New Delhi [India], July 24 (ANI): A <keyword id="4261957" type="General" weightage="20" keywordseo="general-discussion" source="Orion">general discussion</keyword> on the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union Budget</keyword> and the budget for the Union Territory of Jammu and Kashmir for the fiscal year 2024-25 will be held in the <keyword id="19895369" type="General" weightage="100" keywordseo="Rajya-Sabha" source="keywords">Rajya Sabha</keyword> later on Wednesday. <keyword id="19956758" type="General" weightage="20" keywordseo="finance-minister" source="keywords">Finance Minister</keyword> <keyword id="19916618" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="keywords">Nirmala Sitharaman</keyword> presented both the Union Budget and the <keyword id="22525621" type="General" weightage="20" keywordseo="Jammu-and-Kashmir-Budget" source="keywords">Jammu and Kashmir Budget</keyword> in the House on July 23. The discussion is crucial as both the budgets shape the financial direction of the country and the Union Territory, respectively. The Union Budget outlines the government's revenue and expenditure plans for the upcoming fiscal year, while the budget for the Union Territory of Jammu and Kashmir is a significant event considering the developmental needs. As per the list of businesses of the Rajya Sabha, the discussion on these two budgets will be convened later in the day. The discussion over these two budgets is expected to start in the second half of the day. According to the list of business of the Rajya Sabha, the ministers that are set to lay the papers on the table are Jayant Chaudhary for the Ministry of Education; Pankaj Chaudhary for the Ministry of Finance; Nityanand Rai for the Ministry of Home Affairs; and Sukanta Majumdar for the Ministry of Education. Besides, Rajya Sabha Secretary General PC Mody will lay on the table the Public Accounts Committee reports. This includes the 124th Report on Construction of Toilets in Schools by CPSEs; the 125th Report on Rejuvenation of the Ganga (Namami Gange); the 126th Report on Avoidable Payment due to Non-Charging of Service Tax/GST from the Passengers; and the 127th Report on Action Taken by the Government on the Observations and Recommendations of the Committee contained in their 46th Report (16th Lok Sabha) on Implementation of the Public-Private Partnership Project at Chhatrpati Shivaji International Airport, Mumbai, among others. The reports were presented to the Speaker on February 23 and April 29, 2024, and to the Chairman, Rajya Sabha, on February 28 and May 13, 2024, before the dissolution of the 17th Lok Sabha. The Speaker had ordered the printing, publication and circulation of the reports. As per the business list of the Rajya Sabha, Union Minister for Parliamentary Affairs Kiren Rijiju will move the motion for election to the committee on the welfare of other backward classes. Kiren Rijiju will also move the motion for nomination to the committee on the welfare of scheduled castes and scheduled tribes. The motion for nomination to the committee on public accounts will also be moved by Union Minister Rijiju in the House today. Moreover, Kiren Rijiju will move the motion for nomination to the committee on public undertakings. Finance Minister Nirmala Sitharaman presented the Union Budget 2024-25 on Tuesday during the Monsoon Session of <keyword id="19895397" type="General" weightage="20" keywordseo="Parliament" source="keywords">Parliament</keyword>. Nirmala Sitharaman became the first finance minister to present seven consecutive budget speeches, surpassing former prime minister Morarji Desai's record of six consecutive budgets as finance minister between 1959 and 1964. In her seventh budget, Nirmala Sitharaman outlined key priorities aimed at fostering economic growth and creating ample opportunities. These included productivity and resilience in agriculture, employment, and skilling and services. The PM said the budget would help India achieve its objective of becoming the third largest economy, besides laying a strong foundation for Viksit Bharat. Union Home Minister Amit Shah on Tuesday also said the Union Budget 2024-25 is game-changing and will go down in history for coupling Bharat's economic growth with the torque of its youth power. He also lauded the government's decision to provide training and internship programmes to youth. The Union Minister of Ports, Shipping and Waterways, Sarbananda Sonowal, welcomed the Union Budget 2024 laid before Parliament on Tuesday. Calling the Union Budget 2024 a 'visionary document', Sonowal said, "The Union Budget, 2024 lays the roadmap for renewed and holistic growth towards Viksit Bharat. This visionary budget is aimed at empowering the 'Garib' (poor), 'Mahilayen' (women), 'Yuva' (youth), and Annadata' (farmers) so that the process of development reaches every citizen of the country." Assam Chief Minister Himanta Biswa Sarma said on Tuesday that Union Budget 2024 stands out for its unprecedented push towards employment generation and powering small businesses.

