UPSC will upload revised schedule for Civil Services Prelims exams on June 5

The Supreme Court Monday asked the <keyword id="6373840" type="UNKNOWN" weightage="20" keywordseo="UPSC">UPSC</keyword> to apprise it by tomorrow the "logistical arrangements" made for conducting civil services preliminary exams on October 4 in view of alarming spurt of COVID-19 cases as also floods in various parts of the country. The Union Public Service Commission (UPSC) opposed in the top Court a plea seeking postponement of the prelims amid the pandemic and the floods. In a hearing conducted through video conferencing, a bench comprising Justices A M Khanwilkar, B R Gavai and <keyword id="333383" type="PERSON" weightage="20" keywordseo="Krishna-Murari">Krishna Murari</keyword> asked the UPSC to file an affidavit by Tuesday. The bench will take up the plea for hearing on Wednesday "You file your affidavit tomorrow. Whatever logistical arrangements are there you put them in a short affidavit," the bench ordered. The UPSC counsel said the Civil Services exams were fixed on May 31 and it was impossible to defer them again. "This is an examination for the core services of the Government of India. Several candidates have already downloaded their e-admit card for the examination," the UPSC lawyer said. The bench asked the UPSC to serve the copy of its affidavit to lawyer Alakh Alok Shrivastava, the counsel for the petitioner Vasireddy Govardhana Sai Prakash and 19 other aspirants who have filed the petition for the postponement of the examination. The top court had said earlier that it would take up on September 28 a plea seeking postponement of civil services 2020 examinations in view of alarming spurt of COVID-19 pandemic and floods. It had granted the liberty to the petitioner to serve advance copy of the petition on the Standing Counsel for the UPSC as well as on the Standing Counsel for the Central Agency representing Union of India through email/online. The petitioners have sought postponement of the Civil Services Exam for two to three months, so that the flood/ incessant rains recede and the COVID-19 curve flattens. The plea submitted that the UPSC decision to conduct the exam in accordance with the impugned Revised Calendar, violates the rights of the petitioners and those similarly situated, under Article 19 (1) (g) of the Constitution to practice their chosen profession/ occupation of serving the public. According to the plea this 7-hour offline exam, will be taken by approximately six lakh aspirants at test centres in 72 cities. Conducting the aforesaid examination across India at such perilous time, is nothing else but putting lives of lakhs of young students (including Petitioners herein) at utmost risk and danger of disease and death. Also, the natural calamities like flood, incessant rain, landslides etc. are likely to directly affect the life and health of the Petitioners and many similarly situated students. Hence, the impugned Revised Calendar is utterly arbitrary, unreasonable, whimsical and patently violative of the Right to Health and Right to Life of the Petitioners herein and lakhs of similarly situated students, under Article 21, the petition stated. The plea said the Civil Services Exam, being a recruitment examination, is altogether different from an academic examination and in the event of its postponement, there would not be any question of delay or loss of any academic session. It said that due to non-availability of exam centres in their home towns, many aspirants are facing unimaginable hardship due to non-availability of or unsafe health conditions in, the PG accommodation/ hostels/ hotels etc., where they are forced to stay with their family members, once they are travelling to an outstation Examination Centre. It is pertinent to mention here that despite alarming spurt in COVID-19 pandemic, UPSC did not increase the number of Examination Centres, resulting into a situation where many candidates from rural areas will be forced to travel for around 300-400 Kilometres, in order to reach to their Examination Centres and there will be high probability of such aspirants, getting affected while using public transportation for such travel, the plea said. However, the Additional Solicitor General of India of SC said UPSC can give concessions regarding age to those candidates who are on their last attempt and/or are about to cross the age-limit. <ul><li>The students at the Institute of Chartered Accountants of India (<keyword id="6364696" type="UNKNOWN" weightage="20" keywordseo="ICAI">ICAI</keyword>), who were supposed to appear for the Chartered Accountant (CA) examination in July can now ‘opt-out’ and sit for the examination in November. </li><li>This is applicable to the students who have already submitted the online application for the exams. </li><li>Those who opt out will have to submit a declaration between June 17 to June 20, 2020. </li><li>However, these students will be required to apply afresh for the exams in November. </li></ul>The students at the Institute of Chartered Accountants of India (ICAI), who were supposed to appear for the Chartered Accountant (CA) examination in July can now ‘opt-out’ and sit for the examination in November. In that case, this attempt (July examination) will not be counted. Those who opt out will have to submit a declaration between June 17 to June 20, 2020. The institute said that the examination fee and other expenditure shall automatically be shifted to the next exam cycle in November 2020. However, these students will be required to apply afresh for the exams in November. On the other hand, the students who choose to appear in the exam in July will have to undergo mandatory thermal scanning. As per the guidelines by the government, the institute will take social distancing measures, hand sanitisation and mandatory wearing of masks. “Remaining students who will choose not to opt out and wish to appear for the exams commencing from 29th July 2020, the Institute is making all the required and necessary arrangements for smooth conduct of May 2020 examination (commencing from 29th July, 2020) across the globe including strict adherence to the precautions / measures related to COVID–19 which cover thermal scanning, hands’ sanitization, wearing of masks, maintaining social distancing at all times, following Government guidelines, etc. for the examinees / centre functionaries during the conduct of Chartered Accountant Examination,” ICAI said. ICAI offers CA students to ‘opt-out’ of the July examination — and sit for November exams instead

New Delhi, Apr 15 () The chairman and members of Union Public Service Commission (UPSC), that conducts civil services examination to select country's bureaucrats and diplomats among others, have decided to forego 30 per cent of their basic pay for one year to aid the government's fight against coronavirus, according to an official communique.The commission reviewed the harm caused to the national economy by the coronavirus pandemic in a special meeting held on Wednesday to review the current situation."Recognising the need to conserve financial resources at the national level, the chairman and members of the UPSC have decided to voluntarily forego 30 per cent of the basic pay received by them from the Commission for a period of one year, with effect from April 2020," the communique issued by the Personnel Ministry said. The Commission at present is working in its full strength, i.e. a chairman and ten members.In addition, all officers and staff members of the UPSC have volunteered one day salary to the PM Relief Fund/PM's Citizenship Assistance and Relief in Emergency Situation Fund (PM CARES Fund), it said.The UPSC said in view of the prevailing lockdown restrictions, including social distancing norms, it was decided that dates for all interviews and examinations, where candidates and advisers are required to travel from all parts of the country, will be reviewed from time to time.A decision on fresh dates for the remaining civil services-2019 personality tests, will be taken after May 3, 2020, following the second phase of the lockdown, the statement said.The dates for the Civil Services-2020 (Prelims), Engineering Services (Main) and the Geologist Services (Main) examinations had already been announced, it said."Any rescheduling in these examinations, if necessitated by the evolving situation, will be notified on the website of the UPSC," the statement said.Deferment notices have already been posted for the Combined Medical Services Examination, the Indian Economic Service and the Indian Statistical Service Examination 2020. Dates for the CAPF Exam 2020 will also be notified on the UPSC website, it said.The National Defence Academy (NDA-I) Examination has already been postponed till further intimation. A decision on the NDA-II Examination will be posted on June 10, 2020, the scheduled date for its notification, the Commission said."Any other decision of the Commission in respect of all the examinations, interviews and recruitment boards will be promptly made available on the Commission's website," it said.
