The protestors — composed of 32 mobility-related organisations led by a private union group — had many demands, but the major one was clear: ban two-wheeler “bike taxis” in Silicon City. Cab-aggregating firm <keyword id="20445234" type="General" weightage="20" keywordseo="Rapido" source="keywords" meta.keywordsubtype="org" meta.entityname="Rapido" meta.hostid="261" meta.entityid="Rapido">Rapido</keyword> popularised <keyword id="20104101" type="General" weightage="20" keywordseo="bike-taxis" source="keywords">bike taxis</keyword> in Bengaluru after their introduction around 2016. With fares about half of that of a standard cab, and quite a bit lower than that of auto rates, the mode quickly became popular among the masses who did not mind the temporary discomfort of a pillion ride to their destination. Now, all popular cab-for-hire apps offer bike taxi services in Bengaluru, including <keyword id="20045096" type="General" weightage="20" keywordseo="uber-and-ola" source="keywords">Uber and Ola</keyword>. However, the mode’s rising popularity has also diverted potential customers and businesses away from auto-rickshaws, which irked the group. The past year has seen many instances of <a href="https://indianexpress.com/article/cities/bangalore/after-auto-drivers-attack-rapido-captain-bike-taxi-union-in-bengaluru-asks-police-to-ensure-protection-of-its-riders-8679747/">violent attacks</a> on bike taxi captains by auto drivers. While these cases are regularly brought to the notice of the police, little action is taken to de-escalate the growing contempt among the groups. <h2>A complicated legal situation</h2>Further, the law remains too muddy to place blame and offer any resolution. Despite pleas by the Bike Taxi Association for legalisation and recognition of bike taxi services in the state, no resolute legal action has been taken on the matter. <div type="Article" hostid="261" msid="111512310" title="Bengaluru's newest ride-hailing app allows you to book autos via WhatsApp, to follow govt rates" mstype="2" mssubtype="0"></div>A majority of two-wheeler cabs comprise private vehicles in Bengaluru, meaning they are fitted with white registration plates and cannot be used as commercial vehicles. In August 2021, the court had advised no “coercive action” against bike taxis after a petition by Rapido. Further, in April, sources reported that the Karnataka High Court had directed the state government to protect bike taxi operators by taking strict action against individuals or entities that “unlawfully obstructed” their services. Naturally, there is a lot of grey area and unclarity as to the legal status of bike taxis, and the burden of this has fallen upon the bike taxi service providers, lakhs of whom have become dependent on the service for their daily <keyword id="20445583" type="General" weightage="20" keywordseo="livelihood" source="keywords">livelihood</keyword>. And as the recent protests led to strict crackdowns on hundreds of “illegal” bike taxis, the step has led to devastating consequences for many confused captains. <h2>Daily livelihood seized</h2>60-year-old bike taxi captain Tarun [name changed for anonymity] recently received an <keyword id="19895382" type="General" weightage="20" keywordseo="Uber" source="keywords" meta.keywordsubtype="org" meta.entityname="Uber" meta.hostid="261" meta.entityid="Uber">Uber</keyword> booking near the Regional Transport Office, Kasturinagar. After reaching the location specified on the app, he was met with a traffic police officer in civilian uniform, who reportedly impounded the bike immediately. As per Tarun, the police explained that his bike, although it had the necessary documentation (such as registration and insurance), was illegal for use as a bike taxi service. Tarun had to visit the RTO multiple times over the course of the next several days, after which he had to pay an arbitrary ‘fine’ of Rs 6,500 to release the bike. The police reportedly declined to give a break-up of the fine. “They took away my only source of livelihood, so I had no option but to oblige so that I do not lose the vehicle altogether,” lamented Tarun. “Like me, there are many people whose families run on this income.” <div type="Article" hostid="261" msid="111457653" title="Brace yourself, Bengaluru! One source noted that the RTO demanded that the challan be paid with cash rather than an online transaction. <h2>Unaffordable penalty and no communication</h2>Officials have noted that there are provisions to impose a penalty of Rs 5,000 if vehicle owners are found using a private vehicle for commercial purposes. However, this has proven a heavy blow for captains such as Tarun, who have become reliant on his bike for a daily wage. After accounting for petrol and maintenance charges, Tarun explained that he earns approximately Rs 300 per day. Not only did he lose out on precious days of wages after his bike was confiscated, but the penalty incurred would take over half a month of work to pay off, he explained. <div type="Article" hostid="261" msid="111663953" title="Is the cost of rent finally going down in Bengaluru&amp;#39;s IT corridors like Koramangala and Whitefield?" mstype="2" mssubtype="0"></div>Tarun and other captains noted that there was no communication from Uber or Rapido to discontinue their bike taxi services. Until more clarity is obtained, they are apprehensive of continuing services, leaving them with no viable source of income. Captains expressed discontent that action was being taken against the ground-level workers instead of the cab-aggregating companies themselves, such as Uber and Rapido. “If they really want to stop this [bike taxi services], then why don’t they stop it from the app?,” Tarun remarked. “If they say that we are illegal, then Uber and Rapido are also illegal.” Until a method to legalise bike taxis is provided, bike taxi providers — who often turn to the service as a last resort amid the unavailability of quality jobs — will continue to live in financial uncertainty.

