Addressing a press conference, <keyword id="19950697" type="General" weightage="20" keywordseo="jain" source="keywords">Jain</keyword> further said the total length of national highways in <keyword id="19895063" type="General" weightage="20" keywordseo="india" source="keywords">India</keyword> increased 60 per cent to 1,46,145 km till December 2023, from 91,287 km in 2014, since the <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> government came into power. "The pace of highway construction in 2023-24 so far has been better than last year, and we are confident of achieving the 13,814-km highway construction target during the current fiscal," he said. Up to December 31, 2023, the ministry has built 6,217 km of national highway, higher than last year's 5,774 km for the same period. According to him, the government is planning to award 10,000 km of national highway projects in 2023-24. Jain also said that the government has asked companies to prepare detailed project reports (DPR) for unawarded identified projects to increase the pace of awarding in 2023-24. He said the total length of four-lanes and above national highways (NHs) increased by 2.5 times to 46,179 km in December 2023 from 18,387 km in 2014. While the total length of high-speed corridors in 2014 was 353 km, which increased to 3,913 km in 2023, the total length of less than 2-lane national highways decreased from 30 per cent (2014) to 10 per cent of national highway network in 2023. Jain also said the road ministry has constructed 6,217 km of national highways up to December in 2023-24. He noted that expenditure on the ministry's highways construction expenditure is expected to increase by 9.4 times to Rs 3.17 lakh crore in 2023 from 2014. Jain said under the <keyword id="20078657" type="General" weightage="20" keywordseo="vehicle-scrapping-policy" source="keywords">Vehicle Scrapping Policy</keyword>, 44 registered vehicle scrapping facilities (RVSFs) are operational in India, while concession and motor vehicle tax was announced by 19 states/ Union Territories. Confident of achieving 13,814-km highway construction target this fiscal: Road secy

According to a filing posted on NHTSA's website, the affected vehicles were delivered to owners without the "retaining bolt that holds the steering wheel in place". The NHTSA is assessing "the scope, frequency and manufacturing processes associated with this condition". Tesla recently "recalled" more than 321,000 vehicles for a software glitch and deployed an over-the-air (<keyword id="6607315" type="General" weightage="50" keywordseo="ota" source="Orion">OTA</keyword>) firmware update to correct the anomaly in tail lights that may cause false fault detections. It also recalled almost 30,000 Model X vehicles over an issue that could cause the front passenger airbag to improperly deploy in "low-speed" collisions. The units have been subscribed by a gamut of institutional investors including Canada Pension Plan Investment Board, Ontario Teachers' Pension Plan Board, State Bank of India, SBI Pension Fund, SBI Mutual Fund, IOCL Employee Provident Fund, L&amp;T Staff Provident Fund, Rajasthan Rajya Vidyut Karamchari Pension Fund, TATA AIG and <keyword id="5050251" type="General" weightage="80" keywordseo="star-union-daiichi-life-insurance" source="Orion">Star Union Daiichi Life Insurance</keyword>. NHAI subscribed to the units through preferential allotment to maintain its unitholding of at least 15 per cent. The units were subscribed through a book build process at Rs 109 per unit, at a premium over floor price of Rs 107.12 per unit. In addition to the above, NHAI InvIT has also filed a prospectus with SEBI for issuance of Non-Convertible Debentures (NCDs) to raise Rs 1,500 crore. The NCDs would carry a coupon of 7.90 per cent payable semi-annually and would be available for subscription by both retail and institutional investors. NHAI InvIT raises ₹1,430 crore through follow-on issuance

As per Central Emergency Operation Center, as of 7 am Thursday, the number of deaths has reached nine, with 1,038 injured, 96 trapped, and 52 missing, reported CNA. Relief efforts are concentrated on Hualien, along the rugged and scenic east coast, where numerous buildings were left precarious with collapsed lower floors. <keyword id="20270996" type="General" weightage="20" keywordseo="bridges" source="keywords">Bridges</keyword> and tunnels were destroyed, while roads suffered damage from rocks and landslides. Workers start demolishing buildings and rescuing individuals trapped inside, visuals coming from Taiwan. Regarding water and electricity supply, the Ministry of Economic Affairs reported that 371,869 households experienced power outages nationwide, with 1,073 households still without power late Wednesday. Among them, 660 are expected to have power restored later in the evening. Additionally, 125,675 households initially suffered water stoppages across Taiwan, with 14,718 households still facing water shortages, including 14,500 in Hualien. Restoration efforts are expected to be completed by midnight Thursday, with water trucks dispatched to affected areas in the interim. Furthermore, the ministry noted that 20 of the 80 damaged cell phone base stations had been repaired by late Wednesday. "I even tried to put on the hazards but the car just completely died."Hanna, who had owned the Tesla for just over a year when the incident occurred in September, said that the vehicle had been at 60% battery and had nearly 27,000 miles on it. He said he was driving down an interstate in North Carolina on his way to pick up his son from school when the car went haywire.The Tesla owner told Business Insider the car beeped for a few seconds but not long enough for him to pull to the side of the road before it came to a complete stop. Hanna said he'd been driving about 40 miles per hour."I had a panic attack," Hanna told BI. "I didn't know what was going on. I was trying to figure out what to do — how to get power, or get it started again — and the whole time I'm worried about someone slamming into the back of me."Hanna said that when he stepped out of the car, he was no longer able to get back into the vehicle because the battery that powered the doors was no longer working. From there, he called the police and a tow truck.A Tesla service center representative told Hanna in Tesla's app that the electric carmaker "reviewed vehicle logs, found several controllers reported the right body controller missing, which led to insufficient power