This money would be used to fund a large-scale restructuring of the Japanese multinational conglomerate. <br />

Toshiba would be approaching its lenders for the new commitment line, as stated by a company spokesman. Earlier reports from The Nikkei financial daily, Toshiba would also seek help from Mizuho Bank and Sumitomo Mitsui Banking Corp.<br />

In September, Toshiba secured a 400 billion yen commitment line. This has given the company a wider safety net, helping it to recover from the accounting scandal in which it overstated profits from around 2009. <br />
<br />
The Tokyo Stock Exchange has placed Toshiba stocks in a special "watch" category, to be able to see if it can improve internal controls. Also, Moody's recently downgraded the company's debt rating to junk status. Both these moves are expected to toughen the funding process through debt or new shares. <br />

Though still a victory, the results were a disappointment from the 186 seats the party claimed in the previous election. Rajoy must now form a coalition government. The anti-austerity Podemos, or We Can, party made big gains, winning 69 seats. Spain's 10-year yield is up 7 basis points basis points at 1.77%.</p><p><strong><a href="http://www.businessinsider.com/brent-crude-oil-hits-11-year-low-december-21-2015-12">Brent crude oil hit its lowest level in more than a decade</a>.</strong> Early selling dropped the energy component to its lowest level in 11 years. Brent crude fell 1.4% to $35.16 a barrel in early trade before recovering to $36.42. Similarly, West Texas Intermediate crude oil sank to a low of $34.31 a barrel, just missing its own seven-year low. The weakness in energy prices comes as the world has been flooded with supply as OPEC looks to put pressure on US shale producers.</p><p><strong><a href="http://www.bloomberg.com/news/articles/2015-12-20/gasoline-pump-prices-fall-below-2-for-first-time-in-six-years">Gas fell below $2 a gallon</a>. </strong>Bloomberg cites data from GasBuddy Organization, which said the average price of gasoline in the US hit $1.999 per gallon on Saturday. This marked the first time in six years that prices at the pump fell below $2 a gallon. According to GasBuddy, a gallon of gas cost $2.11 a week ago and $2.44 a year ago.</p><p><strong><a href="http://www.businessinsider.com/azerbaijan-devalues-currency-manat-2015-12">Azerbaijan's currency is in free fall</a>. </strong>The former Soviet republic's currency, the manat rate, is down 48.2% at 1.5500 per dollar after the central bank announced it has decide to free-float its currency. As of December 21, the manat rate "will be determined by demand and offer on the Forex market," the country's central bank said. Azerbaijan has become the second former Soviet republic to free-float its currency in recent months. Khazakstan's tenge had its peg removed in August.</p><p><strong><a href="http://www.businessinsider.com/boe-martin-weale-uk-interest-rate-rise-and-wages-2015-12?r=UK&amp;IR=T">A Bank of England member says rates in the UK won't rise anytime soon</a>. </strong>Bank of England Monetary Policy Committee member Martin Weale told the Telegraph, rates in the UK won't be going up anytime soon. Weale suggested weak wage growth is likely to keep the Bank of England's key rate at a record low 0.50% for the foreseeable future. "I initially thought that the weak wage growth was a wobble that represented stray numbers that you get once or twice from time to time," Weale said. "There has plainly been something more to it than that." The British pound is little changed near 1.4900.</p><p><strong><a href="http://www.businessinsider.com/russia-could-sue-ukraine-over-3-billion-bond-default-2015-12">Russia and Ukraine might be headed to court</a>. </strong>Last week, Ukraine defaulted on its $3 billion debt payment to Russia after Russia failed to accept a restructuring. Now, Russian Prime Minister Dmitry Medvedev has ordered the government to ready legal action against Ukraine. Bloomberg reports <span>Russian Deputy Finance Minister Sergey Storchak said Ukraine has "<span>no chance of winning this case."</span></span></p><p><strong><a href="http://www.businessinsider.com/r-toshiba-announces-layoffs-in-pc-and-tv-units-sees-loss-2015-12">Toshiba is cutting a bunch of jobs</a>. </strong>According to Reuters, the electronics maker will eliminate 7,000 jobs as it narrows its focus on chips and nuclear energy. Toshiba announced it expects a loss of ¥550 billion ($4.53 billion) as a result of its restructuring, which comes as the company looks to repair the damage of its $1.3 billion accounting scandal. "By implementing this plan, we would like to regain the trust of all stakeholders including shareholders and transform ourselves into a robust business," Toshiba said in a statement.</p><p><strong><a href="http://www.reuters.com/article/us-hussmann-m-a-panasonic-idUSKBN0U40DT20151221">Panasonic is entering the food distribution industry</a>. </strong>Reuters reports, electronics marker Panasonic is buying fridge maker Hussmann from private equity firm Clayton, Dubilier &amp; Rice for $1.5 billion. Minority owner Ingersoll Rand will retain its 36.7% stake in the company. The deal helps Panasonic diversify away from its smartphone and television business.