Out of the 1,463 candidates in the poll fray in the second phase of <keyword id="9317522" type="COMPANY" weightage="20" keywordseo="the-bihar-assembly">the Bihar Assembly</keyword> elections, 502 have criminal cases against them of which 389 are serious, a report claimed on Tuesday. The report was released by <keyword id="10176486" type="COMPANY" weightage="20" keywordseo="the-bihar-election-watch">the Bihar Election Watch</keyword> and the Association for Democratic Reforms (ADR) after analysing the self-sworn affidavits of all the 1,463 candidates contesting in the Bihar Assembly Elections Phase II. The second phase of the polls is scheduled in 94 <keyword id="68073" type="ORGANIZATION" weightage="20" keywordseo="Assembly-constituencies">Assembly constituencies</keyword> in 17 districts on November 3. The report said that out of the 1,463 candidates analyzed, 502, which is 34 per cent, candidates have declared criminal cases against them. "While 389 candidates, which is 27 per cent of 1,463 candidates have declared serious criminal cases against themselves," the report said. The report also claimed that the <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) has the maximum candidates with criminal cases registered against them followed by the BJP. It said, "Out of 56 RJD candidates, 36, which is 64 per cent, candidates have criminal cases against them, followed by the BJP with 29 out of 46 candidates which is 63 per cent." The report pointed out that out of the 24 Congress candidates, 14 have criminal cases against them which is 58 per cent, and out of 52 Lok Jan Shakti Party candidates 28, which is 54 per cent, also have criminal cases. The report pointed out that the ruling Janata Dal- United (JD-U) has the least number of candidates with criminal cases. "Out of 33 candidates in the second phase, 16, which is 49 per cent candidates from the BSP have criminal cases and from the JD-U, 20 out of 43 candidates, which is 47 per cent have declared criminal cases against them in their affidavits," the report said. The RJD again topped in the serious crime cases registered against candidates with 50 per cent, followed by the LJP with 46 per cent, the BJP with 44 per cent and the JD-U again at the bottom of the table with 35 per cent. The report said that out of the 50 candidates of the RJD, who were analysed, 28 have serious cases registered against them followed by the LJP with 24 out of 52 candidates, and 20 out of the 46 BJP candidates have serious cases against them. The report said that 14 out of the 33 candidates of the <keyword id="6356515" type="UNKNOWN" weightage="20" keywordseo="bahujan-samaj-party">Bahujan Samaj Party</keyword> (BSP), 10 out of 24 candidates of the Congress and 15 out of 43 candidates of the JD-U have serious criminal cases against them. It said that 49 candidates have declared cases related to crime against women, with four of them facing charges of rape. The report noted that 32 candidates are facing cases related to murder while 143 candidates are facing cases related to attempt to murder. It also said that in the second phase Assembly polls, 84 out of the 94 constituencies are red alert ones, which is a total of 89 per cent. According to the ADR, red alert constituencies are those where three or more contesting candidates have declared criminal cases registered against them. The report said that the directions of the Supreme Court have had no effect on the political parties in the selection of the candidates in Bihar as they have again followed their old practice of giving tickets to around 34 per cent candidates with criminal cases. It said all major parties contesting in Bihar second phase elections have given tickets to 47 per cent to 64 per cent candidates, who have declared criminal cases against them. It said the Supreme Court in its directions dated February 13 had specifically instructed the political parties to give reasons for such selection and why other individuals without criminal antecedents could not be selected as candidates. As per these mandatory guidelines, the candidates have to be selected with reference to qualifications, achievements and merit. Bihar polls: 502 candidates have criminal cases, Lalu Yadav’s RJD tops the list

