New Delhi [India], March 1 (ANI): The <keyword id="19916620" type="General" weightage="20" keywordseo="union-cabinet" source="keywords">Union Cabinet</keyword>, chaired by Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword>, has given its nod for the amendment of the Second Schedule to the Mines and Minerals (Development and Regulation) Act, 1957, to specify the royalty rates for 12 critical and strategic minerals. This decision includes minerals such as beryllium, cadmium, cobalt, <keyword id="20784576" type="General" weightage="20" keywordseo="gallium" source="keywords">gallium</keyword>, and several others that are pivotal for the nation's strategic sectors, including defence, electronics, and renewable energy. According to an official release from the <keyword id="19901283" type="General" weightage="20" keywordseo="cabinet" source="keywords">Cabinet</keyword>, "The Union Cabinet chaired by Prime Minister Narendra Modi approved the amendment of the Second Schedule to the Mines and Minerals (Development and Regulation) Act, 1957 ('MMDR Act') for specifying the rate of royalty in respect of 12 critical and strategic minerals, viz., Beryllium, Cadmium, Cobalt, Gallium, Indium, Rhenium, Selenium, Tantalum, Tellurium, Titanium, Tungsten and Vanadium." This completes the exercise of the rationalisation of royalty rates for all 24 critical and strategic minerals. It may be noted that the government notified the royalty rate of 4 critical minerals, viz., glauconite, potash, molybdenum and platinum Group of Minerals, on March 15, 2022, and of 3 critical minerals, viz., lithium, Niobium and rare earth elements, on October 12, 2023, according to the release. Recently, the Mines and Minerals (Development and Regulation) Amendment Act, 2023, which came into force on August 17, 2023, listed 24 critical and strategic minerals in Part D of the First Schedule of the MMDR Act. The amendment provided that the mining lease and composite licence for these 24 minerals would be auctioned by the Central Government. The approval by the Union Cabinet for the specification of the rate of royalty will enable the Central Government to auction blocks for these 12 minerals for the first time in the country, it added. The royalty rate on minerals is an important financial consideration for the bidders in the auction of blocks. Further, the method for calculating the average sale price (<keyword id="20301760" type="General" weightage="20" keywordseo="asp" source="keywords">ASP</keyword>) of these minerals has also been prepared by the Ministry of Mines, which will enable the determination of bid parameters. As per the release, the Second Schedule of the MMDR Act provides royalty rates for various minerals. Item No. 55 of the Second Schedule provides that the royalty rate for minerals whose royalty rate is not specifically provided therein shall be 12 per cent of the average sale price (ASP). Thus, if the royalty rate for these is not specifically provided, then their default royalty rate would be 12 per cent of ASP, which is considerably high as compared to other critical and strategic minerals. Also, this royalty rate of 12 per cent is not comparable with other mineral-producing countries. Critical minerals have become essential for economic development and national security in the country. Critical minerals such as Cadmium, Cobalt, Gallium, Indium, selenium and Vanadium have been used in batteries, semiconductors, solar panels, etc. These minerals have gained significance given India's commitment to the energy transition and achieving net-zero emissions by 2070. Minerals like beryllium, titanium, tungsten, tantalum, etc. have been used in new technologies, electronics and defence equipment. Encouraging indigenous mining would lead to a reduction in imports and the setting up of related industries and infrastructure projects. The proposal is also expected to increase the generation of employment in the mining sector. The Geological Survey of India (GSI) and Mineral Exploration &amp; Consultancy Ltd. (MECL) have recently handed over the exploration report of 13 blocks containing one or more critical minerals like cobalt, titanium, gallium, vanadium and tungsten. Further, these agencies are conducting exploration for these critical and strategic minerals in the country. (ANI)

Cabinet approves royalty rates for mining of 12 critical minerals

The <keyword id="6355512" type="COMPANY" weightage="20" keywordseo="union-cabinet">Union Cabinet</keyword> on Wednesday approved a proposal to impose President's <keyword id="23207" type="PERSON" weightage="20" keywordseo="rule">Rule</keyword> in <keyword id="6354306" type="LOCATION" weightage="20" keywordseo="Puducherry">Puducherry</keyword>, days after a Congress-led government in the union territory lost power during a vote of confidence. Announcing the Cabinet decision, Union Minister <keyword id="119642" type="PERSON" weightage="20" keywordseo="Prakash-Javadekar">Prakash Javadekar</keyword> told reporters that the decision was taken as no party claimed to form a government in Puducherry following the resignation of the chief minister there. Subsequently, the Lieutenant General had recommended President's Rule in Puducherry and the Union Cabinet has approved the same, the minister said. After the President's assent, the assembly will get resolved, Javadekar said, while adding that further necessary steps for administrative work in Puducherry would be taken soon. He also noted that the model code of conduct was expected to come into effect soon after the Election Commission announces the dates for elections there, along with four states. Union Cabinet approves President's Rule in Puducherry

