The <a href="http://www.businessinsider.in/searchresult.cms?query=Defence+Ministry&amp;sortorder=effectivedate">Defence Ministry</a> will vacate <a href="http://www.businessinsider.in/searchresult.cms?query=telecom+spectrum&amp;sortorder=effectivedate">telecom spectrum</a> worth Rs 30,000 crores. This will be put up for sale in the auction scheduled to begin in July. 
 
With this, the total value of airwaves to be put up for sale will increase to Rs 5.66 lakh crore - making it the biggest <a href="http://www.businessinsider.in/searchresult.cms?query=spectrum+auction&amp;sortorder=effectivedate">spectrum auction</a> ever in the country. 
 
As a result of spectrum swap agreement between DoT and Defence, 15 Mhz of 3G spectrum in each of 22 telecom circles and 201 Mhz of spectrum in 1800 Mhz band would be available for mobile services. 
 
Telecom ministry had proposed to exchange 15 Mhz spectrum it holds in 1900 Mhz band with same quantum of airwaves held by the Defence in 2100 Mhz band. The 2100 Mhz band is currently used for 3G mobile services.

The Defence Ministry will free
spectrum worth a whopping Rs 30,000 Crores

It was the biggest-ever airwave auction in India and it jump started with bids worth Rs 53,531 crore. Reportedly telecom companies showed interest in all frequency bands except the premium 700 Mhz and 900 Mhz bands. 
 
The auction of airwaves saw total bids worth around Rs 53,531 crore at the end of five rounds of bidding, official sources told a news agency. The spectrum auction will resume on Monday. 
 
In the five rounds conducted today, operators showed high level of interest in spectrum bands of 1800Mhz, that can be used for delivering 2G/4G services, followed by 2100Mhz (3G/4G) band, 2500 Mhz (4G) band, 2300 Mhz (4G) and 800 Mhz (2G/4G) bands. 
 According to data released by the <keyword id="62528" type="ORGANIZATION" weightage="20" keywordseo="Department-of-Telecom">Department of Telecom</keyword> after the close of Day-1 bidding round, most of the action was seen in 1800Mhz band - earlier known as 2G spectrum - with bidding in 19 of 22 telecom circles including Delhi, Mumbai, <keyword id="6354925" type="COMPANY" weightage="20" keywordseo="Kolkata">Kolkata</keyword>, Gujarat and UP (East and West). 
 Companies including <keyword id="6354287" type="CITY" weightage="20" keywordseo="Bharti-Airtel">Bharti Airtel</keyword>, Vodafone, <keyword id="6354924" type="PERSON" weightage="20" keywordseo="Idea-Cellular">Idea Cellular</keyword> and <keyword id="6354504" type="UNKNOWN" weightage="20" keywordseo="Reliance-Jio">Reliance Jio</keyword> are in the race to arm themselves with spectrum to maintain competitive edge in providing quality and next generation mobile services to consumers. 
 The 2100 Mhz used for 3G services saw demand in 9 out of 22 telecom circles including Delhi, Rajasthan, <keyword id="30033" type="COMPANY" weightage="20" keywordseo="Bihar">Bihar</keyword>, and UP East. 
The spectrum band of 2300Mhz and 2500Mhz which went under the hammer after six years also witnessed demand in various circles. The 800 Mhz band saw activity in circles of Gujarat, Punjab, UP (East) and Rajasthan.

The biggest-ever
airwave auction in the country has yielded Rs 53,531 crores on Day 1

India’s <keyword id="2419779" type="UNKNOWN" weightage="20" keywordseo="telecom-minister-Ravi-Shankar-Prasad">Telecom Minister Ravi Shankar Prasad</keyword> announced that <a href="http://www.businessinsider.in/searchresult.cms?query=telecom+operators">telecom operators</a> would now be able to sell <a href="http://www.businessinsider.in/searchresult.cms?query=radiowaves">radiowaves</a> to other service providers. 
 
"Cabinet has approved spectrum trading today. Telecom sector has been demanding it for optimum utilisation of spectrum," said <a href="http://www.businessinsider.in/searchresult.cms?query=ravi+shankar+prasad">Telecom Minister Ravi Shankar Prasad</a> said. 
 
Till now, the Indian government had allowed to allocate <a href="http://www.businessinsider.in/searchresult.cms?query=spectrum">spectrum</a> to telecom firms through auctions only. 
 The trading will enable efficient use of <keyword id="513806" type="UNKNOWN" weightage="20" keywordseo="radiowaves">radiowaves</keyword> as few <keyword id="6379816" type="UNKNOWN" weightage="20" keywordseo="Telecom-operators">telecom operators</keyword> had a low <a href="http://www.businessinsider.in/searchresult.cms?query=subscriber+base">subscriber base</a> or unutilised spectrum lying with them. 
"The ownership right will be of government of India. That right of trade he can trade with someone else fully between two service providers. For entering in trading agreement, telecom operators will not require prior permission from government but the company will have to inform licence issuing authority 45 days before entering into trading agreement,” said Prasad. 
 
