p><span>Even so, Democrats at last week's hearing were apparently frustrated by the FBI official's reluctance to say that the hacking campaign had been designed to hurt Clinton and boost Trump. </span></p><p><span>The bureau - which </span><span>was <a href="http://www.businessinsider.com/hillary-clinton-fbi-trump-2016-11">accused of meddling in the election</a> after informing Congress</span> weeks before the election that it was reviewing <a href="http://www.businessinsider.com/fbi-emails-clinton-weiner-laptop-2016-10">new Clinton emails</a> found on disgraced former congressman Anthony Weiner's laptop - is apparently exercising caution in drawing conclusions that could be politicized.</p><p><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Reuters</span></p><p class="caption">Russian President Vladimir Putin gestures as he arrives for a meeting with businessmen on the sidelines of the Russia-ASEAN summit in Sochi, Russia, May 20, 2016.</p></div><p></p></div></div>Republicans seemed to agree with the FBI official's assessment that the CIA lacked evidence when it told a Senate panel last week that the Russians clearly preferred Trump to Clinton - and tried to damage the Democrats' reputation accordingly. </span></p><p><span><span>"Republicans are from Mars, Democrats are from Venus," a Republican lawmaker <a href="https://www.washingtonpost.com/world/national-security/fbi-and-cia-give-differing-accounts-to-lawmakers-on-russias-motives-in-2016-hacks/2016/12/10/c6dfadfa-bef0-11e6-94ac-3d324840106c_story.html?utm_term=.b3fb0bd22a23">said during the hearing</a>, according to an aide who was present. On Monday, he <a href="http://www.businessinsider.com/trump-russian-hacking-election-conspiracy-theory-2016-12" target="_blank">suggested that if he had lost the election and blamed it</a> on a Russian imitative, he would be accused of promoting a conspiracy theory.</p><p>Russia's fingerprints were all over the cyberattacks, cybersecurity officials <a href="http://www.cbsnews.com/news/russian-fingerprints-left-behind-on-dnc-hack/">concluded</a> in the days and weeks following the breaches. But it has been difficult to prove that Moscow specifically ordered hackers to attack Podesta and the DNC. The hackers were apparently middlemen, rather than Kremlin employees.</p><p><span>It is unclear what the US government will do to retaliate against Russia. The Obama administration has been weighing various measures, </span><span>from sanctions to <a href="http://www.nytimes.com/2016/10/08/us/politics/us-formally-accuses-russia-of-stealing-dnc-emails.html">authorizing covert action against computer servers</a> in Russia, The New York Times reported. 'We're drawing very different conclusions': The FBI and the CIA can't agree on the motives of Russian hacks

<p>A teenage McDonald's worker says he was fired after posting photos of&#xa0;"disgusting" conditions at the restaurant where he works.&#xa0;</p><p>The worker, named Nick, shared photos on Twitter of a tray from the LaPlace, Louisiana store's ice cream machine that&#xa0;was caked&#xa0;in a moldy-looking substance, and the photos went viral with more than 30,000 retweets and "likes."</p><p>"I shared it because I wanted to let people know what they're consuming, and how disgusting the conditions are," Nick, who asked that his last name remain private,&#xa0;told <a href="https://www.buzzfeed.com/tanyachen/teen-fired-from-mcdonalds-for-mold-pics?utm_term=.cv3yMX4P8M#.ssXA8lqkj8">BuzzFeed News</a>.&#xa0;</p><p>A few days later he posted more photos that he said were taken inside the restaurant, which included shots of frozen McDonald's food.</p><p>Last week, Nick was fired from the restaurant, he told Buzzfeed.</p><p>"They banned me from that McDonald's," he said, adding that the restaurant's managers asked him to delete the tweets.&#xa0;</p><p>In an e-mailed statement to Business Insider, the owner of the LaPlace McDonald's said the restaurant has a long history of passing regular health department inspections.</p><p>"Our primary goal is to operate a clean and safe restaurant," the owner,&#xa0;<span>John Valluzzo,</span>&#xa0;said. "We regularly conduct in-person and online employee training sessions as well as internal inspections to ensure crew members are following safe food practices."</p><p>McDonald's China has also responded to the photos.&#xa0;</p><p data-reactid="40">The company's China division posted a statement to its website yesterday reassuring customers that its ice cream machines are clean.</p><p data-reactid="41">"We're paying attention to the information being reposted today online about US&#xa0;ice cream machines," McDonald's China said. The Obama administration has been weighing various measures, <span>from sanctions to <a href="http://www.nytimes.com/2016/10/08/us/politics/us-formally-accuses-russia-of-stealing-dnc-emails.html">authorizing covert action against computer servers </a>in Russia, the New York Times reported, but Obama has yet to sign off on anything concrete.</span></p><p><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>REUTERS/Jason Reed</span></p></div><p></p></div></div></span></p><p>When asked earlier this week about how the US should respond to reports that its e-voting systems have been targeted, Donald Trump replied that the US should retaliate aggressively and go "on the offensive."</p><p>Cyber security experts are divided over whether a more offensive posture would deter potential hackers, or if it would escalate the global cyber war further.</p><p><span>"It seems like Trump wants to have a detente strategy similar to how we have traditionally handled nuclear weapons," <span>Jason Glassberg, co-founder of cybersecurity firm Casaba Security, t0ld Business Insider. </span></span></p><p><span>"You use yours, we use ours, nobody wins, world destroyed. I don't think that will work. The hacking game is ever changing and ever morphing, and ranges from the very sophisticated, to the downright lame."</span></p><p><span>Glassberg noted that since there are no rules governing cyber warfare, the US would largely be making it up as it goes along when it comes to retaliating - and foreign governments might see it as a free-for-all when it comes to striking back.</span></p><p><span><span>"Escalation is a real risk when you start engaging the attackers, instead of focusing on <keyword id="6354810" type="ORGANIZATION" weightage="60" keywordseo="Defense">defense</keyword>," Glassberg said. "</span></span>Every time you escalate a cyber conflict, instead of trying to do the opposite, you raise the risk level for more businesses to end up as collateral damage. He noted that "c</span><span>yber is a two-edged sword," and is better for intelligence gathering than it is for actual warfare.</span></p><p><span>Still, others disagree.</span></p><p><span>Michael Borohovski, co-founder of the cybersecurity firm Tinfoil Security, said that Trump isn't wrong to </span><span>call for a more offense-minded cybersecurity policy in general. </span></p><p><span>"Cybersecurity is an offensive game - focusing only on defense essentially means you are always behind," Borohovski told Business Insider in an email.</span></p><p><span>Unlike traditional wars, according to Borohovski, "cyber battles" happen simultaneously across unlimited, constantly changing fronts. Further, one can afford to lose a few battles in a traditional war and still win the war.