Rajya Sabha to hold general discussion on Union Budget, Jammu and Kashmir Budget today

The government is expected to propose amendments to the competition law after taking into consideration various suggestions of a Parliamentary panel, in the upcoming <keyword id="105431" type="General" weightage="100" keywordseo="Budget-session" source="Orion">Budget session</keyword> of <keyword id="6354721" type="General" weightage="80" keywordseo="parliament" source="Orion">Parliament</keyword>, according to a senior official. Besides, discussions are going on with respect to amendments to the <keyword id="6354456" type="General" weightage="50" keywordseo="insolvency-and-bankruptcy-code" source="Orion">Insolvency and Bankruptcy Code</keyword> (<keyword id="192838" type="General" weightage="50" keywordseo="ibc" source="Orion">IBC</keyword>) as well as the Companies Act, 2013. The official also said that the corporate affairs ministry is examining a Parliamentary panel's suggestions for having a new digital competition law. The ministry is implementing the Competition Act, IBC and the Companies Act, and amendments to these laws are expected this year. A bill to amend the competition law was introduced in Parliament on August 5 last year and was later referred to the <keyword id="403206" type="General" weightage="50" keywordseo="parliamentary-standing-committee-on-finance" source="Orion">Parliamentary Standing Committee on Finance</keyword>. The panel tabled its report on December 13 last year and the ministry will now be coming up with an amendment bill after taking into consideration various recommendations of the committee. The senior official said the bill to amend the competition law is expected in the <keyword id="6358021" type="General" weightage="70" keywordseo="budget" source="Orion">Budget</keyword> session of Parliament. The introduction of a 'Settlement and Commitment framework to reduce litigations' and incentivising parties in an ongoing cartel investigation in terms of lesser penalty to disclose information regarding other cartels were among the proposals in the bill that was introduced in August last year. In its report, the Parliamentary panel recommended various changes to the bill to amend the competition law, including bringing cartels under the scope of settlements as a "pragmatic recourse". The Budget session of Parliament will commence on January 31 with President <keyword id="2848422" type="General" weightage="50" keywordseo="droupadi-murmu" source="Orion">Droupadi Murmu</keyword>'s address to the joint sitting of <keyword id="6355187" type="General" weightage="50" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword> and <keyword id="48510" type="General" weightage="50" keywordseo="rajya-sabha" source="Orion">Rajya Sabha</keyword>. In another report on 'Anti-Competitive Practices by Big Tech Companies', the Parliamentary panel, on December 22, proposed a new digital competition law, ex-ante regulations and the creation of a category of systemically important digital intermediaries to curb anti-competitive practices in the digital market. Amendments to competition law likely in Budget session

However, the chase to the halfway mark in the upper house of Indian Parliament may be cut short by the National Democratic Alliance's (NDA) splendid victory projected by all exit polls in both Maharashtra and Haryana. The average of all exit polls in Maharashtra have estimated 218 seats for BJP and its allies including Shiv Sena, and 57 seats for Congress and its allies including Nationalist Congress Party (NCP). The Narendra Modi government has been vying for a majority in the Rajya Sabha since it came to power in 2014. Maharashtra and Haryana exit polls signal win for BJP-- and that means more seats in the Rajya Sabha where Modi is still short of absolute majority

Sources said Congress' Bihar in-charge <keyword id="1173429" type="LOCATION" weightage="20" keywordseo="Shakti-Singh-Gohil">Shakti Singh Gohil</keyword> has called the party's Bihar unit president Madan Mohan Jha and legislative party leader Sadanand Singh to Delhi. The Congress is already upset with the <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) after losing RLSP as the RJD is not conceding more seats to allies. According to sources, RJD is only offering 58 seats to Congress while the party wants 70. In 2015 elections, the Congress contested on 41 seats and won 27, while RJD contested from 101 seats and won 80. With just two days left for the notifications for the first phase of assembly elections on 74 assembly seats in Bihar, the RJD on Tuesday had urged the Congress to decide on the seat sharing formula within 24 hours keeping aside "all the differences". BJP has announced that the party’s spokesperson Sudhanshu Trivedi and former Lok Sabha MP Satish Dubey will contest for these two Rajya Sabha MP posts from Uttar Pradesh and Bihar respectively. The Army has conducted over 200 recruitment camps across the country, in the last three years. In 2019, 13 recruitment camps have been set up as of date and 80 are in the pipeline. “Recruitment in the army is a continuous process and vacancies are filled without compromising the quality of training,” <a href="http://pib.nic.in/PressReleseDetail.aspx?PRID=1575742">Rajnath Singh said</a>. To fill these posts and attract the right kind of candidates, the Defence ministry has also been spending on publicity to inspire youth to join the forces. In 2016-17, the ministry spent ₹37.887 million for publicity, whereas in 2017-18 is dipped down to ₹19.947 million. The publicity expenditure for 2018-19 was ₹21.619 million.

