Additionally, the Gender Budget Statement (GBS) has seen a 38.7 per cent increase compared to FY24 BE, with its share in the total Union Budget rising to 6.5 per cent in FY25, the highest since GBS was introduced in FY06. "India's economic growth will be shining exception" FM Nirmala Sitharaman presents Union Budget 2024-25

New Delhi, Refuelling of <keyword id="1193791" type="PERSON" weightage="20" keywordseo="consumption-demand">consumption demand</keyword> must be the theme of <keyword id="10462039" type="COMPANY" weightage="20" keywordseo="the-union-budget-fy">the Union Budget FY</keyword> 2021-22 to have a <keyword id="1488486" type="PERSON" weightage="20" keywordseo="multiplier-effect">multiplier effect</keyword> on production possibilities, capex expansion, private investments and employment creation, said the industry body PHDCCI in its 10 <keyword id="9997089" type="UNKNOWN" weightage="20" keywordseo="pronged-strategy">pronged strategy</keyword> suggested to Finance Minister Nirmala Sitharaman on Saturday during the <keyword id="878868" type="COMPANY" weightage="20" keywordseo="pre-budget">Pre-Budget</keyword> consultations. The industry body's 10 pronged strategy revolves around the measures aimed at refuelling consumption and demand, and encouraging the private investments. The elements of the strategy presented to the FM includes front loading of <keyword id="691784" type="PERSON" weightage="20" keywordseo="infrastructure-investments">infrastructure investments</keyword>, establishing DFIs to fund industrial and infrastructural investments, strengthening MSMEs, reducing the costs of doing business, ease of doing exports, increasing Tax to GDP ratio. PHDCCI said any measure aimed at pushing up growth must keep agriculture and rural sector at the forefront and carry out effective reforms in social infrastructure. Economy has exhibited early signs of recovery in the recent months, however, to sustain the momentum, there is a need to ensure a great support to demand creation in the economy with lower interest rates for consumers and businesses, lesser compliances for MSMEs vis-a-vis ease of doing business at the ground level and a lower tax regime to increase the personal disposable income of the people, said Sanjay Aggarwal in a press statement. To rejuvenate the aggregate demand in the economy, infrastructure investments will give a multiplier effect. The robust growth of infrastructure is the key ingredient to realize the vision to become Atmanirbhar Bharat, said Aggarwal. The government should consider raising investment funding for the National Infrastructure Pipeline (NIP) through borrowings from overseas markets by issuance of overseas bonds through an SPV that could act as a mega Development Financial Institution- DFI, he said. The DFI could initially finance public sector infrastructure investments, and, as the economy picks up steam, could also finance the private sector infrastructure projects. In the past, governments around the world have often used DFIs to fund industrial and infrastructure investments. Financial as well as technical support extended by DFIs would help in efficient and timely infrastructural development in the country, said Aggarwal Overseas borrowing will allow the government to bring in diversification in its borrowings along with significantly reduced dependence on the domestic market, thereby leaving room for private sector to raise capital for investments, he said Analysing the Debt to GDP ratio of G20 economies, India is at a significantly better position in the G 20 economies. India stands at 14th rank with total debt to GDP ratio at 127.6% comprising of 55.3% as private debt and 72.3% as public debt. PHDCCI suggests ten pronged strategy to attain higher growth in FY22

