<ul><li>The Ministry of Power’s Bureau of <keyword id="6357014" type="ORGANIZATION" weightage="20" keywordseo="energy">Energy</keyword> <keyword id="18260" type="PERSON" weightage="20" keywordseo="efficiency">Efficiency</keyword> (BEE) and Niti Aayog have released the first energy efficiency index for Indian states. </li><li><keyword id="28504" type="CITY" weightage="20" keywordseo="Kerala">Kerala</keyword> and Rajasthan achieved “front-runner” category on the index, along with Andhra Pradesh, Maharashtra and Punjab. </li><li>The ultimate goal of the index is to track the amount of energy each state is saving as part of the central <keyword id="26362" type="ORGANIZATION" weightage="20" keywordseo="Government">government</keyword>’s larger <keyword id="6361617" type="UNKNOWN" weightage="20" keywordseo="climate-change">climate change</keyword> targets. </li></ul>On 1 August, India’s Bureau of Energy Efficiency (BEE), a sub-agency of the Ministry of Power, released the country’s <a href="http://www.aeee.in/state-ee-index/">first energy efficiency index</a> for Indian states. The ‘State Energy Efficiency Preparedness Index’ was prepared by the body in conjunction with Niti Aayog, India’s policy incubator. The index assesses states on their progress in implementing clean energy projects and achieving energy efficiency targets. It includes 63 indicators along six lines - construction, industry, transport, agriculture, electricity generation and distribution and municipality. Kerala and Rajasthan achieved “front-runner” category on the index, along with Andhra Pradesh, Maharashtra and Punjab. The index breaks down each state’s level of achievement in a specific sector. Kerala, for example, had a high rating in construction because of the effective implementation of energy conservation building codes, the number of certified green buildings and mandatory energy reporting and saving policies. Just like the top bracket, the other three other categories have slightly ambiguous titles. They are, in descending order, ‘Achiever’ (Gujarat, Karnataka, Tamil Nadu and Haryana), Contender, (Telangana, Madhya Pradesh, Uttar Pradesh, Uttarakhand and Odisha) and Aspirant (J&amp;K, Bihar, Jharkhand, West Bengal, Chattisgarh and all the Northeastern states). The data compiled for the index mostly relates to state policies, the functioning of institutions, the amount of energy consumed and the potential to save energy. It was sourced from central government departments such as Central Electricity Authority (CEA) and Ministry of New and <keyword id="91910" type="ORGANIZATION" weightage="20" keywordseo="Renewable">Renewable</keyword> Energy (MNRE) as well as each of the states’ power ministries and agencies nominated by the BEE. The ultimate goal of the index is to track the amount of energy savings of each state, and encourage them to compete against each other in terms of energy efficiency and programme implementation. As part of an agreement signed in Paris in late 2015, India has pledged to reduce its carbon consumption by a third from its 2005 levels by 2030. The current BJP administration also plans to install 175 gigawatts of renewable energy capacity by 2022, a target it looks set to achieve.

The earth became proud parents when the dear 20th century was born. Racism fell from the high horses of grace. Sexism made an unsexy exit. Science and Technology became captains of the ship called 'future'. Bombs danced on the laps of political agendas, as the weaker nations were dressed to be depressed under the address of the sanction that geographical borderline disorders were indeed good for them.

