As CVS sharpens its focus on customer health, the nation's second-largest drugstore chain will tweak its corporate name and stop the sale of tobacco nearly a month sooner than planned.
CVS Caremark will now be known as CVS Health. The signs on its roughly 7,700 drugstores won't change, so the tweak may not register with shoppers.
However, those customers will see a big change when they check out. The cigars and cigarettes that used to fill the shelves behind store cash registers have been replaced with nicotine gum and other products that help people kick the tobacco habit. CVS said earlier this year that it would stop selling tobacco products on Oct. 1.
CVS and other drugstores have delved deeper into customer health care in recent years.

CVS Will Stop Selling All Tobacco Products

The government has made it mandatory for <keyword id="5293670" type="General" weightage="20" keywordseo="ott-platforms" source="Orion">OTT platforms</keyword> to display an anti-tobacco health warning as a prominent static message at the bottom of the screen during the period of a tobacco product being displayed or used in a programme, the Rajya Sabha was told on Tuesday. The government notified the Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Amendment Rules, 2023 on May 31, Minister of State for Health SP Singh Baghel said in a written reply. According to the amended rules, every publisher of online curated contents displaying tobacco products or their use has to display anti-tobacco health spots, for a minimum 30 seconds each at the beginning and middle of the programme. They have to display anti-tobacco health warning as a prominent static message at the bottom of the screen during the period of display of the tobacco products or their use in the programme, and also display an audio-visual disclaimer on the ill-effects of tobacco for a minimum 20 seconds each in the beginning and middle of the programme, Baghel said in his written reply. Moreover, all compliance is ensured as per Rule (6) of the Amendment Rules, 2023 through an inter-ministerial committee consisting of representatives from the Ministry of Health and Family Welfare, Ministry of Information and Broadcasting and Ministry of Electronics and Information Technology.

The healthy ministry and the World Health Organisation (WHO) say prices of tobacco products in India have not increased substantially over time and have, therefore, suggested a hike in taxes up to 40% in all tobacco products in the Budget 2016. 
 
A report by the health ministry and WHO, 'Tobacco Taxes in India: An Empirical Analysis', states that tobacco products have become cheaper than essential food items and there was a need to hike prices. 
 
"The relative wholesale price index (WPI) of all tobacco products (smoking and smokeless) show an increasing trend between 2005-06 to 2012-13, but this has been consistently lower than essential commodities like food items," the report revealed. 
 
But the study does not say about period between 2006 and 2013 and higher taxes imposed on cigarettes over the following two years. 
 
In contrast to the report by health ministry and WHO, the recent National Family Health Survey-4 covering 13 states and two Union Territories mentioned decline in consumption of tobacco products over the last decade. 
 
As per the government, the total economic cost attributable to tobacco use from all diseases in the year 2011 amounted to Rs 1,04,500 crore ($22.4 billion) in India, equivalent to 1.04% of GDP.

According to the report, the percentage of smokers in India dropped from 19.4% in 2000 to 11.5% in 2005. The same report projects that the percentage of tobacco smokers in India will further drop to 9.8% by 2020 and 8.5% by 2025. Globally, the percentage of smokers in the age group of 15 or more has dropped to 20.2% from 26.9% in 2000. The decrease in the percentage of tobacco smokers in India and other low and middle countries was due to the implementation of tobacco control policies like <a href="https://en.wikipedia.org/wiki/Cigarettes_and_Other_Tobacco_Products_Act">“Cigarettes and Other Tobacco Products Act of India”</a>. These policies basically prohibit the advertisement of tobacco products and regulate the supply and distribution of cigarettes and other tobacco products. Although the percentage of tobacco smokers in India is going down, it’s too early to rejoice as the country still has one of the largest tobacco smoking and chewing populations in the world. The report also revealed that most of the world’s tobacco consumers did not know about the cardiovascular risks of smoking tobacco. Therefore this World Tobacco day, the WHO is drawing the world's attention to the <a href="http://www.who.int/news-room/detail/31-05-2018-world-no-tobacco-day-tobacco-and-heart-disease">cardiovascular risks of tobacco</a>. According to a report in <a href="http://www.thehindu.com/sci-tech/health/sharp-drop-in-smoking-tobacco-in-india-says-who-report/article24049507.ece">The Hindu</a>, the WHO’s Director-General said, “Most people know that using tobacco causes cancer and lung disease, but many people are not aware that it also causes heart disease and stroke — the world’s leading killers.”

Guwahati, May 18 () A non-governmental organisationhas claimed that a 30 per cent tax on non-virginia tobacco canfetch Rs 30,000 crore revenue and it can be used by thegovernment to fight the COVID-19 pandemic.The National Health Forum (NHM), which works in the fieldof tobacco control had recently written a letter to the UnionFinance and Health ministries and sought to regulate the saleof non-virginia tobacco, which is not the case as of now."As per our estimates, a 30 per cent levy as a reversecharge levied upon and paid by the manufacturers and dealersof non-virginia tobacco products will yield a revenueincrement of around Rs 30,000 crore," NHF Managing TrusteeMandakini Sinh said in a statement.This will lead to a far wider net of taxation and alltypes of tobaccos will be uniformly brought into the tax net,she claimed."COVID-19 pandemic has caused widespread destruction ofeconomic activity and there is a need to channel increasedresources in resurrecting economic activity and provide reliefto the jobless. A new source of tax collection will be a greatboost to support the rebuilding efforts," Sinh said.Currently, all tobacco products manufactured using non-virginia tobacco such as burley tobacco are in the unorganisedsector and there is large scale evasion of tax bymanufacturers and scant respect for the tobacco control laws,she claimed.The non-virginia tobacco is used in the manufacture ofchewing varieties of tobacco, hookah, gutkha, kiwam, gudaku,zarda and bidis that are extremely dangerous in the context ofthe COVID-19 pandemic as they need to be spat out afterconsumption, NHM said."These are neither appropriately taxed nor its growers,who are the poorest of poor farmers, get stable prices fortheir produce. There are private intermediaries and middlemenwho take advantage of the situation and milk the poor Indianfarmers," the NGO said.In its letter to the Central government, the NHM appealedfor regulating the sale of non-virginia tobacco, whichconstitutes about 85 per cent of tobacco grown in India,through auction platforms overseen by the Tobacco Board ofIndia."The initiative will have a double benefit -- firstly theenhancement of revenue and secondly controlling the sale ofthe so far unregulated tobacco products in India," the releasesaid. 30% tax on non-virginia tobacco can bring Rs 30,000 revenue: NHM