New Delhi, Feb 1 () The Union Cabinet headed by Prime Minister Narendra Modi on Saturday approved the Budget for the financial year beginning April 1, that may see measures to lift the economy from the worst economic slowdown in 11 years.
 Before coming to Parliament for presenting her second budget, Finance Minister Nirmala Sitharaman and her team met President Ram Nath Kovind.
 She was accompanied by Minister of State for Finance Anurag Thakur and top officials of her ministry including Finance Secretary Rajiv Kumar.
 "As per tradition, Finance Minister @nsitharaman calls on President Kovind at Rashtrapati Bhavan before presenting the Union Budget," tweeted the President of India's handle along with two photographs from the meeting.
 Like last year, Sitharaman opted for a traditional red-coloured 'bahi-khata' to carry budget documents.
 Dressed in a crisp yellow silk saree, she posed for cameramen at the Parliament House gate with the budget documents wrapped in a red silk cloth, adorned with a golden Indian emblem.
 Facing the worst economic slowdown in more than a decade, Sitharaman is expected to pull out all stops to spur consumer demand and investment, government sources and economists said.
 The real gross domestic product (GDP) growth is estimated to fall to an 11-year low of 5 per cent in FY20 from 6.1 per cent in FY19. Estimated nominal growth at 7.5 per cent in FY20 is the lowest since 1975-76 (FY76) as per the FY12-based GDP series.
 Index of Industrial Production (IIP) growth turned positive but remained low at 1.8 per cent in November 2019 after contracting by (-) 4 per cent in October 2019.
 Consumer Price Index (CPI) inflation increased to a 65-month high of 7.4 per cent in December 2019, its fifth sequential rise, mainly due to persistently rising vegetable prices.

Cabinet approves Union Budget for 2020-21

New Delhi, Feb 4 (IANS) Focus on the rural economy in the budget has been waning over the years and in such a scenario a revival of the rural economy would take time, <keyword id="45949" type="General" weightage="100" keywordseo="jm-financial" source="Orion">JM Financial</keyword> said in a report. In the absence of a specific focus on the rural economy in the <keyword id="6360189" type="General" weightage="50" keywordseo="union-budget" source="Orion">Union Budget</keyword> for 2023-24, analysts don't see immediate triggers for revival in the rural economy. Moreover in the absence of specific or enhancement of allocation towards the rural economy, we believe that the rural environment would have to revive on its own. Hence we would view businesses dealing with price sensitive low ticket items as less likely to benefit, JM Financial said. An attempt is made to make the new tax regime more attractive after getting a low response in FY23, however we believe the benefits in the form of tax saving on enhanced no-tax limit (INR 0.2mn) is unlikely to spur demand in a meaningful manner, JM Financial said in a report. Unlike the anticipation by a section of the market, rural focus was missing in the budget announcements. The expectations of a populist budget was linked to 9 state elections in 2023, moreover with FY24 being the last full year budget before the general elections in CY24. However, we believe that the schemes relating to empowerment of women <keyword id="75772" type="General" weightage="50" keywordseo="self-help-groups" source="Orion">Self Help Groups</keyword>, artisans and setting up of digital infra for agriculture and farmer centric solutions would provide opportunities in the rural economy to improve their livelihood, JM Financial said. Moreover, the budgetary allocation towards rural centric schemes like <keyword id="6361863" type="General" weightage="50" keywordseo="mgnrega" source="Orion">MGNREGA</keyword> and PM <keyword id="865803" type="General" weightage="50" keywordseo="gram-sadak-yojana" source="Orion">Gram Sadak Yojana</keyword> has been declining ever since FY22. Even the sentiments as collated by CMIE show a declining trend in the rural economy ever since June '22 whereas the sentiments in the urban economy seem to be holding up well, JM Financial said. In the absence of a specific focus on the rural economy, we don't see immediate triggers for revival in the rural economy, the report said. The latest rabi sowing has been progressing well even on a higher base of last year, except in the case of wheat. Subsidy burden has been the major pain point in India's fiscal, led by rising fertilizer and food prices. Fertilizer subsidy was increased by INR 1.1tn in FY23 over and above the budgeted figures of INR 1.05tn. Allocation towards fertilizer subsidy has been made to the extent of INR 1.75tn in FY24. We believe with easing inflationary pressures, the government could have limited the allocation to INR 1.4tn, as fertilizer prices have moderated by 40% from its peak. However, the geo-political situation is still in a flux and the government's higher allocation seems prudent at this juncture. Food subsidy has been pegged at INR 1.97tn (vs INR 2.9tn FY23RE), as the outlay would be reduced with the discontinuance of the PM Garib Kalyan Yojana. On an overall level, subsidies form 1.2% of GDP vs 1.9% in FY23RE. Past data indicates that the exuberance or otherwise relating to the budget day normalizes within a month in the equity markets. Moreover, a substantial positive performance in Nifty was witnessed in the week following the budget day only during FY16, FY20 and FY21. The personal income tax changes in the Union Budget affect many but the impact is low, Credit Suisse said in a report. The split of salary income by income groups shows that while the number of filings is mostly by low-income groups, the bulk of the taxes come from high income. 56% of the filers belong to the low-income group but they add to just 2% of the tax collected. People earning more than Rs 10mn are less than 1%, but they add to 10% of the tax collected, the report said. Inflows from small savings deposits have shrunk considerably. Small saving deposits for government have been declining, and at the current pace, can be 20% YoY lower for FY23. This may still be marginally better than budgeted, though these flows are generally larger nearer to the year-end. While bank deposit rates have risen considerably, NSSF rates remained low for most of FY23, were raised in Jan-2023. The Centre continues to remain dependent on small savings flows to fund the deficit, Credit Suisse said.

