In an effort to give a further boost to partnership, India, and the US signed a landmark Memorandum of Understanding (<keyword id="19914814" type="General" weightage="20" keywordseo="MoU" source="keywords">MoU</keyword>), which will enable the Micro, Small and medium enterprises (<keyword id="19910977" type="General" weightage="100" keywordseo="MSMEs" source="keywords">MSMEs</keyword>) of the two countries to participate in <keyword id="19908188" type="General" weightage="20" keywordseo="global-markets" source="keywords">global markets</keyword> and foster trade. The MoU provides a framework for both sides to discuss issues concerning micro, small and medium enterprises (MSMEs) and explore possibilities for cooperation. It envisages the exchange of expertise between the two sides on issues related to improving MSME participation in the global marketplace through mutual visits as well as webinars and workshops on topics including access to trade and export finance, technology and digital trade; green economy, and trade facilitation. The MoU also provides for the joint conduct of programmes for women entrepreneurs to empower them and facilitate trade partnerships between women-owned small businesses in the two countries. Having been declared a global health emergency by <keyword id="6366244" type="General" weightage="20" keywordseo="who" source="Orion">WHO</keyword> just a few weeks ago, the dreaded <keyword id="20965747" type="General" weightage="20" keywordseo="mpox" source="keywords">Mpox</keyword> (formerly <keyword id="7616951" type="General" weightage="20" keywordseo="monkeypox" source="Orion">monkeypox</keyword>) has slowly been closing in on India. And now, days after our neighbour <keyword id="19899252" type="General" weightage="20" keywordseo="pakistan" source="keywords">Pakistan</keyword> confirmed its second Mpox case this month, India has also reported its first one this season. While feeling uncertain is understandable, the situation is far from dire just yet. On Monday, September 9, 2024, the <keyword id="19896140" type="General" weightage="20" keywordseo="health-ministry" source="keywords">Health Ministry</keyword> confirmed that a previously suspected case of Mpox was a travel-related infection. The patient, a young male, recently returned from a country experiencing ongoing Mpox transmission. Laboratory tests confirmed the presence of the West African clade 2 of the Mpox virus, which is distinct from the more dangerous clade 1 currently under a public health emergency. In its statement, the Ministry emphasised that this case is isolated and in line with the 30 previous Mpox cases reported in India since July 2022. The Ministry clarified that this case does not contribute to the WHO-declared public health emergency associated with clade 1 of Mpox, which has spread primarily in parts of <keyword id="19924003" type="General" weightage="20" keywordseo="africa" source="keywords">Africa</keyword>. <div type="Article" hostid="261" msid="112542249" title="WHO has declared mpox a global health emergency. Public health authorities have initiated contact tracing and monitoring to ensure the infection remains contained, stating that no widespread public health risk exists at this time. <h2>Mode of transmission and symptoms </h2>The global Mpox outbreak has primarily affected young males, with a median age of 34. The main mode of transmission has been sexual contact, followed by non-sexual person-to-person contact. The most commonly reported symptom is a rash, which can manifest either systemically or in the genital region, followed by fever. WHO data shared by the Ministry indicates that approximately 51.9% of Mpox cases involve individuals living with HIV. This underscores the need for targeted healthcare and awareness, especially in high-risk populations. <div type="Article" hostid="261" msid="112561654" title="WHO calls for increased surveillance, sharing of data, vaccines to combat monkeypox outbreak" mstype="2" mssubtype="0"></div> <h2>Increased vigilance and preparedness </h2>Following the confirmation of this case, the Health Ministry has issued directives to all states and union territories, urging healthcare workers, particularly those in skin/STD clinics and NACO (<keyword id="20887701" type="General" weightage="20" keywordseo="national-aids-control-organisation" source="keywords">National AIDS Control Organisation</keyword>) clinics, to stay alert to the signs and symptoms of Mpox. These clinics must be prepared for immediate isolation, clinical management, and treatment of complications, adhering to established protocols. The Ministry has also advised enhanced screening and testing of suspected Mpox cases, especially at airports and other points of entry, to prevent further transmission. <h2>Awareness and risk communication </h2>The Ministry has issued guidelines to state AIDS control societies, urging them to be vigilant in identifying suspect cases, especially among vulnerable populations such as female sex workers (FSW) and men who have sex with men (MSM). Communities must be made aware of the disease’s transmission and symptoms, as well as the importance of timely