In a surprising and alarming twist, <a href="http://dx.doi.org/10.1038/s41586-024-07849-4">new research</a> has found that <keyword id="20633083" type="General" weightage="20" keywordseo="avian-influenza" source="keywords">avian influenza</keyword>, or <keyword id="20396857" type="General" weightage="20" keywordseo="bird-flu" source="keywords">bird flu</keyword>, has jumped from birds to dairy cattle across many parts of the United States. Initially detected in wild birds, the <keyword id="21348322" type="General" weightage="20" keywordseo="H5N1" source="keywords">H5N1</keyword> had led to symptoms like reduced appetite, respiratory distress, and a significant drop in milk production. "This is one of the first times that we are seeing evidence of efficient and sustained mammalian-to-mammalian transmission of highly pathogenic avian influenza H5N1," said Diego Diel, a virology expert who has written extensively about the topic. As per the new report, significant amounts of the virus has now been identified in the mammary glands of infected cows, meaning their milk itself has the ability to infect others. Researchers have even documented cases where cats and a raccoon became infected, likely from consuming the raw milk from infected cows. Although pasteurisation has shown the ability to kill the virus, the newfound ability to jump from cows to other mammals remains particularly troubling, especially considering how reliant we are on cow products such as beef and milk. <h2>Human cases and <keyword id="22448349" type="General" weightage="20" keywordseo="pandemic-potential" source="keywords">pandemic potential</keyword></h2>If you’re feeling comfortable in the thought that the virus has some ways to go before humans need to be concerned, you might want to think again. The Department of Social Justice and Empowerment has been allocated Rs 13,539 crore in the 2024-2025 budget, an increase of 37 per cent from the 2023-2024 revised estimates of Rs 9,853.32 crore. For achieving social justice comprehensively, the saturation approach of covering all eligible people through various programmes, including those for education and health, will be adopted, Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="keywords">Nirmala Sitharaman</keyword> said on Tuesday while presenting the 2024-25 Union Budget in Parliament. She said to ensure <keyword id="22517725" type="General" weightage="20" keywordseo="inclusive-human-resource-development" source="keywords">inclusive human resource development</keyword>, a social justice saturation approach will be adopted. Social justice through the saturation approach refers to a strategy where the government aims to ensure that all eligible individuals are covered by various programmes and initiatives. The department has been allocated Rs 2,150 crore for the 'Umbrella Programme for Development of Other Vulnerable Groups' and Rs 314 crore for the National Action Plan for Drug Demand Reduction. The establishment expenditure of Rs 145.80 crore for the central administration includes allocations for the secretariat and national commissions. The amount is a slight decrease from the previous year's Rs 152.60 crore. The National Commission for Scheduled Castes has been allocated Rs 38 crore and the National Commission for Backward Classes Rs 21 crore. The budget of the Development and Welfare Board for Denotified, Nomadic and Semi-Nomadic Communities remains at Rs 5 crore. Central sector schemes and projects are among the focus areas of this budget, with the <keyword id="22517726" type="General" weightage="20" keywordseo="scholarships-for-higher-education" source="keywords">Scholarships for Higher Education</keyword> for Young Achievers Scheme for Scheduled Castes being allocated Rs 428 crore. Researchers at the Indian Institute of Science (<keyword id="41780" type="General" weightage="20" keywordseo="iisc" source="Orion">IISc</keyword>) have developed a brain-inspired analog computing platform capable of storing and processing <keyword id="6355729" type="General" weightage="20" keywordseo="data" source="Orion">data</keyword> in an astonishing 16,500 conductance states within a molecular film. Published on September 11 in the journal Nature, this breakthrough represents a huge step forward over traditional digital computers in which data storage and processing are limited to just two states, the IISc s<keyword id="6355999" type="General" weightage="20" keywordseo="ai" source="Orion">ai</keyword>d. In a press release, the institute said that such a platform could potentially bring complex AI tasks, like training Large Language Models (LLMs), to personal devices like laptops and smartphones, thus taking us closer to democratising the development of AI tools. These developments are currently restricted to resource-heavy data centres, due to a lack of energy-efficient hardware. With silicon electronics nearing saturation, designing brain-inspired accelerators that can work alongside silicon chips to deliver faster, more efficient AI is also becoming crucial. "Neuromorphic computing has had its fair share of unsolved challenges for over a decade," explained <keyword id="23122611" type="General" weightage="20" keywordseo="sreetosh-goswami" source="keywords">Sreetosh Goswami</keyword>, Assistant Professor at the Centre for Nano Science and Engineering (CeNSE), IISc, who led the research team. "With this discovery, we have almost nailed the perfect system - a rare feat," he said. According to IISc, the fundamental operation underlying most AI algorithms is quite