New Delhi, Jan 27 () The <keyword id="6358992" type="COMPANY" weightage="20" keywordseo="Delhi-Police">Delhi Police</keyword> has registered 22 FIRs so far in connection with the violence that broke out during the farmers' tractor parade in the national capital leaving over 300 policemen injured, officials said on Wednesday. An official said multiple videos and <keyword id="6354857" type="COMPANY" weightage="20" keywordseo="CCTV">CCTV</keyword> footage are being scanned to identify farmers involved in the violence on Tuesday and that strict action will be taken against the culprits. Security has been beefed up in several places across the national capital especially at the Red Fort and farmer protest sites, with deployment of additional paramilitary forces following the violence. The tractor parade on Tuesday that was to highlight the demands of the farmer unions to repeal three new agri laws dissolved into anarchy on the streets of the city as tens of thousands of protesters broke through barriers, fought with police, overturned vehicles and hoisted a religious flag from the ramparts of the iconic Red Fort. Additional PRO (Delhi Police), Anil Mittal, said 22 FIRs have been so far registered in connection with Tuesday's violence. More than 300 policemen have been injured in the incident, he said. Samkyukta Kisan Morcha, an umbrella body of protesting unions, has called a meeting later on Wednesday to discuss the violence that broke out during the farmers' tractor parade in the national capital. Before the Morcha meeting, representatives of 32 Punjab unions will also meet at the Singhu border, a major protest site against the three farm laws. The SKM had proposed the tractor rally on Republic Day. It had held several rounds of meetings with the Delhi Police in connection with their tractor parade. They had given an undertaking to the police to take out a peaceful rally as per the proposed plans on four agreed upon routes. However, on Tuesday around 8.30 am, 6,000 to 7,000 tractors assembled at the Singhu border, police said. Instead of going on the pre-decided route, they insisted upon going towards central Delhi and despite repeated requests, the farmers, led by Nihangs on their horses and equipped with swords, kirpans and fursas, had charged at the police and broke through several layers of barricades, which were erected between Mukarba Chowk and Transport Nagar, the police had said. Similar incidents were reported from Gazipur and Tikri borders. The farmers at the Gazipur border broke through the barricades at several points and headed for <keyword id="187137" type="COMPANY" weightage="20" keywordseo="ITO">ITO</keyword>, where they were joined by the farmers who had come from the Singhu border. At the Tikri border also, the farmers did not agree to the pre-decided plan and fought with police. They not only broke barricades, but also attacked police vehicles and personnel with deadly weapons. Instead of turning towards <keyword id="6388752" type="COMPANY" weightage="20" keywordseo="Najafgarh">Najafgarh</keyword>, they headed towards Peeragarhi and further towards the central part of the national capital, police had said. At ITO, a large group of farmers, who had come from Gazipur and Singhu borders, had attempted to move towards Luytens' Delhi. When they were stopped by policemen, a group of these farmers became violent and broke the barricades, damaged iron grills and dividers and even tried to run over the policemen deployed at these barricades, the police had said in a statement. However, police personnel succeeded in stopping them from entering Lutyens' Delhi. Meanwhile, some farmers also indulged in vandalism and attacked policemen. Later, they changed their plans and moved towards Red Fort, it had said. At Red Fort, they broke the gates and entered its wells. A section of the crowd also managed to climb atop the rampart of the Red Fort where they hoisted their organisation's flag, the statement had said.

