New Delhi, Feb 10 () Taking note of delays in registration of vehicles in some states due to inspection of the model despite valid documents, the Centre on Monday asked the states and UTs to register automobiles as per the rules under the Motor Vehicle Act. The Union Road Transport and Highways Ministry has issued an advisory to the states and the Union Territories in this regard. "The Ministry of Road Transport &amp; Highways has issued an advisory to all State / Union Territory (UT) Administrations to implement the system of vehicle registration as per Rules notified under the Central Motor Vehicle Act 1988," the ministry said. The ministry in its advisory stated that it has come to its notice that in some states vehicles are not being registered in spite of vehicles having Valid Type Approval (Road Worthiness, Certificate from authorised testing agencies) and that each model of the vehicle is subjected to physical inspection by the State Transport Department before the registration. "VAHAN system provides a mechanism for the inventory of vehicles being uploaded by the vehicle manufacturers against valid type approval certificates. "Unless and until there are reasons for disputing the specifications of vehicles supplied, the pre-inspection of a model of vehicle, already type approved should not be resorted to as it leads to unnecessary delay and harassment. Transport departments of States and UTs are requested to implement the system of registration of vehicles based on production of type approval certificate and Form 22," the ministry stated. The statement said all authorised testing agencies carry out testing of prototype of the model and provide the type approval certificate. Form 22 is a quality certificate for compliance with pollution standards, safety standards of components and road worthiness. NAM MRMR

<ul><li>Union Road Transport and Highways Ministry has found safety system flaws in batteries of <keyword id="929646" type="General" weightage="20" keywordseo="electric-two-wheelers" source="Orion">electric two-wheelers</keyword>.</li><li>The probe revealed that low-grade materials were used to cut the costs.</li><li>Now, a new BIS standard called ‘IS 17855: 2022’ has been designed for battery packs of electrically-propelled road vehicles.</li></ul>As fires in electric vehicles (EVs) continue unabated in the country, an expert committee set up by the Union Road Transport and Highways Ministry has found safety system flaws in batteries of electric two-wheelers. The electric two-wheeler manufacturers took shortcuts in order to bump up the production and meet the growing demand rather than looking into ensuring safety for the riders. The expert panel, which has already shared safety recommendations with the EV manufacturers to fix bigger issues, is set to make its findings public anytime soon, according to sources. The development was first reported by The Economic Times. Union Road Transport and Highways Minister Nitin Gadkari in April had warned EV makers that if any company is found negligent in their processes, "a heavy penalty will be imposed and a recall of all defective vehicles will also be ordered". "We have constituted an Expert Committee to inquire into these incidents and make recommendations on remedial steps. Based on the reports, we will issue necessary orders on the defaulting companies," he had said. The expert committee has found that the EV manufacturers offered no mechanism to identify overheating of cells and isolate failed battery cells. The Defence Research and Development Organisation (DRDO), which was earlier tasked with investigating electric two-wheeler fire incidents by the Road Transport and Highways Ministry, also found serious defects in the EV two-wheeler batteries. These defects occurred because the electric two-wheeler manufacturers like Okinawa Autotech, Pure EV, Jitendra Electric Vehicles, Ola Electric and Boom Motors may have used "lower-grade materials to cut costs", the DRDO probe had revealed. The Bureau of Indian Standards (BIS) has now issued new performance standards for lithium-ion batteries to safeguard the consumers amid the rising EV fire episodes in the country. The BIS, which comes under the Union Consumer Affairs Ministry, published the "performance standards for electronic vehicle batteries" in a bid to keep a strict control over the manufacturing of EV batteries. The new BIS standard called "IS 17855: 2022" has been designed for lithium-ion traction battery packs and systems of electrically-propelled road vehicles. Lack of basic safety systems behind electric two-wheelers fires, says government probe panel

