<ul class="summary-list"><li>Vladimir Putin was joined by a small number of world leaders in Moscow for Victory Day. </li><li>Putin sought to portray the Ukraine war as an existential battle for Russia's survival. </li></ul>Russian President Vladimir Putin was joined by several foreign leaders for the Victory Day parade Tuesday, in what appeared to be a rare show of international support.Central Asian leaders Kazakh President Kassym-Jomart Tokayev, Kyrgyz President Sadyr Japarov, Uzbek President Shavkat Mirziyoyev, and Tajik President Emomali Rakhmon were among those present in Moscow for the event marking the anniversary of the end of World War II, <a href="https://tass.com/politics/1614957" target="_blank" rel="noopener">Russian state media reported</a>.Also present was close Putin ally Viktor Lukashenko of Belarus, along with Armenian Prime Minister Nikol Pashinyan. Their attendance certainly marked an improvement on last year, when no foreign leaders joined Putin in Moscow for Victory Day, which was held amid international condemnation of Russia's Ukraine invasion. But analysts from the <a href="https://understandingwar.org/backgrounder/russian-offensive-campaign-assessment-may-8-2023" target="_blank" rel="noopener">Institute for the Study of War, </a>a Washington DC think tank, believe that not all the leaders were particularly enthusiastic about attending the event.The last-minute confirmation of the attendance of some of the leaders, which was only reported in local media on Monday, indicated an apparent reluctance to take part in the Kremlin's show of strength, it said. "The late announcement of Central Asian leaders' attendance likely indicates their reticence to show direct and public support of the war despite Kremlin efforts to project power," said the ISW. Japarov was the only Central Asian leader to confirm his attendance well in advance, accepting his invitation on April <a href="https://www.vedomosti.ru/politics/articles/2023/04/24/972166-na-meropriyatiyah-v-chest-dnya-pobedi-zhdut-prezidenta-kirgizii" target="_blank" rel="noopener">24, Vedmosti reported.</a>The leaders who attended the parade are all from former Soviet Republics, which gained independence after the collapse of the USSR in 1991.Ukraine is another former Soviet Republic, and has been treated with escalating aggression by Moscow as it sought to build closer ties with the West, culminating last year in Russia's brutal invasion. Some of the Central Asian leaders who attended the Victory Day parade have been critical of Russia's invasion, and sought to steer a more independent path from Moscow while apparently seeking not to excessively aggravate the Kremlin. May 9 is traditionally when Russia celebrates "Victory Day," commemorating the defeat of Nazi Germany in World War II, having repelled them from Russian lands at a cost measured in tens of millions of lives. Russia marks the occasion with a military parade in Moscow, and Putin — who has a penchant for symbolic, Soviet-style events — <a href="https://www.rferl.org/a/russia-putin-victory-day-speech-shuns-west-allies/31248055.html">delivers a speech</a>."That muscular, martial image of Russia is one Putin loves; but it's also a unifying myth for Russia and Russians (i.e. the people and the state) under Putin," Simon Miles, a Russia expert and professor of Slavic and Eurasian Studies at Duke University, told Insider," adding, "WWII is tantamount to a state religion there."Indeed, Putin has tried to stir patriotism by presenting the Ukraine war as necessary and anti-Nazi in an effort to evoke the existential conflict that Russians call the Great Patriotic War."I would not be surprised if Putin does formally escalate the war on 9 May somehow, maybe by formally declaring war and giving himself access to much more Russian manpower. But that manpower will take months (two to three) to actually get to the front lines and have any effect on the battlefield," Miles said.Though Russia has been waging an unprovoked, full-scale war in Ukraine since February 24, the Kremlin has refused to call it a "war." "To mass mobilize the Russian reserves is an admission of failure from a man who thought he would have got Ukraine in a couple of days."But not everyone is convinced Putin will go this route, because it would contradict Russia's rhetoric and propaganda on the war up to this point that's being presented to Russians via state-run and -affiliated <keyword id="11893589" type="UNKNOWN" weightage="60" keywordseo="news" source="Orion">news</keyword> organizations, whose employees (and the Russian population more generally) face 15 years in prison for unsanctioned depictions of the war. Mobilizing more troops would signal to Russians that the war isn't going well, in contrast to Russian officials' repeated statements that the war is going according to plan.Dmitri Alperovitch, co-founder of the Washington-based think tank Silverado Policy Accelerator, <a href="https://twitter.com/DAlperovitch/status/1521803381110624258?s=20&amp;t=VhOeNSOBdpotsOBySfzeUg">in tweets on Wednesday said,</a> "Declaring full mobilization is very fraught politically for Putin," adding that it "makes no sense from risk vs benefit trade off and is a de facto admission of defeat after feeding the domestic audience a steady stream of Russian supposed victories there and operation going 'according to plan.'""[The] Russian public currently supports the fake version of the war they are seeing on their TV screens. Most families don't know anyone who is fighting and dying (many soldiers are from poor villages and ethnic minorities). A huge mobilization would change all that and is very risky," Alperovitch said.Russia has falsely claimed it's fighting neo-Nazis in Ukraine. Putin could therefore also exploit the history and emotions surrounding May 9 as a means of furthering this erroneous narrative, Miles said. "The ties between defeated (real) Nazis and fighting (imaginary Ukrainian) Nazis are powerful rhetoric, especially for an audience which has only been consuming Russian state TV's alternate reality," Miles said. <h2>'Morale continues to be low'</h2><div type="image" title="A Russian soldier" height="1367" width="1823" msid="91328078" hostid="261"></div>Another option for Putin on May 9 would be to announce the formal annexation of Ukrainian territory, Miles said, perhaps even territories controlled in the Donbas and in the Kherson region of southern Ukraine.In the days leading up the invasion in late February, Putin recognized the independence of Donetsk and Luhansk — pro-Moscow breakaway regions in the Donbas, the eastern Ukraine region that borders Russia.Beginning in 2014, the same year Russia invaded Ukraine and annexed Crimea, the Kremlin began supporting rebels against Ukrainian forces in a war in the Donbas. At the start of the broader war that Putin launched in late February, the rebels controlled roughly one-third of the region. Putin <a href="https://www.businessinsider.com/putin-says-he-backs-rebels-claims-eastern-ukraine-2022-2">recognized the separatist's claims</a> to the entire territory shortly before announcing the start of the so-called "special operation." Michael Carpenter, the US ambassador to the Organization for Security and Cooperation in Europe (OSCE), on Monday <a href="https://www.state.gov/briefings/department-press-briefing-may-2-2022/">warned</a> that Putin would annex more Ukrainian territory and hold "sham" votes to give the moves a "veneer of democratic or electoral legitimacy.""We believe that Russia will try to annex the Donetsk 'people's republic' and Luhansk "people's republic,' in quotes, so-called, to Russia," Carpenter said.There's also been speculation that Putin could use May 9 to declare victory in some capacity or an end to the invasion. Pope Francis recently said that Hungarian Prime Minister Viktor Orbán, one of the most pro-Putin NATO leaders in Central Europe, told him in April that "the Russians have a plan, that everything will end on May 9."The war has been fairly disastrous for Russia so far. The Russian military has struggled to make major gains, failing to take Kyiv, and has now focused its assault on the Donbas. It's estimated Russia has lost up to 15,000 soldiers. The West has also slapped unprecedented sanctions on Russia, and Moscow has been isolated both economically and politically on the global stage.In spite of Russia's battlefield losses and economic turmoil, Putin could still use the day to declare victory in Ukraine. After all, the <a href="https://www.washingtonpost.com/world/2022/03/09/letter-z-russia-symbol-pro-war/">'Z' symbol</a> Russians use to show their support for the war is believed to be based on the phrase "For victory" in Russian.Along these lines, State Department spokesperson Ned Price on Monday said it "would be a great irony if Moscow used the occasion of Victory Day to declare war, which in itself would allow them to surge conscripts in a way they're not able to do now, in a way that would be tantamount to revealing to the world that their war effort is failing, that they are floundering in their military campaign and military objectives."Correspondingly, Miles said he's "very skeptical that Russian forces in Ukraine are going to give Putin any good news to share," adding, "We saw a lot of reporting that he wanted some kind of victory to declare by then — he's not getting one.""The Russian force is simply too exhausted to do much in the Donbas, their equipment is in rough shape, morale continues to be low," Miles added.Gen. Valery Gerasimov, Russia's highest-ranking uniformed officer, recently visited the frontlines in eastern Ukraine, according to US and Ukrainian officials. The risky visit has been interpreted as a sign the situation is grim for Russian troops. "It likely means things are not going well for the Russians," Democratic Rep. Jason Crow of Colorado, a former Army Ranger who sits on the House Armed Services Committee, <a href="https://www.nytimes.com/2022/05/01/world/europe/russian-general-dead-valery-gerasimov.html">told the New York Times this week.</a>"They've had thousands killed in action, troop morale is low, and, very significantly, their offensive in the south and east appears to be stalled," Crow added.And even if Putin does declare victory, it does not necessarily mean an end to Russia's operations or presence in Ukraine. But Moscow also claimed it had no plans to invade Ukraine in the weeks leading up to the war — even as Russia gathered tens of thousands of troops on the border — and there's little reason to take its word on this. The White House, for its part, has refrained from making any definitive predictions on what Putin might do on May 9."We know that President Putin has emphasized the significance of this day for him and for the Russian military, but I don't have anything to preview or predict at this point in time from here about what they may or may not do," White House press secretary Jen Psaki told reporters on Tuesday.