 In March 1961, under the administration of John F. Kennedy, <keyword id="2885066" type="UNKNOWN" weightage="80" keywordseo="Harry-J-Asnlinger">Harry J. Asnlinger</keyword> led the successful formation of the Single Convention on Narcotic Drugs, an international treaty that codifies all existing treaties on drug control, including the cultivation of plants that were grown or caused to be part of raw material that came under the umbrella of narcotic drugs. Once signed, this convention also limits the manufacture, production, possession, use, trade, distribution, import and export of narcotic drugs, save for medical and scientific pursuits. 
 <keyword id="3658" type="COUNTRY" weightage="80" keywordseo="India">India</keyword>, under the tenure of Jawaharlal Nehru, the nation's first prime minister, to honour its obligations with the Convention on Psychotropic Substances and the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, signed the Single Convention on Narcotic Drugs at the United Nations Headquarters in New York on 30 March, 1961. And on 13 December, 1964 the treaty was ratified. However, international treaties or conventions were not going to clip the wings of India's holistic connection with marijuana. Just not yet. 
 When <keyword id="191987" type="PERSON" weightage="80" keywordseo="Ronald-Reagan">Ronald Reagan</keyword> became the 40th US president, his administration began twisting the arm of <keyword id="12596" type="PERSON" weightage="80" keywordseo="Rajiv-Gandhi">Rajiv Gandhi</keyword> to make marijuana illegal in India. Consequentially, in 1985, India established the Narcotics Drugs and Psychotropic Substances Act (NDPS). Before this act, India could and was able to practically dance in the open about its consumption or sale of marijuana. 
 54 years before we had successfully negotiated with and had finally managed to ask the British to leave us their alphabet and take their letters and go back to where they came from, they were pretty impressed with our deep-rooted weed economics. So in 1893, the British appointed a joint study called '<keyword id="2885065" type="UNKNOWN" weightage="80" keywordseo="Indian-Hemp-Drugs-Commission">Indian Hemp Drugs Commission</keyword>' concerning the growth, manufacture, consumption, and social-cultural impacts from the intake of marijuana in any form. 
 
One year later, the conclusion set on top of a 3,281 page report, along with the testimony from almost 1,200 people belonging to diverse cultures, ethnicities, professions, builds, and mindset was - “moderate use of hemp drugs was practically attended by no evil results at all. Now, if Mary Jane strikes us in the Amygdala, the receptor that regulates fear and anxiety, we are going to be scared or paranoid for something. If Mary Jane flirts with our Hypothalamus, receptors that regulate sexual behaviour and appetite, we will experience an increase in the appetite and feel aroused beyond our regular frame. And when Mary Jane caresses our spinal cord that is responsible for the transmission of information between body and brain, we will experience our pain sensitivities being altered – one of the reasons why marijuana is used as a pain suppressant or stress reliever. 
 
We primarily have nine distinguished cannabinoid receptors in the brain. Very rarely weed strikes more than three receptors at the same time.

Marijuana is an adorable little teddy bear. It stands to make you sit with warmth and fuzz. It is not a bat out of hell cheetah like cocaine. Nor is it ugly and smutty like meth or heroin. 
 
Being from a right wing party, we are sure an empathy can be made about the tradition, association and fact that we as a nation is attached to weed like a a mother is to her child, through the umbilical cord. The cord may be cut. But the bond will remain. It's a sacred bond. Do you think you could help us secure that bond, Mr Modi? 
 