It may sound funny but it is true. A man driving a car in Meerut was challaned for not wearing a helmet. Not only this, the policeman even put the Maruti Swift car's registration number on the challan receipt. 
 
The driver approached the Senior Superintendent of Police who has ordered an enquiry into the matter. 
 
The incident took place in Hasanpur area of Meerut on May 24 evening when Shailender Singh was stopped by a traffic police officer, and asked for his car's papers. 
Singh told Times of India that all his vehicle documents were in order but still the cop refused to let him go. 
 
"I was getting late as I had to take my 4-month-old son to a doctor but the cop kept holding my car for some reason. After I had a heated discussion with him, he, to my surprise, challaned me for not wearing a helmet. This is ridiculous. I never knew I had to don a helmet while driving a car,” 43-year-old Singh told TOI. 
 
The traffic cop, Shivraj Singh, who issued the challan, said that the matter was being blown out of proportion and that at the heart of the controversy lied a technical mistake. 
 
"We stopped Shailender Singh because we found him talking on the mobile phone while driving. We had to therefore challan him. I asked the chowki in-charge of Hasanpur, Bachan Singh, to issue a challan. However, the official, by mistake, charged him for not wearing a helmet whereas the challan should have been issued for talking on the mobile phone while driving. It was an error and not done deliberately,” clarified Singh.

Mumbai, May 14 () Mumbai traffic police collectedRs 9 crore by issuing challans to those violating lockdownnorms in the city since the travel restrictions came intoforce in March, an official said.He also informed that nearly 18 people lost theirlives in road accidents in Mumbai from March 23 to May 12.The police collected Rs 9 crore by issuing challans tothose violating lockdown norms from March 20 to May 13, hesaid.Nearly 73,735 two-wheeler riders were penalised fornot wearing helmet, 36,248 people were fined for disobeyingpublic order, 11,611 for failing to produce valid licence andover 6,354 for driving without a licence, the official said,adding that 2,09,188 challans were generated.He said nearly 3,37,136 people have been penalised sofar for various offences by the traffic police department amidthe lockdown.The official also said that 18 people were killed inas many accidents between March 23 and May 12, while 38 peoplewere seriously injured in 28 accidents during the lockdown. Paytm launches ‘Movies under Rs 100’, ‘Traffic Challan’ on its platform