A total of 163 ( 68 per cent) out of the 241 winners in the Bihar Assembly polls have declared criminal cases against themselves in the poll affidavits, with <keyword id="42678" type="ORGANIZATION" weightage="20" keywordseo="RJD">RJD</keyword> topping the list with around 73 per cent, Bihar Election Watch and Association for Democratic Reforms (ADR) said. Of the 163 MLA-elects, 123 (51 per cent of total affidavits analysed) have serious criminal cases pending against them, including those related to murder, attempt to murder, kidnapping and crimes against women. In the 2015 Assembly elections, 142 (58 per cent) MLAs had self-declared such cases against them in their affidavits. This time, the ADR had analysed the self-sworn affidavits of 241 of the 243 victorious candidates. The ADR did not say anything on such details of remaining winners. The results of the three-phase elections were declared on Wednesday early morning after counting that went on for over 20 hours. Out of the 123 winners, 19 have murder cases, 31 attempt to murder and eight crimes against women against their names. Among the major parties, 54 (73 per cent) of the 74 winners from Tejashwi Yadav-led <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) have pending criminal cases, followed by 47 (64 per cent) out of 73 from BJP, 20 (47 per cent) out of 43 from Janata Dal-United, 16 (84 per cent) out of 19 from Congress, 10 (83 per cent) out of 12 from Communist Party of India-Marxist Leninist Liberation, and five (100 per cent) out of 5 from Asaduddin Owaisi's All India Majlis-e-Ittehadul Muslimeen. Nearly 70% of Bihar election winners have declared criminal cases against them, mostly from RJD

Bihar might be on the cusp of a major generational shift in politics as it braced for Tuesday's counting of votes for the assembly election, with most pollsters predicting a landslide for the five-party Grand Alliance led by the young RJD leader Tejashwi Yadav. Counting will be taken up at 55 centres across 38 districts where the outcome will decide the fate of the Nitish Kumar government that has helmed the state for a decade and half. Most exit polls have predicted a rout for the ruling JD(U)-BJP combine and a resounding victory for the Grand Alliance (Mahagathbandhan) led by RJD's 31-year-old chief ministerial candidate Tejashwi Yadav, who has thrown down the gauntlet at redoubtable Nitish Kumar, the battle-scarred veteran more than twice his age. The Election Commission is making sure that the winds of potential change cause no disruption in the counting process. According to Chief Electoral Officer H R Srinavasa, central armed police forces have been deployed at the strong rooms, where the EVMs have been stored since the completion of voting, and the halls where these will be unsealed Tuesday morning after counting of postal ballots gets over. The state has 243 assembly constituencies and the most keenly watched will obviously be Raghopur in Vaishali district from where Tejashwi Yadav is seeking re-election. Kumar is a member of the legislative council and has not contested the assembly election. Raghopur has been in the past represented by his parents Lalu Prasad and Rabri Devi both former chief ministers. Tejashwi's elder brother Tej Pratap Yadav is contesting from Hasanpur in Samastipur district. In addition, Tuesday's counting will also decide the political fate of nearly a score of ministers. Prominent among them are Nand Kishore Yadav (Patna Sahib), Pramod Kumar (Motihari), Rana Randhir (Madhuban), Suresh Sharma (Muzaffarpur), Shrawan Kumar (Nalanda), Jai Kumar Singh (Dinara) and Krishnanandan Prasad Verma (Jehanabad). With much of the NDA's election narrative focusing on RJD's association with "jungle raj", an allusion to the alleged collapsed law and order during the 15 years when Lalu-Rabri ruled the state in succession, the fate of "bahubalis", leaders known for strong arm tactics, will also be keenly watched. Two of the most notorious criminal-turned-politicians- Anant Singh (Mokama) and Reetlal Yadav (Danapur)- are contesting on RJD tickets. A win for the RJD-led coalition will bring a redemption of sorts for Tejashwi Yadav whose leadership abilities were called into question after his party failed to win a single seat in the Lok Sabha elections last year. The NDA had won 39 of the 40 seats and one had gone to the Congress, an RJD ally. It may also revive the fortunes of the three Left parties--The CPI, CPI-M and CPI-ML--which were consigned to near oblivion over the past two decades. The five-party 'Mahagathbandhan' also comprises these three Left parties, which were a force to reckon with in the past. Election officials and district administrations face the daunting task of restraining supporters of political parties from crowding the counting centres amid the COVID-19 outbreak. Prohibitory orders will be be place outside the counting centres to prevent people from gathering in large numbers, officials said. According to Srinivasa, while 19 companies of the central armed police forces will be deployed at strong rooms and the halls where counting will take place, another 59 have been entrusted with maintaining law and order. Each company comprises roughly 100 personnel. Additional Director General of Police (Headquarters) Jitendra Kumar said Bihar Military Police and local police will also chip in while senior officials will keep a watch through display screens connected to CCTV cameras installed at the counting centres. Bihar readies for D-day as polls forecast JDU-BJP win

