The <keyword id="6356311" type="General" weightage="50" keywordseo="world-health-organisation" source="Orion">World Health Organisation</keyword> has called for increased access to quality diabetes education for healthcare workers and people living with diabetes as part of efforts to achieve access for all to quality, affordable diabetes care, on the occasion of World Diabetes Day. According to Dr Poonam <keyword id="811088" type="General" weightage="80" keywordseo="khetrapal" source="Orion">Khetrapal</keyword> Singh, WHO Regional Director for South-East Asia, around 422 million people have diabetes, and 1.5 million deaths are directly attributed to diabetes every year around the world. "In the WHO South-East Asia Region, more than 96 million people are estimated to have diabetes, and another 96 million to be pre-diabetic, causing at least 600 000 deaths annually. By 2045, unless urgent action is taken, the prevalence of diabetes in the Region is expected to increase by 68 per cent," Dr Poonam Khetrapal said. She highlighted the seriousness of Diabetes and said that if detected late, or improperly managed, can lead to serious and life-threatening damage to the heart, blood vessels, eyes, kidneys and nerves. She also laid down the methods to reduce the risk of type 2 diabetes. "The risk of type 2 diabetes can be reduced through regular and adequate physical activity, healthy eating, and avoiding tobacco and the harmful use of alcohol. If developed, type 2 diabetes can be managed through medication, control of blood pressure and lipids, and adherence to a healthy lifestyle. Type 1 diabetes, which affects more than 250 000 children and adolescents in the Region, cannot currently be prevented but can be managed. For people living with both types of diabetes, access to affordable treatment - including insulin - is critical to their survival," <keyword id="15514594" type="General" weightage="80" keywordseo="dr-khetrapal" source="Orion">Dr Khetrapal</keyword> said. According to Dr Khetrapal, the region continues to take targeted action to address diabetes, in line with its Flagship Priorities on preventing and controlling noncommunicable diseases (NCDs) and achieving universal health coverage (<keyword id="57852" type="General" weightage="50" keywordseo="uhc" source="Orion">UHC</keyword>), as well as its recently adopted Implementation <keyword id="53329" type="General" weightage="50" keywordseo="roadmap" source="Orion">Roadmap</keyword> on NCD prevention and control 2022-2030. "Almost all countries now have in place standardized treatment guidelines for diabetes and must provide at least one hypoglycemic drug at the primary health care (PHC) level. Across the Region, the WHO HEARTS-D technical package is supporting PHC personnel to diagnose, treat and manage diabetes, accelerating Region-wide efforts to reorient health systems - including NCD care - to the PHC level," she said. According to Dr Khetrapal, in 2021, amid the COVID-19 response, WHO supported the delivery of insulin donations to Bhutan, Maldives, Nepal, Sri Lanka and Timor-Leste, alongside 45 other low- and middle-income countries globally. "The Region is currently on track to achieve a 30 per cent relative reduction in tobacco use prevalence between 2010 and 2025, and last year launched a Regional Roadmap on implementing the Global Action Plan on Physical Activity 2018-2030. The Roadmap will help Member States achieve a 15 per cent relative reduction in the prevalence of insufficient physical activity by 2030, which will, in turn, help them to reduce expected increases in new diabetes cases," she said. Dr Khetrapal said that it is calling for action in several key areas including the setting up of time-bound targets to address gaps in service coverage. "First, policymakers should set time-bound targets to address gaps in service coverage, with a focus on equity and leaving no one behind. Second, high-impact, cost-effective and context-appropriate interventions must continue to be identified and implemented. For this, the Global Diabetes Compact, launched in April 2021, calls for targeted efforts to enhance community empowerment and increase private sector engagement," Dr Khetrapal said. "Third, policymakers should continue to strengthen PHC service delivery, ensuring that diabetes screening and care are available, accessible, acceptable, and of adequate quality, without discrimination, accelerating momentum from the 2016 Colombo Declaration," Dr Khetrapal said. The official added that the countries must continue to promote access to essential medicines and priority devices, including insulin, in national benefit packages - a key focus of the Region's Flagship Priority on UHC. It only took 10 days.The 645,000-square-foot makeshift medical facility, which took in its first patients on Monday, is made up of two floors and is already equipped with <a href="https://www.businessinsider.com/wuhan-coronavirus-inside-new-hospital-panic-built-contain-outbreak-2020-2?r=US&amp;IR=T#construction-on-the-makeshift-huoshenshan-hospital-started-on-january-23-1">1,000 beds, several isolation wards, and 30 intensive care units. </a>Pictures of the construction <a href="https://www.businessinsider.com/china-rapid-progress-panic-building-a-hospital-in-6-days-2020-1?r=US&amp;IR=T">first emerged on January 23 on social media</a>, showing dozens of bulldozers and excavators rushing to level the ground.In the days that followed, <a href="https://www.businessinsider.com/video-emergency-hospital-in-wuhan-appears-close-to-completion-2020-1?r=US&amp;IR=T">an online live stream was set up for people to follow the construction progress.