The amendment now comes with some strict measures to deal with traffic violations in order to bring down the increasing number of road accidents and to cultivate responsible practices in how the roads are used by the Indian citizens. Motor vehicles amendment Act 2019 The Motor Vehicles (Amendment) Bill 2019 has brought in some amendments to the provisions found under the <keyword id="674989" type="PERSON" weightage="20" keywordseo="Motor-Vehicles-Act-1988">Motor Vehicles Act, 1988</keyword>. Earlier the same bill had been passed in the Lok Sabha in the April of 2017. Since it could not get the clearance of the <keyword id="48510" type="COMPANY" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword>, it lapsed eventually with the dissolution of the 16th Lok Sabha. <keyword id="26680" type="PERSON" weightage="20" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword>, the Union Minister for Road Transport and Highways tabled the bill in the Lok Sabha and the same was now passed this time successfully. How does a challan work before and after the Motor Vehicle Amendment Act 2019? A challan is an official text that the traffic controlling officer writes in a piece of paper and issues to the violator of traffic rules in India. If the challan is issued in an individual’s name, he or she is liable to pay the traffic fine as listed in the Motor Vehicles Act, 1988. The <keyword id="182080" type="PERSON" weightage="20" keywordseo="e-challan">e-challan</keyword> system introduced by the new amendment replaces the use of physical paper. Right from the breaking of traffic rules by the person and issuing of the challan through the payment of the corresponding traffic fine, there are several stages involved in the process and all of them have now been digitized by the amendment. The new e-challan system is a CCTV enabled one. The CCTV cameras installed in important locations on the Indian roads continuously record the footages of the ongoing traffic. When a motorist is seen violating the traffic, it will be recorded by the CCTV camera. The police will then trace the number of the vehicle from the footage recorded and register the offense in the records. The traffic police will find out the details of the vehicle and its owner from the Regional Transport Office (RTO). Once the details are received, the traffic police will send an SMS on the registered mobile number of the violator detailing the kind of violence, date, time and the details of fine or punishment according to the existing laws. The owners of the vehicle can pay the fine on the e-challan either online or offline. The traffic authority in India has created a dedicated website for paying the e-challan directly. The e-challan issued to the vehicle owner will have a unique serial number. This number has to be entered in the box provided on the site and the payment has to be made online. Alternatively, you can also pay the e-challan in offline mode by visiting the nearby police station. Third party insurance The government will launch a scheme for treating the road accident victims during the golden hour. Yet another scheme will also be launched to provide interim relief to the claimants who seek compensation under the third party insurance. The minimum compensation has been now increased from Rs. 25,000 to 2 lakh rupees in case of death and from Rs. 12,500 to Rs. 50,000 in case of grievous injury. The bill also needs that the government will institute a Motor Vehicle Accident Fund to provide compulsory cover to all the road users in India. The fund will be used to compensate the victims of hit and run accident.

You will be given a 15-day window period to pay the fines through netbanking. However if you’re unable to pay your fine by the 15th of your stipulated date, you’ll be required to pay an additional Rs 10 everyday’s delay thereafter. 
 
However, incase you do not possess a card, your details will be uploaded into a system and <a href="http://www.businessinsider.in/searchresult.cms?query=traffic+police">the traffic police</a> will give you an e-challan. You’re required to pay the fines through netbanking before the next 15 days.

New Delhi, Jun 12 () The Delhi Police on Friday organised an interactive session with health experts for its traffic personnel on the necessary precautions to be taken during the ongoing COVID-19 pandemic, officials said. The webinar session attended by 320 personnel was organised by the western traffic range with a panel of doctors from B L K hospital who talked on 'Life with Corona' and answered the several queries raised by the participants, they said. Similarly, another such awareness session on COVID-19 was organised for the traffic personnel of Central Range The session conducted by Dr. Mradul Kumar Daga, Professor, Medicine Department, Maulana Azad Medical College was attended by over 70 personnel. Dr. Daga briefed the staff about the current status of coronavirus in the country and also informed them about the precautions one needs to take while performing duty like while issuing challans. COVID-19: Delhi Police organises interactive session for its personnel

The central government has liked the concept of Transparency in Recruitment Process (TRP) so much that Prime Minister <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword>'s <keyword id="1906534" type="UNKNOWN" weightage="80" keywordseo="smart-police">SMART Police</keyword> plan will draw inspiration from it. The process was started by Uttar Pradesh Chief Minister <keyword id="6355031" type="PERSON" weightage="80" keywordseo="Akhilesh-Yadav">Akhilesh Yadav</keyword> to recruit the state police. <keyword id="2799694" type="UNKNOWN" weightage="80" keywordseo="Union-Home-Secretary-LC">Union Home Secretary LC</keyword> Goyal has chaired a meeting on May 25 to discuss progress made on the SMART Police plan. In the meeting, he has praised the <keyword id="152354" type="UNKNOWN" weightage="80" keywordseo="TRP-system">TRP system</keyword> and termed it as a "commendable system worthy of replication by all states", an Economic Times report stated. 