basic - matrix multiplication, a concept taught in high school maths. But in digital computers, these calculations hog a lot of energy. The platform developed by the IISc team drastically cuts down both the time and energy involved, making these calculations a lot faster and easier. The molecular system at the heart of the platform was designed by <keyword id="23122609" type="General" weightage="20" keywordseo="sreebrata-goswami" source="keywords">Sreebrata Goswami</keyword>, Visiting Professor at CeNSE. As molecules and ions wiggle and move within a material film, they create countless unique memory states, many of which have been inaccessible so far. Most digital devices are only able to access two states (high and low conductance), without being able to tap into the infinite number of intermediate states possible. By using precisely timed voltage pulses, the IISc team found a way to effectively trace a much larger number of molecular movements, and map each of these to a distinct electrical signal, forming an extensive "molecular diary" of different states. "This project brought together the precision of electrical engineering with the creativity of chemistry, letting us control molecular kinetics very precisely inside an electronic circuit powered by nanosecond voltage pulses," explained Goswami. "Tapping into these tiny molecular changes allowed the team to create a highly precise and efficient neuromorphic accelerator, which can store and process data within the same location, similar to the human brain. Such accelerators can be seamlessly integrated with silicon circuits to boost their performance and energy efficiency," the IISc said. IISc researchers said the key challenge that the team faced was characterising the various conductance states, which proved impossible using existing equipment. The team designed a custom circuit board that could measure voltages as tiny as a millionth of a volt, to pinpoint these individual states with unprecedented accuracy. It also turned this scientific discovery into a technological feat. The team was able to recreate NASA's iconic "Pillars of Creation" image from the James Webb Space Telescope data - originally created by a <keyword id="6537818" type="General" weightage="20" keywordseo="supercomputer" source="Orion">supercomputer</keyword> - using just a tabletop computer. They were also able to do this at a fraction of the time and energy that traditional computers would need. Using their AI accelerator, the team recreated NASA's iconic "Pillars of Creation" image from the James Webb Space Telescope data on a tabletop computer - achieving this in a fraction of the time and energy required by traditional systems, it said. The team includes several students and research fellows at IISc. They also collaborated with Stanley Williams, Professor at Texas A&amp;M University and Damien Thompson, Professor at the University of Limerick, it added. The researchers believe that this breakthrough could be one of India's biggest leaps in AI hardware, putting the country on the map of global technology innovation. Navakanta Bhat, Professor at CeNSE and an expert in silicon electronics led the circuit and system design in this project. "What stands out is how we have transformed complex physics and chemistry understanding into groundbreaking technology for AI hardware," Goswami explained. "In the context of the India Semiconductor Mission, this development could be a game-changer, revolutionising industrial, consumer and strategic applications. The national importance of such research cannot be overstated," he said. With support from the Ministry of Electronics and Information Technology, the IISc team is now focused on developing a fully indigenous integrated neuromorphic chip. "This is a completely home-grown effort, from materials to circuits and systems," he emphasised. "We are well on our way to translating this technology into a system-on-a-chip," he added.

IISc scientists develop brain-inspired analog computing platform capable of storing, processing data

New Delhi: The <keyword id="19895345" type="General" weightage="20" keywordseo="supreme-court" source="keywords">Supreme Court</keyword> on Wednesday said it will hear on September 17 the appeal of US-based creditor Glas Trust Company LLC against a judgment of the <keyword id="19916400" type="General" weightage="20" keywordseo="nclat" source="keywords">NCLAT</keyword>, which had stayed insolvency proceedings against ed-tech firm BYJU's and approved its Rs 158.9 crore dues settlement with the <keyword id="19901245" type="General" weightage="20" keywordseo="bcci" source="keywords">BCCI</keyword>. A bench comprising Chief Justice D Y Chandrachud and Justices J B Pardiwala and Manoj Misra was urged by a battery of lawyers that the plea be heard urgently keeping in mind the subsequent developments in the case. The plea was mentioned by senior advocate NK Kaul, appearing for the ed-tech major, that the case needed to be heard at the earliest. The submission was supported by Solicitor General Tushar Mehta, appearing for the BCCI, and senior lawyer Abhishek Singhvi, also appearing for the ed-tech firm. Kaul said another plea in the case has also been filed and that is listed for hearing on September 17 and hence, the present plea be either heard on that day or the hearings in both the cases be advanced to this Friday. "We will hear both the pleas on September 17," the CJI said. Senior advocate Shayam Divan, appearing for the US-based creditor, said let the matters be heard together