Union Cabinet headed by Prime Minister Narendra Modi met in Parliament on Tuesday to approve the Union Budget ahead of its presentation by <keyword id="19956758" type="General" weightage="20" keywordseo="Finance-Minister" source="keywords">Finance Minister</keyword> <keyword id="19916618" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="keywords">Nirmala Sitharaman</keyword>. Prime Minister Narendra Modi arrived in Parliament this morning to attend the cabinet meeting. On Monday, Prime Minister said the Economic Survey highlighted the prevailing strengths of the economy and identifies areas for further growth and progress as the government "moves towards building a Viksit Bharat". Union Ministers Amit Shah, Rajnath Singh and Pralhad Joshi were also seen arriving in the Parliament earlier for the Cabinet meeting today. At 11 am, Finance Minister Nirmala Sitharaman will present the <keyword id="20387181" type="General" weightage="20" keywordseo="Union-Budget-2024-25" source="keywords">Union Budget 2024-25</keyword>. Earlier today, Sitharaman met with President Droupadi Murmu before leaving for Parliament. Addressing the media, Minister of State for Finance Pankaj Chaudhary earlier said that the first Union Budget of the third Modi government will be based on his mantra of "Sabka Saath Sabka Vikas". Union Minister Pralhad Joshi said that this budget would accelerate the country's economic growth. "The economic growth that happened under the leadership of Prime Minister Narendra Modi, this budget and this Budget will further accelerate it. On Monday, the economic survey presented in Parliament by finance minister Sithraman stated that in the medium term, the Indian economy can grow at a rate of 7 per cent. The economic survey stated, "In the medium term, the Indian economy can grow at a rate of 7 per cent plus on a sustained basis if we build on the structural reforms undertaken over the last decade. This requires a tripartite compact between the Union Government, State Governments and the private sector. "The survey further added that India faces a unique blend of opportunities and challenges amid global trends such as geo-economic fragmentation, a push for self-reliance, looming climate change, the rise of technology, and limited policy space. Union Cabinet meets in Parliament ahead of Budget presentation

Cutting across political lines, leaders have demanded the introduction of the women's reservation bill, which guarantees a 33 per cent quota in Lok Sabha and state assemblies. The Women's Reservation Bill passed by the Rajya Sabha in 2010 had provision for 33 per cent reservation for women in Lok Sabha and state assemblies. Earlier addressing the media, the Prime Minister said that "historic decisions" will be taken this Parliament session which may be of short duration but is big on occasion. He said it will help improve safety of passengers on the transport network. The project with an estimated cost of Rs 25,000 crore will be completed in the next five years. The railways currently relies on optical fibre for its communication network but with the allocation of fresh spectrum, it will be able to use high-speed radio on a real-time basis. It will help in augmenting both communication and signalling networks of the railways, the minister said. Union Cabinet approves allocation of 5MHz spectrum in 700 MHz band for railways to improve communication and signalling, says Prakash Javadekar

Six <keyword id="530930" type="UNKNOWN" weightage="20" keywordseo="new-IITs">new IITs</keyword> will come up at Tirupati, Palakkad, Dharwar, Bhilai, Goa and Jammu while ISM Dhanbad will also be upgraded to an <keyword id="6354859" type="COMPANY" weightage="20" keywordseo="IIT">IIT</keyword>. 

	The Union Cabinet which met today gave its ex post facto approval to amend The Institutes of Technology Act, 1961 for incorporation of new IITs at Tirupati (Andhra Pradesh), Palakkad (Kerala), Dharwar (Karnataka), Bhilai (Chhattisgarh), Goa, Jammu (Jammu and Kashmir) and conversion of Indian School of Mines (ISM), Dhanbad to an IIT under the law.
 

	"The approval will bring six new Indian Institutes of Technology within the ambit of The Institutes of Technology Act, 1961 and declaring them as the institutions of national importance," an official statement said in New Delhi.
 

	The amendment will also help convert ISM, Dhanbad into an IIT by bringing it into the ambit of the Institutes of Technology Act, 1961.
 

	The Cabinet also gave ex post facto approval to set up NIT, Andhra Pradesh which has been registered as a Society under the Andhra Pradesh Societies Registration Act, 2001.
 

	The Cabinet also approved introduction of a bill - the National Institutes of Technology, Science Education and Research (Amendment) Bill, 2016 for inclusion of the NIT, Andhra Pradesh in its first schedule, another statement said.
 

	"The proposed amendments to the NITSER Act, 2007 will ensure a high level of public accountability and increased participation of the stakeholders in the administration and academic activities of the Institute," the statement said.