	What is this TRP system? It involves minimum human intervention in the evaluation process of possible recruits based on automated criteria, online documentation of their performance during trials, which is available to all for review for maximum transparency, and minimises discretion along with incorporating a prompt grievance system for rejected candidates.
 "Police recruitment exercises have been infamous for corruption and favouritism. The system introduced by <keyword id="6354864" type="ORGANIZATION" weightage="80" keywordseo="UP-police">UP Police</keyword> is a landmark system," a senior home ministry official said. 

	In the meeting, Goyal decided to obtain a status report from the UP government on TRP to incorporate it into the SMART Police plan, as per the financial daily. 
 

	The SMART Police plan was announced by the Prime Minister in December 2014 and the Ministry of Home Affairs is currently working on it. 
 

	In the past two months, the ministry has held four regional workshops at Bengaluru, Bhopal, Guwahati and Chandigarh to study over 50 best police practices followed in various states. 
 Goyal, at the May 25 meet, shortlisted five such practices, which will be examined further for replication across India. These include a web-based system for filing of complaints and FIRs, a mobile application for distress assistance on the lines of the HIMMAT application of the Delhi Police, a web-based court cases monitoring system on the lines of the model followed in Vijaywada, e-challans for traffic offences and Vehicle Database Access on the models of the Delhi Police, Gujarat Police and <keyword id="127510" type="ORGANIZATION" weightage="80" keywordseo="Karnataka-Police">Karnataka Police</keyword>, and a community policing initiative in Khanna by <keyword id="95863" type="ORGANIZATION" weightage="80" keywordseo="Punjab-Police">Punjab Police</keyword>.

Centre to copy Akhilesh Yadav’s new Police policy?

Police in and around <keyword id="19900176" type="General" weightage="100" keywordseo="hyderabad" source="keywords">Hyderabad</keyword> have imposed curbs on vehicular traffic and certain restrictions for hotels, restaurants and bars in view of New Year celebrations. Roads around <keyword id="20016246" type="General" weightage="80" keywordseo="hussain-sagar" source="keywords">Hussain Sagar</keyword> lake in the city centre, Nehru Outer Ring Road, PVNR Expressway, flyovers and a few roads will remain shut for traffic between 10 p.m. on December 31 and 5 a.m. on January 1. Police Commissioners of Hyderabad, Cyberabad and Rachakonda have issued orders imposing. restrictions to prevent accidents or any untoward incident during the celebrations. Police have set up special checkposts in the limits of all three commissionerates to check drunk driving, rash driving, overspeeding, triple riding and other traffic violations. Special drive to check drunk driving will begin in the city from 8 p.m. For the first time the <keyword id="20016249" type="General" weightage="50" keywordseo="telangana-state-narcotics-bureau" source="keywords">Telangana State Narcotics Bureau</keyword> (TSNAB) will also conduct drug tests on suspects. TSNAB personnel will collect the urine samples from suspects and conduct tests, whose results will be known in five minutes Organisers of New Year parties, hotels, restaurants, farm houses, resorts, pubs and bars have been warned of stringent action if they allow use of drugs in their premises. As a large number of revellers gather around Hussain Sagar lake, police have announced traffic diversions. Police Commissioner K. Travel buses, Lorries and Heavy Goods Vehicles (HGVs) and Heavy Passenger Vehicles (HPVs) will not be allowed into the city till 2 a.m. Hyderabad traffic police will be undertaking extensive checks to curb drunk driving, rash, dangerous and negligent driving, over speeding and triple riding on two wheelers and other traffic violations in the interest of public order and road safety, he said. Cyberabad police have announced that Nehru Outer Ring Road will be closed for light motor vehicles except the vehicles bound towards the RGI Airport from 10 p.m. to 5 a.m. PVNR Express Way will be closed for vehicles except for the vehicles bound towards the Airport. Shilpa Layout flyover, Gachibowli flyover, Bio-diversity flyovers 1 &amp; 2, Shaikpet flyover, Mind space flyover, Road No.45 flyover and Durgam Cheruvu Cable Bridge, Cyber tower flyover, Forum Mall-JNTU Flyover, <keyword id="20016247" type="General" weightage="50" keywordseo="kaithalapur-flyover" source="keywords">Kaithalapur Flyover</keyword>, Babu Jagjivan Ram flyover (<keyword id="20016250" type="General" weightage="50" keywordseo="balanagar" source="keywords">Balanagar</keyword>) and AMB Flyover (Kondapur) will be shut for traffic. The drivers/operators of cabs/taxi/auto rickshaws have been directed to be in proper uniform and carry all their documents. They shall refuse ride on hire to any public. Penalty of Rs 500 will be imposed in the form of e-challan on such refusal to ply. Public may send such complaints to us on WhatsApp 9490617346 with details of vehicle, time, place, etc. "Any bar / pub / club, etc., knowingly or negligently allowing their customers / associates to drive under the influence of alcohol after consuming alcohol in their premises will be dealt strictly as per law and the concerned management will be prosecuted for abetting the crime. They shall strictly educate their customers / associates on consequences of drunk driving and also shall make alternative arrangements for travel. They shall stop drunk persons from driving a vehicle from their premises," reads an order by the Police Commissioner. Usage of high-decibel sound/music systems in the vehicles is prohibited and vehicles will be detained and sent to RTO for further action. Overcrowding in vehicles/travelling on the top of vehicles/creating nuisance in public places will also lead to strict action as per law.