Ahead of 'chakka jam' planned by farmers Delhi Police ramp up security

New Delhi, Jan 25 () Ahead of their proposed tractor parade on Republic Day, protesting farmer Unions Monday announced they will march towards Parliament from different locations on February 1 when the annual Union Budget is scheduled to be presented. Darshan Pal of the Krantikari Kisan Union said the protesting farmers remain firm in their stand of repealing the three new farm laws and their agitation will continue till their demands are met. "We will march towards Parliament on foot from different locations on the budget day on February 1. As far as tomorrow's tractor rally is concerned, it will give the government an idea of our strength and they will know the agitation is not just limited to Haryana or Punjab but it is an agitation of whole of the country," he said. Every march or protest will be peaceful as the movement has been so far, he said. "The farmers who have come for the tractor parade will not go back now and will join the protest. The agitation will continue till our demands met. Our stand remains the same," Pal told a press conference, sharing the farmers' plans to intensify the protest. Thousands of armed personnel have been deployed at the Rajpath and several border points of the national capital which has been brought under a multi-layered security cover in view of Republic Day celebrations as well as the proposed tractor parade by farmers on Tuesday. Farmer unions now announce plan to march towards Parliament on Budget day

The Centre on Monday night invited agitating <keyword id="3627663" type="PERSON" weightage="20" keywordseo="farmer-unions">farmer unions</keyword> for talks on December 1, two days ahead of a scheduled meeting, as their stir against the new agri-marketing laws appeared to intensify despite a strong defence of the legislation by the government and <keyword id="6354814" type="UNKNOWN" weightage="20" keywordseo="prime-minister-narendra-modi">Prime Minister Narendra Modi</keyword> who accused the opposition of "playing tricks" on farmers again through misinformation. The development came a day after the protesting farmers rejected the Centre's offer to start talks as soon as they move to Burari and continued to stay put Singhu and Tikri borders of the national capital. "Keeping in view the cold and COVID-19, we have invited leaders of farmer unions for discussion much before the scheduled December 3 meeting," Agriculture Minister Narendra Singh Tomar told and urged the farmers to end their stir. Addressing a press conference on Monday, representatives of agitating farmers said on Monday they have come to Delhi for a "decisive" battle and asked Prime Minister Modi to listen to their "mann ki baat". Peaceful sit-ins by farmers, mostly from Punjab and Haryana, continued for the fifth day at the Singhu and Tikri borders with no untoward incident reported after Friday's violence, while the numbers of protestors swelled at the Ghazipur border. "Our demands are non-negotiable," Jagmohan Singh, general secretary Bhartiya Kisan Union (Dakaunda), said addressing a press conference by representatives of farmers at Singhu border. "We have come here to fight a decisive battle.... We have come to Delhi to ask the prime minister to listen to 'mann ki baat' of farmers, else the government and the ruling party will have to pay a heavy price...," he said. The opposition parties too stepped up pressure, asking the Centre to "respect the democratic struggle" of the farmers and repeal the laws. Security was beefed up by the Delhi Police and concrete barriers placed at all borders points connecting the city with Haryana and Uttar Pradesh as the farmers threatened to block all highways to the national capital. Long queues of vehicles choked the roads as the Delhi Police kept the Singhu and Tikri borders closed and heightened checking at others. Amid the rancour of protests, farmers were seen performing 'Ardas' (prayer) at the Haryana-Delhi border and distributing 'karah parshad' among the people on <keyword id="3846034" type="COMPANY" weightage="20" keywordseo="Guru-Nanak-Jayanti">Guru Nanak Jayanti</keyword>. At dusk, earthen lamps were placed on the barricades by the protesting farmers who exchanged sweets while preparing for another winter night in their tractor-trollys which have been turned into makeshift shelters. Many protesters said that they have come prepared for a long haul with rations and other necessities. During the day several union ministers and BJP leaders again urged the farmers not to have "misconceptions" about these reforms which, they asserted, have nothing to do with the mechanism of minimum support price (MSP) and 'mandi' that will continue along with the government's purchase of grains. The prime minister, who was visiting his Lok Sabha constituency