UPSC is inviting job applications for regional director, assistant professors and other roles before September 30

There are a total of 17,256 vacancies on posts for direct recruitment by various departments of the <keyword id="66" type="General" weightage="100" keywordseo="delhi" source="Orion">Delhi</keyword> government, out of which requisition has been sent to hiring agencies UPSC and DSSSB for filling up 10,980 posts, officials said on Tuesday. The departments are yet to send the requisition to the <keyword id="160182" type="General" weightage="80" keywordseo="union-public-service-commission" source="Orion">Union Public Service Commission</keyword> (UPSC) and the <keyword id="14737108" type="General" weightage="80" keywordseo="delhi-subordinates-services-selection-board" source="Orion">Delhi Subordinates Services Selection Board</keyword> (DSSSB) to fill up the remaining 6,276 vacancies in A, B and C group services, they said. The vacancies in different categories of services at various departments include 1,518(A), 8,902(B) and 6,836(C). Filling up the vacant posts is a crucial exercise for ensuring efficient discharge of functions of a department and timely delivery of public services. The services department, on the directions of Chief Secretary (Delhi) <keyword id="138827" type="General" weightage="80" keywordseo="naresh-kumar" source="Orion">Naresh Kumar</keyword>, had collected and collated data of vacant direct recruitment posts in all categories in different departments of the city government. Kumar, after taking note of the vacancies, had ordered that all departments with vacant direct recruitment posts would send requisitions within three months for filling up the posts to DSSSB/UPSC, officials said. The heads of departments will furnish a certificate to services department within three months that all the requisitions have been made to the recruitment agency, said an order issued earlier by the services department. Further, the posts which have not been filled for more than two years would be considered as "deemed abolished" whereas, the newly created posts not filled for more than three years from the date of creation would also be considered as "deemed abolished, it said. The departments will after ascertaining their requirement, take action for revival of these posts by referring the proposals to <keyword id="979765" type="General" weightage="80" keywordseo="administrative-reforms-department" source="Orion">Administrative Reforms Department</keyword> by following due process. Delhi govt departments to hire 17,256 people via direct recruitment

Traditionally, candidates who pass out of the three all-India services — IAS, IPS and IFS — were considered for such job roles. The others in running were also from 37 participating services like — railways, income tax, telecom and custom services amongst others. There are a total of 650 posts at the Director level and this move is expected to transition nearly 60% of these jobs— including 400 vacant positions to domain experts, Financial Express reported citing officials from the Department of Personnel &amp; Training. The department is mulling a process to evaluate private sector employees to fill the senior talent pool, it added. The government has been facing talent shortage in top roles. Niti Ayog, a government think tank is also considering <a href="https://www.financialexpress.com/india-news/lateral-entry-2-0-centre-mulls-importing-400-experts-from-private-sector-at-deputy-secretary-and-director-level-says-report/1604876/">hiring 54 private sector employees for “flexi-pool posts”</a> — which was earlier reserved for consultants. Recently, the Indian government inducted nine private sector employees as joint secretaries in various departments via Union Public Service Commission(UPSC). Nearly 400 government jobs likely for domain experts from the private sector

Replying to a question raised in <keyword id="48510" type="ORGANIZATION" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> regarding hiring by Indian aviation regulator Directorate General of Civil Aviation (<keyword id="6354787" type="ORGANIZATION" weightage="20" keywordseo="DGCA">DGCA</keyword>), Mahesh Sharma, Minister of State for Ministry of Civil Aviation stated that the agency has hired for 75 new positions, it had created last year. 
	 
	“The Department of Personnel and Training (DoPT) accorded approval to DGCA to directly hire the FOIs from the market instead of going through the UPSC route while Department of Expenditure approved the proposal for paying remuneration to the FOIs at par with the industry,” said Sharma. 
	 The decision was taken following <keyword id="137685" type="ORGANIZATION" weightage="20" keywordseo="FAA">FAA</keyword>’s audit in December 2013, which was a follow-up of the audit carried out in September 2013. The US auditor Federation of Aviation Administration (FAA) had pointed out that DGCA did not have adequate number of Flight Operations Inspectors (FOIs) required for checking the worthiness of an aircraft. 
	 
	Last year, the DGCA hired only 18 FOIs on full-time contract basis out of the approved 75 FOI positions. According to him, 40 positions have been created for FOIs for commercial aircraft while seven has been made for helicopters. Similarly, 17 Senior FOIs for airplanes have been appointed while three appointments have been made for helicopters. 
	 
	He further added, “The government will appoint six and one Deputy FOIs for airplanes and helicopters respectively. While only one Chief FOI will be there for both aircrafts.” 
	 
	Last year, the US auditor had raised doubts on DGCA’s performance as the industry watchdog. “The FAA had categorically pulled up DGCA for lack of adequate number of type-rated operations inspectors as we had been using the services of FOIs from the airlines themselves. This has actually compromised the quality of the inspection carried out by the regulator,” disclosed a senior official from the ministry.

The appointment of ex-IAS officer and World Bank expert <keyword id="3245163" type="UNKNOWN" weightage="100" keywordseo="Parameswaran-Iyer">Parameswaran Iyer</keyword> as secretary in the ministry of drinking water and sanitation, which pilots the <keyword id="6361202" type="UNKNOWN" weightage="100" keywordseo="Swachh-Bharat">Swachh Bharat</keyword> Mission, may be seen as unconventional but lateral entry of private-sector technocrats has for long been the norm in key government positions requiring a certain skill. 
 Iyer joins the league of experts technocrats like Mantosh Sondhi, a Bokaro Steel import who went on to become steel secretary in seventies; Lovraj who was brought from Burmah Shell and was petroleum secretary between 1981and 1983; BEST's R V Shahi who was hired as power secretary by then power minister Suresh Prabhu; economist Montek Singh Ahluwalia who was hand-picked by then PM Manmohan Singh to serve as deputy chairman of Planning Commission; economist Raghuram Rajan who is now RBI governor; chief economic adviser to government of India Arvind Subramanian who comes from Peterson Institute for International Economics; and Infosys <keyword id="44604" type="PERSON" weightage="100" keywordseo="Nandan-Nilekani">Nandan Nilekani</keyword> who piloted the Unique Identification Authority of India, to name a few. 
 
Even though lateral recruitment of private sector experts and technocrats in top secretary-level government posts, especially those demanding a given set of skills and expertise, has been upheld by the Second Administrative Reforms Commission as well as in the 7th Pay Commission report, the regular refrain form the civil services associations is that it saps the morale of IAS officers. 
 
"But, ultimately , it is up to the government and UPSC to decide who to hire...if a certain private-sector candidate is very good and has the right type of qualification and skills for that post, they have every right to recruit him," Former cabinet secretary Naresh Chandra said. However, the general feeling is that lateral recruitment should be an exception rather than the rule.The government, incidentally , is on board with this.
