The Election Commission is set to announce the schedule for Bihar assembly elections on Friday. The EC has convened a press conference in this regard at 12.30 pm on Friday. The term of the 243-member <keyword id="437961" type="COMPANY" weightage="20" keywordseo="Bihar-legislative-assembly">Bihar legislative assembly</keyword> comes to an end on November 29. The Commission is likely to announce the schedule for the by-election to one Lok Sabha and 64 assembly seats spread across 15 states. The bypoll to the Valmiki Nagar Lok Sabha seat in Bihar has been pending. Among the 64 vacant assembly seats, 27 are in Madhya Pradesh. Most of these 27 seats fell vacant when rebel Congress members resigned from the party and the assembly to join the BJP. Bihar Election 2020: EC to announce Bihar assembly poll dates today

Campaigning for the third and final phase of Bihar assembly elections in which 2.35 crore voters will decide the electoral fate of more than 1,200 candidates, including the Speaker and some members of the state cabinet, ended on Thursday evening. The final phase of polling on Saturday will cover 78 constituencies spread across 19 north Bihar districts. Leading from the front, Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> addressed rallies in remote districts of Araria and Saharsa for this phase of elections, exhorting the masses to retain their trust in the NDA. He asserted that the coalition headed in the state by Chief Minister and JD(U) president Nitish Kumar was looking forward to meet the "aspirations" of people in the decade to follow, having fulfilled their "needs" in the preceding one. Altogether 12 rallies were addressed by the Prime Minister, on whom the NDA banks for performing well in the 243 assembly constituencies across the state. Former Congress president Rahul Gandhi also addressed election meetings at Madhepura and Araria where he raised suspicions of poll rigging dubbing the EVMs as MVMs (Modi voting machines), drawing jeers from the BJP which claimed the opposition leader had lost his nerves in the face of an impending defeat. Chief Minister Nitish Kumars rallies continued to be in the news for unsavoury happenings. At an election rally in Madhubani, stones and onions were hurled towards the dais, evoking an angry retort from the incumbent "phenko, aur phenko" (carry on with your mischief). RJD chief ministerial candidate Tejashwi Yadav continued with his campaign, drawing enthusiastic crowds at his rallies, numerous in a day. Poll pundits are, however, of the view that after gaining momentum in the first phase, the RJD-led Grand Alliance has lost some steam in the subsequent ones. The BJP roped in many of its heavyweights for the assembly election campaign. Defence minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword>, party president Jagat Prakash Nadda and Uttar Pradesh Chief Minister <keyword id="43254" type="PERSON" weightage="20" keywordseo="Yogi-Adityanath">Yogi Adityanath</keyword> were among those who repeatedly flew down to the state urging voters to support the NDA. People also attended, in heavy numbers, rallies and road shows of LJP president <keyword id="5332" type="PERSON" weightage="20" keywordseo="Chirag-paswan">Chirag Paswan</keyword> who has created a buzz by virtue of his strident criticism of Chief Minister Nitish Kumar and the gumption to go solo despite repeated claims of loyalty towards the BJP. The final phase covers the Seemanchal area of the state, densely populated and having a heavy concentration of Muslims. AIMIM chief Asaduddin Owaisi, who has joined a six- party coalition headed by RLSP president Upendra Kushwaha and including Mayawatis BSP, urged the minorities to shun the Congress-RJD combine, blaming these parties for the meteoric rise of the BJP and Modi. Prominent among those who would be seeking to retain their seats in the final phase are Speaker Vijay Kumar Chaudhary and state cabinet ministers Suresh Sharma and Pramod Kumar. Another candidate who has piqued curiosity is Subhashini Yadav, the Congress candidate from Bihariganj in Kishanganj district, better known as the daughter of veteran socialist leader and former Union minister Sharad Yadav. Armed with an MBA degree in marketing, the 30-year-old has made a sudden plunge into politics. Her assembly segment falls under Madhepura Lok Sabha seat which her father has won a number of times but lost in 2014 and failed to wrest back last year. Sharad Yadav had been the JD(U)s national president for long and served as the national convenor of the NDA until Nitish Kumar, the partys de facto leader, chose to snap ties with the BJP in 2013. He was stripped of the post a few years later when Kumar became the party president as well, and revolted when the latter did a volte face and returned to the NDA. BJP has announced that the party’s spokesperson Sudhanshu Trivedi and former Lok Sabha MP Satish Dubey will contest for these two Rajya Sabha MP posts from Uttar Pradesh and Bihar respectively. Samastipur in Bihar will go for by polls due to the demise of Ramchandra Paswan who won from this seat on behalf of LJP in 2019 elections. Congress has nominated Dr. Ashok Kumar to contest from this seat. Earlier during the last elections, he lost to Ramchandra Paswan. During the upcoming bye polls on October 21, 2019, Sayeeda Banu, Rita Chaudhary, Harendra Mirdha and Mannu Devi will field for Congress party from the assembly constituencies of Kishanganj (Bihar), Mandawa (Rajasthan), Khinwsar (Rajasthan) and Balha (Uttar Pradesh) respectively.