Varanasi, too allayed concerns that MSP and mandi mechanism would be discontinued, even as he attacked the opposition. "The farmers are being deceived on these historic agriculture reform laws by the same people who have misled them for decades," he said, in an apparent reference to parties that are supporting the protest. He reiterated that farmers who wanted to follow the old system of trading - referring to the 'mandis' where they can get the MSP - are still free to do so. But the three laws gave them new options to sell for more, he said. He said whenever new laws are enacted questions are bound to be asked. "But presently a new trend is being seen in the country. The protests are based on creating doubts through misinformation," Modi said at a public gathering. "We must remember that those doing so are the ones who had for decades deceived farmers," he claimed. The MSP used to be declared but very little procurement was done on it, he claimed. "Farmers have faced deceit on MSP, loan waiver schemes, urea and productivity for a long time in the past," he said. He claimed that it is because of this "long history of deceit" that farmers are again wary as they are seeing the new move in the same manner. Though the protesting farmers have been adamant about not allowing any political party to use their platform, the opposition has come out in their support. The Congress launched a social media campaign to muster support for the farmers and said its members will extend assistance to the protesters, while the DMK and its allies too issued a statement slamming the government's stand. "The Modi government has persecuted the farmer - first it brought black laws and then used lathis against them, but it forgot that when the farmer raises his voice, it resonates throughout the country. You also raise your voice against the exploitation of farmers and join the #SpeakUpForFarmers campaign," Rahul Gandhi said in a tweet in Hindi. A joint statement was issued by DMK president M K Stalin, TNCC chief K S Alagiri, MDMK general secretary Vaiko, CPI(M) state secretary K Balakrishnan, Communist Party of India state secretary R Mutharasan and others slamming the Centre's stand. "More than 500 farmer unions from across India have rallied on behalf of the country's 62 million farmers. We all strongly condemn the dictatorial, hegemonic BJP government for disregarding this massive rally and stipulating that negotiations will only take place only if the farmers go to the Burari ground," it said. Delhi Chief Minister Arvind Kejriwal appealed to the people of Delhi to help the protesters and urged the Centre to hold talks with them at the earliest. Bihar Chief Minister Nitish Kumar, whose JD(U) is a constituent of the BJP-led, expressed the hope that the Centre will be able to allay the fears about MSP in its dialogue with the farmers. "The Centre has proposed to hold talks with the agitating farmers. Once they sit across the table, it will become clear that fears over MSP are unfounded," he told reporters. Nagaur (Rajasthan) MP Hanuman Beniwal, an alliance partner of NDA , said he will have to reconsider his party's support to the Centre if the new agricultural reform laws are not withdrawn. Farmers, who had reached the Nirankari Samagam Ground in Burari on Saturday, also continued their protest. Sukhwinder Singh, who has been agitating at the Tikri border for the fifth consecutive day, said farmers don't want to go to Burari ground --- the designated protest site identified for the demonstration. "We have enough ration to sustain for at least six months. We do not wish to go to Burari. If we proceed from here, we will only go to Jantar Mantar. We will not protest anywhere else," Singh said. Tractor-trolleys have occupied over a 10-km-long stretch along the Ambala-Delhi national highway. Many protesters have cushioned their trolleys with layers of straw and laid mattresses over them to protect them from the cold. Night temperatures over the last few days have been settling at around 9 degrees Celsius. Among the protesters are men and women aged over 70 years. Flags of various farmers' outfits from Punjab and Haryana can be seen fluttering atop the tractors, some of which are fitted with loudspeakers and used by the leaders of peasants' bodies to address the gatherings. Having gathered here in thousands amid the coronavirus pandemic, the farmers claim adverse conditions do not affect them as they are used to various challenges anyway while working in the fields. Experts warn their agitation could well be a COVID-19 superspreader as there have been few signs of social distancing during the protests that started last week with the farmers, banded under various organisations, leaving their homes and moving towards Delhi. "A protest is a mass gathering and thus from a public