reporting. Clear risk communication, particularly to healthcare workers and intervention sites such as skin and paediatric clinics, is crucial to prevent the spread of the virus. While the Ministry advocates for robust preventive measures, it also stresses the importance of avoiding undue panic among the general public. Micro-blogging website Twitter has complied with the <keyword id="296566" type="General" weightage="100" keywordseo="it-ministry" source="Orion">IT Ministry</keyword>'s last notice within the final July 4 deadline, after receiving a warning to either comply with new IT Rules, 2021 or face stricter action. Reliable sources told IANS on Tuesday that the company finally complied with the June 27 notice sent by the <keyword id="3524863" type="General" weightage="50" keywordseo="ministry-of-electronics" source="Orion">Ministry of Electronics</keyword> and IT (MeitY) over taking action on some controversial tweets. A query sent to Twitter <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword> went unanswered. The government had asked Twitter to act on the content take-down notices sent under Section 69A of the <keyword id="6379296" type="General" weightage="20" keywordseo="it-act" source="Orion">IT Act</keyword> along with non-compliance notices issued for not taking the content down. Not complying with the IT rules, 2021 could have resulted in Twitter losing its immunity as a social media intermediary under Section 79 of the IT Act. In May, the IT Ministry issued a similar notice to the micro-blogging platform, directing it to appoint a resident grievance officer, a resident chief compliance officer, and a nodal contact person. The <keyword id="6363148" type="General" weightage="50" keywordseo="information-technology" source="Orion">Information Technology</keyword> (<keyword id="7206149" type="General" weightage="80" keywordseo="intermediary-guidelines" source="Orion">Intermediary Guidelines</keyword> and Digital Media Ethics Code) Rules 2021 mandate that the intermediaries, including social media intermediaries, must establish a grievance redressal mechanism for receiving resolving complaints from the users or victims. Meanwhile, Twitter banned more than 46,000 accounts of Indian users in May over violation of its guidelines, the microblogging platform said in its monthly compliance report. According to the report, Twitter removed 43,656 accounts for child sexual exploitation, non-consensual nudity, and similar content, while 2,870 accounts were banned for promoting terrorism. The platform received 1,698 complaints in India via its local grievance mechanism between April 26, 2022 and May 25, 2022. In addition, Twitter also processed 115 grievances which appealed account suspensions. No account suspensions were revoked, the report said. Under the new IT Rules 2021, big digital and social media platforms, with more than 5 million users, have to publish monthly compliance reports. Twitter complies with new IT rules issued by Ministry of Electronics and IT

New Delhi, The <keyword id="296566" type="General" weightage="100" keywordseo="it-ministry" source="Orion">IT Ministry</keyword> will send a notice to <keyword id="790242" type="General" weightage="20" keywordseo="whatsapp" source="Orion">WhatsApp</keyword> on the issue of <keyword id="2232456" type="General" weightage="20" keywordseo="spam-calls" source="Orion">spam calls</keyword> from unknown international numbers, Minister of State for IT Rajeev <keyword id="79017" type="General" weightage="80" keywordseo="chandrasekhar" source="Orion">Chandrasekhar</keyword> on Thursday said, asserting that the onus of ensuring user safety lies with the digital platforms. The digital platforms are responsible and accountable for ensuring the safety of 'digital nagriks', the minister said, adding that the government will respond to every instance of alleged misuse or alleged breach of users' privacy. The minister's comments assume significance as WhatsApp users in India have reported a massive surge in incoming international spam calls over the past few days. Many users complained on Twitter that a major chunk of these spam calls had country codes belonging to Indonesia (+62), Vietnam (+84), Malaysia (+60), Kenya (+254) and Ethiopia (+251). Chandrasekhar on Tuesday said the ministry is taking note of the matter and will send a notice to WhatsApp on the issue. "The Ministry is taking note of it, they will send them a notice," he told reporters on the sidelines of an event organised by the Public Affairs Forum of India (PAFI). He also said that the government is mulling guidelines on what should be permissions for preloaded apps. The minister made it clear that the platforms are responsible for ensuring the safety and trust of users. "I have said repeatedly that openness trust, safety and accountability are the responsibility of platforms who deliver to digital nagriks," the minister noted. If there is an issue of spam, it is certainly an issue WhatsApp should look at or any messenger platform should look at, he added. "Government will respond to every alleged misuse or alleged breach of privacy," he said. One of the problems being examined