New Delhi, Mar 18 () To restrict travel by people through public transport, the Centre on Wednesday asked states to consider refund of fare to passengers for advance bookings done by them. The states and UTs have been requested to minimise transport numbers among the people, and also if it is not unavoidable, refund of fare may be considered against advance bookings, the Road Transport and Highways Ministry said in a release. "Union Ministry of Road Transport &amp; Highways has urged all the States and Union Territories to take necessary steps for containing novel coronavirus - COVID 19 in the means of public transport," the release said. In a letter to the Principal Secretaries and Secretaries in charge of Transport, and Transport Commissioners of all States/UTs, the Union ministry has highlighted the importance of social distancing for controlling this disease, it added. Consider refund of fare for advance booking to curb travel: Centre to states

The <keyword id="499463" type="General" weightage="20" keywordseo="Union-Ministry-of-Road-Transport-and-Highways" source="Orion">Union Ministry of Road Transport and Highways</keyword> (<keyword id="375113" type="General" weightage="20" keywordseo="morth" source="Orion">MoRTH</keyword>) is all set to roll out a new ₹7,270 crore <keyword id="12179033" type="General" weightage="20" keywordseo="State-Support-Programme" source="Orion">State Support Programme</keyword> for Strengthening <keyword id="87280" type="General" weightage="20" keywordseo="Road-Safety" source="Orion">Road Safety</keyword> to help realise the vision of 'Zero road fatalities on Indian roads.' The centrally-sponsored six-year programme will be implemented in 14 states that are now contributing to 85 per cent of the total road fatalities in the country. While MoRTH will lend a budgetary support of Rs 3,635 crore, an amount of Rs 1,818 crore will be secured as loan each from the World Bank and the <keyword id="50190" type="General" weightage="20" keywordseo="Asian-Development-Bank" source="Orion">Asian Development Bank</keyword>. Of the total cost, Rs 6,725 crore will be disbursed to the 14 states based on their performance while MoRTH will use Rs 545 crore for capacity building activities. The scheme will incentivise state governments to drive road safety interventions at the grassroots level with the main objective of curbing road accidents and achieving a reduction in fatalities, the MoRTH said in a concept note circulated to the target states. The target states under the scheme are Uttar Pradesh, Maharashtra, Madhya Pradesh, Karnataka, Rajasthan, Tamil Nadu, Andhra Pradesh, Gujarat, Bihar, Telangana, West Bengal, Odisha, Haryana and Assam. "This is an output and outcome-driven scheme wherein the performance of the states will be assessed on 11 mandatory and three elective indicators (road safety interventions). The grants will be distributed to the states based on the Key Performance Indicators," top official sources told PTI. The preliminary project report prepared by MoRTH says the Motor Vehicle Amendment Act (2019) was brought in as an important intervention to achieve the fatality reduction target. "To leverage the strengthened law, it is necessary to have focused interventions in the related areas of road safety like road engineering, enforcement, road safety advocacy and media campaigns and efficient emergency response systems. The states need to be supported to act on result-oriented strategies. Hence the new scheme," the sources said. India reported about 1.51 lakh road deaths in 4.49 lakh accidents in the year 2019. Of the total deaths, the 14 identified states accounted for 1,27,379. The number of fatalities remained consistent over the last five years. In 2020, 1.32 lakh road deaths were recorded across the country, with the Covid-19-induced lockdown resulting in the reduction in number. The new scheme targets to reduce the fatality rate by 30 per cent by March 2027. Cyclists, two and three-wheeler riders and pedestrians have been identified as 'vulnerable road users' who comprised about 54 per cent of road traffic deaths in India. Under the new scheme, performance-based indicators have been proposed with the aim of reducing the impact of road accidents on these vulnerable users. An Integrated Road Accident Database (IRAD) will be rolled out in all states by 2022-23 and applied for identifying and rectifying all black spots on state highways and major district roads. Road safety audit will be made mandatory on state highways and urban roads by the end of the scheme period. From 2022-23, MoRTH will launch a 'Challenge Round' every year to provide incentives to states on additional road safety interventions and also to promote competition among states. "The grant of Rs 7,270 crore will only meet partial fund requirement for the scheme. States are expected to make their own budgetary allocations and also implement projects in Public-Private Partnership mode," MoRTH told the states. Independent Verification Agencies will scrutinise the states' achievements, based on which the Central grant will be released. Some of the other major interventions mooted under the scheme are: Installation of speed management devices on urban roads in cities with a population of over four lakh, state highways and national highways for increased enforcement, a unique number for reporting accidents, development of dedicated lanes for two-wheelers on state highways and urban roads and identification of priority corridors. State Education Boards will be required to introduce a chapter on road safety for classes 6-9 in 2022-23 and up to class-12 the next year on. Deployment of Advance Traffic Management System, campaigns on vehicle safety and driver training, establishment of a Command and Control (Data) Centre for ambulances, establishment of automated vehicle fitness centres are some of the other initiatives planned under the scheme. Union Ministry of Road Transport and Highways to roll out ₹7,270 crore support programme for 14 states

