 The scheme’s metric for measurement is the goal of reaching ₹20 crore in international ticketing by 2027. Stakeholders and feedback on the draft is open till September 4. Pros and cons of implementing UDAAN international When the original UDAN scheme rolled out, the aim was was to encourage <keyword id="44023" type="ORGANIZATION" weightage="20" keywordseo="airlines">airlines</keyword> to operate out of the 398 ‘unserved’ airports in the country. These were airports that hosted no commercial flights whatsoever. The goal of the subsidy was to incentivise airlines that didn’t find it lucrative to operate out of small cities. Hence, even through UDAN international, the tourism sector in these cities could receive an impetus through faster air connectivity. That, in turn, would attract more infrastructure and investment. Subsidised airline tickets would also allow smaller regional airlines to compete on a level playing field against bigger airline carriers. The issue lies in the fact that, at the end of the day, subsidies are a burden on the government. Coupled with the fact that global oil prices will probably increase due to the strain on the global supply of crude oil as a result of the Iran sanctions, the burden starts to get especially heavy. Not to mention that Iran is one of India’s biggest suppliers of crude oil. Second, one of the negative externalities of the RCS was that when there’s more traffic, there’s a need for more security. The boom in demand may be good for business, but if your own security force <a href="https://www.businessinsider.in/as-demand-for-air-travel-in-india-increases-so-may-the-prices/articleshow/65055589.cms">threatens</a> to leave because they haven’t been paid, it’s a problem. That being said, it’s the same boom in demand that will help India attain its goal of becoming the world’s third largest aviation market by 2020. How does it work? There are two parts to the process. The first part is where each state will identity the international routes that they need subsided, for which the Airports Authority of India (AAI) will determine the subsidy amount. And, the second part shifts the airline carriers where domestic airlines will bid on the percentage of flight capacity for which they need subsidies from the government for each route. At the end of the day, the airline that has the lowest quotes for a particular route, will get the subsidy for that passage. The financial subsidy will only be given out as per the number of seats left unsold, whatever the overall subsidy amount may be. While the AAI will be the nodal agency implementing the scheme, the subsidies will be distributed through an International Air Connectivity Fund (IACF) which will be set up using the contributions from different state governments. Developing these regional routes, in the long-term, feeds into major routes that brings growth to the aviation sector. The states of Assam and Andhra Pradesh have already proposed eight routes for the UDAN international scheme, with the former having announced Rs 100 crore as viability gap funding to promote international travel from the state.

 The key difference between RCS and UDAN international scheme is that there’s no capping of prices. That basically means that consumer benefits where subsidised prices increase the pool of demand to include the budget-sensitive middle class citizens, won’t come into the picture.

UDAN international: Does the cost justify the returns with India’s new draft scheme?

