<ul><li>The Telangana government has allowed shops to reopen in Hyderabad from May 28.</li><li>Malls will continue to remain closed in the state.</li></ul>The Telangana government has allowed all shops in Hyderabad to reopen from Thursday. However, the ban on re-opening of malls will continue. Following the relaxation in lockdown norms on May 19, shops in Hyderabad were allowed to re-open on an odd-even basis. The decision to allow reopening of all shops was taken on Wednesday at a high-level meeting presided over by Chief Minister K. Chandrashekhar Rao. Under the existing plan, two shops adjacent to each are not being allowed to open on the same day. The officials pointed out that this is leading to more customers gathering at one shop. They said if both the shops are allowed to remain open, the customers will split, thus avoiding overcrowding at one shop. The government, however, asked the shop owners and people to strictly follow lockdown guidelines to check the spread of Covid-19 Meanwhile, the Chief Minister asked the officials concerned to celebrate the state formation day (June 2) on a low key due to the lockdown. He said except paying tribute to the martyrs and national flag hosting, no meeting or programmes should be held. The Chief Minister will pay tribute to Martyrs Pylon and later hoist the national flag at Pragathi Bhavan, his official residence. Ministers, officials and MLAS will hoist the national flag in their respective offices only. At all district centres, ministers and other public representatives will pay tributes to martyrs and later hoist the flag. At district head quarters, a small 'At Home' will be organised with the officials. Telangana government allows all shops to re-open in Hyderabad

By Achinta Borah New Delhi, May 15 () Greater relaxations and flexibility will be seen in the lockdown 4.0, which will begin on Monday, with gradual reopening of the railways and domestic airlines while powers will be given to States and UTs to define their hotspots, officials said on Friday. Schools, colleges, malls and cinema halls will not be allowed to open anywhere in the country but salons, barber shops and optical shops may be allowed in red zones, barring COVID-19 containment areas. There will be lots of relaxations and flexibility in the lockdown 4.0 with complete reopening of the green zones, very limited curb in orange zones and strict restrictions only in the containment areas of red zones, said an official privy to the deliberations in the central government. However, the final guidelines will be issued by the Ministry of Home Affairs only after going through the suggestions of state governments. The state governments and union territory administrations have been asked to submit their recommendations by Friday. According to officials, Punjab, West Bengal, Maharashtra, Assam and Telangana wanted the lockdown to be continued, some of them wanted the powers to decide the zoning of districts -- green, orange and red -- as per the COVID-19 situation. This request of the state governments may be accepted so that they can restrict or allow movement of people or economic activities in a particular place depending on the ground situation, the official told . Prime Minister Narendra Modi, in his address to the nation on Monday, had said that the lockdown 4.0 will have a "completely different form", with new rules. "No state wants complete withdrawal of lockdown but all want gradual resumption of economic activities," the official said. Gradual and need-based operations of the railways and domestic airlines are likely to be allowed from next week but full-fledged opening of the two sectors is unlikely to take place immediately. Bihar, Tamil Nadu, Karnataka were among some states which were not in favour of complete resumption of train and air services, at least till May-end, the official said. The railways have already started special trains to 15 destinations from Delhi and have been running several hundred 'Shramik Special' trains from different parts of the country to various places for transportation of migrant workers stranded due to the lockdown. The Air India is also engaged in evacuation of thousands of Indians stranded abroad during the lockdown under the 'Vande Bharat Mission'. Local trains, buses and metro services may start running with limited capacity in non-containment areas of red zones. Autos and taxis are also expected to be allowed in red zones with restrictions on the number of passengers. Most of these services will be allowed within the districts in non-containment areas and state governments may be authorised to take a call on their reopening, another official said. Powers to open markets in orange and red zones may be given to state governments, which may follow the odd-even policy while allowing shops of non-essential goods to open. E-commerce platforms may be allowed to deliver non-essential items even in red zones, barring the containment areas. Sale of non-essential items by e-commerce companies have already allowed in green and orange zones. Maharashtra, which the has highest number of COVID-19 cases and deaths from the virus, wants a strict lockdown measures in Mumbai, its suburbs and Pune, and complete stop of inter-state and inter-district transport of any kind. Whereas, Gujarat with second highest number of positive cases wants resumption of economic activities in major urban centres. States which are in favour of opening up of economic activities include Delhi, Karnataka, Andhra Pradesh and Kerala, the official said. Kerala is believed to have suggested reopening of restaurants and hotels to revive the tourism sector. Bihar, Jharkhand and Odisha, which have seen spike in the COVID-19 cases after arrival of migrant workers, want continuation of lockdown with strict curbs on movement of people. (Eds: combines related series)New Delhi/Patna, May 15 () State governments favoured more relaxations in lockdown restrictions for scaling up economic activities in non-containment coronavirus zones, as the Centre mulled easing some strict curbs in the fourth phase of the shutdown from Monday. Some governments were also in favour of extending the lockdown till the end of this month. The 54-day lockdown in three phases to help fight the COVID-19 pandemic is due to end on May 17. The Mizoram government on Friday announced