New Delhi, Feb 1 () To augment infrastructure, an accelerated highways development programme will be taken up that includes 9,000 kms of economic corridor and 2,500 kms of access-controlled highways, Finance Minister Nirmala Sitharaman said on Saturday.
 Besides, 2,000 kms each of coastal roads and strategic highways will be constructed, the finance minister said while presenting the Union Budget 2020-21 in Parliament.
 "Accelerated development of highways to be undertaken. This will involve construction of 2,500 kms of access-controlled highways, 9,000 kms of economic corridors, 2,000 kms of coastal roads, and 2,000 kms of strategic highways," she said.
 Sitharaman said the Delhi-Mumbai expressway will be completed in three years, in addition to two more express highway projects.
 Work will also start on the Chennai project, she said.
 Terming a sound highways network essential to propel the economy, the Economic Survey on Friday had said the highways sector needs Rs 19.63 lakh crore investment by 2024-25.
 Total investment in the roads and highway sector has gone up more than three times in the five-year period of 2014-15 to 2018-19, the Survey had said.
 Of about 59.64 lakh kms of roads in India, total length of National Highways was 1.32 lakh kms as on March 1, 2019.
 "The pace at which roads have been constructed has grown significantly from 17 km per day in 2015-16 to 29.7 km per day in 2018-19," it said.
 Road transport is the dominant mode of transportation in terms of its contribution to Gross Value Added (GVA) and traffic share.
 The share of transport sector in the GVA for 2017-18 was about 4.77 per cent, of which the share of road transport is the largest at 3.06 per cent, followed by railways (0.75 per cent), air transport (0.15 per cent) and water transport (0.06 per cent). NAM ABM

Auto dealers should also open vehicle scrapping facilities: Nitin Gadkari

New Delhi, Dec 5 () Union Minister Nitin Gadkari expressed regret in the Lok Sabha on Thursday over hurdles like land acquisition and environment clearance faced by various road projects, saying the country must have a positive approach towards development.
Gadkari also asked all MPs to remain aware about road projects in their respective constituencies and help in resolving problems coming on the way of constructing roads and bridges.
"Everyone says 'stop the work'. No one says 'do the work'. The country has to have a positive approach and attitude towards development projects," he said during the Question Hour.
Describing the process of acquiring land and environment clearance as the major hurdles, the Union road transport and highways minister said environment and development have to go together.
"I am pro-environment. But environment and development have to go side by side," he said.
The minister said the government of India had approved Bharatmala Pariyojana Phase-I in October 2017 with an aggregate length of about 34,800 km (including 10,000 km residual NHDP stretches) at an estimated outlay of Rs 5,35,000 crore for development of various road projects.
The projects include about 9,000 km of economic corridors, about 6,000 km of inter-corridor and feeder roads, about 5,000 km of national corridors efficiency improvements, about 2,000 km of border and international connectivity roads, about 2,000 km of coastal and port connectivity roads, and about 800 km of expressways.
Gadkari said development of highway stretches is taken up post finalisation of alignment, cost estimates, land acquisition requirement etc., based on outcome of DPR/ feasibility study, project viability, inter-se-priority and availability of funds. ACB IJT