Union Cabinet Gives Approval To 6 New IITs

The <keyword id="6355512" type="ORGANIZATION" weightage="20" keywordseo="union-cabinet">Union Cabinet</keyword> on Wednesday decided to restore Dearness Allowance (DA) and Dearness Relief (DR) for central government employees and pensioners from July 1, 2021 while increasing the rate of allowance to 28 percent. The increase in the DA and DR will impose an additional annual burden of ₹34,401 crore on the exchequer, Minister of Information and Broadcasting Anurag <keyword id="6360857" type="PERSON" weightage="20" keywordseo="thakur">Thakur</keyword> told reporters after the cabinet meeting. In view of the COVID-19 pandemic, the <keyword id="6362177" type="UNKNOWN" weightage="20" keywordseo="Union-government">Union Government</keyword> had frozen the three additional instalments of the DA and DR which were due from January 1, 2020, July 1, 2020 and January 1, 2021. The move, Thakur said, will benefit about 48.34 <keyword id="11638790" type="UNKNOWN" weightage="20" keywordseo="lakh-central">lakh central</keyword> employees and 65.26 pensioners. "The government has decided to increase DA to central government employees and DR to pensioners with effect from July 1, 2021 representing an increase of 11 per cent over the existing rate of 17 per cent of the basic pay/pension," said a release. Narendra Modi announces Union Cabinet portfolio

New Delhi, Feb 1 () The Union Cabinet headed by Prime Minister Narendra Modi on Saturday approved the Budget for the financial year beginning April 1, that may see measures to lift the economy from the worst economic slowdown in 11 years.
 Before coming to Parliament for presenting her second budget, Finance Minister Nirmala Sitharaman and her team met President Ram Nath Kovind.
 She was accompanied by Minister of State for Finance Anurag Thakur and top officials of her ministry including Finance Secretary Rajiv Kumar.
 "As per tradition, Finance Minister @nsitharaman calls on President Kovind at Rashtrapati Bhavan before presenting the Union Budget," tweeted the President of India's handle along with two photographs from the meeting.
 Like last year, Sitharaman opted for a traditional red-coloured 'bahi-khata' to carry budget documents.
 Dressed in a crisp yellow silk saree, she posed for cameramen at the Parliament House gate with the budget documents wrapped in a red silk cloth, adorned with a golden Indian emblem.
 Facing the worst economic slowdown in more than a decade, Sitharaman is expected to pull out all stops to spur consumer demand and investment, government sources and economists said.
 The real gross domestic product (GDP) growth is estimated to fall to an 11-year low of 5 per cent in FY20 from 6.1 per cent in FY19. Estimated nominal growth at 7.5 per cent in FY20 is the lowest since 1975-76 (FY76) as per the FY12-based GDP series.
 Index of Industrial Production (IIP) growth turned positive but remained low at 1.8 per cent in November 2019 after contracting by (-) 4 per cent in October 2019.
 Consumer Price Index (CPI) inflation increased to a 65-month high of 7.4 per cent in December 2019, its fifth sequential rise, mainly due to persistently rising vegetable prices.

Cabinet approves Union Budget for 2020-21

The <keyword id="6355512" type="ORGANIZATION" weightage="100" keywordseo="Union-Cabinet">Union Cabinet</keyword> gave the in principal approval to the <keyword id="58151" type="ORGANIZATION" weightage="20" keywordseo="civil-aviation-ministry">Civil Aviation ministry</keyword>’s proposal to disinvest stake in <keyword id="2573" type="CITY" weightage="20" keywordseo="Air-India">Air India</keyword>. The Group of Ministers will decide on the quantum of disinvestment, mechanism of divestment, assets and debt of Air India and hotel companies owned by Air India. Finance Minister, <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> said, “The Civil Aviation ministry made a request that the Finance Minister will head the group. “In this government, the groups are set up very fast…The Prime Minister will decide the composition of the group, only the chairman has been decided today,” he added. The recommendations of the group will have to be approved by the cabinet.

Union Cabinet gives in-principal nod to divest Air India

The <keyword id="6355512" type="General" weightage="50" keywordseo="union-cabinet" source="Orion">Union Cabinet</keyword> on Wednesday approved the third revival package for <keyword id="30351" type="General" weightage="100" keywordseo="bsnl" source="Orion">BSNL</keyword> with a total outlay of Rs 89,047 crore. The package includes an allotment of 4G and 5G spectrum for BSNL through equity infusion, an official statement said. "The Union Cabinet chaired by Prime Minister <keyword id="6354477" type="General" weightage="50" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword>, today approved the third revival package for BSNL with a total outlay of Rs 89,047 crore," it said. Also, the authorized capital of BSNL will be increased from Rs 1,50,000 crore to Rs 2,10,000 crore. The package comprises allotment of premium wireless frequencies 700 MHz band spectrum worth Rs 46,338.6 crore; 70 MHz of frequencies in 3300 MHz band worth Rs 26,184.2 crore; frequencies in 26 GHz band worth Rs 6,564.93 crore; in 2500 MHz band worth Rs 9,428.2 crore and Rs 531.89 crore for miscellaneous items. Govt approves almost ₹90,000 crore as relief package for BSNL

He explained that there are nearly six crore MSMEs in India, which contribute to 48% of the country’s exports and are capable of creating 11 crore jobs. “I am a little optimistic. Since this a revolving fund, it’s possible that it will be worth ₹2 lakh crore within a couple of years,” he quipped. It’s cheaper to get listed On May 18, the Bombay Stock Exchange (BSE) and the National Stock Exchange (NSE) announced that they have reduced the annual listing fee for MSMEs by 25%. Normally they are charged ₹25,000 or 0.01% of the full market cap on the BSE and between ₹10,000 to ₹45,000 by the NSE depending on the market cap. The revised listing fee structure is applicable for existing companies as well as for firms who are waiting to be listed.