Mumbai, Mar 31 () The government on Tuesday announced setting up of a "cargo air-bridge" between India and China, and said that regular cargo flights for transporting critical medical supplies between the two countries are likely to be operated by Air India from April 3. In an official release, the civil aviation ministry also said it has operated as many as 62 cargo services in the past five days, starting March 26, under its recently launched 'Lifeline Udan flights' initiative, transporting over 15.4 tonnes of essential medical supplies. The initiative is aimed at ferrying medical and essential supplies from one place to another across the country. "On the international front, Air India has established a cargo air-bridge between India and China. Regular cargo flights for transporting critical medical equipment and supplies between the two countries are likely to be operated by Air India from April 3, 2020 onwards," the ministry said. The Lifeline Udan flights are being operated using the hub-and-spoke model, with New Delhi, Mumbai, Bengaluru, Hyderabad and Kolkata serving as the four hubs. Of the 62 flights, as many as 45 flights have been operated by the flag carrier Air India and its regional arm, Alliance Air, while the rest 17 by the Indian Air Force and private carriers IndiGo and SpiceJet, the release said. It also said Air India and IAF collaborated for operating Lifeline Udan services to Ladakh. Private carriers like IndiGo, Spicejet and BlueDart are operating medical cargo flights on a commercial basis, it stated. The lifeline cargo includes COVID-19-related reagents, enzymes, medical equipment, testing kits, personal protective equipment (PPE), masks, gloves and other accessories required by "Corona Warriors" across the country. The carriers involved in Lifeline Udan operations include Air India, Alliance Air, Indian Air Force (IAF) and Pawan Hans, the release said adding that it is also getting support from the Airports Authority of India (AAI) and its cargo and logistics subsidiary AAICLAS, AI Airports Services (AIASL), PPP airports and private ground handling entities, among others. The civil aviation ministry and all aviation stakeholders are determined to support India's war against COVID-19 by transporting essential medical supplies by air in the most efficient, seamless and cost-effective manner, it said. Tiwana also said that the airline is aiming to double its passenger volumes this year as it scales up its fleet and adds three new destinations excluding Jaipur which is set to be launched on Monday. Set up in 2019 by the Kolhapur-based diversified business house, Sanjay Ghodawat Group, the airline has a fleet of five Embraer aircraft operating to 16 destinations under the Central government's regional connectivity scheme, <keyword id="6366656" type="General" weightage="20" keywordseo="UDAN" source="Orion">UDAN</keyword>, from its two operational bases, Bengaluru and Belagavi. "India has a lot of regional potential, which remains untapped. I think regional travel might grow five-fold in the next five years." Tiwana said. Stating that it is "possible" to operate a regional airline in India successfully, he said, "You play your cards right, go for the right network, which in line with the aircraft you operate (and) that makes a big difference (in terms of sustaining operations). Star Air, according to him, is operationally profitable. "I think regional connectivity exists beyond short-haul routes. If we think it is connecting smaller stations with Mumbai, Delhi, among others, we need to think about it different," Tiwana added. He, however, said that wildlife issues, some gaps in the runways operations and watchout hours at certain UDAN airports remain some of the challenges for the regional air operators. "Our business model is not clashing with anybody else in India. We have a separate business, separate market and we are just trying to grow it," he said. "Our markets have been very different and we are eating into anybody's market share as we are doing all monopoly routes," emphasised. An all-Embraer planes operator, the airline owns four aircraft (E145), which are 60-seater and has signed lease agreement for four bigger, 76-seater E175, planes, he said. Of these, one has already been inducted into the fleet while the remaining three planes are planned to be inducted by September this year. According to him, the decision to own the aircraft in the initial years of setting up the airline helped it navigate during the pandemic and sustain operations as "operating an (an owned) aircraft and leased aircraft operations are all completely two different ball games." "And, I think a lot of startups (airlines) had it wrong," he said in an apparent reference to several regional airlines such <keyword id="3816110" type="General" weightage="20" keywordseo="Air-Pegasus" source="Orion">Air Pegasus</keyword>, <keyword id="946769" type="General" weightage="20" keywordseo="Air-Costa" source="Orion">Air Costa</keyword>, <keyword id="2546324" type="General" weightage="20" keywordseo="Air-Carnival" source="Orion">Air Carnival</keyword>, which started on regional routes with a bang but went belly up after over a period of time in the last 8-9 years. He said that in the last four-and-a-half years, the airline had been preparing to go into the lease model and added that "a good background of operations and cash flows made the lessors comfortable (in leasing out the planes). Stating that the launching flight services to Junagadh from Bangalore via Hyderabad, with the larger plane is aimed at both addressing the demand and also adding capacity in a measured tone, he said, "We don't want to be too aggressive. The routes we are flying on are trying to mature over the period of time." On Saturday, Star Air commenced operations of its Embraer E175 jet with a flight service on the Bangalore-Hyderabad-Jamnagar route, offering business class and economy, making it the first regional carrier to have aircraft in twin class configuration. The airline plans to operate 20 per cent of its flights on non-UDAN, he said and added that as many as 12 UDAN routes are expected to become mature in the coming months, which then can be converted into commercial routes. Tiwana also said that Star Air will be participating in the fifth round of the regional connectivity scheme. "The bidding has just opened a few days back. We have time up till June 1 to file the bids but we will be filing," he added. Hyderabad, Mar 13 (): Airports Authority of Indiais planning to raise about USD 300 million via the externalcommercial borrowing (ECB) route next fiscal to fund its capexplans aiming at doubling the current passenger-handlingcapacity of 345 million passengers per annum, a top officialof the PSU said on Friday. Speaking to reporters on the sidelines of theongoing 'Wings India 2020,' an aviation-related event beingheld here, AAI chairman Arvind Singh said the airportsoperator would be spending Rs 5000 crore on capex for the nextfive years beginning this year. "We are thinking of going for external commercialborrowings (ECB) at lower rates to fund our plans. Plus we getfunds from the government of India under Udan scheme. They(Centre) have allotted Rs 4,500 crore to build airports underthe Udan scheme. We will be going for the ECBs next financialyear," Singh said.The first tranche would be USD 300 million. The boardhas approved (the ECB proposal) a month ago, he said.According to him, of the present 110 airports in thecountry, the AAI operates over 90.The PSU is in the process of upgrading some of theairports which are building some greenfield aerodromes.It is also in the process of converting underservedand unserved airports under the Udan scheme for which theCentre is extending financial assistance to make themoperational."We have made 48 of such airports operational in thelast three years. So to meet all these requirements we have avery huge capex plan. On an average, we are spending Rs 3,000crore to Rs 4,000 crore a year. From this year, we arestepping up it to Rs 5,000 crore per annum. Right now, we arecatering to 345 million passengers per annum," he said."We should be able to reach upto 700 or 750 millionpassengers by 2030," he said.Right now, there are 21 approved greenfield airportprojects in the country and five of them have been completed,he said. AAI plans to raise $300 mn via ECB for capex funding

