QS Rankings: IIT Bombay best in employability, IIT Delhi ranks second

The new National Education Policy evoked mixed reactions among academicians on Wednesday with some hailing it as a "groundbreaking" action plan that promotes holistic and multi-disciplinary learning and others arguing that it will pave the way for privatisation of education. A <keyword id="6751919" type="UNKNOWN" weightage="20" keywordseo="single-regulator">single regulator</keyword> for higher education institutions, multiple entry and exit options in degree courses, discontinuation of M.Phil programmes, low stakes board exams, common entrance exams for universities are among the highlights of the National Education Policy (NEP) 2020 approved by the Union Cabinet on Wednesday. Former Delhi University vice-chancellor Dinesh Singh, who was an official reviewer of the document when it was being formulated, said the policy lays down the road map pretty nicely. The policy has a good vision for school education, which is the foundation for higher education, he said. "They have talked about experiential learning which is so useful. Unless you improve school education, you cannot improve higher education. The concept of transciplinarity, hands on experience, breaking down of barriers between subjects and connecting them to society are some of the key points in the policy. This is the best chance of universities to create curricula around the challenges of society," he said. Elaborating with an example, he said there is a discipline in Mathematics called fluid dynamics but not one student in this country has any idea how to use fluid dynamics and computer science to create fighter jets and they are imported all the time. "At last, we have found a document which at least gives us a chance," he added. Singh also said that he has not been extremely enthused about regulators and feel they "are disabling you all the time". "They make you do silly things. They are talking about having a single regulator because otherwise things are not working well. I believe it's good. They will need a lot of good people. I am hoping that it will restore the autonomy of the varsities. Hopefully they will not prescribe too much," he said. Jamia Millia Islamia vice-chancellor Najma Akhtar called the NEP "groundbreaking" and said the higher education in India will now be holistic and multi-disciplinary with a shared focus on Science, Arts and Humanities. "A single regulator for all higher educational institutions is a great idea as it will bring coherence of approach and purpose. It will realise the vision of education in India," she added. The approval of new National Education Policy (NEP) by the government is a positive step forward, said Jawaharlal Nehru University (JNU) VC M Jagadesh Kumar. "NEP is the outcome of an extensive, highly participatory and inclusive consultation process. NEP aims at meeting the existing challenges in education and build the foundation of India''s promising future.We look forward to its implementation," he added. Delhi University professor Rahul Yadav welcomed the policy, and said it talks about multiple entry and exit options and provides choices to students, and does not put any burden on them. He was also enthused about the fact that the policy seeks to promote a multi-disciplinary approach and does not seek to restrict students to just humanities or science. Delhi University professor Naveen Gaur, however, said the policy has just "jazzier things" to say and even though it says that the Higher Education Commission of India will be a single regulator, it will have four verticals, which means that one vertical will be responsible for policy formulation and another for funding which is dangerous. He also said that the policy paves the way for entry of foreign universities in India, without any regulations, which can be dangerous for the education sector. The professor argued that the policy will take away the autonomy of institutions rather than making them more autonomous. Jamia Teachers' Association secretary Majid Jamil questioned the timing of bringing the policy. "At a time when there is <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> pandemic, what was the need to hurry? The policy talks about online learning and virtual labs but there is no substitute to face-to-face learning. It also talks about four-year undergraduate programme, something which was implemented in Delhi University, but was met with opposition and was subsequently withdrawn. We do not agree with it," Jamil added. Delhi University's Academics for Action and Development (AAD), a teachers' body, called the NEP a policy of "tall ends with little means''. For instance, Indian has presently 18 per cent Gross Enrolment Ratio (GER) and NEP sets the goal of 50 per cent GER by 2035, it said. "How can this be achieved -- more than double of GER in next 15 years? NEP is also talking of internationalisation in the same vein and will only facilitate the entry of the foreign universities to tap the Indian educational market for their own benefits. This is a "return of Macaulay" -- building an education system in the interest of foreigners and wealthy ones," it said, referring to British officer Thomas Babington Macaulay. The Delhi University Teachers' Association (DUTA) said it was opposed to the proposal to hand over every higher educational institution to a Board of Governors, which will enjoy all powers hitherto vested in the governing authorities of colleges and universities as well as the UGC and other regulating bodies. "Autonomy has been redefined as the freedom to optimise. The empowerment of the BoG hand in hand with redefined autonomy is in parallel with the neo-liberal reforms that deregulated businesses. It amounts to converting/handing over education as a business to corporate houses," it said.  The university administration <a href="https://www.news18.com/news/india/jnu-students-say-academic-emergency-at-varsity-demand-vcs-removal-as-teachers-extend-support-2382953.html">hiked</a> the hostel mess security fee from ₹5,500 to ₹12,000, adding a service charge worth ₹1,700. It also increased the charges of a single room from ₹20 to ₹600 per month and to ₹300 for a double bed room which is to be shared. That accounts for an annual fee hike of almost ₹3,000 per student. That is a pain point for university students where “majority of students come from the most marginalized backgrounds in this country,” News18 <a href="https://www.news18.com/news/india/jnu-students-say-academic-emergency-at-varsity-demand-vcs-removal-as-teachers-extend-support-2382953.html">reported</a>. Added to this, hostel curfews and a dress code also did not resonate well with the students. The protest coincides with the institute’s third convocation ceremony. The student body called for a boycott as they demand a rollback of the rules and the fee hike. They also intend to marching towards the All India Council for Technical Education (AICTE) in Vasant Kunj, Delhi. Delhi police used water cannons to disperse the students as they tried to cross the barricades to meet the vice chancellor M Jagadesh Kumar. The VC repeatedly rejected the request to meet and discuss the issues.