Expectations kill. So does smoking marijuana, right? That's what men with guns and tear gas make us believe every time we step forward with a petition on our tongue. <ul class="summary-list"><li>Six Mississippi police officers were convicted of torturing two Black men in August.</li><li>A report from The New York Times now details several other instances of abuse over two decades.</li></ul>A number of deputies within the Rankin County Sheriff's Department in Mississippi got away with abusing people for years, almost entirely unchecked.Five deputies from the department, who called themselves the "Goon Squad" for their willingness to use excessive force, pleaded guilty to torturing and sexually assaulting Michael Jenkins and Eddie Terrell Parker, two Black men, during a raid in August 2023.But that was only the culmination of years of violence.Court documents and incident reports previously reviewed by Business Insider showed two of the officers involved, Christian Dedmon and Hunter Elward, were also present at the deaths of two other Black men in 2019 and 2021.Business Insider also successfully <a target="_blank" href="https://www.insider.com/police-department-was-wrong-to-withhold-reports-from-insider-judge-2023-3">sued the Rankin County Sheriff's Department</a> in 2022 for records related to the <a target="_blank" href="https://www.insider.com/mississippi-man-died-strapped-in-a-restraint-chair-while-hallucinating-2022-3">death of three people held</a> in their custody and discovered that at least five<a target="_blank" href="https://www.insider.com/insider-probes-deaths-related-to-1-mississippi-sheriffs-office-2022-7"> people died in the custody of the sheriff's Department</a> during an 8-month period in 2021.The judge sided with Business Insider in March after Business Insider's lawyers argued that the records sought should be made public under Mississippi's public records law.The sheriff's department argued unsuccessfully that the records were "investigative reports," which are not public. In six cases, sources said the deputies threatened to continue hurting them until they disclosed the location of drugs.According to the report, Brett McAlpin, a former chief investigator for the department, was connected to at least 13 of the arrests and was described by witnesses as leading the raids. Christian Dedmon, a former narcotics detective, was also involved in eight incidents, the report says.Rick Loveday, a former Hinds County sheriff's deputy, told The Times that Rankin deputies even assaulted him during a raid on his home in 2018.McAlpin arrested Loveday after Loveday says he violently assaulted him during the raid, accused him of consorting with drug dealers, and ordered him to leave town, according to The Times."Brett McAlpin came in my house, accused me of things I didn't do, beat my ass, stomped my ass, sat on my chest where I couldn't protect my head and punched me in the face," Loveday told the outlet.When Loveday told McAlpin that he was taking blood thinners and the blows could cause him serious injury, he told The Times that McAlpin continued to hit him."Every time he punched me, he said 'I, don't, give, a, fuck,'" Loveday said. "He didn't care if I died."Loveday said he fled the state over fear that police would target him again."If they did that to me, how many other people have they done it to?" Loveday told The Times.Rankin County Sheriff Bryan Bailey, who <a target="_blank" href="https://www.businessinsider.com/mississippi-sheriff-bryan-bailey-rankin-county-goon-squad-election-2023-11">was reelected in November after running unopposed</a>, repeatedly declined to comment when reached by The Times. When told that several high-ranking deputies were involved in the arrests that sparked accusations of abuse, he replied, "I have 240 employees, there's no way I can be with them each and every day."A spokesperson for the Rankin County Sheriff's Department did not return a request for comment from Business Insider.<h2>"Goon Squad" officers present during multiple deaths</h2>Incident reports and court documents obtained by Business Insider previously connected two of the deputies, Christian Dedmon and Hunter Elward, to the deaths of two Black men in 2019 and 2021.In one of those reports, Elward wrote that he punched Damien Cameron at least three times and tased him three times before his death.Monica Lee, Cameron's mother, told Business Insider that deputies knelt on her son's back for more than 15 minutes even as he complained that he could not breathe. It aims to contribute to market players making informed decisions and expanding prudently and responsibly. Personal loans remain the dominant product, accounting for 96% of the total disbursement volume and 66% of the total value. The highest number of personal loans are disbursed in less than ₹5,000 ticket size. When it comes to consumer durable loans, loans of ticket sizes between ₹5000-₹10,000 witnessed the highest growth of 493% from April 2021 to April 2022. Maharashtra, Karnataka, Telangana, Tamil Nadu and Andhra Pradesh are the top five states for digital loans accounting for a total of 54% of the total disbursement value. The 'Baahubali' fame actor reached the ED office here around 10 a.m. and walked in as a posse of security personnel escorted him through a battery of media lensmen vying with each other to capture the moment. Rana is likely to be questioned by ED sleuths about his bank details and financial transactions as part of the probe into suspected links of some celebrities with the accused involved in the case. Rana is the fifth Tollywood personality to appear before ED. Director <keyword id="119412" type="General" weightage="20" keywordseo="Puri-Jagannadh" source="Orion">Puri Jagannadh</keyword> and actors Charmee Kaur, <keyword id="621559" type="General" weightage="20" keywordseo="Rakul-Preet-Singh" source="Orion">Rakul Preet Singh</keyword> and Nandu were questioned since August 31. The ED had last month issued notices to 10 persons connected to Tollywood and two others including a private club manager as part of a money laundering probe linked to the case related to the smuggling of 'Class A' narcotic substances, including LSD and MDMA. Nandu was questioned for more than eight hours on Tuesday. Main accused in the case Calvin Mascarenhas and two others were also grilled by the ED sleuths on Tuesday. Actors Ravi Teja, Navdeep. Mumaith Khan, Tanish and Ravi Teja's driver Srinivas have also been summoned by the ED in connection the drugs racket which was busted with the arrest of drug peddlers in 2017. Rana and Rakul Preet did not figure in the list of Tollywood celebrities questioned by the Special Investigation Team (SIT) of Telangana's prohibition and excise department in 2017. However, Rakul Preet was questioned by the Narcotics Control Bureau, Mumbai, last year in an alleged drugs nexus in Bollywood. The drugs racket was busted on July 2, 2017 when customs officials arrested Calvin Mascarenhas, a musician, and two others and seized drugs worth Rs 30 lakh from their possession. They had reportedly told the investigators that they are supplying drugs to film celebrities, software engineers, and even students of some corporate schools. Mobile numbers of some Tollywood celebrities were allegedly found in their contact lists. The excise department had constituted SIT for a comprehensive probe. A total of 12 cases were registered, 30 people were arrested while 62 individuals including 11 people connected with Tollywood were examined by the SIT under section 67 of the Narcotic Drugs and Psychotropic Substances (NDPS) Act and section 161 of Criminal Procedure Code. The SIT had collected blood, hair, nail and other samples from some of those who appeared before it for question and sent them for analysis. The SIT filed charge sheet in eight out of 12 cases. It, however, gave clean chit to the film personalities who were questioned as part of the investigation. 'Baahubali' actor Rana Daggubati appears before ED in 2017 drug case