</p><p><strong>Stock markets around the world are mostly higher. </strong>China's Shanghai Composite (+1.8%) led the gains in Asia and Germany's DAX (+0.9%) paces the advance in Europe. Spain's IBEX (-2.6%) lags after the election. Crude is down $0.31 (£0.21), or 0.85%, at $35.75 (£23.95).</p><p><strong>Netflix paid no <keyword id="6354868" type="COUNTRY" weightage="60" keywordseo="UK">UK</keyword> corporation tax last year despite being estimated to have around 4.5 million subscribers in the country, it has been reported.</strong> <a href="http://www.thesundaytimes.co.uk/sto/news/uk_news/article1647527.ece">According to a Sunday Times investigation</a>, it <a href="http://uk.businessinsider.com/report-netflix-paid-no-corporation-tax-in-britain-in-2014-2015-12">generated an estimated £200 million ($298.5 million) of revenue in Britain last year</a> but any profits from the UK in 2014 were booked overseas. Toshiba revealed earlier this year it had overstated accounts by $1.3 billion (£870 million) as far back as 2008.</p><p><strong>Former Prime Minister John Major doesn't think Britain is going to raise interest rates anytime soon, even though the US Federal Reserve hiked rates for the first time </strong><strong>since 2006.</strong> <a href="http://uk.businessinsider.com/john-major-interest-rate-hikes-carney-fed-decision-2015-12">He told the BBC's Andrew Marr show on Sunday:</a> "I think this will be a very slow process. The milestone is significant as it could eventually lead to spaceflight that uses reusable rockets. Elon Musk tweeted, "There and back again," and attached a picture of the flight path once the mission was complete.</p><p><strong><a href="http://www.businessinsider.com/r-carl-icahn-raises-offer-for-pep-boys-tops-bridgestones-offer-2015-12">Pep Boys likes Carl Icahn's offer</a>. </strong>Activist investor Carl Icahn has raised his offer for the US auto-parts retailer to $16.50 per share. Pep Boys' board of directors has come out in support of the Icahn offer, saying it preferred his offer to the $15.50-per-share offer from Bridgestone, which initially offered $15 a share but raised its bid to $15.50 to match Icahn.</p><p><strong><a href="http://www.businessinsider.com/netapp-buys-solidfire-2015-12">NetApp is buying a storage company</a>. </strong>The tech-storage giant NetApp has agreed to buy the solid-state-storage startup SolidFire for $870 million in cash. The acquisition will help NetApp reach enterprises that want to build their storage systems in a quieter, faster, and more efficient way. "<span>SolidFire will materially improve the growth rate of NetApp over time," NetApp CEO George Kurian said. "It will take time and investment to achieve that. And at that point it will also improve earnings. In the near term it will be dilutive to earnings because we need to invest to make it succeed."</span></p><p><strong><a href="http://www.businessinsider.com/samarco-dam-disaster-bhp-billiton-ordered-to-set-aside-cash-by-brazilian-court-2015-12?r=UK&amp;IR=T">Brazil is going after BHP Billiton and Vale</a>. </strong>A Brazilian court has ordered the miners BHP Billiton and Vale to set aside $491 million after a collapsed dam at their joint venture released <span>60 million cubic meters of mud downstream, killing at least 17 and contaminating the water systems of hundreds of towns and cities. The companies' assets in the country have been frozen, and they face the possibility of billions of dollars more in damages. Both companies have been ordered to carry out extensive environmental and social work in the areas affected by the collapse. </span></p><p><strong><a href="http://www.businessinsider.com/cdc-update-on-chipotle-e-coli-outbreak-2015-12">The CDC is looking into another possible E. coli outbreak at Chipotle</a>. </strong>The Centers for Disease Control and Prevention say five new E. coli cases could be linked to Chipotle. One person in Kansas, one person in North Dakota, and three people in Oklahoma all reported eating at Chipotle in the week before they fell ill. This follows cases in Illinois, Maryland, and Pennsylvania, as well as an ongoing investigation of a strain that left 120 Boston College students ill. Chipotle has since created new food-safety programs it is implementing. "<span>With all of these programs in place, we are confident that we can achieve a level of food safety risk that is near zero," Chipotle spokesman Chris Arnold said in a statement. </span></p><p><strong><a href="http://www.businessinsider.com/toshiba-shares-crashed-12-after-warning-of-a-record-loss-2015-12?r=UK&amp;IR=T">Toshiba was cut to junk at Moody's</a>.