New Delhi, Feb 19 () Union Minister Nitin Gadkari who is representing India in a global road safety event in Sweden will hold bilateral dialogue with his Swedish counterpart for infrastructure Tomas Eneroth, the government said on Wednesday. The Road Transport and Highways Minister is in Sweden to represent India at the "3rd High Level Global Conference on Road Safety for Achieving Global Goals 2030" being held in Stockholm from February 19-20. During his stay in Stockholm, Gadkari will have bilateral dialogue with his Swedish counterpart for infrastructure Tomas Eneroth, Minister for Foreign Trade Anna Hallberg, Minister for Business, Industry &amp; Innovation Ibrahim Baylan and also with the British Minister for Road Safety Baroness Vere. Gadkari will also hold talks with the World Bank Vice President (South Asia) Hart Schafer, the Ministry of Road Transport and Highways said. Also on Gadkari's itinerary will be a Sweden-India Transportation Safety and Innovation Partnership meeting to be attended by a number of CEOs. Gadkari to hold bilateral dialogue with Swedish counterpart at global road-safety meet

New Delhi, Dec 12 () Union Road Transport and Highways Minister Nitin Gadkari said on Thursday road engineering is one of the key factors for a large number of accidents in the country.
Gadkari said his ministry is getting around Rs 14,000 crore to fix problems in the "black spots" of highways where repeated accidents take place.
"Drivers and vehicles are not alone responsible for the large number of accidents which take place in the country every year. Road engineering is also responsible for many accidents," he said during Question Hour in the Lok Sabha.
Gadkari said the ministry had taken up detailed review of the national highway network to develop road connectivity to border areas, development of coastal roads including road connectivity for non-major ports, improvement in the efficiency of national corridors.
The minister said development of economic corridors, inter-corridors and feeder routes along with integration with Sagarmala and others, under the 'Bharatmala Pariyojana' have been reviewed.
Under this proposal, the ministry has identified stretches for development of about 26,200 km length of economic corridors, 8,000 km of inter-corridors, 7,500 km of feeder routes, 5,300 km border and international connectivity roads, 4,100 km coastal and port connectivity roads, 1,900 km expressways, Gadkari said. Road engineering one of the key factors for large number of accidents in country: Gadkari

Trade bodies of <keyword id="2981720" type="COMPANY" weightage="20" keywordseo="Telangana-State-Road-Transport-Corporation">Telangana State Road Transport Corporation</keyword> (TSRTC) will challenge the state government's decision to sack about 48,000 agitating employees, as and when they are served with dismissal or suspension notices, a union leader said here on Monday. <keyword id="68884" type="LOCATION" weightage="20" keywordseo="Telangana">Telangana</keyword> Mazdoor Union president E Ashwathama Reddy, however, clarified that the agitating workers have not received any dismissal or suspension notice from the government or the management of RTC. ".. There are laws in this country. We have been appointed as per rules. They cannot remove us just like that," Reddy told PTI. "There are courts. We will approach courts if necessary," he said. His statement comes a day after the state government declared the indefinite strike as "illegal" and rejected their demands for a merger with it. Chief Minister K Chandrasekhar Rao had on Sunday said employees who did not join duty before the deadline (6 pm on Saturday) set by the government would not be taken back. "As it is there are less than 1,200 employees in the RTC," he had said indicating that those who have not reported for duty before the deadline, would be losing their jobs. Different employees' and workers' unions of the TSRTC began an indefinite strike on Friday midnight across Telangana on a call given by the Joint Action Committee (JAC) of the corporation, demanding merger of the RTC with the government and recruitment to various posts, among other things. The stir by nearly 50,000 staff entered the third day on Monday with TSRTC buses staying off the roads hampering travel plans of thousands of people during the festive season. The chief minister had directed concerned officials to hire 2,500 private buses to make up for the shortfall of public transport. He also ordered that normal RTC operations be restored in 15 days. New employees should be hired soon and they should give an undertaking that they would not join any trade unions, he added. The Telangana High Court had directed the state government to file a report on October 10 about the arrangements made. It also ordered to serve notices on two RTC unions.