Curbs imposed in Hyderabad in view of New Year celebrations

New Delhi, May 13 () Supreme Court Justice D Y Chandrachud Wednesday said the COVID-19 pandemic has given an opportunity to place the technological infrastructure of the Indian judiciary on a robust basis.He said that soon after the pandemic descended, "we were able to create an infrastructure for launching video conferencing in the Supreme Court, high courts and in over 17,000 courts in the country which is an indicator of what we have been able to achieve." Justice Chandrachud, who is the chairperson of the Supreme Court e-committee, said: "The pandemic has descended on us without any notice but the pandemic has given us an opportunity to place the technological infrastructure of Indian judiciary on a robust basis. The question today is not whether we should adopt technology but how well do we adopt technology."While e-inaugurating the second phase of the Virtual Court project in Delhi via webinar, he said that online payment of traffic violation challans tremendously improved the efficiency of the system.The virtual courts 2.0 project was undertaken by the e-Committee of Supreme Court, IT teams of the Delhi High Court, district courts here and the Delhi Traffic Police, which involves capturing of traffic violations via cameras and the resolution of the challans generated thereafter.As of today, the Delhi traffic police has in position 389 cameras across NCR of Delhi to digitally capture the traffic violations involving over-speeding and red light jumping.During the webinar, he said that since the two virtual courts were inaugurated a while ago, challans of Rs 95,000 have been paid online probably in the last 15 minutes.Justice Chandrachud said the virtual courts have been able to liberate the energies of 20 judges of the Delhi district judiciary who otherwise have been manning the physical courts."So 20 judicial officers who were dedicating their work to these petty offences of traffic violations are now being able to dedicate their time to core judicial work," he said, adding that the Delhi Police can now devote their time to core traffic duties.Justice Chandrachud, who said this is a citizen centric exercise, added that the example of Delhi is being replicated elsewhere in the country and maharashtra is set to go online this Friday with virtual challan courts and Haryana, Tamil Nadu, Kerala, Karnataka, Himachal Pradesh and Uttar Pradesh are on their way.He also informed that various high courts have framed model rules for conducting virtual hearings and have sent it to the Supreme Court and added that "right to know of public and media is crucial in a democracy".Delhi High Court Chief Justice D N Patel, who was part of the programme, said the initiative has been successful as the virtual court has disposed of 7,30,789 challans as on May 7, resulting in the online collection of fine amounting to Rs 89,41,67,812.He said the second model will have camera clippings of the violation and if anyone has any issue, they can point it out to the court and virtual courts will benefit people as no one has time to go to courts.Supreme Court Judges- Justices S K Kaul, S Ravindra Bhat and Sanjeev Khanna, Delhi High Court judges- Justices Rajiv Shakdher, Sanjeev Sachdeva, Prathiba M Singh and Navin Chawla were also part of the event. Besides them, Delhi Police Commissioner S N Shrivastava was also present.The first virtual court was inaugurated on July 26, 2019 and it deals digitally with 'on-spot traffic challans' generated by the Delhi Traffic Police via the E-Challan application developed by the NIC. COVID-19 gave opportunity to put judiciary's techno infra on robust basis: Justice Chandrachud