BREAKING NEWS: Economic Survey tabled, FY18 GDP growth in range of 6.75%-7.5%

Mumbai, Feb 1 () Continuing growth slowdown and tax cuts will make it difficult to achieve gross revenue target and stick to 3.5 per cent fiscal deficit projected for 2020-21 in the Union Budget, rating agency Moody's said on Saturday.
"The new budget calls for a modest narrowing of the fiscal deficit at 3.5 per cent in FY21 from 3.8 per cent in FY20, but sustained weaker growth and tax cuts would make gross revenue target difficult to achieve," Moody's said in a statement after the Budget.
The government has limited room to reduce expenditure without further weakening growth, it noted.
"While government remains committed to medium-term fiscal consolidation, any material strengthening in public finances will likely be limited in the near-term, and debt burden will remain sensitive to changes in nominal GDP growth," the agency said.
The Budget highlights the challenges to fiscal consolidation from slower and nominal growth, which may continue for longer than the government forecast, it added.
"This risk is reflected in Moody's negative outlook on the rating," it said.
The Budget also pegs nominal GDP growth for FY21 at 10 per cent -- much below what was projected in the current year at 13.5 per cent and marginally higher than the projected 7.5 per cent growth this year, which is at 48-year low.
The Budget pegs revenue receipts at Rs 22.46 lakh crore, while expenditure at Rs 30.42 lakh crore.
The revised estimated expenditure for FY20 stood at Rs 26.99 lakh crore and receipts at Rs 19.32 lakh crore.
The net market borrowings would be Rs 4.99 lakh crore in FY20

Moody's says 3.5 pc fiscal deficit target looks ambitious

The Retailers Association of India (RAI) on Friday called for <keyword id="20141385" type="General" weightage="20" keywordseo="lower-taxes" source="keywords">lower taxes</keyword> for individuals to generate demand and spur <keyword id="20018646" type="General" weightage="20" keywordseo="consumption" source="keywords">consumption</keyword> besides seeking low-cost finance, subsidies and benefits on land rates and necessities such as <keyword id="20028294" type="General" weightage="20" keywordseo="electricity" source="keywords">electricity</keyword> for retailers ahead of <keyword id="6360189" type="General" weightage="100" keywordseo="Union-Budget" source="Orion">Union Budget</keyword> FY25. Retailing in India accounts for about 10% of the country's GDP and the sector is second only to agriculture in terms of the number of people directly employed, RAI said in its pre-Budget memorandum highlighting areas that need attention in order to make the industry stronger. "To ensure the growth of the sector, the Union Budget for FY25 should focus on generating demand and spurring consumption by offering benefits or concessions in the form of lower taxes. It will boost the overall consumer sentiment and benefit the retail sector, it said adding, consumption equals to development and the "tax benefits and relief to individual <keyword id="59866" type="General" weightage="20" keywordseo="taxpayers" source="Orion">taxpayers</keyword> will increase the monthly disposable income and support consumption", the memorandum noted. Further, the budget should outline supportive policies, simplified regulations, skill development and simple goods and services tax (GST) norms to aid the development of the retail industry, RAI said. Asking for low-cost finance to retailers, the industry body said, "There is a need to provide lower interest rate to the retailers through the special announcement in the Budget to assure easier financing for the retail businesses." It also asked the government to consider the food and beverages retail sector as an essential service and said "subsidies and benefits should be given on land rates and other necessities such as electricity". RAI also said there is a need to expedite the formulation and implementation of '<keyword id="5649262" type="General" weightage="20" keywordseo="National-Retail-Policy" source="Orion">National Retail Policy</keyword>' to enable ease of doing business and that "such a step would provide a substantial boost to the retail sector". Stating that benefits to retail and wholesale trade MSMEs are restricted to priority sector lending only, RAI also recommended that retail and wholesale traders should be eligible for all benefits available to other MSMEs. Further, the retailers' body asked the Centre to encourage and incentivise states to adopt 'The Model Shops and Establishment (Regulation of Employment and Condition of Services) Act 2016 that enables states to choose to keep shops and other such establishments open 24X7 all through the year.