Counting of votes for 243 Assembly constituencies of Bihar is underway on Tuesday amid tight security and Covid-19 arrangements at all counting centres. Counting began at 8 a.m. at 55 counting centres set up at 38 district headquarters. According to the Bihar State Election Commission, three counting centres each in East Champaran, Siwan, Begusarai and Gaya, and two each in Nalanda, Banka, Purnia, Bhagalpur, Darbhanga, Gopalganj and Saharsa have been set up. And, there are 414 halls in 55 counting centers. According to the Election Commission, the first results were expected by mid afternoon. Voting took place in Bihar in three phases -- October 28, November 3 and November 7. The magic figure in the 243-seated Assembly is 122. A three-tier security arrangements has been made at all counting centres. Those with valid passes only have been allowed inside the polling stations. The counting of all the 14 Assembly constituencies of Patna will be held at the A.N. College, Patna District Magistrate Kumar Ravi said. The exit poll, after the polling, indicated a tough fight between the RJD-led Grand Alliance and the BJP-led NDA. Bihar election counting underway amid tight security and COVID-19 precautions

Attributing the party's victory in Bihar and in various assembly bypolls to the people's faith in <keyword id="6354814" type="UNKNOWN" weightage="20" keywordseo="prime-minister-narendra-modi">Prime Minister Narendra Modi</keyword>, the BJP leaders on Tuesday said the voters of Bihar have rejected dynasty, casteism and politics of appeasement. The party leaders and ministers also credited the victory in Bihar to the Modi government's success in navigating the country during the COVID-19 crisis. Describing the BJP's victory as the reimposition of faith in the Modi government's pro-poor policies, the party president J P Nadda said the entire nation has reposed its trust in the welfare work done by the Centre, as shown by results of the Bihar assembly elections and of by-elections in Madhya Pradesh, Uttar Pradesh, Gujarat, Karnataka, Manipur and Telangana. "In the difficult times of the COVID-19 epidemic, when the country was struggling with crisis and challenges, Modi government took all possible steps to help the poor and the needy and provided them free ration and financial assistance as well. It was a unique example of serving the humanity," Nadda said in series of tweets. Union Home Minister <keyword id="6355521" type="PERSON" weightage="20" keywordseo="amit-shah">Amit Shah</keyword> on Tuesday complimented the people of Bihar for electing the NDA in the just concluded assembly elections, saying the people of the state have chosen development over "hollow politics, casteism and appeasement". In a series of tweets in Hindi, Shah also said that the victory of the NDA was the win of the "double engine" development of Prime Minister Narendra Modi and Chief Minister Nitish Kumar. "Every section of Bihar has once again chosen the development of NDA by denying hollow politics, casteism and appeasement politics. I thank all the brothers and sisters of the state from the core of my heart for re-choosing development, progress and good governance. I especially thank the youth and women who formed the NDA government with absolute majority by choosing security and a bright future in Bihar," he said. Another senior party leader and Union Defence Minister Rajnath Singh said the victory in Bihar is a win of the NDA's commitment to good governance and development and expressed his gratitude to the people of the state. BJP's general secretary (organisation) BL Santhosh said the way Prime Minister Modi navigated the country during Covid-19 crisis was the most important factor for BJP's emphatic win in Bihar and pan-India assembly bypolls, along with the party engaging in a massive programme of feeding the needy during this crisis. BJP declares victory in Bihar Election 2020 before final count with Prime Minister Modi, Amit Shah and other senior leaders thanking voters