</strong> The electronics maker is having a bad week. On Monday, the company announced it was taking a <span>record loss of 550 billion yen ($4.5 billion) and eliminating 7,000 jobs while narrowing its focus to chips and nuclear energy. On Tuesday, the company's debt rating was cut to junk at Moody's with a two-notch downgrade <span>from Baa3 to Baa2. "<span>We expect that Toshiba's leverage will stay high over a prolonged period, given that its restructuring costs will exceed our previous estimates, and our expectation of improvement in earnings, if any, for each business segment will be very gradual even after the restructuring," <span>Masako Kuwahara, a Moody''s vice president and senior analyst, said. </span></span></span></span></p><p><strong><a href="http://www.businessinsider.com/the-biggest-insider-sellers-of-the-year-2015-12?r=UK&amp;IR=T">Bill Gates was the biggest insider seller in 2015</a>. </strong>Microsoft founder Bill Gates sold $1.5 billion worth of the company's stock in 2015, according to Sqoop.com. But that was far less than the $3.35 billion he sold in 2014. The data shows Google cofounders Sergey Brin ($868 million) and Larry Page ($857 million) were second and third on the insider selling list. Insiders are allowed to sell stock as long as they don't used privileged information during their decision process.</p><p><strong>Stock markets around the world are little changed.</strong> China's Shanghai Composite (+0.3%) hit its best level in four months while leading the gains in Asia. Elsewhere, Spain's IBEX (+0.7%) outperforms during a quiet session in Europe. S&amp;P 500 futures are up 1.25 points at 2,016.25.</p><p><strong>US economic data picks up. </strong>The third estimate of US third-quarter gross domestic product is due out at 8:30 a.m. ET. We also get a look at the housing market as the FHFA's Housing Price Index is set for release at 9 a.m. ET and existing-home sales are announced at 10 a.m. ET. <p><strong>Scotland is voting in its independence referendum.</strong> The polls are already open, and close at 5 pm New York time.  <a href="http://www.businessinsider.com/scotland-independence-referendum-vote-result-2014-9">Results will trickle in throughout the evening</a>, and there should be a declaration in the early hours of the morning. </p>
<p><strong>The European Central Bank's latest policy is a big disappointment.</strong> The targeted long-term refinancing operations <a href="http://www.businessinsider.com/the-latest-effort-to-save-the-eurozone-just-fell-flat-on-its-face-2014-9">garnered a lot less interest than analysts had hope</a>d, and most think an  €82.6 billion takeup won't be enough.</p>
<p><strong>Yellen's dovish tones drove the dollar to a six-year high.</strong> <a href="http://www.businessinsider.com/r-dollar-surges-to-six-year-peak-on-yen-tokyo-stocks-cheer-2014-9">The greenback hit its highest level since September 2008 against the yen</a> last night, following Fed Chair Janet Yellen's repeated assurances of easy policy from the Federal Reserve.</p>
<p><strong>Meanwhile, markets are in the green</strong>. Japan's Nikkei closed up 1.1%, European stocks are up with the EURO STOXX 50 up 0.8%, and US futures are higher with Dow futures up 60 points.</p>
<p><strong>The Alibaba float pricing is coming up today.</strong> The massive Chinese e-commerce firm <a href="http://www.businessinsider.com/r-alibaba-set-to-price-ipo-shares-amid-investor-frenzy-2014-9">is selling more than $20 billion in shares in New York,</a> and Alibaba stocks will be available for retail investors Friday.</p>
<p><strong>Apple's iPhone 6 has now got regulatory approval to be used on Chinese frequencies.</strong> It's a <a href="http://www.businessinsider.com/r-apples-iphone-6-gets-one-chinese-license-needs-another-before-sales-begin-2014-9%20">key aspect of accessing the country's rapidly growing market</a>. But the firm still has more hurdles to jump through before it's allowed to sell the phone there.</p>
<p><strong>Japan's brief export boost looks like it's already slowing down.</strong> The country saw a rise in outward trade immediately after a recent sales tax hike, but figures out overnight <a href="http://www.businessinsider.com/r-japan-exports-hit-by-weak-us-shipments-sap-economic-recovery-2014-9">showed exports down 1.3%</a> in the year to August. And two major Japanese firms had negative announcements overnight. Suzuki will recall 453,000 vehicles because of a defective fan in the air conditioning unit. Toshiba also announced that they would be laying off 900 staff in a restructuring which will see them retreat from some markets. <span style="font-size: 2em; color: #000000;"></span></p>
<p><strong>Chinese home prices are still falling.</strong> <a href="http://www.businessinsider.com/r-chinas-house-prices-fall-further-economic-gloom-deepens-2014-9%20">House prices fell for the fourth straight month</a>, adding to concerns about the strength of the massive developing economy. Earlier this week, the People's Bank of China organized an unannounced stimulus for the country's banking sector, in an attempt to offset the slowdown.  </p>
<p><strong>The IMF and World Bank are stepping into the fight against Ebola.</strong> The two institutions <a href="http://www.ft.com/cms/s/cd61c030-3e8e-11e4-adef-00144feabdc0,Authorised=false.html?_i_location=http%3A%2F%2Fwww.ft.com%2Fcms%2Fs%2F0%2Fcd61c030-3e8e-11e4-adef-00144feabdc0.html%3Fsiteedition%3Duk&amp;siteedition=uk&amp;_i_referer=http%3A%2F%2Fwww.ft.com%2Fworld">pledged $300m to the worst-hit countries in west Africa</a>. Some of the nations are struggling to finance the expensive quarantine and medical programmes needed to fight the disease.</p>