<ul><li>The <keyword id="54875" type="ORGANIZATION" weightage="20" keywordseo="Airports-Authority-of-India">Airports Authority of India</keyword> (AAI) has submitted a request to increase passenger service charges, specifically the security fees.</li><li>This will, in turn, lead to an increase in the prices of flight tickets. </li><li>The demand had been put in to recover the <keyword id="6420764" type="UNKNOWN" weightage="20" keywordseo="deficit">deficit</keyword> of around ₹8 billion owed to the <keyword id="100364" type="ORGANIZATION" weightage="20" keywordseo="Central-Industrial-Security-Force">Central Industrial Security Force</keyword> (CISF) by airport operators. </li></ul> When the <keyword id="6366656" type="UNKNOWN" weightage="20" keywordseo="udan">UDAN</keyword> scheme came into existence, airfares took a dive and the demand for air travel exploded. And, why wouldn’t it? Plane tickets were essentially cheaper than train tickets. But, all good times must come to an end. The Airports Authority of <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> (AAI) has put in a demand for a <a href="https://www.business-standard.com/article/economy-policy/be-ready-to-shell-out-more-for-airfares-as-govt-mulls-security-fee-hike-118071900049_1.html">hike in passenger service fees</a> after the Central Industrial Security Force (CISF) complained over unpaid dues from airport operators. How are the prices going to increase? As per the civil aviation ministry, they’re considering a marginal increase in the security charge. Their justification is that since there’s been an exponential growth in passengers, the current fees don’t fully cover the cost of security management. Currently, the charge is of ₹130 and hasn’t undergone any change in 10 years. The <a href="https://www.livemint.com/Companies/uOFJTD5lH2xxjlQYgAMsyM/Flight-tickets-may-get-costlier-as-govt-plans-hike-in-passen.html">proposal</a> will hike it to ₹225. It was argued that since security is a sovereign issue, ideally the government should provide the amount from its <keyword id="150481" type="ORGANIZATION" weightage="20" keywordseo="Consolidated-Fund">consolidated fund</keyword>. But, at the finance ministry’s suggestion, that burden will now be shifted onto the passengers against the home ministry’s prerogative that such a move would increase prices. What’s the link between airport operators and the CISF? The security charges that are collected from the passengers are dropped into an escrow account, which then sends the money to the CISF. While they claim that there’s been a delay in payments, the airport operators state that the money just isn’t there to make the payments. The deficit amount currently is almost ₹8 billion. There’s a need for more security All over India, there are 98 airports of which only 59 fall under the CISF. The point of contention lies in the fact that 26 of those come under the ‘<a href="https://timesofindia.indiatimes.com/india/20-hypersensitive-airports-lack-counterterror-plans-covering-their-approach-roads-Parliamentary-panel/articleshow/50410301.cms">hyper-sensitive</a>’ category. The increase in the flow of passengers, thus, leads to an increase for security at these airports, especially in places like <keyword id="66" type="LOCATION" weightage="20" keywordseo="Delhi">Delhi</keyword> and Mumbai. Delhi has been pressed for payments by the CISF since, and just for that one airport, the deficit is of around ₹600 crores. Considering that the whole point of the UDAN scheme was to increase regional connectivity by allowing the 'aam aadmi' to fly at reasonable prices, an increase in price doesn't align with that objective.

