The move is expected to provide flexibility to both procurers (mainly <keyword id="53091" type="COMPANY" weightage="20" keywordseo="discoms">Discoms</keyword>) and generators (<keyword id="98684" type="PERSON" weightage="20" keywordseo="power-projects">power projects</keyword>) to look for <keyword id="10462072" type="UNKNOWN" weightage="20" keywordseo="meaning-contracts-post-expiry">meaning contracts post expiry</keyword> of a PPA, one where discoms can get the option to buy cheaper power available in the market while generators could look at new consumers either under <keyword id="10462074" type="UNKNOWN" weightage="20" keywordseo="long-term-contract">long term contract</keyword> or through price discovery on exchanges. The changes have been brought out by <keyword id="10462076" type="COMPANY" weightage="20" keywordseo="the-power-ministry-through-draft-proposals">the power ministry through draft proposals</keyword> on which is it seeking <keyword id="10462075" type="UNKNOWN" weightage="20" keywordseo="stakeholders-comments">stakeholders comments</keyword> before regulations could be finalised. The stakeholders have been asked to submit their comments suggestions by December 24, 2020. In its proposal, the ministry has said that states with long-term PPAs with the interstate central generating stations, whose tariff is determined by the Commission, and which are due to expire in the future, can choose to give up the contracted power after the completion of the PPA tenure of 25 years. Such a mechanism could be availed by the states procuring relatively costlier power from the central generating stations. Also, states looking to convert their long term PPA into shorter term agreements or look to buy power from exchanges to meet exigencies could also relinquish PPA after expiry of its tenure. <keyword id="6375040" type="UNKNOWN" weightage="20" keywordseo="power-ministry">Power ministry</keyword> officials said that the proposed guidelines would also help in making power generation more efficient as generators knowing that their contracts could be rescinded would strive to make their projects more competitive. Also, with PPAs being freed up, such surplus power would be available for deficit states at competitive price. Under the proposed regulations, the first right of refusal would test with discoms meaning contracted power will be freed only with the consent of discoms. Also, discoms looking to end PPAs would serve at least three month notice to generators to help them prepare for the situation. Government to offer flexibility to discoms to end long term power contracts

No draft of the <keyword id="15735615" type="General" weightage="20" keywordseo="Digital-India-Bill" source="Orion">Digital India Bill</keyword> has been published for public feedback or comments and no notice of the same was given in respect of the bill for its introduction in the <keyword id="61449" type="General" weightage="20" keywordseo="Winter-Session" source="Orion">Winter Session</keyword> 2022-23, the Parliament was told on Friday. "The policies of the Government are aimed at ensuring an open, safe and trusted, and accountable internet for its users. To help achieve this aim, the Ministry of Electronics and Information Technology engages with and receives inputs from the public and stakeholders, including in respect of changes required to existing legislation and the need to introduce fresh legislation. Such engagement includes all aspects of law, including regulation of digital representation of users on various online platforms, Minister of State, Electronics and IT, Rajeev Chandrashekhar, told the Rajya Sabha in a written reply. Once the legislative proposal is formulated, in accordance with the government's policy on pre-legislative consultation, proposed legislation is published in the public domain and feedback/comments invited from the public before submitting a legislative proposal to the Cabinet, he said. Thereafter, in accordance with the procedure detailed in the Manual of Parliamentary Procedures as published by the Ministry of Parliamentary Affairs, the Ministry of Law and Justice is consulted on the same and, after approval of the Cabinet, notice of the motion for introduction of a Bill is given to the Secretariat of relevant House of Parliament, he added. "The said procedure for introduction of a Bill in Parliament and pre-legislative consultation policy for public feedback/comments is observed in respect of all legislative proposals of the government. No draft of Digital India Bill published for public feedback or comments