Delhi Transport Minister <keyword id="6391020" type="PERSON" weightage="20" keywordseo="Gopal-Rai">Gopal Rai</keyword> on Saturday asserted that the government has no intention to take the road-rationing experiment odd-even formula beyond January 15 amid reports that the <keyword id="6830867" type="UNKNOWN" weightage="20" keywordseo="odd-even-scheme">odd-even scheme</keyword> may be extended,. 

	The pilot plan for cutting vehicular emission was launched on January 1.

	 Rai said that some confusion is also being spread that the plan was illegally imposed by the government, and claimed that under Section 115 of the Motor Vehicle Act, they have power to implement this scheme as such provisions were also made during the <keyword id="6354367" type="ORGANIZATION" weightage="20" keywordseo="Commonwealth-Games">Commonwealth Games</keyword> as per this law. 

	“Government is neither going to extend odd-even scheme beyond January 15 nor finish it before the 15-day trial period,” Rai said, terming some of media reports of extending the car-rationing scheme as “false”.
 

	He further said the traffic-restriction is just only for 15 days and after the trial period, government will study the data collected through it and will do a proper analysis, adding, it will then be able to take a final decision.
 

	Rai, who was at his residence held a meeting of Coordination Committee with officials concerned on the scheme, said from January 1-8, traffic police, transport and revenue departments have issued 5,893 challans for the violation of odd-even rules so far.
 

	“Out of these numbers, 2,912 challans were issued by SDMs and 2,260 by traffic police. Besides, enforcement wing of the transport department has issued 721 challans for violating odd-even rules so far,” he said.

	Apart from this, 1,943 challans were issued by the transport department to auto drivers for different violations including refusal to drive.
 

	The government has also received 13,528 calls on its two helplines in the last one week and most of them were related to queries about the scheme. Out of these calls, 395 were related to complaints against bus, auto drivers, and other issues.
 

	According to the minister, in view of traffic rush on some road stretches during peak hours, government has decided to deploy additional teams of transport department and traffic police to manage traffic there from Monday. The areas include, ITO, Ring Road, Outer Ring Road, Connaught Place, Mathura Road, Ashram, New Friends Colony, Nehru Place, Sarai Kale Khan, Hanuman Mandir Marg and Dhaula Kuan.
 

	“Government has also decided to do a close monitoring on the assigned works of civil defence volunteers. Teams of SDM have also formed in this regard,” he said.
 The fate of the odd-even vehicle scheme will be decided on January 11 by the <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="Delhi-High-Court">Delhi High Court</keyword> which had yesterday reserved its order on various pleas challenging the AAP government’s ambitious pilot project which will continue till then. 

	A bench of Chief Justice G Rohini and Justice Jayant Nath reserved the order after the Delhi government informed it that the pollution level of particulate matter across the national capital showed a declining trend due to implementation of the scheme.