Counting of votes got under way Tuesday morning for the three-phase Bihar assembly elections that may herald a new era in state politics, with <keyword id="43771" type="PERSON" weightage="20" keywordseo="Exit-polls">exit polls</keyword> predicting a victory for the RJD-led Grand Alliance. Counting started at 8 am at 55 centres spread across 38 districts amid tight security and precautions to avoid the spread of COVID-19 pandemic during the process. As the second phase of the <keyword id="43573" type="EVENT" weightage="20" keywordseo="General-Election">general election</keyword> takes off in India, voters in 11 states and 1 union territory— West Bengal, Odisha, <keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword>, Maharashtra, Karnataka, Jammu and Kashmir, Uttar Pradesh, Bihar, Chhattisgarh, Assam, Manipur and Puducherry — were up early queuing up at the election booths. Nearly 5 million people are eligible to vote in the state of West Bengal with a nearly equal distribution between men and women, albeit there are only 87 registered third-gender voters in the three constituencies going to vote in the state today today. And Puducherry, while being a union territory, is home to nearly one million voters who have been facing <a href="https://economictimes.indiatimes.com/news/elections/lok-sabha/india/puducherry-congress-tries-to-win-back-sole-mp-seat/articleshow/68899027.cms">increasing</a> debt and a fall in social initiatives due to lower devolution of taxes from the central government. A lot of voters and politicians are wondering if the second phase of polling will be marred with problems of EVM malfunctions and poll booth violence like evidenced during the first phase of the general election in India. Two incidents of poll booth violence have already been reported in West Bengal. In Uttar Pradesh, four of the contesting politicians — Samajwadi Party’s Azam Khan, Union Minister Maneka Gandhi, Chief Minister Yogi Adityanath and Bahujan Samaj Party’s Mayawati — have been <a href="https://www.businesstoday.in/top-story/up-election-2019-after-yogi-mayawati-ec-bans-azam-maneka-from-campaigning/story/337566.html">banned</a> from campaigning by the Election Commission of India (ECI) for issuing controversial comments. Elections in Vellore, one of Tamil Nadu’s most-watched constituencies, were cancelled altogether after ₹1.05 million was found at Durai Murugan’s house, the father of Kathir Anand — a DMK candidate in the district. Another ₹115.3 was also found at Poonjolai Srinivasan’s cement godown, a known associate of Murugan. While Maharashtra and Tamil Nadu struggle with voter bribery issues, Bihar and Karnataka are more concerned with voter turnout. As the US elections inch closer to the November 3 deadline, the uncertainty continues to loom among the investors. According to Keshav Lahoti, Associate Equity Analyst at Angel Broking, “the volatility is expected to continue in the market on the eye of key events of the US election.” And, back home, Bihar is the first state to go to polls amidst this pandemic. Polling for the first phase of elections in Bihar’s assembly elections gathered momentum. At 3 pm, the Election Commission had registered 46.29% voting in 16 districts. <ul><li>F&amp;O expiry jitters </li></ul>The volatility in the market was also due to profit-booking ahead of the monthly F&amp;O Expiry tomorrow. We will consider the beginning of a corrective move when we break the level of 11650. From that point, we could witness a short term pit stop at about 11450, where lies the next support level. Elections, rising global COVID cases, and F&O expiry keep markets jittery — but experts believe ‘correction has not begun yet’

NEW DELHI: A long and bruising election season will end on Monday with polling in 41 <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword> seats that could have a crucial bearing on BJP's final tally. Today also marks the last chance for regional heavyweights Samajwadi Party and Bahujan Samaj Party to check the saffron advance. 
 The 18 seats in east Uttar Pradesh that go to polls include Varanasi, where BJP’s prime ministerial candidate <keyword id="6354477" type="PERSON" weightage="40" keywordseo="Narendra-Modi">Narendra Modi</keyword> is locked in a blockbuster battle with Aam Aadmi Party chief <keyword id="260213" type="PERSON" weightage="40" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> and <keyword id="1575" type="ORGANIZATION" weightage="80" keywordseo="Congress">Congress</keyword>'s local challenger Ajay Rai. 
 
The temple town has turned into a fortress with over 45,000 security personnel being deployed to ensure free and fair polls today. Senior police officers have descended here to personally assess the situation. Central paramilitary forces have been deployed in all the 1,562 polling stations which are also under CCTV coverage. 
 
The election took a bitter turn after BJP accused the DM and returning officer, Pranjal Yadav, of bias and demanded his removal after he controversially refused permision to Modi to hold a rally in the Muslim-dominated locality of Beniabagh. The EC strongly defended the officer but eventually appointed a special observer for the poll, whose result will be keenly watched across India. 
 