Chennai, Tamil Nadu's ruling <keyword id="19897149" type="General" weightage="20" keywordseo="dmk" source="keywords">DMK</keyword>, a key constituent of the INDIA bloc, in its manifesto released on Wednesday promised to repeal the Citizenship Amendment Act, 2019 if the opposition alliance wins the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> polls. Restoration of statehood to Jammu and Kashmir and holding polls there, scrapping the New Education Policy 2020, slashing fuel prices, annulling Article 361 of the Constitution that provides protection to governors from legal action and appointment of Governors following consultation with Chief Ministers, were among the key promises made by the DMK. The recommendations of the M S Swaminathan committee will be adopted to ensure that MSP for agricultural products "is set at total production cost plus 50 per cent," the DMK said. Also, it announced that if voted to power, the INDIA bloc will withdraw the Agnipath scheme and reintroduce "permanent recruitment service" in the Indian Armed forces. "From now on, population census, including caste-wise census and census concerning people below the poverty line, will be conducted by the Union government once every five years simultaneously." The DMK will firmly insist on the removal of Article 356, which allows the dismissal of duly elected state governments and imposition of President's rule. The Congress party's ally in Tamil Nadu said that "new constraints" on States' borrowing capacity, imposed by the union government beyond the limits in each state's FRBM-equivalent Act will be eliminated. "A recommendation to share cess revenues with states will be made. It will be proposed that the Finance Commission increase the horizontal devolution of tax revenue (to all States together) from 42 per cent to 50 per cent." The Union government's financial contributions to states will be based on the income tax and GST collected in those states. Thus, financial contributions will be assured based on the taxes collected within each state. The finance provided to states will be permanently determined based on the 1971 population. A 33 per cent reservation for women in Parliament and legislative assemblies will be implemented immediately. "DMK will insist that the Union government enact a law providing menstrual leave to women, emphasizing the journey towards gender equality." Petrol and diesel prices "will be set at Rs 75, Rs 65 (per litre)" and cooking gas cylinders shall be made available at Rs 500 (per cylinder). "The introduction of the Uniform Civil Code will be strictly prevented" to preserve India's secular nature as stated in the Constitution's preamble. "The 2019 CAA law will be repealed, and all minorities will be treated equally without any discrimination. The recommendations of the Sachar Committee for the improvement of the lives of Muslims and other minority communities will be implemented." Facilitation will be provided for <keyword id="21027983" type="General" weightage="20" keywordseo="sri-lankan-tamil" source="keywords">Sri Lankan Tamil</keyword> refugees to get Indian citizenship. Assistance will be provided to those who wish to return to Sri Lanka. Also, the manifesto said efforts will be made to implement reservation for minorities at the all-India level, similar to Tamil Nadu. "The financial assistance previously provided to minority educational institutions has now been stopped. Action will be taken to resume this assistance." For "political" reasons, funding from foreign countries to non-governmental organisations (NGOs) has currently been stopped. "The Foreign Exchange Regulation Act will be properly amended, and measures will be taken to ensure these financial aids continue to reach NGOs without any problems." The proposal of 'One Nation, One Election' will be abandoned, and for the allocation of Lok Sabha seats to states, the current practice, based on the 1971 census will continue. All "people-unfriendly" laws introduced by the BJP government over the last 10 years will be reviewed immediately by the INDIA alliance government. The "labour-hostile laws" introduced by the BJP government will be "reformed." Through the Employees' Provident Fund (EPF), the Union government will ensure a minimum pension of Rs 5,000 per month. The number of working days under the Mahatma Gandhi National Rural Employment Guarantee Act will be increased from 100 to 150 days. "A wage of Rs 400 will be provided across states/ union territories nationwide." Disbanding the current NITI Aayog, set up by the BJP regime and establishing again the Planning Commission to draft plans based on the requests of state governments is another assurance the DMK has made. "Measures will be taken to reclaim Kachchatheevu to ensure India's security and to protect the welfare of the fishermen." A mandatory "cooling-off period" of 2 years will be introduced for retired