The <keyword id="19897865" type="General" weightage="20" keywordseo="telangana-government" source="keywords">Telangana Government</keyword> on Tuesday requested the 16th <keyword id="20015455" type="General" weightage="20" keywordseo="finance-commission" source="keywords">Finance Commission</keyword> to increase the share of states in <keyword id="386992" type="General" weightage="100" keywordseo="central-taxes" source="Orion">Central taxes</keyword> from the existing 41 per cent to 50 per cent as over the years cesses and surcharges that are not shared with states have increased. Deputy Chief Minister in-charge of Finance <keyword id="21396591" type="General" weightage="20" keywordseo="bhatti" source="keywords">Bhatti</keyword> Vikramarka in his speech at the meeting with Finance <keyword id="19933395" type="General" weightage="20" keywordseo="commission" source="keywords">Commission</keyword> Chairman <keyword id="20016026" type="General" weightage="20" keywordseo="arvind-panagariya" source="keywords">Arvind Panagariya</keyword> and members also urged the finance panel to ensure that states are given the necessary autonomy to tailor <keyword id="20109166" type="General" weightage="20" keywordseo="css" source="keywords">CSS</keyword> (centrally-sponsored scheme) programmes to their specific development needs. "In addition, we propose increasing the share of states in Central taxes from 41 per cent to 50 per cent. Over the years, cesses and surcharges that are not shared with states have increased, leaving states with a smaller share of total gross tax revenue," he said. Increasing the vertical devolution will give states the fiscal space they need to strengthen welfare programmes, address infrastructure gaps and prioritise local development, he further said. He, however, said it is not just a demand for <keyword id="19909031" type="General" weightage="20" keywordseo="telangana" source="keywords">Telangana</keyword> but for all states, ensuring a more cooperative federal structure that will benefit the nation as a whole. Bhatti further said the state government urges the Finance Commission to reconsider the use of per capita income distance as the primary indicator in determining horizontal devolution as measuring prosperity and well-being solely by per capita income would deny Telangana the resources needed to address the inequities that exist within the state. The state government is suggesting that the formula for horizontal devolution be modified to add at least a 50 per cent weightage to <keyword id="20149362" type="General" weightage="20" keywordseo="gsdp" source="keywords">GSDP</keyword> (gross state domestic production) contribution. "A greater weight on GSDP would incentivise states to adopt reforms that improve productivity, attract investment and create jobs, ultimately contributing to the national economy. This approach would not only make states more competitive but also help reduce regional disparities, encouraging more balanced growth across the country," he opined. Pointing out that certain expenditures for schemes such as Rythu Bharosa, farm loan waivers and food subsidies are often mislabelled as "freebies," he urged the Commission to recognise these programmes as necessary investments in the welfare of our people. He mentioned that a large part of the state's resources is now being diverted toward debt servicing and hence requested the Finance Commission's support in either restructuring this debt or providing additional assistance to help free up resources for further development. The 16th Finance Commission, led by its chairman Arvind Panagariya, held meetings with several political parties, representatives of local bodies and industry chambers here on Monday as part of its visit to Telangana.