Also in the fray today is SP chief Mulayam Singh Yadav, looking to make a statement in Azamgarh, a constituency with a large number of Yadav and Muslim voters. 
 
Contest in UP could be highly polarized 
 
The contest in UP could be highly polarized with BJP accusing Mulayam of nurturing a “base of terror” — a thinly disguised code for minority appeasement while the SP boss has urged voters to remember all that he has done for them. 
 
BJP is hoping for a strong performance in the closing phase of the election as this will be essential to meet its target of 50 seats in the populous state. By the same measure, it is an opportunity for SP and BSP to work traditional caste equations in order to check Modi fair and square. 
 
In next door Bihar, similar calculations are at work on six seats with estranged allies BJP and Janata Dal (U) holding two seats each. This time JD(U) seems squeezed out of the contest and the clash is between BJP and the RJD-Congress combine. The seats include Gopalganj, the ancestral home of RJD chief Lalu Prasad. 
 
Of the seats in UP, SP holds six seats, followed by BSP with five, BJP with four and Congress with three. In West Bengal, 17 seats go to polls and of these, Trinamool Congress holds 14 seats, while Congress, CPI and Independent have one each. 
 
Stakes are fairly high for Trinamool that has to defend its seats and hopes to gain a few though it must contend with urban constituencies where there is a perceived drift away from it and BJP has emerged a new party of choice for voters. 
 Prominent leaders in the fray in the three stated include Congress's Adhir Ranjan Chaudhary (Behrampur, West Bengal), <keyword id="6356617" type="POSITION" weightage="40" keywordseo="bjp-leader">BJP leader</keyword> Jagdambika Pal (Domariyaganj), Union minister RPN Singh (Kushi Nagar, both UP) and former minister and RJD leader Raghuvansh Prasad Singh (Vaishali, Bihar). 
 
There has been a record turnout of voters, surpassing the previous record in 1984, as 66.27% voting was reported in 502 Lok Sabha seats where polling has been conducted in eight phases that began on April 7. 
 
In West Bengal, prominent TMC candidates in the race are Sudip Bandyopadhyay, Dinesh Trivedi and Saugata Roy besides celebrities like actors Dipak Adhikari (Dev) and Tapas Paul. 
 Trinamool Yuva <keyword id="2540" type="POSITION" weightage="40" keywordseo="President">president</keyword> Abhishek Banerjee, nephew of chief minister Mamata Banerjee, is also in the fray.