judges and secretaries before they could join private companies or political parties, the manifesto said. Waiving loans and interests for farmers in nationalised and scheduled banks, waiver of educational loans for students, monthly entitlement of Rs 1,000 for all women in every state and formation of <keyword id="21027984" type="General" weightage="20" keywordseo="state-development-council" source="keywords">State Development Council</keyword> by including Chief Ministers were among the promises made by the DMK. Exemption for Tamil Nadu from the NEET exam and complete removal of toll booths on national highways, forms part of poll promises of the Dravidian party. Further, the DMK said amendments will be made to relevant laws to ensure that state governments, elected by the people, appoint Vice-Chancellors to state-run universities, rather than Governors. Stopping government's divestment from public sector enterprises, implementing the Sethusamudram project, law to ban online gambling, setting up a <keyword id="19895345" type="General" weightage="20" keywordseo="supreme-court" source="keywords">Supreme Court</keyword> branch in Chennai, providing statehood for <keyword id="19901639" type="General" weightage="20" keywordseo="puducherry" source="keywords">Puducherry</keyword>, equal funding for all state languages including Tamil, were among the host of other promises made by the DMK. Establishment of Tamil departments in varsities and stopping construction of <keyword id="19950851" type="General" weightage="20" keywordseo="mekedatu" source="keywords">Mekedatu</keyword> dam were also promised by the DMK. "The <keyword id="19996334" type="General" weightage="20" keywordseo="vishwakarma-scheme" source="keywords">Vishwakarma Scheme</keyword>, introduced by the BJP government to encourage caste-based occupations, will be restructured on the basis of social justice."

The Defence Acquisition Council (DAC) on Friday cleared the issuing of a Request For Proposal (RFP) for the <keyword id="6355100" type="COMPANY" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword>'s mega deal to procure six <keyword id="117400" type="PERSON" weightage="20" keywordseo="Submarines">submarines</keyword> under Project-75I through a strategic partnership route worth over ₹45,000 crore. Two Indian companies and five foreign Original Equipment Manufacturers had already been shortlisted earlier. The mega deal was approved during the DAC meet on Friday led by Defence Minister Rajnath Singh. The mega submarine project for building of indigenous submarines for the <keyword id="42407" type="COMPANY" weightage="20" keywordseo="Navy">Navy</keyword> got the final clearance wherein two Indian companies that can work in collaboration with a foreign manufacturer. The RFP has been issued to Mazagon Docks (MDL) and private company <keyword id="45475" type="COMPANY" weightage="20" keywordseo="Larsen-Toubro">Larsen &amp; Toubro</keyword>. Under the Project 75I, the submarines for the Indian Navy are going to be constructed in India and will be through ToT by the OEMs. This project is under the strategic partnership model which was adopted in an effort to ensure building capacity in the Indian industry. The idea is that this is going to help in the local manufacturing of major military platforms. The project received a clearance from the Cabinet Committee on Security (CCS) way back in 1999 and Acceptance of Necessity granted in 2007. The strategic partnership model aims at promoting India as a manufacturing hub for defence equipment, in addition to establishing an industrial and R&amp;D eco-system capable of meeting the future requirements of the Armed Forces besides giving boost to exports. The Indian Navy currently has 12 submarines. In addition there are two nuclear submarines <keyword id="45878" type="COMPANY" weightage="20" keywordseo="INS-ARIHANT">INS Arihant</keyword> and INS Chakra in the navy's fleet. Upgrading its submarine operations and the naval fleet has been the top priority for the Indian Navy in wake of the increased presence of Chinese vessels in the Indian Ocean region. Defence Ministry clears Indian Navy's ₹45000 crore deal to procure six submarines

India has set a target to achieve a turnover of Rs 1.75 lakh crore ($25 billion) including export of Rs 35,000 Crore ($ 5 billion) in aerospace and <keyword id="8127101" type="UNKNOWN" weightage="20" keywordseo="defence-goods">defence goods</keyword> and services by 2025. "In order to provide impetus to self-reliance in Defence manufacturing and to position India amongst the leading countries of the world in Defence and Aerospace sectors, a draft Defence Production and Export Promotion Policy 2020 (DPEPP 2020) has been formulated," he said. In implementing such framework and to position India amongst the leading countries of the world in defence and aerospace sectors, <keyword id="6369097" type="COMPANY" weightage="20" keywordseo="ministry-of-defence">Ministry of Defence</keyword> (MoD) has formulated a draft Defence Production and Export Promotion Policy 2020 (DPEPP 2020). NLC India board approves raising up to ₹5,000 crore via bonds