health perspective, I would urge protective and preventive behaviour against the spread of coronavirus infection, failing which a superspreading event might set in," cautioned Dr Samiran Panda, head of the Epidemiology and Communicable Diseases division at the Indian Council of Medical Research. The farmers are protesting against the three laws -- Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act, 2020; Farmers Produce Trade and Commerce (Promotion and Facilitation) Act, 2020 and The Essential Commodities (Amendment) Act 2020 -- that took effect from September 27 after President <keyword id="6354561" type="PERSON" weightage="20" keywordseo="ram-nath-kovind">Ram Nath Kovind</keyword>'s assent. The farmers have expressed apprehension that the Centre's farm laws would pave the way for the dismantling of the minimum support price system, leaving them at the "mercy" of big corporates. The government has maintained that the new laws will bring farmers better opportunities and usher in new technologies in agriculture. In a series of tweets in Hindi, BJP leader and Union minister Ravi Shankar Prasad sought to refute criticism of these bills. "New agri laws do not end APMC (Agricultural Produce Market Committee) mandis. Mandis will continue to operate as they have been. New laws have given farmers the freedom to sell their produce anywhere. Whoever gives farmers the best price will get to buy their produce be it inside the mandis or outside," he said. Many misconceptions like the farm bills are a conspiracy to not offer farmers MSP, are being spread, he said, adding that the reality is that these legislations have nothing to do with the minimum support price. "The MSP has been in force and will remain in force," he said. Another senior BJP leader and Union minister Prakash Javadekar said, "Don't have misconceptions about the farm laws. Farmers of Punjab have sold more paddy in mandi than they did last year and at a higher MSP. MSP is alive and so is mandi. And government purchase is also taking place." Centre invites agitating farmer unions for talks on December 1, two days ahead of a scheduled meeting

Efforts are underway by the unions to draw <keyword id="6367209" type="UNKNOWN" weightage="20" keywordseo="support">support</keyword> from farmers in other states like Bihar for their demand to enact a law assuring <keyword id="76332" type="COMPANY" weightage="20" keywordseo="Minimum-Support-Price">Minimum Support Price</keyword> as the protest at the border points have been going on for almost four weeks now. On Monday, the farmers held a relay hunger strike at various protest sites in batches of 11. In the letter to 40 union leaders, the Joint Secretary in <keyword id="9313637" type="COMPANY" weightage="20" keywordseo="the-union-agriculture-ministry">the Union Agriculture Ministry</keyword>, Vivek Aggarwal, on Sunday asked them to specify their concerns over its earlier proposal of amendments in the laws and choose a convenient date for the next round of talks so that the ongoing agitation could end at the earliest. The sixth round of talks on December 9 was cancelled following a deadlock with the farmer unions refusing to budge from their demand for repealing the three laws. Owing to ongoing agitation, the Delhi Traffic Police said the Singhu, Auchandi, Piau Maniyari, and Mangesh borders are closed. It advised commuters to take alternative routes through the Lampur, Safiabad Saboli and Singhu school toll tax borders. Police said that as traffic has been diverted from Mukarba and the GTK road, people are suggested to avoid Outer Ring Road, the GTK road and National Highway (NH) 44. Those travelling to Haryana can go through the Jharoda (only single carriageway), Daurala, Kapashera, Badusarai, Rajokri NH-8, Bijwasan-Bajghera, Palam Vihar and Dundahera borders. According to the traffic police, Tikri and Dhansa borders are also closed for traffic but the Jhatikara border was open only for two-wheelers and pedestrians. At the Chilla border, the Delhi to Noida carriageway is open for traffic. The Noida to Delhi carriageway is, however, closed. The Ghazipur border was also closed for traffic movement. Enacted in September, the three farm laws have been projected by the central government as major reforms in the agriculture sector that will remove the middlemen and allow farmers to sell anywhere in the country. However, the protesting farmers have expressed apprehension that the new laws would pave the way for eliminating the safety cushion of Minimum Support Price and do away with the mandi system, leaving them at the mercy of big corporates. Farmer union leaders to meet today to decide on further discussions with government