JNU administration hikes the hostel, mess and security fee by close to 400%

Ajay Devgn, a leading actor in the Bollywood industry himself, had candidly accepted his inability to speak on the issue. “If we (himself and co-actor Saif Ali Khan) say something, it will offend someone and my film <keyword id="7162500" type="UNKNOWN" weightage="20" keywordseo="tanhaji">Tanhaji</keyword> will be banned. In his movie, he plays the army general of Hindu rulers — the Marathas — so it can be defined as a patriotic movie. But Deepika’s movie Chappak which is to be released on January 10 — based on the real-life story of an acid attack victim — is expected to draw young, urban audiences. And, most college-going students are busy protesting - and a few naysayers would indicate that she is trying her best to bring protesting audiences to theaters. But then again, Deepika never spoke during the violence at Jamia Milia,” opined a top branding expert who refused to be identified. All publicity need not be good publicity Bijoor said Deepika’s persona does not make him believe that it’s a publicity stunt. “I do not think it’s a marketing gimmick. If it is, then it’s a bad one and won’t work because people will see through it,” he said.  However, this is not the first time that Deepika has made bold moves uncharacteristic to Bollywood stars. She openly spoke about her struggles with clinical depression. Government’s Common Admission Test to rope in 15 central universities from next year

They want to appeal to the MPs to ‘save public education’. The government imposed Section 144 near the Parliament and deployed nearly 700 security personnel outside the JNU campus — in anticipation of the protest. Despite the partial fee rollback, students have been protesting over hostel fee and curfews. The student union claims that the institute’s decision to raise hostel, mess and security fee by 400% — is unfair. "At a time when fee hikes are rampant across the country, students have emerged as the first line of defence for inclusive education. We invite all students of Delhi, to join us as we march on foot from JNU to Parliament on the first day of the winter session of Parliament," the JNUSU said. But not many have been coming out in support of the protest. “There are 8,000 students in the university and at least 6,000 of them want to attend classes. But 200 or so students are not allowing them and have created an atmosphere of terror,” a JNU professor <a href="https://timesofindia.indiatimes.com/city/delhi/jnu-fee-hike-protests-live-updates-students-to-march-to-parliament-today/liveblog/72103170.cms">told</a> the Times of India. The agitation has forced the Ministry of Human Resource and Development (MHRD) to form a three-member high powered committee to look into the matter. The university administration <a href="https://www.news18.com/news/india/jnu-students-say-academic-emergency-at-varsity-demand-vcs-removal-as-teachers-extend-support-2382953.html">hiked</a> the hostel mess security fee from ₹5,500 to ₹12,000, adding a service charge worth ₹1,700. It also increased the charges of a single room from ₹20 to ₹600 per month and to ₹300 for a double bed room which is to be shared. However last Thursday on November 14, the institution announced a partial rollback, reducing the charges for single room to ₹ 200 per month and ₹100 for a shared double room. Added to this, hostel curfews and a dress code also did not resonate well with the students. The university mandated 11 pm curfew for hostel students. JNU students march to Parliament defying Section 144 imposed by the government

 After that, a lot of social media users are pointing out to many issues around the key reasons for the protest — revision on hostel fees. The university revised the fee after 14 years. This is the longest gap in hostel fee revision among the top central universities in India. In spite of the increase, it is at least one-fifth of the charges across premier Indian Institute of Technology (IITs) in Delhi and Mumbai. “How are the protests against fee-hikes justified?” said a Twitter user.

 The revised hostel fee for JNU students, after the partial rollback is at ₹3,600 per year and ₹1,800 for students belonging to below-poverty line sections. On the other hand, the annual hostel charges across IIT Delhi and Mumbai campuses range between ₹15,000 and ₹20,000. While some people are supporting the outrage, others are agitated by the overhaul. “Students should give written undertakings that they will not participate in strikes/protests,” said another user.

 The move raised questions on nationalism and human rights violation as well. In a recent move, a few agitating students of the varsity occupied the administration block, defaced almost every wall of the block with graffiti against the JNU administration and the Rashtriya Swayamsevak Sangh (RSS). National Testing Agency (NTA) has released the Jawaharlal Nehru University (JNU) entrance test schedule for the next session in 2020. According to the varsity’s official website, the online registration will begin from 2 March 2020. Interested applicants can visit the official website ntajnu.nic.in. The exam will be held from 11 May 2020 to 14 May 2020. And the admit cards for the same will be rolled out on 21 April 2020. The tentative date for the declaration of result is 31 May 2020. The test will include multiple choice questions (MCQs) of 100 marks. The duration of the online examination is 90 minutes.