</a><h2>But how did China manage to construct a hospital in just 10 days?</h2>Using prefabricated units is the key to constructing a building at such a fast speed, according to David Hartley, <a href="https://www.mtxcontracts.co.uk/about-us/meet-the-team/">managing director of engineering company NTX</a>, which also focuses on hospital construction in the UK."Instead of first building the foundation and then following up with the superstructure (ie. the steel frame, the building, and the cladding), prefabricated units allow the construction of the foundation and the building envelope to take place in parallel."So the pre-fabricated element, which would be the Lego blocks that you would can see being craned in, are actually fabricated off-site in a factory at the same time the foundations are being prepared on-site."The panic-built Huoshenshan hospital was also modeled on the blueprints of a medical facility which was set up in Beijing in 2003 to help tackle the SARS epidemic, which also helped speed up the construction process, <a href="https://qz.com/1792705/coronavirus-the-engineering-behind-wuhans-rapidly-built-hospitals/">according to Quartz.</a>Chinese state media has also given a lot of credit to the more than 7,500 laborers, who worked around the clock to construct the hospital.<a href="https://twitter.com/CGTNOfficial/status/1224236075247263745">Online footage by CGNT</a>, shows workers saying: "We have been working here for nine days. We have only slept for two hours in three days."But many still appeared happy to lend their help. In the same CGNT footage, another worker said: "When disaster strikes help comes from all sides. I am a Wuhan resident. It is my duty to protect my hometown."Robert Yates, an internationally-recognized expert on universal health coverage (UHC) said at a press conference on Tuesday that the rapid speed at which the hospital was built can be "can be a lesson to many.""In situations like this, you need the state to step in. A privately-financed health system would never achieve something like this. So it is a great advertisement for a publicly-financed health system," Yates said.China is also building a second hospital just 25 miles away from Huoshenshan, which will also be dedicated to the treatment of coronavirus patients and is scheduled to accept its first patients on Wednesday.More than 30,000 people have now been infected with the virus globally. If that 1.2% was not a figure dismal enough, India spends<a href="https://data.worldbank.org/indicator/MS.MIL.XPND.GD.ZS"> 2.5%</a> of its GDP for military purposes. It is time the country resets its priorities. With<a href="https://www.businessinsider.in/healthcare-costs-drove-55-million-indians-below-poverty-line-in-the-last-two-decades/articleshow/64573439.cms"> 55 million Indians</a> falling below the poverty line in a single year because of heavy medical expenses and no help from the government, the poor also have very little to choose from when it comes to public and private healthcare. While public healthcare maybe the best that they can afford, the standards of public hospitals are deplorable, and private facilities are far too expensive. India's per capita public expenditure on health was as low as ₹621 in 2009-10. Though it increased to ₹1,112 ($16) in 2015-16, it seems almost absurd when compared to countries like the US and the UK with expenditures of $4,802 and $3,500 respectively. But perhaps, things can change now. To make the situation better, the government has finally passed the National Health Policy (NHP) which commits to spending 2.5% of the GDP on healthcare with a special focus on the underprivileged. Dr Ravi Wankhedkar told <a href="https://timesofindia.indiatimes.com/city/chandigarh/govt-spends-only-1-2-of-gdp-on-healthcare-in-india/articleshow/60963195.cms" data-type="tilCustomLink">The Times of India</a> that the national president of Indian Medical Association (IMA) for 2018, the spending should have been raised to at least 5%. NHP will also extend its focus on shifting from “sick care” or cure to “wellness” or prevention. The policy further promises to venture into a new concept of “strategic purchasing” from the private sector to achieve the national health goals. It also has envisioned targets to reduce the Maternal Mortality Ratio, and Infant Mortality Rate significantly. The situation may improve even further with the <keyword id="3664127" type="PERSON" weightage="20" keywordseo="National-Health-Protection-Scheme">National Health Protection Scheme</keyword> (NHPS) that the government is planning to launch soon. The scheme plans to target over 100 million poor families with an annual health cover of ₹0.5 million per family. Often called Modicare, once it is launched, will be world's largest government-run insurance scheme of its kind. According to the health minister, <a href="https://timesofindia.indiatimes.com/topic/JP-Nadda">JP Nadda</a>, the scheme will be able to significantly bring down the citizen’s ‘out of pocket’ expenditure on health, which pushes millions of Indians below the poverty line every year. India’s ‘out of pocket’ expenditure currently stands on 67.78% against the the world average of 18.2%, according to WHO. Though the schemes seem progressive, they have been strongly <a href="http://www.thehindu.com/news/national/centre-cleared-the-long-awaited-national-health-policy-2017/article17487845.ece">criticised by activists</a> because it scrapped a section of the final draft which proposed to make health a fundamental right. They believe that the failure to provide healthcare should have serious legal consequences and without that provision, the policy remains a hollow promise.