Agrawal was talking about demonetisation, when he joked about the level of secrecy maintained before the demonetisation rolled out. 
 
"There are those who say the Prime Minister did not take even Arun Jaitley into his confidence. If Arun ji had known, he would have hinted it to me, since he knows me," Agrawal said. 
 
Initially, both PM Modi and finance minister looked taken aback, for a moment but then burst out laughing. 
 
Agrawal, made everyone laugh in the stressful atmosphere, when he assured PM Modi of his safety in the state, no doubt when he makes his way there to campaign in the upcoming state elections. 
 
"Don't worry for your safety, at least in Uttar Pradesh," he said. 
 Agrawal was referring to an emotional, slightly melodramatic comment PM Modi made in the <keyword id="6355187" type="ORGANIZATION" weightage="20" keywordseo="Lok-Sabha">Lok Sabha</keyword> recently. The PM had said that forces opposed to his crackdown on corruption "may not let me live".

With the 2019 Lok Sabha Elections fast approaching, the media is abuzz with elections and polling related topics. But there is a lot of misinformation about how NRIs can vote in the forthcoming elections. A few months back, the Lok Sabha passed a bill that allowed proxy voting by NRIs. The measure followed the concerns that NRIs also need the proxy voting facility to cast their votes in the same way the service personnel make use of this arrangement. The Ministry of External Affairs has estimated that over 3.10 crores of NRIs are living across different countries in the world. The Lok Sabha felt it was necessary to respect the contributions of these NRIs who are doing well in different parts of the globe and give them voting rights in India. While framing the rules that will allow the NRIs to vote through a proxy, the government said it will also ensure that the system is not misused by anyone. The EC cautions about fake news On its official website, the Election Commission has issued a warning not to believe the fake news being circulated in the media that the NRIs holding a valid Indian passport can vote online in the 2019 Lok Sabha Elections. It has confirmed that there is no online voting facility given to any category of voter as per the present state of things. How an NRI can vote? At present, there are two remote voting facilities available in India namely postal ballot and proxy voting. Postal ballot lets the voter vote via post. This facility is available to the armed forces personnel, electors facing preventive detention and those people on election duty. The proxy voting facility is at present made available for the armed personnel, police personnel and the government officials who are posted outside of India. This arrangement lets the concerned individual authorize another person living in his or her area to cast a vote on their behalf. The bill that wished to extend the proxy voting to NRIs was passed in the Lok Sabha, but could not get approved in the Rajya Sabha and hence got lapsed. Since India does not support online voting and hence the proxy voting bill could not come through successfully, the only way an NRI can vote during the upcoming elections is to personally visit the polling booth and exercise his or her franchise. Registering of overseas voters NRIs can vote in their hometown by visiting the polling booth personally on the date of polling after registering as an overseas voter. The form is available online at <a href="http://ecisveep.nic.in/voters/overseas-voters/">http://ecisveep.nic.in/voters/overseas-voters/</a>. Alternatively, it can also be collected from any nearest Indian mission. The duly filled in form with the supporting documents asked can be supported to the Electoral Registration Officer in the respective constituency either in person or via post. Once the details are verified, the ECI will approve the candidate as an overseas voter. This candidate needs to get an EPIC card upon returning to India by re-registering as a general voter.

"Hon'ble President of India, on the recommendation of the Government of India, has approved the proposal for summoning of both the Houses of Parliament for the Budget Session, 2024 from 22nd July 2024 to 12 August 2024 (Subject to exigencies of Parliamentary Business). Union Budget, 2024-25 will be presented in Lok Sabha on 23 July 2024," he posted on X. President Droupadi Murmu addressed the joint sitting of two Houses on June 27 and both Lok Sabha and Rajya Sabha adopted a motion of thanks on the President's address. BJP-led National Democratic Alliance returned to power for the third successive term in the general elections.