Intensifying their protest against the three <keyword id="9970645" type="UNKNOWN" weightage="20" keywordseo="farm-laws">farm laws</keyword>, <keyword id="45092" type="COMPANY" weightage="20" keywordseo="farmers">farmers</keyword> blocked the Kundli-Manesar-Palwal expressway at some places in Haryana on Saturday. The blockade started at 8 am and would last 24 hours. The Samyukta Kisan Morcha, an umbrella body of protesting farmer unions spearheading the agitation against the agriculture-related legislations, on Friday gave a call for a 24-hour blockade of the <keyword id="6367712" type="UNKNOWN" weightage="20" keywordseo="kmp-expressway">KMP expressway</keyword>. The 136-km-long expressway is also known as the Western Peripheral Expressway. Protesting farmers, however, said emergency vehicles will be allowed to ply. Bhartiya Kisan Union (Lakhowal) general secretary Harinder Singh Lakhowal said the blockade would be for 24 hours. Haryana Police in the meanwhile issued a traffic advisory, asking travellers to avoid the KMP expressway. Additional Director General of Police (Law and Order) Navdeep Singh Virk on Friday said elaborate arrangements were in place to maintain peace and order, prevent any kind of violence and facilitate traffic movement and public transport on the expressway. New Delhi, Jan 27 () As cracks began to appear in their ongoing agitation against the agri laws, farmer unions on Wednesday cancelled their planned march to Parliament on February 1 when the Budget would be presented. The decision by farmer unions came a day after massive violence during their tractor parade in the national capital that left nearly 400 police personnel injured. The farmer leaders, however, alleged that there was a conspiracy behind Tuesday's incidents and demanded a probe. They said their agitation against the farm laws will continue and public meetings and hunger strikes will be held across the country on January 30. "The tractor parade was hit by a government conspiracy. Deep Sidhu is an RSS man. Police let him go after he hoisted a religious flag at Red Fort," farmer leader Darshan Pal, who has been accused by police of making inflammatory speeches, alleged at a press conference. Sidhu is a former aide of actor and BJP MP Sunny Deol. Deol had distanced himself from Sidhu in December after he supported the farmers' agitation. "We have cancelled our plan for a march to Parliament on budget day on February 1. But our agitation will continue and there will be public meetings and hunger strike across the country on January 30, " Pal said. Another farmer leader Balbir Singh Rajewal claimed that over two lakh tractors and lakhs of people participated in Tuesday's parade and "99.9 percent of the protesters were peaceful". Even as the farmer unions continued to allege that "anti-social" elements had perpetrated the violence to "torpedo" their peaceful agitation against the farm laws, Tuesday's incidents that have been widely condemned started taking a toll with Bharatiya Kisan Union (Bhanu) and All India Kisan Sangharsh Coordination Committee withdrawing from the protests on the Delhi's borders. The Prime Minister will release the amount at 12 noon on Friday via video conferencing even as the farmers' protests entered the 28th day on Wednesday. This will be the 7th instalment under <keyword id="10483664" type="COMPANY" weightage="20" keywordseo="the-pm-kisan-samman-nidhi-scheme">the PM-Kisan Samman Nidhi Scheme</keyword> -- a direct transfer scheme for the farmers. The Prime Minister's Office (PMO) confirmed that Modi will transfer more than ₹18,000 crore to over nine crore beneficiary farmer families with the push of a button. The Prime Minister will also have a conversation with the farmers from six different states during the event, the PMO statement said. The farmers will share their experiences with the PM-KISAN scheme and also on various other initiatives taken by the government for the welfare of the farmers. Union Agriculture Minister Narendra Singh Tomar will also be present on the occasion. The PM-Kisan Samman Nidhi scheme was launched in February last year. It is a Central scheme with 100% funding from the Central government. Under the PM-KISAN scheme, a financial benefit of ₹6,000 per year is provided to the eligible beneficiary farmers, payable in three equal four-monthly instalments of ₹2,000 each. The income support is being provided to small and marginal farmer families having combined land holding or ownership of up to 2 hectares. The state governments and UT administrations will identify the farmer families which are eligible for support as per the scheme guidelines. The amount is directly transferred into the bank accounts of the beneficiaries through the direct benefit transfer (DBT) mode. Since November 26, thousands of farmers are protesting against the Central farm laws on Delhi's interstate borders at Singhu, Tikri, Ghazipur and Chilla on the Delhi-Ambala, Delhi-Hisar, Delhi-Ghaziabad