As demand for air travel in India increases, so may the prices

Mumbai, Apr 1 () As many as 74 flights have been operated, carrying a total medical cargo of 37.63 tonnes, till March 31 to various parts of the country under the civil aviation ministry's Lifeline Udan flights initiative, an official release said on Wednesday.These flights had commenced operations from March 27.Of the 74 services, 12 flights were operated on March 31 alone, carrying a total medical cargo of 22 tonnes, the ministry said.Air India operated a total of nine flights while two services were flown by its regional subsidiary Alliance Air and one by the Indian Air Force, the release said.Air India flights on Mumbai-New Delhi -Guwahati-Mumbai route carried consignments of Meghalaya, Assam, Nagaland, Arunachal Pradesh, and Pune while its services on New Delhi-Hyderabad-Trivandrum-Goa-Delhi route carried consignments of Andhra Pradesh, Kerala, ICMR and Goa.The national carrier also operated services to Port Blair from Chennai and back, it said.Alliance Air carried medical cargo consignment of the Textiles Ministry through its services on Hyderabad-Bengaluru-Hyderabad route, the ministry said in the release adding the IAF operated a medical cargo service to Port Blair via Sulur from its Hindon airbase.Air India and IAF collaborated for Ladakh, Dimapur, Imphal, Guwahati and Port Blair flights, it added. 74 flights under Udan scheme operated for medical supplies

New Delhi, Feb 1 () Finance Minister Nirmala Sitharaman on Saturday said 100 more airports will be developed by 2025 to support the UDAN scheme.
 Presenting the Budget for 2020-21, Sitharaman said Rs 1.7 lakh crore has been provided for transport infrastructure in 2020-21.
She also said 1,150 trains will run under the public private partnership (PPP) mode, also four stations will be redeveloped with the help of the private sector.
Besides, the minister promised more Tejas type trains to connect tourist destinations.

100 more airports to be developed by 2025 to support UDAN scheme: FM

The number of domestic air passengers in India is expected to double to about 300 million annually by 2030 and the country would still have a vast untapped market, Union Civil Aviation Minister <keyword id="19999763" type="General" weightage="100" keywordseo="jyotiraditya-scindia" source="keywords">Jyotiraditya Scindia</keyword> said on Thursday. Speaking at the inaugural session of Wings India 2024, a civil aviation conclave and exhibition here, <keyword id="19905342" type="General" weightage="20" keywordseo="scindia" source="keywords">Scindia</keyword> said India under the leadership of Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> in the last decade, has been a "shining star" on the global firmament of civil aviation. He said the number of airports and waterdromes will go up to over 200 from the existing 149 in the country. With 300 million passengers a year in 2030, India's aviation penetration would be at 10-15% and still be a potential market in the decades to come. "That is the potential that India holds not only to herself and Asia, but to the world. ...even with achieving 300 million domestic passengers by 2030, we will still be one of the most under-penetrated markets across the top 20 in the world. Today our penetration is roughly about 3 to 4% that will grow to about 10 to 15%. We still have 85% penetration to go," he said. He noted that the domestic air passenger traffic witnessed 15% growth (CAGR) while international air passenger traffic was 6.1%, in the last decade. According to Scindia, India today is the third largest domestic civil aviation market in the world and the seventh largest international civil aviation market in the world. If both domestic and international are combined, then India is the fifth largest civil aviation market in the world. In the last 15 years, domestic and international cargo witnessed a growth of 60 and 53% respectively. "Our domestic cargo traffic over the last 15 years has grown by close to 60% and our international cargo traffic, by close to 53%. And it is our considered opinion and that of industry consultants that domestic traffic which was 153 million in the last calendar year, up from 60 million in 2014, will grow to 300 million by 2030," he said. On the fleet size in the country, Scindia said it has grown from 400 to over 700. "Today, India has become the largest purchaser of aircraft in the world after the US and China. Our fleet size is going to grow from 713 to upwards of 2,000 in the next decade." Observing that 74 airports were built in 65 years, he said the government has modernized and built an additional 75 airports, waterdromes and heliports in the last 10 years. "It is our target, that by 2030, we will take that number from 149 to upwards of 200 airports, waterports and heliports in our country," he said. Scindia also marked the occasion by launching the Udan 5.3 scheme. "This regional connectivity scheme has truly transformed the arena and our sector... today under Udan, infrastructure has been built at 76 airports, waterdromes and heliports. Close to 517 new routes have been operationalised that could not have been dreamt of in the past," he said. Air passenger traffic in India expected to reach 300 million by 2030: Jyotiraditya Scindia