New Delhi, Feb 1 () Cigarette stocks on Saturday plunged up to 7 per cent, led by ITC, as tobacco related products are set to become more expensive due to hike in excise duty proposed in the Union Budget for 2020-21.
ITC tanked 6.97 per cent to close at Rs 218.85 on the BSE. During the trade, it plummeted 8.31 per cent to Rs 215.70 -- its 52-week low. It was the worst performer in the Sensex pack.
Shares of Godfrey Phillips India dropped 6.82 per cent, VST Industries 5.40 per cent and Golden Tobacco 0.18 per cent.
 A large number of items including cigarettes, chewing tobacco are set to become more expensive due to hike in taxes proposed in the Union Budget for 2020-21.
 "As a revenue measure, I propose to raise excise duty, by way of National Calamity Contingent Duty on cigarettes and other tobacco products. However, no change is being made in the duty rates of bidis," Finance Minister Nirmala Sitharaman said.

Yet, 625,000 children still use tobacco in the country on a daily basis. According to the Tobacco Atlas, a report compiled by the American Cancer Society and Vital Strategies, <a href="https://tobaccoatlas.org/wp-content/uploads/pdf/india-country-facts.pdf">103.6 million</a> people in India over the age of 15 consumed tobacco every day as of 2015, 87% of which were men. The results indicate that over 20% of India’s male population smokes compared to 2% of its females. Worse still, the report shows that the habit starts at a young age. Over half a million children between the age of 10 and 14 years also smoke on a daily basis. Nearly 70% of this figure is accounted for by boys, which indicates that the proportion of female smokers could increase in the future. While the report maintains that there are fewer deaths from <keyword id="6357278" type="PERSON" weightage="20" keywordseo="Smoking">smoking</keyword> in India in comparison to countries with similar levels of human development, around 13,452 men and 4,435 women die every week owing to smoking-related issues, amounting to 930,000 annual deaths. The direct <keyword id="6354750" type="CITY" weightage="20" keywordseo="health">health</keyword> costs and indirect costs such as lost productivity were pegged at 1.8 trillion rupees. India has cracked down on tobacco use in recent years. The government has implemented measures such as a graphic pictorial warning that covers 85% of the package, higher duties on cigarettes and a ban on smoking in educational institutions, government facilities and hospitals. It has also made anti-tobacco advertising spots, which are distinguished by their appallingly low production value, a regular fixture at the cinema and on television. So, despite efforts by various governments, more work remains to be done. What can India do to further? “There needs to be greater intervention at the ground level,” according to Dr Srinivas Ramaka, a noted cardiologist and tobacco control advocate. He says that the government has fallen short in implementing the guidelines of the <a href="https://mohfw.gov.in/major-programmes/other-national-health-programmes/national-tobacco-control-programme-ntcp">National Tobacco Control Program</a> (NTCP). Under the guidelines, there should be a Tobacco Control Cell in hospitals at the district level, which offers counselling and medical services for patients who wish to quit smoking. Srinivas also cited the sale of illegal forms of tobacco, noting that it was an issue for the police to address. Even though gutka (oral tobacco) is banned, his patients are often able to buy the harmful mixture for as low as Rs. 5 in “loose form”, he said. India needs to do a better job of targeting bidis, which are hand-rolled cigarettes. Unlike most countries where cigarettes account for a high proportion of tobacco usage, branded cigarettes comprise only <a href="http://www.tiionline.org/facts-sheets/tobacco-consumption/">11% </a>of tobacco consumption in India, according to the Tobacco Institute of India. Srinivas said that the government needs to provide bidi-rollers with alternative modes of employment through skill training programmes. Tobacco cultivators should also be incentivised to grow different crops that offer similar margins, as per NTCP guidelines. Finally, taxes need to be raised on all forms of tobacco as the WHO states that this is one of the only proven ways to reduce tobacco consumption, especially among the poor, under its <a href="http://www.who.int/tobacco/mpower/mpower_report_six_policies_2008.pdf">MPOWER</a> policy. The Tobacco Atlas estimates that only 26.5% of a tobacco product’s retail price in India is attributable to excise taxes. The WHO says that at least 70% of the price of a pack of cigarettes should be covered by taxes. Being the second-largest consumer of tobacco in the world, India has the power to raise taxes on tobacco products further.

The health ministry, in its memorandum, suggested that exemptions from the high taxation norms should not be extended to industries with low turnover such as bidi manufacturers as this will allow them to manipulate norms. 
 
"Taking advantage of this exemption, bidi manufacturers closed bigger units and started producing on small scale under different names in a clandestine manner, resulting in huge tax evasions," the memorandum said. 
 
As per government estimates, merely the health cost on account of tobacco consumption is pegged at over Rs 10,40,500 crore in 2011 for people aged between 35 to 69 years. Every year, about 10 lakh Indians die from tobacco-related diseases.
