Maharashtra Chief Minister
Uddhav Thackeray on Saturday alleged that the Union budget
gives "step-motherly" treatment to the state and does not do
justice to Mumbai.
 The budget presented by finance minister Nirmala
Sitharaman was far removed from reality, said Thackeray, a
former ally of the BJP.
 "It is deeply disappointing for Maharashtra. This
budget is unjust for Maharashtra and Mumbai which is the
country's growth engine," Thackeray said in a statement.
 It does not support development of basic amenities in
Mumbai and on-going metro projects in the megapolis, he said.
 "There is no mention of the suburban railway network
(in Mumbai) and development of proposed lines (on the Central
and Western Railway routes).
 "The budget gives no momentum to the development of
railway network in the state except for the mention of
projects announced earlier, such as the Mumbai-Ahmedabad
Bullet Train," Thackeray said.
 He also raised a question over the Centre not
considering any site from "culturally rich" Maharashtra for
development as "iconic site".
 Sitharaman announced in the budget that Rakhigarhi
(Haryana), Hastinapur (Uttar Pradesh), Shivsagar (Assam),
Dholavira (Gujarat) and Adichanallur (Tamil Nadu) will be
developed as "iconic sites".
 "The step-motherly treatment given to Maharashtra has
become evident in the budget. The International Finance Centre
in Gujarat has been strengthened, while Mumbai, which makes
the highest contribution to the country's growth, has been
deliberately ignored," Thackeray said.
 The decision to divest a stake in LIC and possible
privatisation of the railways show the precarious state of the
economy, the chief minister said.
 The growth rate for the current fiscal is 5 per cent,
while in the economic survey for 2020-21 it is estimated at 6
to 6.5 per cent, he said.
 "This growth doesn't not have the potential to achieve
Prime Minister Narendra Modi's dream of making India a USD 5
trillion economy nation," Thackeray said.
 He also dismissed the finance minister's claim that
the Goods and Services Tax gave a relief to the Small and
Medium Enterprises (SMEs).
 "The Small and Medium Enterprises have been bedevilled
by GST. People's purchasing power has decreased, impacting
small scale industries, which in turn has landed workers in
trouble.
 "There was a need to encourage employment-generating
industries. But no such steps were announced in the budget,"
Thackeray said.
 It made no substantial provisions for farmers, women
and children and disabled persons, he added.

Pawar emphasized that the decision to cut short the legislature session is not out of any panic over <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword>, but to enable the state government to marshall all its efforts towards the disease, and allow MLAs to return to their constituencies and oversee the precautionary measures being taken. Thackeray assured that though the 10 patients have tested positive, they are not 'serious' and they are undergoing treatment at various hospitals. Health officials have described the two found affected in Mumbai and the others in Pune as close to some of the afflicted who had returned from a Dubai trip last along with a 40-member tour. The two Mumbai patients are currently undergoing treatment in an isolation ward in Kasturba Hospital after their test reports were received on Thursday, an official of Communicable Diseases Control Programme said. The tour members hailed from different parts of Maharashtra and now warlike efforts are underway to trace them and implement the necessary measures. Thackeray and Pawar assured the people that the state government is fully geared towards tackling any crisis arising out of the coronavirus spread and appealed to all not to panic. "Those who have travelled and come from abroad are advised to stay indoors at home for 14 days. All others should avoid crowding in public places and exercise all other precautions as prescribed by the health authorities," Thackeray said. To a question, he said there appears to be no immediate need to shut down schools and colleges in the state and the situation would be monitored before taking the final decision. In a significant announcement, Thackeray said that there is a proposal to restrict people from entering the upcoming Indian Premier League (IPL) tourney matches in various stadia, as a precautionary measure. Health Minister Rajesh Tope said that sufficient number of beds in government and private hospitals - numbering around 650 in Mumbai - have been readied to tackle any emergency. "A central team of experts will visit the state soon and train our medical staff on handling Covid-19 patients. We have sufficient number of masks, medicines, beds and isolation wards, medical and para-medical staff to handle the situation," he added. While the state government has appealed to the people not to panic, as many as 138,968 passengers have been screened till Wednesday (March 11) at the three international airports in Mumbai, Pune and Nagpur. Besides, as per revised rules of the Centre, all passengers arriving from Iran, South Korea and Italy are being notified to the Bureau of Immigation. From February 29 till date, a total of 635 passengers from these affected countries have landed in Maharashtra. Since January 18, 349 people with suspected coronavirus symptoms were admitted to various hospitals in the state of which 312 have tested negative so far and discharged after completing their 14-day quarantine. Presently, 18 suspected Covind-19 patients are still in Pune hospitals and 15 in Mumbai hospitals whose test reports are awaited besides Coronavirus suspects in government hospitals in Nagpur and Pimpri-Chinchwad.