2014 Election Potboiler Heads For Grand Climax In Varanasi

The <keyword id="499463" type="General" weightage="20" keywordseo="Union-Ministry-of-Road-Transport-and-Highways" source="Orion">Union Ministry of Road Transport and Highways</keyword> (<keyword id="375113" type="General" weightage="20" keywordseo="morth" source="Orion">MoRTH</keyword>) is all set to roll out a new ₹7,270 crore <keyword id="12179033" type="General" weightage="20" keywordseo="State-Support-Programme" source="Orion">State Support Programme</keyword> for Strengthening <keyword id="87280" type="General" weightage="20" keywordseo="Road-Safety" source="Orion">Road Safety</keyword> to help realise the vision of 'Zero road fatalities on Indian roads.' The centrally-sponsored six-year programme will be implemented in 14 states that are now contributing to 85 per cent of the total road fatalities in the country. While MoRTH will lend a budgetary support of Rs 3,635 crore, an amount of Rs 1,818 crore will be secured as loan each from the World Bank and the <keyword id="50190" type="General" weightage="20" keywordseo="Asian-Development-Bank" source="Orion">Asian Development Bank</keyword>. Of the total cost, Rs 6,725 crore will be disbursed to the 14 states based on their performance while MoRTH will use Rs 545 crore for capacity building activities. The scheme will incentivise state governments to drive road safety interventions at the grassroots level with the main objective of curbing road accidents and achieving a reduction in fatalities, the MoRTH said in a concept note circulated to the target states. The target states under the scheme are Uttar Pradesh, Maharashtra, Madhya Pradesh, Karnataka, Rajasthan, Tamil Nadu, Andhra Pradesh, Gujarat, Bihar, Telangana, West Bengal, Odisha, Haryana and Assam. "This is an output and outcome-driven scheme wherein the performance of the states will be assessed on 11 mandatory and three elective indicators (road safety interventions). The grants will be distributed to the states based on the Key Performance Indicators," top official sources told PTI. The preliminary project report prepared by MoRTH says the Motor Vehicle Amendment Act (2019) was brought in as an important intervention to achieve the fatality reduction target. "To leverage the strengthened law, it is necessary to have focused interventions in the related areas of road safety like road engineering, enforcement, road safety advocacy and media campaigns and efficient emergency response systems. The states need to be supported to act on result-oriented strategies. Hence the new scheme," the sources said. India reported about 1.51 lakh road deaths in 4.49 lakh accidents in the year 2019. Of the total deaths, the 14 identified states accounted for 1,27,379. The number of fatalities remained consistent over the last five years. In 2020, 1.32 lakh road deaths were recorded across the country, with the Covid-19-induced lockdown resulting in the reduction in number. The new scheme targets to reduce the fatality rate by 30 per cent by March 2027. Cyclists, two and three-wheeler riders and pedestrians have been identified as 'vulnerable road users' who comprised about 54 per cent of road traffic deaths in India. Under the new scheme, performance-based indicators have been proposed with the aim of reducing the impact of road accidents on these vulnerable users. An Integrated Road Accident Database (IRAD) will be rolled out in all states by 2022-23 and applied for identifying and rectifying all black spots on state highways and major district roads. Road safety audit will be made mandatory on state highways and urban roads by the end of the scheme period. From 2022-23, MoRTH will launch a 'Challenge Round' every year to provide incentives to states on additional road safety interventions and also to promote competition among states. "The grant of Rs 7,270 crore will only meet partial fund requirement for the scheme. States are expected to make their own budgetary allocations and also implement projects in Public-Private Partnership mode," MoRTH told the states. Independent Verification Agencies will scrutinise the states' achievements, based on which the Central grant will be released. Some of the other major interventions mooted under the scheme are: Installation of speed management devices on urban roads in cities with a population of over four lakh, state highways and national highways for increased enforcement, a unique number for reporting accidents, development of dedicated lanes for two-wheelers on state highways and urban roads and identification of priority corridors. State Education Boards will be required to introduce a chapter on road safety for classes 6-9 in 2022-23 and up to class-12 the next year on. Deployment of Advance Traffic Management System, campaigns on vehicle safety and driver training, establishment of a Command and Control (Data) Centre for ambulances, establishment of automated vehicle fitness centres are some of the other initiatives planned under the scheme. He is alleging that the promotional trailer of the movie has ‘hurt’ his sentiments. That includes the lead actor of "Accidental Prime Minister" Anupam Kher, Akshaye Khanna playing the former prime minister’s media advisor, Suzanne Bernert playing Sonia Gandhi and Aahana Kumra playing Priyanka Gandhi among others. The PIL filed in local courts also claims that the movie projects India and its political leaders unfavourably to the rest of the world. It’s not only about India’s former prime minister, but also other noted Indian politicians like Lalu Prasad, Mayawati and another former prime minister, Atal Bihari Vajpayee. The petition has been filed under the sections of Indian Penal Code that relate to promoting enmity between different groups, sale of obscene objects, insult with intent to provoke breach of peace and criminal conspiracy. From making every Indian laugh at their utterly false promises to disrupting the Parliament day after day and being involved in scams of massive proportions, our politicians are guilty of indulging in them all. 
 
While they might not excel at what they’ve been elected to do (no surprises there), we can’t help but admit that our politicians do have some hidden talents. Unfortunately, they are unable to hone these talents due to the immense burden of governing a country on their shoulders. (also alternatively known as the burden of enforcing a ban on everything we’ve ever loved and cared for) 
 
To make things easier for our beloved politicians in case they ever decide to take a leap from the world of politics, also known as the world of looting the taxpayer’s money, Business Insider draws up a list of alternate career suggestions for eight ministers depending on what their skill sets are.

In his is future travel blog titled ‘How to take selfies while traveling around the world in 80 days,’ Modi could write about his experiences in every country he’s visited till date, while the readers could rate the selfie accompanying the post. The HRD Minister has received a lot of flak for her allegedly forged educational qualifications. While we’ll keep mum on whether the allegations against her or true or not, we'll go ahead and say that if there comes a time when she’s bored of making Sanskrit compulsory in Kendriya Vidyalayas mid-session, she could always try her hand at becoming a Dean in a University. But, is she qualified enough for the role? Guess we'll never know.

The President of Bharatiya Janata Party Amit Shah is best known for his event management skills.