The government on Wednesday released the draft Indian <keyword id="15052971" type="General" weightage="20" keywordseo="TELECOMMUNICATION-BILL" source="Orion">Telecommunication Bill</keyword>, 2022, under which it has proposed a provision to waive off fees and penalty of telecom and internet service providers. The ministry has proposed provision for refund of fees in case a telecom or internet provider surrenders his license. "Seeking your views on the draft <keyword id="10642" type="General" weightage="20" keywordseo="INDIAN-TELECOM" source="Orion">Indian Telecom</keyword> Bill 2022," Telecom Minister <keyword id="7796574" type="General" weightage="80" keywordseo="ashwini-vaishnaw" source="Orion">Ashwini Vaishnaw</keyword> said in a post on a social media platform in which he also shared the link of the draft bill. The last date for public comment on the draft is October 20. According to the draft , the central government may, "waive in part or full any fee, including entry fees, license fees, registrations fees or any other fees or charges, interest, additional charges or penalty" for any licence holder or registered entity under the telecom rules. The bill proposes to exempt "press messages that are intended to be published in India" of correspondents accredited to the central or state government from interception. However, the exemption will not be granted in case of any public emergency or in the interest of the public safety, sovereignty, integrity or security of India, friendly relations with foreign states, public order, or to prevent incitement to an offence, according to the draft. In such cases "any message or class of messages, to or from any person or class of persons, or relating to any particular subject, brought for transmission by, or transmitted or received by any telecommunication services or telecommunication network, shall not be transmitted, or shall be intercepted or detained or disclosed" to the authorized officer, according to the draft bill. DoT proposes fee, penalty waiver under new telecom rules

New Delhi, Feb 25 () The Centre on Tuesday proposed draft rules on battery waste management directing manufacturers and importers to ensure that used batteries are collected back against the new ones they sell and environment is not harmed during their transportation. In its draft notification, Battery Waste Management Rules 2020, the Ministry of Environment has given 60 days to public to make objection or suggestion to the rules after which the government will bring the notification into effect. There are four chapters in the notification which are divided into eight rules. The rules fix the responsibilities of manufacturer, importer, assembler and re-conditioner. "It shall be the responsibility of a manufacturer, importer, assembler and re- conditioner to ensure that the used batteries are collected back as per the schedule against new batteries sold excluding those sold to original equipment manufacturer and bulk consumer(s)," the ministry notification said. It shall be their responsibility to "ensure that used batteries collected back are of similar type and specifications as that of the new batteries sold, it said, adding that collection centres must set up by them either individually or jointly at various places for collection of used batteries from consumers or dealers. "They must ensure that used batteries collected are sent only to the registered recyclers. Ensure that necessary arrangements are made with dealers for safe transportation from collection centres to the premises of registered recyclers. Ensure that no damage to the environment occurs during transportation of used batteries and no acid should be drained in case of used lead acid batteries," the rules said. The notification also says the manufacturers and others responsible must create public awareness through advertisements, publications, posters or by other means with regard to hazards of Lead, Cadmium and Mercury; obligation of consumers to return their used batteries only to the dealers or deliver at collection centres and instructions for handling and disposal of the equipment after its use. As per the rules, 'battery' or 'accumulator' means any source of electrical energy generated by direct conversion of chemical energy and includes disposable primary batteries or rechargeable secondary ones.