The trading is also expected to indicate market rate of radiowaves. At present it is determined only through auctions conducted by the government. 
 
"Auction purchased spectrum can be straight away go for trading. The buyer will have to pay 1 per cent trading fee which will be calculated based on market rate or previous auction price whichever is higher," Prasad said.

Telcos can now trade in Spectrum!

New Delhi, Feb 6 () Participation of BSNL and MTNL in spectrum auction may create efficacy and fairness related apprehensions in the telecom industry and lead to conflict of interest, Union Minister Sanjay Dhotre informed the Rajya Sabha on Thursday.He was citing a letter of Department of Telecom (DoT) to the Solicitor General of India on the matter of allocation of spectrum to BSNL.The government is planning to hold next round of spectrum auction in April-May this year. The auction will also include radiowaves for 5G services. A draft cabinet note has been prepared in this regard by the DoT. "DoT is of the view that BSNL and MTNL being public sector undertakings, their participation in the auction conducted by the Government for allotment of spectrum may perhaps create unwarranted apprehensions in the telecom industry related to efficacy and fairness of the auction process. "It may also lead to a situation of conflict of interest," the Minister of State for telecom and IT said in written reply to the House. The government in October 2019 approved a relief package for BSNL and MTNL which included capital infusion of around Rs 20,000 crore excluding GST payable for allocation of spectrum for 4G services.Besides 4G spectrum, BSNL has asked the government for pan-India spectrum for 5G services. The DoT is now gearing up to auction spectrum worth Rs 5.22 lakh crore around April-May. The Digital Communications Commission has approved reserve price recommended by telecom regulator Trai but it will be placed before the Cabinet for the final approval. "A Draft Cabinet Note (DCN) has been prepared for the auction of the spectrum. The DCN is under consideration in the Department. The spectrum acquired through auction, as being held from time to time, is permitted to be used in a technologically agnostic manner. The successful bidders of the spectrum auction can deploy mobile services using any technology including 5G," Dhotre said. PRS ANU

Participation of BSNL, MTNL in spectrum auction may lead to conflict of interest: DoT

Telecom minister <keyword id="6354886" type="PERSON" weightage="100" keywordseo="Ravi-Shankar-Prasad">Ravi Shankar Prasad</keyword> has said that no spectrum will be given for free, even as telecom operators have demanded a cut in the proposed auction price for airwaves. The minister was talking to ET, when he highlighted how the public sector is busy combining infrastructure and leveraging the expertise of BSNL and the postal department so that the government plays is in a situation for a competitive battle with private players. 
 
"Operators will not be given free spectrum even if that were to make me the most popular telecom minister," Prasad said. He declined to comment on reconsidering the proposed price. 
 
"700MHz is the most attractive band to penetrate through thick walls," Prasad said while justifying the reasons for this high price. He also said that he doesn't expect that this decision would allow trading and sharing of spectrum that were approved after the 2015 airwave auctions to come in the way of the upcoming auction. He thinks that the size of the Indian market justifies further investment into the spectrum. 
 
Talking of the other end of the deal, telecom operators have said that the price suggested by the telecom regulator for the auction of 700MHz spectrum is too steep.

