Passengers flying out of Delhi will now have to pay less with the aviation regulatory body slashing the user development fee (UDF) on domestic as well international flights from here. This translates into a saving of Rs 233-466 for the former and that of Rs 518-1,048 for the latter.  Police have made arrangements to ensure that there are no untoward incidents and 160 police pickets have been set up at various junctions in the city.
 Railway sources said train services were unaffected by the strike called by various trade unions and there were no protests at railway stations.
 However, passengers who reached the railway station here this morning had a tough time getting vehicles.
 Police vehicles were arranged to take patients coming for treatment at the Regional Cancer Centre (RCC), Medical College Hospital and Sree Chitra Tirunal Institute of Medical Sciences.
 Initial reports said some Sabarimala pilgrims from Tamil Nadu had to wait for over two hours in Punalur in Kollam to get KSRTC buses for Pamba.
 Shops and business establishments were also shut across the state despite the Kerala Vyapari Vyavasayi Ekopana Samithi, an organisation of traders, stating that they would remain open.
 The Mahatma Gandhi, Kerala and Kannur universities have postponed various examinations scheduled for Wednesday.
 The central trade unions are protesting against labour reforms, FDI, disinvestment, corporatisation and privatisation policies of the government. They are pressing for a 12-point charter of demands of the working class relating to minimum wage and social security, among others.
 This is the second shutdown within a month in Kerala.

The short-seller said that it's the unsuspecting "mom and pop" retail investors, who are seeking yield in the low-interest rate environment, that get pitched to invest in non-traded REITS by financial advisors. These financial advisors are incentivized to sell non-traded REITS by getting paid commissions from the company, the report said.United Development Funding is a mortgage REIT that lends money to develop properties and charges interest on the loans.UDF I was a real-estate lender and real-estate developer in the years leading up to the financial crisis. On the same day that it was announced to public shareholders that Whitley Penn had declined to stand for reappointment, William Kahane (who appears to be affiliated with RCS Capital, AR Capital and Nicholas Schorsch) resigned from UDF V's board. In an order late Monday, it said no inter-state public transport was allowed and the movement of people by all other modes of transport would be regulated only through the pass issued under the COVID-19 jagratha portal. "Business travellers, technical/professional personnel coming for work and those returning from Kerala within a week are exempted from the provisions of quarantine," the order signed by Chief Secretary Vishwas Mehta said. Earlier, the government made it clear outdoor shooting will not be allowed and schools will reopen onlyby July end, as the accademicsession-- both schools and colleges, began online. With COVID-19 cases seeing a spike every day, it said gathering of people cannot be allowed as there was need to contain the spread of the pandemic. Chief Minister Pinarayi Vjayan said the total positive cases till now has touched 1,326, of which 708 people are undergoing treatment in various hospitals and 608 have recovered,including 18 discharged on Monday. A Gulf-returnee, who tested positive for COVID-19 recently, died at the Kozhikode Medical College Hospital on Sunday night, taking the total number of fatalities in the state to ten, he told reporters here. Of the fresh cases, 55 had come from abroad and other states, while over 1.39 lakh people were under observation. An Air India Express employee and health worker were among those who tested positive. The containment zones will remain under a curfew-like situation and people will be allowed outside their homes only in special cases such as death of close relatives. For train journeys, passengers coming with return tickets from other states need not undergo quarantine. The government decided to allow conduct of marriages at the famous Lord Krishna temple at Guruvayoor, but with limited participation of not more than 50 people. In other temples in the state, permission for weddings had been given earlier itself with similar cap on attendees. Vijayan said the opening of religious places will be considered only as per the guidelines of the Centre and after holding discussions with religious leaders. The oppositioncongress-led UDF has been demanding that places of worship be opened. In auditoriums and small halls, marriages can be held with a maximum participation of 50 people. The total hot spots in Kerala has gone up to 121 with five more areas being broghtunder it. For the first time since the nationwide lockdown was declared on March 24, inter-district bus services would be allowed in a limited manner connecting neighbouring districts. All passengers would have to wear masks and sanitisers should be provided in the buses. As regards other vehicles, besides the driver, three passengers can travel in a four-wheeler, while in autorickshaws, only two passengers would be allowed, he said. Palakkad district has 138 cases, the highest in the state, followed by Kannur 108 cases and Kasaragod with 89 cases. Malappuram has 65 positive cases while Thrissur and Thiruvananthapuram has 49 and 48 respectively and Kozhikode has 42 cases. The Chief Secretary's order also said counter sale of liquor would be allowed in bar attached hotels which are currently being used as quarantine centres. "The district collectors had earlier banned sale of liquor from bar hotels attached as quarantine centres. Now that restriction has been lifted," a senior official from excise ministry told . The stock plummeted by as much as 25% before getting halted, then crashed down to 54% before getting stopped some more.Earlier this month, hedge fund manager Kyle Bass, who's short the stock, launched a <a href="https://udfexposed.com/">website</a> that alleges the company operates a "Ponzi-like real estate scheme." UDF said this is not true. Bass' believes that low interest rates have supported growth in the non-traded REIT asset class. And while they are public because they reach the threshold of shareholders to qualify as such, they are not liquid investments, according to Bass. He believes financial advisers pitch these companies to naive retail investors who are looking for yield in this low-interest-rate environment. Meanwhile, these advisers feed off the commissions they receive. In 2015, the Securities and Exchange Commission named non-traded REITs as one of the <a href="http://www.sec.gov/advocate/reportspubs/sec-investor-advocate-report-on-activities-2014.pdf">five most serious problems</a> affecting retail investors.<h2>Economic data</h2>Initial <a href="http://www.businessinsider.com/initial-jobless-claims-feb-18-2016-2">jobless claims</a> fell to the lowest weekly level since November, at 262,000 last week (275,000). This dropped the four-week moving average by 8,000 to 273,000. It's just some more proof that the labor market is outperforming. "The economy is better than the markets think, and the low level of jobless claims means what happens overseas stays overseas," declared MUFG's Chris Rupkey in a note. "America is immune to the worldwide slowdown in growth, and its economy is ignoring the flashing warning signals from the financial markets."Following the release, Deutsche Bank's Joe LaVorgna and team raised their forecast for February nonfarm payrolls by 45,000 to 195,000.Meanwhile, manufacturing in Philadelphia is still contracting. With the benchmark 10-year yield hitting a year-to-date low of 1.53% - nearly 80 basis points from where it ended 2015 - the strong buying of treasuries indicates that "markets are currently pricing a deep recession, but that is simply not what the data is showing," Sløk wrote in a client note.His argument is that the economic data, including today's jobless claims numbers and industrial production yesterday, show that the economy is actually getting better.