According to the <a href="https://www.ibef.org/industry/indian-aviation.aspx">India Brand Equity Foundation</a>, by 2036 India will have around 480 million passengers, which will be greater than Japan and Germany combined. Year on year the passenger traffic has grown at a rate of 16.52% with a compound annual growth rate (CAGR) of 12.72% between 2006 and 2018. Routesonline, a company that specialises in the quality and standards of aviation, only considered airports that crossed the 2.5 million mark in the first six months of the year. That being said, India’s aviation sector is set to grow even further if the UDAN international draft scheme is implemented to promote international air travel from smaller cities.

India’s airports are among the fastest growing in the world

Mumbai, Jan 25 () Air India's regional arm Alliance Air said on Saturday it will commence from Monday its flight service to Jharsuguda in Odisha from Kolkata.
The daily direct flight services on the Kolkata-Jharsuguda-Kolkata sector will be operated under the central government's regional connectivity scheme Udan, the airline said in a release.
Alliance Air will deploy its 70-seater ATR 72 600 aircraft on the new sector, it added.
The airline also announced all-inclusive one-way fares of Rs 2,758 for travel on the new route, as per the release. IAS MKJ

According to the Civil Aviation Ministry, the details of losses incurred by the industry are: FY 2019-20 ₹4,770 crore; FY 2020-21 ₹12,479 crore; and FY 2021-22 ₹11,658 crore. The losses to the industry were primarily because of the Covid-induced disruption across the globe; currency depreciation (USD/INR); high operating cost environment, especially due to increase in ATF prices which constitute a major portion of the operational cost of airlines; increase in crude oil prices in the international market; VAT; excise duty; and the ongoing Ukraine-Russia war. Airlines were unable to pass the full impact of cost increases to the passenger, Union Civil Aviation Minister <keyword id="29632" type="General" weightage="80" keywordseo="jyotiraditya-scindia" source="Orion">Jyotiraditya Scindia</keyword> told the <keyword id="6355187" type="General" weightage="80" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword> in a written reply on Thursday. The actual figure of profit/losses to the industry will be known only when the audited accounts are available at the end of the financial year 2022-23, the reply added. The airlines and major airports are operated by the private sector and they evolve their own SOPs for cost minimisation and profitability. However, the government has taken various steps to facilitate airlines. The UDAN Scheme is a game-changer for the aviation industry, the reply added. The UDAN Scheme or Ude Desh Ka Aam Nagrik is a regional connectivity scheme that seeks to make air travel accessible and affordable for the masses. Scindia said that the enhanced fiscal support in the form of VGF (Viable Gap Funding), concession on fuel rates, landing/parking charges and the infrastructural development of un-served airports have not only boosted the operations of giant airline companies but have also led to the participation of regional start-up airlines such as Star Air and IndiaOne Air, and <keyword id="9852691" type="General" weightage="80" keywordseo="flybig" source="Orion">Flybig</keyword> which are operating exceptionally well. Other measures taken by the Government included the reduction of <keyword id="6370857" type="General" weightage="80" keywordseo="vat" source="Orion">VAT</keyword> on Aviation Turbine Fuel (ATF) was taken up with state governments/union territories levying high VAT on ATF. As a result, 16 states have reduced the VAT in the range of 1-4 per cent. Aviation industry ₹11,658 crore loss in 2021-22

China has successfully completed an 80-minute first flight of its indigenous passenger aircraft that it had conceived in 2008. India, on the other hand, has not moved its idea of Regional Transport Aircraft (RTA) from papers since 2007. Called C919, the Chinese plane is almost the size of the Airbus A320 and Boeing 737-800 and has the carrying capacity of 158-168 passengers.