it was extending the lockdown till May 31 while the Bihar government urged the Centre to continue the unprecedented measure till the month-end besides keeping rail and air traffic, other than the 'Shramik Special' trains for migrant labourers and evacuation flights, suspended during the period. "No state wants complete withdrawal of lockdown but all want gradual resumption of economic activities," said an official in the Ministry of Home Affairs(MHA). Several states and union territories(UT) also wanted the powers to decide on the zoning of 733 districts into green, orange and red as per the COVID-19 situation. Tamil Nadu, though inclined to further ease curbs to pep up the economy, has categorically told the Centre it was against opening up air and train services till May 31 as the number of coronavirus cases in the state inched towards 10,000 only to be behind Maharashtra. Also, the government is unlikely to resume operation of state-run buses. Maharashtra, which has the highest number of COVID-19 cases and deaths from the virus, wants strict lockdown measures to continue in Mumbai Metropolitan Region(MMR), Pune, Solapur, Aurangabad and Malegaon till May 31 and complete stop of inter-state and inter-district transport of any kind. "In the rest of the state, the guidelines of the Centre will be implemented when they are announced before the lockdown-3 ends on May 17," a state official said in Mumbai. Maharashtra accounts for nearly 28,000 coronavirus cases to top the countrywide tally which stood at around 82,500. Whereas, Gujarat with the third highest number of COVID-19 cases was for resumption of economic activities in major urban centres. "If we keep people away from their jobs and professions, it will prove catastrophic for them and their families. Even state's economic condition will deteriorate if this situation persists," said Gujarat Deputy Chief Minister Nitin Patel. "Economic activity is also important. Now, people cannot afford to sit at home fearing coronavirus. Our government is also of the same opinion." States which are in favour of opening up of economic activities include Delhi, Karnataka, Andhra Pradesh and Kerala, according to the central official. "After May 17, the government of India is going to relax so many things, let us wait for it," said Karnataka Chief Minister B S Yediyurappa. "According to me they (Centre) will relax everything.... may be for things like five-star hotels and others they may not give permission for the time being, but for other things they are going to give permission. Let's wait and see," he told reporters in Bengaluru. Kerala sought industrial and commercial activities to be allowed in rural and urban areas except in containment zones, opening of domestic air service, intra-state passenger trains and metro rail services, though it was not keen for inter-state railway services at present. It has also suggested intra-district bus service with limited number of passengers and strict health protocols, including social distancing. Opening of the hospitality sector with strict social distancing inside restaurants has also been mooted. Chhattisgarh Chief Minister Bhupesh Baghel urged Prime Minister Modi not to open state boundaries for the next few months and called for stopping inter-state transportation, except for migrants or essential services, to curb the spread of coronavirus. He, however, called for opening up of economic activities with precautions and social-distancing norms and also favoured allowing all e-commerce activities and opening of hotels but not restaurants and bars. Local trains, buses and metro services may start running with limited capacity in non-containment areas of red zones in the country, according to the central official. Autos and taxis are also expected to be allowed in red zones with restrictions on the number of passengers. Most of these services will be allowed within the districts in non-containment areas and state governments may be authorised to take a call on their reopening, the official said. This means that the state has 1,985 total cases of Coronavirus, out of which 717 are active, 1,230 have recovered and 25 patients have succumbed to the deadly disease. Dehradun has reported 507 cases and Nainital has reported 348 cases. "In a meeting with the Chief Minister it was suggested by the top officials, that people do not adhere to social distancing, especially in fruit and vegetable markets. Moreover, in smaller towns people in large numbers are hanging around on streets and other public places. It has been decided to enforce the laws strictly to maintain the norms of social distancing. Hospital OPDs to open in 9 Uttarakhand districts OPDs in government hospitals in nine districts of Uttarakhand will reopen from April 26 to provide treatment to persons suffering from various ailments since no coronavirus case was reported from there, Chief Minister Trivendra Singh Rawat said. The decision on this regard assumes significance since incidents of diarrhoea and dengue witness an increase during this time of the year. Speaking to IANS, Uttarakhand Director General of Police (DG Police) Anil Kumar Raturi said, "Even after being found positive, the Tablighi travellers are trying to hide themselves instead of separating themselves from the people of the society, this act of theirs is no less than a serious crime." He added, "If after this order i.e. after Monday-Tuesday midnight, any hidden corona suspect is found in any corner of the state, then the police will directly act against him under IPC section 307 for attempt to murder and arrest him to be quarantined." BJP MLA starts Modi Kitchens BJP MLA Ganesh Joshi from Mussoorie has started four 'Modi Kitchens' to feed the families of labourers and daily wagers affected by the nationwide lockdown to fight the coronavirus pandemic. He said that the kitchens are being operated with the help of common people. Food packets are being made available for free. 1,600 packets were prepared on the first day. Today food is being distributed to 2,250 people. About 600 people are cooking food in the kitchen at a time. Joshi told IANS that "We have started 'Modi Kitchens' at four places in my Assembly seat, to make sure there is no starvation in the state at the time of lockdown. It has been started in Dobhalwala, Gadi Cantt, Jakhan, and Rajpur."