 The good news is that the Navi Mumbai airport and the Trans-harbour sea link may not get stalled, according to Macquarie, but the pace of approvals may slowdown delaying the projects. The international financial services firm believes that the Shiv Sena-NCP-Congress combine will be more favourable to the builders in the state and that will be music to the ears for the state's real estate sector that has been in shambles for a while now. It is important that Maharashtra's economy keeps moving at a fast pace because it is the largest contributor to India's GDP (gross domestic product). And already, Maharashtra's contribution to India's GDP is at a multi-year low at 14%. Here's what to expect from the new government in Maharashtra

New Delhi, Feb 1 () BJP-ruled states hailed the Union Budget as focussed on boosting development, creating jobs and taking every section of the society along, but those governed by the opposition parties expressed disappointment saying it lacked vision to revive the economy.
Uttar Pradesh Chief Minister Yogi Adityanath, Haryana CM Manohar Lal Khattar and their counterparts from Karnataka and Goa - B S Yediyurappa and Pramod Sawant - said the budget will help generate jobs, boost rural economy and create infrastructure for growth. They thanked Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman for the budget.
 Assam Chief Minister Sarbananda Sonowal termed the budget "pro-people" since it was structured on the overall theme of 'Ease of Living'.
"I congratulate Finance Minister Smt. @nsitharaman ji for a common man centric budget, and for taking ahead Prime Minister Shri @narendramodi ji's vision for a robust and vibrant India," Sawant added in a tweet.
But West Bengal Chief Minister Mamata Banerjee, Delhi CM Arvind Kejriwal and their Maharashtra and Madhya Pradesh counterparts - Uddhav Thackeray and Kamal Nath - were not impressed by the budgetary proposals.
Banerjee slammed the central government's proposal to sell a part of its shares in LIC, describing it as a plan to "ambush" the legacy of public institutions. Thackeray and Kejriwal alleged the budget gives "step-motherly" treatment to Maharashtra and Delhi.
Nath termed the budget "disappointing" and a "labyrinth of data", saying it lacked a plan to deal with the economic slowdown and the inflation.
"When Delhi doesn't figure in the BJP's priorities, why should people vote for it?" he said on Twitter in Hindi. "Delhi had high expectations from the Budget, but step-motherly treatment has been meted out to it again," Kejriwal said.
His deputy and Delhi Finance Minister Manish Sisodia too criticised the budget as the "biggest injustice" to the people of the national capital.
At a press conference, he pointed out that the Centre has allotted Rs 325 crore to the Delhi government as central taxes share, which is the same since 2001. He alleged Delhiites give Rs 1.5 lakh crore as taxes to the Centre annually, but it doesn't give anything to the Delhi government.
Punjab Chief Minister Amarinder Singh said economy was not a priority for the government, trashing the budget as "high on pomposity and low on tangibles". He said the BJP-led Central government, which was too busy pursuing its "negative and divisive agenda".
Singh particularly highlighted that the "16-point action plan for agriculture" makes no mention of any initiatives or schemes to encourage crop diversification, and a failure to diversify would further aggravate the problems for the country on the agriculture front.
Terming the budget "a jugglery of words", Rajasthan CM Ashok Gehlot said there was no focus on providing relief to people or industries. "Budget speech lacked any substance to solve present economic crisis. It was simply jugglery of words without any focus on providing relief to common people or to industries," Gehlot tweeted.
The Rajasthan BJP countered Gehlot's charge, saying the budget was "balanced and inclusive" and Finance Minister Sitharaman appropriately focussed on all sections.
"Changes in income-tax slab is a big relief to middle class. Every section has been focused. Budget provisions for the welfare of all sections and sectors including education, health, infrastructure development, tribals, senior citizens have been made," BJP state president Satish Poonia said.
Industry bodies in Rajasthan gave a mixed reaction to the budget.
Federation of Rajasthan Trade and Industry chairman Suresh Agrawal said looking at the present economic situation, businesses and industries had big expectations from the budget.
"The budget should have been more focused on business and industries. Exporters, textile and automobile industries will be benefitted with the budget but MSME sector's expectations were not met," he said.
Confederation of Indian Industry's Rajasthan chairman Anand Mishra said the budget has covered many items. "There is a good outlay of Rs 2,500 crore in tourism which we are sure that Rajasthan will be able to take benefit. The removal of dividend tax would lead to investment in stock market."
Haryana CM Khattar too highlighted the budgetary provisions made for the tourism sector, thanking Sitharaman for announcing that Rakhigarhi, an Indus Valley Civilisation site, will be developed as "iconic sites" with on-site museums.
He said this move will give Rakhigarhi international recognition and boost tourism revenue for Haryana.
"This Budget will also prove to be a milestone in terms of developing the basic infrastructure of the country, farmers' growth, jobs for youth and betterment of health facilities in the country,"
Adityanath said, adding the budget protects the interests of each section of the society.
His deputy Dinesh Sharma said the Union Budget will fulfil the dream of "New India".
"It will also lay the foundation of a USD 5-trillion economy. The New Educational Policy will bring a revolution in the education sector. Study in India programme will publicise India's higher education."