New Delhi, Jan 22 () The Finance Ministry will showcase achievements of the financial inclusion drive through a tableau during the Republic Day parade on January 26.
 The Defence Ministry has selected the design of Department of Financial Services (DFS) of Ministry of Finance for taking part in the parade.
 Besides DFS, Department for Promotion of Industry and Internal Trade, Department of Drinking Water and Sanitation, NDRF Ministry of Home Affairs, CPWD Ministry of Housing and Urban Affairs, and Ministry of Shipping will also participate in the Republic Day parade, according to a Defence Ministry release.
 Financial inclusion programme initiated in mission mode since August 2014 to ensure access to financial services - banking/ savings &amp; deposit accounts, remittance, credit, insurance, pension.
Under Pradhan Mantri Jan Dhan Yojana as many as 37.87 crore accounts have been opened with total deposit of Rs 1.12 lakh crore.
 India's financial inclusion efforts have won recognition from the World Bank as their data indicated that 55 per cent of new bank accounts were opened are from India.
As per the World Bank Global Findex Report 2017, adult bank account holders in India increased to 80 per cent in 2017 as compared to 53 per cent in 2014 and 35 per cent in 2011.
The report acknowledged impact of government policy in reducing gaps in bank account ownership between rich and poor to 5 per cent in 2017, down from 15 per cent in 2014.
 Besides, the government also initiated insuring the uninsured. Under this, Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Atal Pension Yojana was launched in 2015.
 The PMJJBY offers life insurance cover of Rs 2 lakh in case of death due to any reason to people in the age group of 18-50 years having a bank or post office account, who give their consent to join or enable auto-debit of premium of Rs 330 per annum.
The PMSBY offers insurance cover of Rs 2 lakh for accidental death or total permanent disability and Rs 1 lakh for partial permanent disability to people in the age group of 18-70 years with a bank or post office account, who give their consent to join or enable auto-debit of premium of Rs 12 per annum. The national capital was today brought under an unprecedented ground-to-air security cover with thousands of armed personnel keeping a tight vigil for the 67th <keyword id="6416557" type="PERSON" weightage="80" keywordseo="Republic-day">Republic Day</keyword> celebrations where French President Francois Hollande was the chief guest. 
 The area around Central <keyword id="66" type="COMPANY" weightage="80" keywordseo="Delhi">Delhi</keyword> was turned into virtual fortress in view of intelligence inputs that terror groups may target some important installations in the city. 
 