Telangana transport authority fires 48,000 workers without any suspension notice

An association of owners and drivers of taxis and autos protested at Azad Maidan in South Mumbai, demanding inquiry and action against cab aggregator companies like Uber and Ola. 
 As per the newly-formed "<keyword id="3434885" type="UNKNOWN" weightage="100" keywordseo="Jai-Bhagwan-Taxi-Rickshaw-Sanghatana">Jai Bhagwan Taxi Rickshaw Sanghatana</keyword>," the transport charge of Rs 6 per km which is being offered by these aggregators is not fair since the rate is fixed at Rs 8 per km. 
 
The association also alleged that the government has joined hands with these service providers, conspiring to wipe off taxis and rickshaws from Mumbai roads. 
 Association president <keyword id="3434894" type="UNKNOWN" weightage="100" keywordseo="Bala-Sanap">Bala Sanap</keyword> threatened that he would take taxis off roads from July 26 in case the government fails to order an inquiry against these aggregators. 
 
However, the Mumbai Taximen's Union, which is one of Mumbai’s largest unions, did not participate in the protest.

Alarmed at the unabated EV fire incidents, the Centre has now sent show cause notices to EV manufacturers like <keyword id="4393078" type="General" weightage="100" keywordseo="ola-electric" source="Orion">Ola Electric</keyword>, <keyword id="6077703" type="General" weightage="80" keywordseo="okinawa-autotech" source="Orion">Okinawa Autotech</keyword> and <keyword id="7583348" type="General" weightage="80" keywordseo="pure-ev" source="Orion">Pure EV</keyword>, among others, warning them why a penal action should not be taken against them for delivering faulty electric two-wheelers to the public. Reliable sources said that the EV makers have been given time till July end to respond in detail to the notices. Once the responses are in, the government will decide which penal action is to be taken, if any, against the EV makers at fault. Last month, the <keyword id="2619929" type="General" weightage="50" keywordseo="central-consumer-protection-authority" source="Orion">Central Consumer Protection Authority</keyword> (CCPA), which comes under the Union Consumer Affairs Ministry, sent notices to Pure EV and <keyword id="12512499" type="General" weightage="80" keywordseo="boom-motors" source="Orion">Boom Motors</keyword> after their e-scooters exploded in April. The Ministry of <keyword id="61316" type="General" weightage="80" keywordseo="road-transport" source="Orion">Road Transport</keyword> and Highways is also awaiting responses from EV makers on show cause notices sent to them. The preliminary findings from the government-constituted probe committee on EV fires also identified issues with battery cells or design in nearly all of the electric two-wheeler fire incidents in the country. The experts found defects in battery cells as well as battery design in nearly all EV fires. The Defence Research and Development Organisation (<keyword id="6355142" type="General" weightage="80" keywordseo="drdo" source="Orion">DRDO</keyword>), which was earlier tasked with investigating electric two-wheeler fire incidents by the Road Transport and Highways Ministry, also found serious defects in the EV two-wheeler batteries. These defects occurred because the electric two-wheeler manufacturers like Okinawa Autotech, Pure EV, Jitendra Electric Vehicles, Ola Electric and Boom Motors may have used "lower-grade materials to cut costs", the DRDO probe had revealed. The <keyword id="59330" type="General" weightage="50" keywordseo="bureau-of-indian-standards" source="Orion">Bureau of Indian Standards</keyword> (BIS) has now issued new performance standards for lithium-ion batteries to safeguard the consumers amid the rising EV fire episodes in the country. Union Minister for Road Transport Nitin Gadkari has already warned EV makers of strict action if they are found negligent. "If any company is found negligent in their processes, a heavy penalty will be imposed and a recall of all defective vehicles will also be ordered," he had tweeted.