Yediyurappa said the emphasis on rural India in the budget will benefit farmers in a big way.
"This budget is a boon for farmers. It's a clear reflection of the Prime Minister's desire to double farmers' income by 2022. The 'Jal Jivan' scheme extended to 100 water-stressed districts will benefit farmers in a big way," he added.
Kerala Chief Minister Pinarayi Vijayan said the budget would not help strengthen the economy or ensure social security, but it will increase inflation and unemployment. He also said that "legitimate needs" of the southern state were completely ignored in the budget. TEAM ABH

A large number of <keyword id="8750874" type="UNKNOWN" weightage="20" keywordseo="millenial-farmers">millenial farmers</keyword> in villages around Nashik district of Maharashtra are making more money from alternative jobs like electrician, plumbing and fabrication than from farming itself. Most of these farmers are earning between Rs 7,000-15,000 per month from alternative jobs in construction-affiliated industry, which they said is "good enough money" to support their agriculture-dependent families. These millenial farmers, who are mostly educated till 12th standard, are gradually emerging as talented professionals, thanks to the vocational skill training intervention by PNB Housing Finance Ltd (PNBHF) as part of its corporate social responsibility (CSR) initiative implemented with the support of Confederation of Real Estate Developers' Associations of India (CREDAI) and Vivekananda Institute at Nashik. Looking at the uncertainty in agriculture, a matric-passed farmer Sagar Nivruthi Bodke (22 years), who assists his family in a 2.5-acre farm land located at Tadwade village in Trimbakeshwar Taluk, took up the 45-day free training course on fabrication at Vivekananda Institute last year. "There is not much income from agriculture. Both monsoon and markets are unpredictable. Despite efforts of entire family, the return from a piece of farm land is very low. Youth like me cannot even think of asking salary for my share of work," Bodke told . Stating that farming is becoming difficult with increased water woes in Trimbakeshwar, he said an alternative job like fabrication comes handy to sustain during off season. "Now, I have my own work. I earn Rs 14,000 to Rs 15,000 per month. My family is happy that I earn from this new job and at the same time help them in agriculture activities," he said, adding that he was able to learn fast as the course syllabus was more on practical knowledge than theory. Sharing a similar story, 20-year old Abhishek Mohan Daghar said he has become a certified electrician after getting the training at the institute and been working with a building contractor for last three months. "I am getting Rs 7,000 per month, which is not bad for a 12th Class fail youth. We have 5 acres of farm land and I help my father in agriculture and also doing electrician job," Daghar said and added that he was ready to join a company if he was offered better salary. There are many millenial farmers like Bodke and Daghar in and around Nashik who have either become entrepreneurs or got placed in companies after the training. The objective of the intervention, PNBHF Chief People Officer Anshul Bhargava said, is constantly build inroads for upgrading skills of construction workers and creating a conducive environment for them. The purpose is to improve the socio-economic condition of this community. Now, the demand for such courses is increasing not only among millenial farmers but also from youth belonging to economically weaker groups who want to acquire new skills to find job opportunities. For instance, 21-year old Vinayak Rawat (12th class pass) after the training course got placement as electrician at Chinese home appliance giant Haier in Nashik and is earning as much as Rs 15,000 per month. "I did the course in June-July 2019 and now working with Haier. My salary is Rs 15,000 per month. Gradually I started earning more money because of incentive given on marketing of the company's products," Rawat said, adding that additional skills that were taught at the training helped him deal with customers, market the company's products and earn incentives. Under this partnership, CREDAI President Satish Magar said it has been able to directly reach out to 40,000 unemployed youth from underprivileged backgrounds, helping them access entry levels job opportunities in construction affiliated industries. Since many of the existing plumbers, electricians and fabricators have picked up skills on job and are not trained at all, Vivekanand Institute Executive Officer Sandip Kuyate said, "Such courses help supply of trained workers who can provide better services keeping safety on priority." "Along with the course, we teach additional basic skills like computer, soft skills, entrepreneur development skill, financial literacy and career counselling," he said, adding that such skills give them confidence to deal with customers. As per the latest data, PNBHF has trained over 1,500 youth in electrician, plumbing and fabrication skills in the last three years in Nashik district alone, while a total 41,744 youth between 2015-16 and 2019-20 across India. There is 70-75 per cent placement after the training. Besides Maharashtra, PNBHF is offering such training courses in 10 states -- Gujarat, Uttar Pradesh, Haryana, Karnataka, Tamil Nadu, West Bengal, Kerala, Andhra Pradesh, Telangana, and Orrisa. The certificate courses are recognised globally as it is accredited by the National Skill Development Council (NSDC) and Construction Skill Development Council Of India (CSDC). The courses are offered free of cost to people belonging to economically weaker sections. PNBHF is investing Rs 8,000 per candidate for the training and aims to train 13,000 persons this fiscal. Many students travel 20-25 km from Nashik city to attend classes and Vivekananda Institute is also offering hostel and meal facility here.