on September 17. Earlier on August 22, the bench had refused to pass an interim order to ensure that the committee of creditors (CoC) does not hold any meeting in pursuance of the insolvency proceedings against the embattled ed-tech firm. It had listed the plea for a final hearing on August 27. The bench had said the developments, which may take place in the meantime, can be negated if it finds there was no merit in the appeal of the US-based creditor against the judgment of appellate insolvency tribunal NCLAT. The plea was mentioned earlier also on August 20 by Byju's and the BCCI and the top court had then also refused to pass an interim order to restrain the Insolvency Resolution Professional (IRP) from constituting a committee of creditors (CoC) in the insolvency proceedings against the ed-tech firm. In a major setback to Byju's, the top court had on August 14 stayed the verdict of NCLAT, setting aside the insolvency proceedings against the ed-tech major and approving its Rs 158.9 crore dues settlement with the Indian cricket board. The August 2 verdict of the NCLAT had come as a huge relief for Byju's as it had effectively put its founder Byju Raveendran back in control. The top court, however, had prima facie termed the NCLAT verdict as "unconscionable" and stayed its operation while issuing notices to Byju's and others on the appeal of the ed-tech firm's US-based creditor against the judgment of the insolvency appellate tribunal. The case stemmed from Byju's default on a Rs 158.9 crore payment related to a sponsorship deal with the BCCI. The top court had directed the BCCI to keep a sum of Rs 158 crore it had received from Byju's after a settlement in a separate escrow account till further orders. "Issue notice. Pending further orders there shall be a stay of the impugned order of August 2 of NCLAT. In the meantime, BCCI shall maintain the amount of Rs 158 crore, which shall be realised in pursuance of a settlement, in a separate escrow account until further orders," the bench had said. The NCLAT had approved the Rs 158.9 crore dues settlement with the BCCI and set aside the insolvency proceedings against Byju's. Byju's had entered into a "Team Sponsor Agreement" with the BCCI in 2019. Under the agreement, the ed-tech firm got exclusive rights to display its brand on the Indian cricket team's kit and some other benefits. Byju's had to pay a sponsorship fee. The company met its obligations till the middle of 2022 but defaulted on subsequent payments of Rs 158.9 crore. After insolvency proceedings were initiated, Byju's entered into a settlement with the BCCI. On July 16, the Bengaluru bench of the <keyword id="19902197" type="General" weightage="20" keywordseo="national-company-law-tribunal" source="keywords">National Company Law Tribunal</keyword> (NCLT) had admitted 'Think and Learn', Byju's parent company, to the insolvency resolution process on a plea filed by the BCCI over default in payment of outstanding dues of almost Rs 158.9 crore. While suspending the board of the ed-tech firm, the NCLT had appointed an interim resolution professional to run the operations of the company, suspended the company's board of directors, and brought it under moratorium by freezing its assets. The US-based lenders suspected that the settlement amount was being diverted from the credit they had extended to Byju's.

Researchers projected that by 2030, fewer than 40% of pupils would achieve a passing grade (grade 5 out of 9) or higher in their English and mathematics GCSEs, compared to 45.3% in 2022-23. For reference, the GCSEs in the UK are akin to the Indian 10th and 12th board examinations. However, researchers especially highlighted the lockdowns' impact on crucial areas like socio-emotional support and well-being, underscoring their significance alongside cognitive skills for <keyword id="21440666" type="General" weightage="20" keywordseo="gcse" source="keywords">GCSE</keyword> results. For example, 20% of top performers in cognitive tests at age 14, with average <keyword id="21440665" type="General" weightage="20" keywordseo="socio-emotional-skills" source="keywords">socio-emotional skills</keyword>, fail to attain five good GCSEs. Additionally, there's a noticeable gender disparity in skill importance, with good cognitive skills playing a larger role for boys and socio-emotional skills being paramount for girls in determining GCSE outcomes. This nuanced insight underscores the complexity of educational achievement. The research not only diagnoses the problem but also suggests pragmatic solutions. Proposals include establishing a national programme of trained undergraduate student tutors to help students enhance their foundational skills and reimagining the school calendar to support teacher well-being and families during breaks. He said under the Rashtriya Gokul Mission, <keyword id="9647783" type="COMPANY" weightage="20" keywordseo="the-national-dairy-development-board">the National Dairy Development Board</keyword> has provided the bulls to to the state to boost milk production and to improve breed of milch cattle. As the traditional agriculture is no longer lucrative owing to rapidly increasing cost of food production, the state is focusing on developing dairy as an allied farming sector, he said. Additional Chief Secretary, Animal Husbandry, V.K. Janjua said the imported bulls are in the age of 10 to 12 months and semen production will start in two years. He said during first year 8,000-10,000 semen straw production is expected from them and will increase to 25,000 semen straws in the coming years. The exotic germ plasm would be introduced into the local gene pool, resulting in overall improvement of the breed, Janjua said. Director Animal Husbandry H.S. Kahlon said the bulls have been kept at the semen bank in Ropar town. When the semen production will start, the semen straws will be distributed to all veterinary hospitals and dispensaries of districts through it. <ul><li><keyword id="6356155" type="General" weightage="100" keywordseo="cbse" source="Orion">CBSE</keyword> on Sunday announced that it is adopting the <keyword id="16831474" type="General" weightage="80" keywordseo="national-curriculum-framework-for-foundation-stage" source="Orion">National Curriculum Framework for Foundation Stage</keyword>.