<a href="http://www.businessinsider.in/searchresult.cms?query=corruption">Corruption</a> has been at the forefront of <a href="http://www.businessinsider.in/searchresult.cms?query=political+debate">political debate</a> in the country for quite some time now. In the past, the previous <a href="http://www.businessinsider.in/searchresult.cms?query=Union+government+">Union government </a>had been involved in the several scams which resulted in its worst electoral performance since independence. <keyword id="46183" type="UNKNOWN" weightage="100" keywordseo="Corruption">Corruption</keyword> became so endemic that a social movement emerged out of it, some members of which now are par of the ruling government in Delhi. With the recent allegations of corruption against the present <keyword id="6362177" type="ORGANIZATION" weightage="100" keywordseo="union-government">Union Government</keyword> the issue has again been under the media spotlight. It also resulted in a complete washout of the monsoon session of the parliament. While this problem is no way a problem of the Indian state and it is broadly speaking a problem in every part of the world, it is imperative to look at the problem from a wider perspective. It includes acknowledging that the problem deals with ethical, psychological, social, economic and legal issues and not just India's political processes. 
 
At a moral and ethical level, the term corruption implies impairment of moral integrity or virtue. Transparency International, an anti-corruption watchdog, defines it as 'the abuse of entrusted power for private gain.' 
 
At a social level corruption can be seen as either petty or large. Another pertinent question at the social and psychological level is why does corruption occur? The answer may be because of a need to get things done quickly (speed money) in a bureaucratic society. Also, sometimes it arises because it has become ingrained in the institutional processes (Think of the money given for registering a property). It may also arise due be the fact that the economic cost of paying a bribe may be lesser than the actual fine/tax. (Think of motor vehicle challans that one gets away with a payment of 50-100 Rs. to the traffic police). Corruption often manifests itself in various ways. The problem of corruption at the institutional level is that it often percolates at the retail level, and that is why it is imperative to have people who believe in transparency and accountability at the highest levels. 
 
There exists a linkage between corruption and capital flight. The recent December 2014 report by <a href="http://www.businessinsider.in/searchresult.cms?query=Global+Financial+Integrity+">Global Financial Integrity </a>(GFI), a research organization based out of Washington, talks about illicit financial outflows from developing countries. Their estimates suggest that India had the fourth highest cumulative outflows from a period of 2003-12. India’s outflows were 439 billion USD, compared to 1.252 trillion USD for China, 973 billion USD for Russian Federation, and 217 billion USD for Brazil. These outflows represent the lost capital and investment, which could have been utilized for growth and competitiveness within these economies. 
 Corruption can be tackled only when there is trust in the society and its institutions and when there is a <keyword id="469810" type="UNKNOWN" weightage="100" keywordseo="rule-of-law">rule of law</keyword> based society. The rule of law ensures stability and enforcement of laws and predictable changes in policy. It acts as a powerful deterrent to future criminals by making them aware of the consequences of their actions and is thus an active force in limiting crime and corruption in any society. It also is promises stable and near corruption-free society to people living in such a state. <a href="http://www.businessinsider.in/searchresult.cms?query=Rule+of+law">Rule of law</a> and reduction in corruption go hand in hand. If proper rule of law is ensured, corruption will fall. However, it is easier said than done. There are ways to deal with the issue of strengthening rule of law and weakening corruption. One is that the state should strengthen the system of “checks and balances” where most if not all the people are accountable. The second is ensuring that people choose the right leaders who are morally upright. Both these are interrelated. The need is also to respect and trust institutional processes and the legal system to ensure a rule of law society. 
 
Finally, another major problem with tackling corruption is its measurement. The best way to do this Is to look for the relative presence or absence of it. The measurement of corruption per say is difficult and hence a perception of corruption is considered to be a robust method to find the relative presence or absence of it in different societies. Transparency International does an annual ranking of states based on the perceived levels of public corruption by businessmen in those states. The 2014 Corruption Perception Index (CPI) looks into the perceived level of public corruption in different states. A higher score on the Index means a relatively corruption free state/society. India had a score of 38 and a rank of 85 out of a total of 175 countries, which signals a high perception of corruption in India. However, last year the rank had improved considerably from a rank of 94 in 2013, which signals a marked decline in the perception of corruption in society. However, the problem is still quite rampant. 
 
Till India looks at corruption from a political viewpoint, it will be difficult to ensure rule of law and reduce the stranglehold of corruption. Much in the future will depend on upright individuals and institutional processes which incentivize non-corrupt behaviour and penalize those wanting to get away with the abuse of power. Transparency and accountability will have to become a norm if developing economies like India want to sustain economic growth and enhance their competitiveness.