Ravi Shankar Prasad says no to free spectrum to telecom operators

<keyword id="6354504" type="General" weightage="100" keywordseo="reliance-jio" source="Orion">Reliance Jio</keyword> on Wednesday said it has paid ₹30,791 crore, including accrued interest, to the <keyword id="62528" type="General" weightage="80" keywordseo="department-of-telecom" source="Orion">Department of Telecom</keyword> to clear the entire spectrum payments liabilities that the company acquired before March 2021 auctions. The payments include the liabilities pertaining to the spectrum acquired in auctions of year 2014, 2015, 2016, and the spectrum acquired in the year 2021 through trading of right to use with <keyword id="6354287" type="General" weightage="20" keywordseo="bharti-airtel" source="Orion">Bharti Airtel</keyword> Limited, the company said. "Reliance Jio Infocomm (RJIL) has paid ₹30,791 crore (including accrued interest) to the Department of Telecom towards prepayment of the entire deferred liabilities pertaining to spectrum acquired in auctions of year 2014, 2015, 2016 and the spectrum acquired in year 2021 through trading of right to use with Bharti <keyword id="15491" type="General" weightage="80" keywordseo="airtel" source="Orion">Airtel</keyword>," the company said in a statement. The company had acquired 585.3 MHz spectrum through these auctions and trading. "The company estimates that the above prepayments will result in interest cost savings of around ₹1,200 crore annually, at the current interest rates," the statement said. Reliance Jio has cleared all dues even after government has given options to telecom operator of availing four years moratorium on all spectrum related payments. RJIL had executed the first tranche of prepayment on the anniversary date in the month of October 2021 pertaining to spectrum acquired in auction in the year 2016. Subsequent to Department of Telecom's decision in the month of December 2021 providing the telcos the flexibility to prepay their deferred spectrum liabilities on any date, RJIL has now prepaid in the month of January 2022, the entire deferred liabilities acquired in auction in the year 2014 and 2015 as well as the spectrum acquired through trading. These liabilities were due in annual instalments from financial year 2022-23 to 2034-2035 and carried interest rate between 9.30 to 10 per cent per annum with an average residual period of more than seven years. Bharti Airtel last month paid ₹15,519 crore to the Department of Telecom towards prepayment of the entire deferred liabilities pertaining to spectrum acquired in auction of year 2014. Reliance Jio prepays ₹30,791 crore spectrum liabilities,  a month after Airtel prepaid over ₹15,000 crore

<ul><li>The government has refused to make <keyword id="764355" type="PERSON" weightage="20" keywordseo="5G">5G</keyword> spectrum cheaper on the recommendations of the <keyword id="30356" type="COMPANY" weightage="20" keywordseo="Telecom-Regulatory-Authority-of-India">Telecom Regulatory Authority of India</keyword> (TRAI). </li><li>The government is also looking at options to extend the payment time for the spectrum from 10 years to 16 years. </li><li>The government is also working on reducing the upfront price for the auction by 5-10%. </li></ul>The government has refused to make 5G spectrum cheaper ahead of the upcoming auctions. But it is providing a lifeline to telecom companies, making it easier for them to own it, by spreading payments for it, by over 16 years, according to a <a href="https://www.business-standard.com/article/economy-policy/telecom-operators-likely-to-get-16-years-to-pay-for-5g-spectrum-119071200058_1.html">Business Standard report</a>. This comes as good news for telecom companies like <keyword id="10926" type="DOMAIN" weightage="20" keywordseo="Reliance">Reliance</keyword> <keyword id="2003276" type="COMPANY" weightage="20" keywordseo="Jio">Jio</keyword>, <keyword id="6354287" type="COMPANY" weightage="20" keywordseo="bharti-airtel">Bharti Airtel</keyword> and <keyword id="15492" type="COMPANY" weightage="20" keywordseo="Vodafone">Vodafone</keyword> Idea, who have raised concerns over the high base price set by the government. To ease the burden of already debt-laden companies, the government is known to be studying options to lower the upfront payment to 5-10% of the total value of the spectrum they purchase. This development has come after the Telecom Regulatory Authority of <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> (TRAI) stuck at its recommended reserve price of ₹492 crore per MHz for the prized 5G spectrum which can provide ultra high-speed Internet connections. This move, if taken, will be in line with the recommendations of the Digital Communications Commission (DCC) made last year in January. It said spectrum should be paid for in 10-16 years, to solve the sector’s difficulties. Tough environment Lowering margins and increased competition have pushed many telcos into the red. Bharti Airtel has a net debt of ₹108,235 crore as on <a href="https://www.livemint.com/industry/telecom/airtel-arpu-grows-6-5-to-rs-123-in-jan-mar-2019-1559240368545.html">May 2019</a>. Vodafone Idea is in no better position as it has <a href="https://telecom.economictimes.indiatimes.com/news/vodafone-idea-q4-loss-narrows-to-rs-4847-3-cr-revenue-arpu-up-on-quarter/69310775">debt to the </a>tune of ₹118,00 crore. Reliance Jio which kickstarted the data price war has shored up its parent company debt. Its current liabilities with a variety of businesses under it from oil to retail went by ₹27,000 crore in a year, leaving it with less headroom for heavy investments. As expected, the telecom provides have been unhappy with the prices. “These prices are exorbitant, given that the state of 5G ecosystem is still nascent. So, we would hope that the government brings the prices of spectrum,” <a href="https://www.communicationstoday.co.in/telecom-operators-likely-to-get-16-years-to-pay-for-5g-spectrum/">said</a> Bharti Airtel MD and CEO. Vodafone-Idea chief executive Balesh Sharma also termed the prices as exorbitant, while Reliance Jio’s Senior Vice President V L Shankar said “We need large bandwidth of 5G and at attractive prices.” In 2016, telecom operators had missed the auction of 700 MHz 5G spectrum auctioned last year.