being supplied to vehicle contactors, ultimately shutting down," according to screenshots included in Hanna's NHTSA complaint. The service center said it replaced the part that was likely causing the issue, the screenshots show.The repairs and the tow truck were covered under Tesla's warranty, but Hanna said the entire experience made him think twice about driving his Model 3. He's since started leasing out the car and has stopped driving it entirely, he told BI."I asked them what would stop it from happening again and the guy just told me it was bad luck," Hanna said. "I can't risk my son's life on that."A spokesperson for Tesla did not respond to a request for comment.While it is extremely rare for a Tesla to die with a charged battery, Hanna is not the first to a report such an incident. It also said the "Automatic Emergency Braking" system kicked in for about half of the crashes. "On average in these crashes, Autopilot aborted vehicle control less than one second prior to the first impact," per the release.NHTSA also studied 191 crashes that did not involve ambulances, fire trucks, or police cars. It said it dropped 85 because they were determined to have been caused by other factors or it was difficult to determine the cause. In about 50 of the remaining cases, the agency said drivers were not responsive enough when driving. In about 25 other crashes, the agency said the drivers were using Autopilot in situations where Tesla has said could limit the system's effectiveness, such as in bad weather. Tesla markets Autopilot as a feature that allows cars to automatically brake and steer within their lanes. It also labels some assistance features as "<a href="https://www.tesla.com/support/autopilot">Full Self-Driving</a>." The <a href="https://www.nhtsa.gov/technology-innovation/automated-vehicles-safety#the-topic-frequently-asked-questions">NHTSA's website</a> states, "There is no vehicle currently available for sale that is fully automated or 'self-driving.'"In its Thursday release, NHTSA said that misuse of the Autopilot function did not mean that the system was not defective. "This is particularly the case if the driver behavior in question is foreseeable in light of the system's design or operation," it said.Democratic Senator Edward Markey of Massachusetts welcomed NHTSA's escalation of the probe. <ul class="summary-list"><li><a href="https://www.businessinsider.com/tesla">Tesla</a> asked a federal agency to redact information about whether driver-assistance software was in use during crashes, The New Yorker reported.</li><li>Tesla has faced numerous controversies over Autopilot and <a href="https://www.businessinsider.com/tesla-fsd">Full Self-Driving</a> in recent years.</li></ul>Tesla directed the National Highway Traffic Safety Administration to redact information about whether driver-assistance software was being used by vehicles involved in crashes, <a href="https://www.newyorker.com/magazine/2023/08/28/elon-musks-shadow-rule">The New Yorker reported</a> as part of investigation into Elon Musk's relationship to the US government. "Tesla requested redaction of fields of the crash report based on a claim that those fields contained confidential business information," an NHTSA spokesperson told Insider in a statement. "The Vehicle Safety Act explicitly restricts NHTSA's ability to release what the companies label as confidential information. Once any company claims confidentiality, NHTSA is legally obligated to treat it as confidential unless/until NHTSA goes through a legal process to deny the claim." Tesla did not immediately respond to Insider's request for comment, nor did it respond to The New Yorker's request for comment.While Musk has promised for years that <a href="https://www.businessinsider.com/elon-musk-tesla-full-self-driving-promise-experts-2023-2">self-driving Teslas</a> are around the corner, <a href="https://www.businessinsider.com/tesla-autopilot-model-y-first-drive-review-2022-9">Tesla's Autopilot</a> and Full Self-Driving systems have weathered a number of controversies over the years.Autopilot, which is meant to help on highways, is the driver-assist software built into all Teslas, while Full Self-Driving is a beta add-on that costs $15,000 a year. Full Self-Driving is more advanced, and allows cars to change lanes, <a href="https://www.businessinsider.com/tesla-driver-road-trip-using-full-self-driving-autopilot-fsd-2023-1">recognize stop signs</a> and lights, and park, Tesla says. The company adds that "a fully attentive driver" should be behind the wheel when both features are used.In June, The Washington Post reported that there have been a total of 736 crashes and 17 <a href="https://www.businessinsider.com/tesla-crashes-involving-autopilot-mode-soar-since-2019-report-finds-2023-6">deaths involving Teslas</a> in Autopilot mode since 2019.Steven Cliff, former deputy administrator of the NHTSA, told The New Yorker he'd seen data indicating Tesla vehicles were involved in "a disproportionate number of crashes involving emergency vehicles," but that the agency hadn't yet concluded if human drivers or Tesla's software were to blame.The NHTSA announced in June 2021 that it was investigating the role of <a href="https://www.businessinsider.com/tesla-autopilot-crashes-regulators-open-probes-into-30-report-2021-6">Tesla's Autopilot in 30 crashes</a> that killed 10 people between 2016 and 2021.Two months later, the agency announced <a href="https://www.businessinsider.com/tesla-us-probe-over-autopilot-emergency-vehicle-crashes-2021-8">another investigation</a> into the feature after identifying 11 crashes since 2018 in which Teslas hit vehicles at first-responder sites. Seven of the 11 crashes identified resulted in injuries, and one resulted in a death.The NHTSA said at the time its probe would include all Tesla models X, Y, S, and 3 made between 2014 and 2021 — or roughly 765,000 vehicles. In June 2022, the agency upgraded the probe, saying it would now look at data from <a href="https://www.businessinsider.com/us-agency-escalates-tesla-autopilot-probe-could-result-in-recall-2022-6">830,000 Tesla vehicles</a>.A Department of Justice criminal investigation has also been underway, with Tesla confirming in February that the <a href="https://www.businessinsider.com/tesla-self-driving-autopilot-department-of-justice-probe-2023-2">DOJ requested documents</a> about the Autopilot and Full Self-Driving features.A spokesperson for the NHTSA told The New Yorker that "multiple investigations remain open."