Around 19.26 per cent polling was recorded before noon on Tuesday in 94 <keyword id="30033" type="COMPANY" weightage="20" keywordseo="Bihar">Bihar</keyword> Assembly segments in 17 districts, though it was expected to pick up speed as the day progressed, an official said. Muzaffarpur district with 26.09 per cent polling led the table, followed by Gopalganj at 24.12 per cent. West Champaran district registered 21.99 per cent polling by 11 am. Polling percentage in Sheohar was 19.25, Sitamarhi 20.22, Madhubani 18.13, Vaishali 20.33, Samastipur 21.76, Begusarai 19.01, East Champaran 15.76, Darbhanga 15.65, Siwan 15.96, Saran 16.69, Khagaria 19.57, Bhagalpur 20.08, Nalanda 20.20, and Patna 18.16. Officials received a few complaints about non-functioning EVMs and VVPATs in six districts. A group of women in Gopalgang refused to vote at a polling booth after alleging that the EVM had been tampered with. An official at the election control room in Patna said booth number 89 in Darbhanga, 121 in Gopalgang, and 136 in Muzaffarpur reported technical glitches and errors in EVMs during mock polling in polling booth in Ugiyarpur constituency. During the second phase of polling, first-time voter Priyanka, 19, came on a bicycle to cast her vote along with her grandmother in the Raj Bhavan polling booth on Tuesday morning. "I am very happy to cast my vote for the first time. I pressed the EVM button while keeping the jobs issue in mind," she said. Deputy Chief Minister Sushil Kumar Modi cast his vote at Kumhrar's St Joseph High School in Patna district. "I appeal to the people of Bihar to come out and cast their votes by following Covid norms," he said. During the polling, some voters raised objections over the VIP treatment to Sushil Modi. Many voters claimed that they had been standing in queues for half an hour but he just arrived and cast his vote without standing in a queue. Chandrika Rai, Janata Dal-United candidate, also cast his vote in Vaishali. He lashed out at Lok Janshakti Party President Chirag Paswan and said that he did not know the ground realities in Bihar. "He lives in Delhi, wears branded clothes and follows 5-star culture. He doesn't know the ground situation in Bihar," he said. As per the Election Commission, Pirpainti in Bhagalpur district is the largest Assembly segment going to polls in the second phase, with 3.34 lakh voters, including 1.78 lakh males, 1.56 lakh females, and 12 transgenders. Cheria Bariyarpur is the smallest segment with 2.48 lakh voters, including 1.30 lakh males, 1.17 females, and 12 transgenders. Polling in 94 Assembly segments in 17 districts will be held from 7 am till 6 pm. The polling in some sensitive constituencies will end at 4 pm as per the Election Commission (EC) directions.

Bihar elections 2020: 19.26% polling recorded before noon

In order to woo voters in Bihar ahead of the Assembly polls later this year, the <keyword id="6360789" type="ORGANIZATION" weightage="80" keywordseo="Modi-Government">Modi government</keyword> is working out the modalities for the long-pending '<keyword id="736815" type="UNKNOWN" weightage="80" keywordseo="one-rank-one-pension">One Rank One Pension</keyword>' (OROP) scheme for ex-servicemen. The scheme is likely to be rolled out ahead of the state assembly elections, top government sources told PTI today. 

	The announcement is likely to be made by Prime Minister Narendra Modi, they said.
 

	"It (OROP) is being worked out. We will need to have a separate category so that it cannot be legally challenged later on and nor do others stake claim. This would be separate from other government pensions," the sources told the new agency.
 Mounting further pressure on the central government, ex-servicemen have decided to hold a big rally in Bihar ahead of the polls to demand the "promised due" of 'One Rank One <keyword id="6354432" type="UNKNOWN" weightage="80" keywordseo="pension">Pension</keyword>'. 

	The decision came even as groups of ex-servicemen went on a relay hunger strike in about 20 cities across the country.
 Assembly polls in Bihar are likely to be held in September/October this year. The BJP has a tough fight on hand against the JD(U)-RJD combine, which is likely to have a poll pact with <keyword id="1575" type="ORGANIZATION" weightage="80" keywordseo="Congress">Congress</keyword> in the state. The Modi government has said it is committed to OROP, a key promise made during the <keyword id="6355187" type="ORGANIZATION" weightage="80" keywordseo="Lok-Sabha">Lok Sabha</keyword> polls last year. It has, however, not implemented it till now. 

	Even though the government has said it is committed to implementing OROP, there has been no official word on why the scheme is getting delayed.
 Meanwhile, <keyword id="43909" type="ORGANIZATION" weightage="80" keywordseo="Defence-ministry">Defence Ministry</keyword> sources said the OROP file is with the Finance Ministry for a final budgetary approval. 

	About 22 lakh ex-servicemen and over six lakh war widows stand to be immediate beneficiaries of the scheme, which envisages a uniform pension for the defence personnel who retire in the same rank with the same length of service, irrespective of their date of retirement.
 Currently, the pension for retired personnel is based on the <keyword id="35069" type="ORGANIZATION" weightage="80" keywordseo="pay-commission">Pay Commission</keyword> recommendations of the time when he or she retired. That means, a <keyword id="128680" type="POSITION" weightage="60" keywordseo="major-general">Major General</keyword> who retired in 1996 draws a lower pension than a <keyword id="70345" type="POSITION" weightage="80" keywordseo="Lieutenant-Colonel">Lieutenant Colonel</keyword> who retired after 1996.