Hyderabad-based businessman <keyword id="15211274" type="General" weightage="50" keywordseo="boinpally-abhishek-rao" source="Orion">Boinpally Abhishek Rao</keyword>, who has been arrested by the Central Bureau of Investigation (<keyword id="6354572" type="General" weightage="80" keywordseo="cbi" source="Orion">CBI</keyword>) in <keyword id="14762568" type="General" weightage="20" keywordseo="Delhi-excise-policy-scam" source="Orion">Delhi excise policy scam</keyword> allegedly involving the national capital's Deputy Chief Minister <keyword id="6354681" type="General" weightage="50" keywordseo="manish-sisodia" source="Orion">Manish Sisodia</keyword>, is associated with several companies. He is a director of Anoos Electrolysis &amp; Obesity Pvt Ltd, Anoos Health &amp; Wellness Pvt Ltd, Robin Distribution LLP, Agasti Ventures, SS Mines &amp; Minerals, Master Sand LLP, Neoverse Realty Pvt Ltd, Zeus Networking Pvt Ltd and Valuecare Esthetics Pvt Ltd. Considered close to a key leader of the ruling party in Telangana, he is the first person from <keyword id="6354552" type="General" weightage="80" keywordseo="hyderabad" source="Orion">Hyderabad</keyword> to be arrested in the case. Rao was allegedly found to be acting as a south lobby. The investigating agency suspects that he committed irregularities through cartelization. Rao is the second person to be arrested in the excise policy. The CBI had earlier arrested Vijay Nair, former CEO of events company- Only Much Louder. The Enforcement Directorate (ED) has also arrested liquor trader Sameer Mahendru of Indo Spirit. He is said to have business links with Arun Ramachandra Pillai, a resident of Hyderabad and one of the persons booked by the CBI in the case. Rao's arrest came after several rounds of raids conducted by the CBI and ED at various places in Hyderabad, including in the office of a media house. He was also reportedly questioned by the CBI a couple of times in the case. According to the CBI investigation, Arun used to collect money from Sameer Mahendru for onward transmission to the accused public servants through Vijay Naidu. The liquor license holders allegedly issued bills to retail vendors to divert funds to public servants involved in irregularities. This is where some companies from Hyderabad are believed to have helped in illegal transactions. Further questioning of the CBI is likely to unearth the role of some other suspects in the case. Six to seven to eight businessmen and a couple of politicians and officials from Telugu states are believed to be involved in the case. The officials hailing from Telugu states are said to be holding key positions in the Delhi government. The Hyderabad-based businessmen were reported having colluded with politicians and officials in the Delhi government to influence the liquor policy of that state to derive monetary benefits from it.