</li><li>The CBSE also stated that under the new framework, the new structure of five-year education at the foundational stage from nursery to class two will be introduced in the session 2023-24 .</li></ul>New Delhi [India], March 20 (ANI): The <keyword id="69419" type="General" weightage="50" keywordseo="central-board-of-secondary-education" source="Orion">Central Board of Secondary Education</keyword> (CBSE) on Sunday announced that it is adopting the <keyword id="16844954" type="General" weightage="80" keywordseo="national-curriculum-framework-for-foundation" source="Orion">National Curriculum Framework for Foundation</keyword> Stage- 2022 from the academic session 2023-24. In an official notification, CBSE stated that the "NCFFS 2022 has been developed by the NCERT as per the mandate of the National Education Policy 2020 to outline the competencies and learning outcomes, general principles and approaches that should guide teaching and learning at the foundational stage. It serves as a guideline for schools and teachers to design and develop curricula, syllabi, and teaching materials that align with the national educational goals." The CBSE also stated that under the new framework, the new structure of five-year education at the foundational stage from nursery to class two will be introduced in the session 2023-24 in those schools which offer education at the foundational stage to the students in the age group of 3-8 years. The notification stated that NCFFS includes many examples and illustrations which play a critical role in its implementation. "They help to clarify abstract concepts, reinforce learning, and make new ideas more accessible to practising teachers. Myriad examples are aptly incorporated to enhance understanding, foster engagement, and elaborate concrete ways concepts can be implemented in day-to-day teaching. So, it is critical that teachers look at these illustrations and contextualize them according to the needs and contexts of children," it further stated. CBSE further added in the notification, "While schools offering classes I to X/XII may make efforts to gradually augment the infrastructural requirements to include pre-primary classes, schools already running foundational classes may continue to offer 3 years of pre-primary education." CBSE adopts National Curriculum Framework for Foundation Stage from 2023-24

A newly-developed air filter supported by special grants from <keyword id="1707932" type="General" weightage="20" keywordseo="Science-and-Engineering-Research-Board" source="Orion">Science and Engineering Research Board</keyword> (SERB) can deactivate the germs, '<keyword id="2215621" type="General" weightage="20" keywordseo="self-cleaning" source="Orion">self-cleaning</keyword>' them out of the system, using ingredients commonly found in green tea. A research team led by Suryasarathi Bose and Kaushik Chatterjee at the Indian Institute of Science (IISc), Bangalore, developed <keyword id="15812341" type="General" weightage="20" keywordseo="germ-destroying-air-filters" source="Orion">germ-destroying air filters</keyword> that can inactivate germs using ingredients like polyphenols and polycationic polymers commonly found in green tea. These 'green' ingredients rupture the microbes through site-specific binding. Impure air might make our life shorter to the extent that Indians lose 5-10 years of their lives because of air-borne contaminants leading to respiratory diseases, adversely affecting physical health as well as mental health, according to a report by University of Chicago. The research was supported by special grants from SERB during the challenging Covid-19 pandemic and SERB-Technology Translation Awards (SERB-TETRA) funds and a patent has been filed on this. Over continuous usage, the existing air filters become a breeding ground for captured germs. The growth of these germs clog the pores of the filter, reducing the life of the filters. Resuspension of these germs can infect people in the vicinity. The novel anti-microbial air filters were tested at the National Accreditation Board for Testing and Calibration Laboratories and were found to deactivate SARS-CoV-2 (delta variant) with an efficiency of 99.24 per cent. This technology was transferred to AiRTH, a startup that is replacing the existing germ-growing air filters with germ-destroying air filters for commercialisation, said the Ministry of Science and Technology on Saturday. As this innovation holds promise to develop antimicrobial filters that can prevent endemics caused by air-borne pathogens, a patent was granted in 2022. These novel antimicrobial filters in our ACs, central ducts and air purifiers can play a crucial role in our fight against air pollution and mitigate the spread of air-borne pathogens like coronaviruses.