Ahead of the Republic Day celebrations, central security agencies and NIA busted a module by arresting 14 militants linked to terror group ISIS. 
 
The group had planned to carry out sensational strikes at important installations and its members had also visited the national capital, official sources said. 
 
Commandos with light machine guns were deployed at 10 strategic locations and anti-aircraft guns remained positioned at two vantage points in the capital. 
 
The entire region of Central and New Delhi had nearly 50,000 security personnel drawn from Delhi Police and central security forces guarding every nook and corner. 
 Special arrangements were made at the historic Rajpath where <keyword id="3658" type="COUNTRY" weightage="80" keywordseo="India">India</keyword>'s military might was on display. 
 Hollande was seated along with Mukherjee and host of VVIPs including Vice President <keyword id="6491214" type="PERSON" weightage="80" keywordseo="Hamid-Ansari">Hamid Ansari</keyword> and Prime Minister Narendra Modi. 
 
The enclosure of the VVIPs was put under a multi-layer security ring with Presidential Guards and officials of SPG and NSG guarding the two inner-most orbits and Delhi Police entrusted with guarding the outermost circle, said a senior official. 
 
Special patrolling teams, comprising three officials including a commando, were deployed in New Delhi area within two-kilometer radius from India Gate. 
 
Senior officials said snipers have been put on 45 buildings overlooking Rajpath besides providing a similar cover along all the buildings along the parade route. 
 Gunners have been given clear instructions to bring down any aerial object flying without permission. A 'NOTAM' (Notice to Airmen) has been declared from 10.35 AM to 12.15 PM during which no flights will land or take off at the <keyword id="6354478" type="PERSON" weightage="20" keywordseo="Indira-Gandhi">Indira Gandhi</keyword> International Airport. 
 
"Specially trained police personnel with light machine guns have been deployed at 10 strategic spots in New Delhi area," a senior police official said. 
 
Officials said anti-aircraft guns have been deployed at two vantage points to ward off any threat from the sky. 
 
A special control room has been monitoring as many as 15,000 CCTV cameras installed across Central and New Delhi, with 200 high-tech digital cameras installed in the parade route, an official said. 
 As many as 1,000 traffic officials have been issued revolvers so that they can deal with any untoward incident amid heavy <keyword id="84008" type="UNKNOWN" weightage="80" keywordseo="Security-arrangements">security arrangements</keyword> across the city involving around 25,000 police officials. 
 
The airspace will remain out of bounds for commercial flights arriving and departing out of the IGI airport here between 10.35 AM and 12.15 PM tomorrow. "Around 60 arrivals and departures take place at the IGI airport during this period, for which the notice was issued by the Airports Authority of India," a senior official said. 
 
Meanwhile, Delhi Police has set up a wireless integrated public address (WIPA) system to enhance security at croswded places and popular markets in the city. WIPA is a centralised public address system now installed at 31 crowded places and markets in Delhi, and also in 13 major metro stations. 
 
The national capital is already on high alert after inputs were received about the presence of key members of several terror groups in Delhi. 
 
In an inter-state coordination meeting held earlier this month, Delhi Police Chief B S Bassi had asked his force and police departments of neighbouring states to keep a vigilant eye on drones, as they have been perceived as a major threat to security, said a senior police official.