at this point is also how these numbers are accessed by scammers. "How are they able to identify which numbers are on WhatsApp...are they doing it blindly...is it some database they have got? If there is a database it is a violation of privacy, or if not are they are doing it through a bot... sending messages to random numbers... But that is certainly something platforms will be asked to look at," he said. Chandrasekhar tweeted on Wednesday that the government will investigate a claim that WhatsApp accessed the microphone of smartphone users while the phone was not in use. In a tweet, the minister had said the government will examine the alleged breach of privacy even as the new Digital Personal Data Protection Bill was being readied. This followed a claim that WhatsApp accessed a user's microphone while he was sleeping. WhatsApp responded saying it has been in touch with the Twitter engineer over the last 24 hours, who posted an issue with his Pixel phone and WhatsApp. "We believe this is a bug on Android that misattributes information in their Privacy Dashboard and have asked Google to investigate and remediate," WhatsApp said in a tweet. The company also claimed that users have full control over their mic settings. To a question on some online gaming platforms opposing any idea of the self-regulatory organisation (SRO) backed by the association IAMAI, the minister said it has already been clarified during the consultation process that no existing industry organisation can be an SRO. "SRO has to be notified by the Ministry, which means SRO has to be approved by the Ministry as meeting criteria laid down in online gaming rules. There will be SRO that will be formed...100 will apply, and three will be selected based on who is most transparent, inclusive and who represents most stakeholders and who is more credible," the minister said. On the draft digital personal data protection Bill, Chandrasekhar said he is hopeful that it will be introduced in the coming session of Parliament.

The government has dropped the permit requirement for untested AI models but emphasised the need to label AI-generated content, according to a latest advisory on <keyword id="19904566" type="General" weightage="20" keywordseo="artificial-intelligence" source="keywords">Artificial Intelligence</keyword> technology. Instead of permission for AI models under development, the fresh advisory issued by the <keyword id="19966789" type="General" weightage="20" keywordseo="ministry-of-electronics" source="keywords">Ministry of Electronics</keyword> and IT on Friday evening fine-tuned the compliance requirement as per IT Rules of 2021. "The advisory is issued in suppression of advisory...dated 1st March 2024," the advisory said. It has been observed that IT firms and platforms are often negligent in undertaking due diligence obligations underlined under the <keyword id="19930099" type="General" weightage="20" keywordseo="information-technology" source="keywords">Information Technology</keyword> (Intermediary Guidelines and <keyword id="20033095" type="General" weightage="20" keywordseo="digital-media-ethics-code" source="keywords">Digital Media Ethics Code</keyword> ) Rules, 2021, according to the new advisory. The government has asked firms to label content generated using their AI software or platform and inform users about the possible inherent fallibility or unreliability of the output generated using their AI tools. "Where any intermediary through its software or any other computer resource permits or facilitates synthetic creation, generation or modification of a text, audio, visual or audio-visual information, in such a manner that such information may be used potentially as misinformation or deepfake, it is advised that such information created generated or modified through its software or any other computer resource is labelled....that such information has been created generated or modified using the computer resource of the intermediary," the advisory said. In case any changes are made by the user, the metadata should be so configured to enable identification of such user or computer resource that has effected such change, it added. After a controversy over a response of Google's AI platform to queries related to Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword>, the government on March 1 issued an advisory for social media and other platforms to label under-trial AI models and prevent hosting unlawful content. The <keyword id="19959928" type="General" weightage="20" keywordseo="ministry-of-electronics-and-information-technology" source="keywords">Ministry of Electronics and Information Technology</keyword>, in the advisory issued to intermediaries and platforms, warned of criminal action in case of non-compliance. The previous advisory has asked the entities to seek approval from the government for deploying under trial or unreliable artificial intelligence (AI) models and deploy them only after labelling them of "possible and inherent fallibility or unreliability of the output generated". Govt removes permit requirement for untested AI models; calls for labelling content