Govt to provide ₹11.11 lakh crore towards capex for 2024-25

Today, Finance Minister, Arun Jaitley announced Union Budget for FY 2017-18 and there was almost nothing to further boost India as a manufacturing sector. 
 
He started his speech by quoting, “According to the IMF, India is expected to be one of the fastest growing economies of 2017. India has become the sixth largest manufacturing country in the world. Favourable price developments reflect prudent macroeconomic management. Current Account Deficit has gone down to 0.3 per cent of the GDP. Foreign Direct Investment has increased to Rs. 1.45 lakh crore.”

Mumbai, Jan 3 () With the subsidy budget getting exhausted for the fertiliser industry by the end of December 2019, the working capital borrowings of the industry will rise, according to a report.
 The government had allocated Rs 800 billion in the Union Budget for FY19-20 for payment of the fertiliser subsidy, it remains inadequate to meet the total requirement of the fertiliser subsidy, which stands at around Rs 1,250 billion, according to the report by rating agency Icra.
 The subsidy requirement of Rs 1,250 billion includes a subsidy backlog which is expected to increase to Rs 450 billion by the end of FY2019-20, it added.
 Of the total budgetary allocation, the government had released nearly 84 per cent by the end of October 2019, it said.
 With the subsidy budget expected to be over by the end of December 2019, the subsidy receivables will rise till the end of FY2019-20, as a result, the working capital borrowings of the industry will rise leading to moderation in the credit metrics, Icra noted.
 "We do not expect any additional budgetary allocation for the fertiliser industry in the current fiscal from the government as the possibility of the Centre missing its fiscal deficit target looms large. However, the government is expected to sanction a Special banking Arrangement (SBA) in Q4 FY20, which will help in reducing interest outgo to a small extent," Icra Senior Vice-President and Group Head, Corporate Ratings, K Ravichandran said.
 Overall, he said, the government needs to increase the budgetary allocation in the upcoming Union Budget for 2020-21 to around Rs 100 billion in order to reduce the subsidy backlog.
 "The increased budgetary allocation if continued for a couple of years will wipe out the subsidy backlog and pave the way for implementation of the true form of Direct Benefit Transfer (DBT) in the fertiliser sector," he added.
 With a late surge in the monsoon, the soil moisture and healthy reservoir levels, the sowing levels in the rabi season have witnessed healthy growth, the report said.
 Icra expects healthy outlook for fertiliser sales in the current rabi season with DAP/NPK offtake expected to grow at a robust pace as there has been significant moderation in the retail prices year-on-year driven by a fall in the raw material prices.
 Urea demand is expected to remain stable as the offtake by farmers remain more or less uniform, given fixed and low retail price, it added.
 "The overall fertiliser offtake is expected to be healthy in the current rabi season. The profitability of the urea players is expected to be stable given the stable pooled gas prices over the past 12-14 months and steady volume offtake. Profitability of the P&amp;K players is expected to improve in H2 FY20 as key raw material prices, that is phosphoric acid and ammonia prices have softened," Icra Senior Analyst, Corporate Ratings, Varun Gogia opined.
 While retail price of P&amp;K players has been reduced, Icra expects slight expansion in the contribution margin for DAP/NPK players which should support profitability, he said. 
 "Nonetheless, the credit metrics of the industry are expected to remain subdued given the continued delay in the subsidy disbursement by the government," Gogia added. SM MR