and Delhi-Noida routes, respectively. A crucial fourth round of talks between the Centre and over 34 farmer union representatives has started here, even as the farmers protest entered the eighth straight day with thousands sitting on different Delhi borders blocking essential supply chains to the city. Like the previous similar talks held on December 1, Union Agriculture Minister Narendra Tomar and Consumer Affairs, Food and Public Distribution Minister <keyword id="6355222" type="PERSON" weightage="20" keywordseo="piyush-goyal">Piyush Goyal</keyword> are leading the meeting, which is expected to play a major role in farmers' future course of action on whether they would continue the protest or withdraw it. Bharatiya Kisan Union, Bharatiya Kisan Sanyukta Morcha and Krantikari Kisan Union are among over the 34 farm union representatives taking part in the meeting, which started around 12.30 p.m.. They will put the demands of thousands of farmers owing allegiance to these organisations and huddled under the open sky in the winter days, refusing to budge until their demands are met. The meeting is also being attended by Union Minister of State for Commerce Som Prakash and Agriculture Secretary Sanjay Agarwal. The Singhu and Tikri borders, and also the Chilla and Ghazipur ones have now been hosting these multitudes for over a week. Hundreds of farmers have almost blocked entry and exit out of the capital. The fourth round of meetings with the farmer leaders started at Vigyan Bhawan after the earlier talks remained inconclusive on December 1. In the last meeting, the farmers' representatives had unanimously turned down the Centre's proposal of a special committee to thrash out the differences and resolve concerns over the farm laws. A breakthrough was not expected in a single meeting, sources had said, in view of the government firmly standing by the laws it has called "historic reforms" in the farm sector. The farmers though have hardened their stance, warning that if on Thursday "the last chance" for the government to take a decision on the laws was not taken the stir could intensify further. In place of a committee, they have demanded a special session of Parliament to repeal what they have called "black laws" made to favour corporates -- which not entertained might lead to a chokehold across the nation, not just Delhi. The meeting between the government and the farmer representative began after a detailed discussion among the Home Minister, Agriculture Minister and the Consumer Affairs Minister earlier in the day. The meeting had taken place at the Home Minister's residence. Meanwhile, amid the escalating protests around Delhi, spearheaded by farmers from Punjab and Haryana, Home Minister Amit Shah and Punjab Chief Minister Amarinder Singh also met for around half-an-hour. The government is still holding on to its stance of not rolling back the three farm laws which farmers allege are "anti-farm" and "black laws". The three laws are: Farmers Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, The Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act, 2020, and The Essential Commodities (Amendment) Act, 2020. There have been five incidents of fire in Delhi this month. The fire department has rushed 23 fire engines to the spot to douse the flames. According to a report by IANS, no one has been reported trapped in the building so far. Chief Fire Officer Anuj Garg told IANS that the fire call was received at 8.34 am from the shoe-manufacturing factory situated on the first floor of a building in Keshavpuram in northwest Delhi. Second fire accident in Delhi in the last 12 hours This is the second such fire accident in Delhi in the last 12 hours. Earlier at 1 am on May 26, another fire accident was reported in Delhi's Tughlakabad area. "We received information about a fire at around 1 am at slums in Tughlakabad. All police staff reached here immediately. It is being said that around 1,000-1,200 shanties caught fire," Rajendra Prasad Meena, Deputy Commissioner of Police (DCP), South East, told ANI. This is the fifth instance of fire in Delhi during this month. On May 6, a fire broke out at a scrap godown in the Tikri border area around 2:50 am and around 30 <keyword id="154908" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Fire-Service">Delhi Fire Service</keyword> (DFS) vehicles were rushed to douse the flames. The cause of the fire was not known yet, but the DFS said it might be a short circuit incident that could have triggered the blaze. The second fire incident was reported on May 10 when fire broke out at a cardboard factory in Bawana industrial area and 14 fire tenders were rushed to douse the flames. The third incident was reported at a COVID-designated hospital Cygnus Orthocare Hospital and eight patients were evacuated by the fire fighters.