New Delhi, The corporate affairs ministry is probing various Chinese companies, especially those with links to loan apps, for alleged violations and some of the investigations are at an advanced stage, according to a senior official. In recent times, Indian authorities have been cracking down on entities that are operating loan apps illegally and the ministry has also been acting against companies and related individuals for hiding beneficial ownership. The senior official told PTI that enquiries by the ministry are going on against various Chinese companies, especially those linked to loan apps, and some of the enquiries are at an advanced stage. The ministry, which is implementing the companies law, is mainly looking at whether frauds have been committed at these companies and some of the cases are being probed by the <keyword id="20001098" type="General" weightage="20" keywordseo="serious-fraud-investigation-office" source="keywords">Serious Fraud Investigation Office</keyword> (SFIO), the official said. Further, the official said that the ministry receives complaints from the <keyword id="19899810" type="General" weightage="20" keywordseo="reserve-bank-of-india" source="keywords">Reserve Bank of India</keyword> (<keyword id="19899808" type="General" weightage="20" keywordseo="rbi" source="keywords">RBI</keyword>) and the Ministry of Electronics and Information Technology (MeitY), among other entities, following which enquiries are initiated against the companies concerned. While it is difficult sometimes to track the funding sources for some companies, the official said efforts are made to ascertain the beneficial ownership. In January, the Registrar of Companies (RoC), <keyword id="20064135" type="General" weightage="20" keywordseo="nct" source="keywords">NCT</keyword> (National Capital Territory) of Delhi, and Haryana slapped penalties totalling more than Rs 21 lakh on an Indian company and its related individuals as well as entities. The move was part of cracking the whip for hiding the beneficial ownership links to a Chinese group. On February 6, the finance ministry informed <keyword id="19895397" type="General" weightage="20" keywordseo="parliament" source="keywords">Parliament</keyword> that Google has suspended or removed more than 2,200 fraudulent loan apps from its Play Store between September 2022 and August 2023. The government is constantly engaged with the RBI and other regulators and stakeholders concerned to control fraudulent loan apps. RBI has issued regulatory guidelines on digital lending, which aim at firming up the regulatory framework for digital lending while enhancing customer protection and making the digital lending ecosystem safe and sound.

The number of active cases has increased to 44,998, the data updated on Thursday showed. India had reported 7,830 coronavirus infections on Wednesday. The daily positivity rate was recorded at 4.42% while the weekly positivity rate was 4.02%. The active cases now constitute 0.1% of the total infections. The nationwide Covid-19 recovery rate has been recorded at 98.7%, according to the health ministry website. The case fatality rate was recorded at 1.19%. The number of people who have recuperated from the disease rose to 4,42,10,127. According to the ministry's website, 220.66 crore doses of Covid vaccine have been administered in the country. The demand for booster doses has also gone up in the last few weeks. The country has been administering a few hundred booster vaccine shots per day in the last few weeks and there are 146 active vaccination sites across the country. Adar Poonawalla, chief executive officer of Serum Institute of India, which is one of world’s largest vaccine manufacturers, said that the company was re-starting the production of Covidshield vaccine. He said the company already has six million booster doses of Covovax vaccine available and adults must take the booster shot. "Just as a precaution, at risk we have done it so that people have Covishield as a choice if they want it," Poonawalla told PTI on restarting manufacturing of the vaccine. He further said Serum Institute of India will make 6-7 million doses of Covishield available in 90 days and it could take up to nine months to further build up the stock based on demand. The company had stopped manufacturing Covishield in December 2021. Mask mandates come back To tackle the growing number of Covid infections, state governments have taken various measures – including advising the elderly, comorbid and pregnant women to mask up. In the same month last year, the government relaxed its mask norms, and made them optional instead of mandatory. Kerala, Haryana, Uttar Pradesh and more states have made masks mandatory in public places and UP has also re-started screening international travellers. Mumbai municipality, on the other hand, has made masks mandatory for all — staff and visitors at civic hospitals. It has also advised senior citizens to mask up. Kerala, Maharashtra, Haryana and Gujarat have been reporting the highest number of cases in the last few weeks. As many as 68 people have passed away across the country in the last one week due to the disease. (With PTI inputs)