This metaphor holds exceptionally well when put into the context of our <keyword id="22706215" type="General" weightage="20" keywordseo="handloom-industry" source="keywords">handloom industry</keyword>. India has a rich history of handlooms and weaving cultures. The culture of handlooms is so intricately woven into Indian culture, that there are whole towns dedicated to the same: <keyword id="248532" type="General" weightage="20" keywordseo="Chanderi" source="Orion">Chanderi</keyword> in Madhya Pradesh to Pochampally in Telangana and a dozen more! Unfortunately, the handloom industry in India is dying. The struggle is multi-faceted, ranging from a declining workforce to fierce competition from <keyword id="20496028" type="General" weightage="20" keywordseo="power-looms" source="keywords">power looms</keyword>. Hence, five years ago, August 7 was proclaimed <keyword id="22677698" type="General" weightage="20" keywordseo="National-Handloom-Day" source="keywords">National Handloom Day</keyword> in response to this crisis and to heighten public awareness. This date holds special historical significance, commemorating the initiation of the Swadeshi Movement in 1905—a pivotal act of defiance against British colonial rule. <h2>When did this industry come into existence?</h2>According to archaeological findings, the origins of handloom in the Indian subcontinent may be traced back to the Indus Valley Civilization. The Mughal Empire was known to support and patronise <keyword id="20258864" type="General" weightage="20" keywordseo="weavers" source="keywords">weavers</keyword>. The support from the royal patrons resulted in the invention of new textiles such as ‘Mulmul’ and ‘Banarasi Brocade’ among others. This era witnessed a heightened worldwide demand for Indian textiles. In the 17th century, India produced 25% of the world’s textiles, with Bengal accounting for more than 50% of textiles and 80% of silks imported by the Dutch from Asia. <h2>What led to the decline of the <keyword id="19934660" type="General" weightage="100" keywordseo="Indian-handloom" source="keywords">Indian handloom</keyword>?</h2>The East India Company's entry fuelled the industry's initial decline, which started in the 1830s. The weavers were obliged to sell only to the British, and that too at exceedingly cheap prices, virtually putting them out of business. On the other hand, Indian cloth was taxed excessively to promote machine-made British clothing. The Industrial Revolution in Britain strengthened their indigenous textile industry, giving rise to new markets for cheaper textiles. In India, the collapse of the Mughal aristocracies meant no access to royal patronage. As a result, textiles like Khadi and muslin had little demand in the market. Circling back to the present, the industry is facing both similar and new challenges. Fabrics made on power looms are cheaper and faster to produce, in comparison to handloom fabrics. The industry is largely unorganised, and the wages are shockingly low. 67% of <keyword id="22706216" type="General" weightage="20" keywordseo="handloom-workers" source="keywords">handloom workers</keyword> are earning less than the minimum wage every month. Faced with economic challenges, the older artisans are thus forced to encourage the newer generation to choose an alternative career path. This migration of the workforce from a traditional sector is evident from the fall in the number of weavers less than 35 years of age- from 26.13 lakh in 2009-10 to 16.07 lakh in 2019-20. The majority of weavers do not have access to banking facilities, let alone institutional credit. Furthermore, if one manages to accumulate credit, there is a mismatch between the supply and demand forces due to the lack of awareness about handwoven textiles in the current generation. <h2>Initiatives for revival</h2>The cultural significance of the Indian handloom isn’t just limited to its beauty and extravagance, but it extends to our independence struggle as well. The Swadeshi movement immortalised the charkha and advocated for the use of indigenous goods. Following independence, the Indian government took many measures to revive the handloom industry. In 1953, India’s Parliament approved the Khadi and Other Handloom Industries Development Act. In 1955, the All India Handloom Fabrics Marketing Cooperative Society was formed to promote the sale of fabrics produced by handloom cooperatives across India. The National Handloom Development Programme (NHDP) aimed to provide financial assistance for marketing and production. The Handloom Weavers’ Comprehensive Welfare Scheme offers health and life insurance to weavers, to ensure social security. The organisation commenced a fortnight-long exhibition, “VIRAASAT” dedicated to celebrating the 10th National Handloom Day began at Handloom Haat in Janpath, New Delhi on Saturday, 3rd August 2024, and will conclude on 16th August 2024. The Handloom Mark scheme was introduced to authenticate handloom products, thus enabling weavers to gain better market access and ensuring that consumers get genuine products. Moreover, the India Trade Portal also mentions that the GOI plans to provide financial assistance of Rs. 30 crore to at least 10,000 handlooms. Various state governments also regularly conduct handloom expos and fairs, providing platforms for weavers to showcase and sell their products directly to consumers. <h2>Contemporary Brands and their love for Indian handloom</h2>Modern, popular designers such as <keyword id="8264" type="General" weightage="20" keywordseo="Sabyasachi" source="Orion">Sabyasachi</keyword> and <keyword id="21493890" type="General" weightage="20" keywordseo="ritu-kumar" source="keywords">Ritu Kumar</keyword> are known to work closely with weavers and have been doing their part by bringing worldwide attention to the handloom industries. Recently, <keyword id="1472101" type="General" weightage="20" keywordseo="Ajrakh" source="Orion">Ajrakh</keyword> was brought into the limelight when Alia Bhatt wore a custom Abu Jani Sandeep Khosla Ajrakh saree to Joy Awards in Riyadh. However, it’s not just the fashion moguls who are working towards the revival of this industry. Contemporary indie brands are partnering with local weavers, and creating awareness about their work. The emergence of such indie brands and their association with local artisans is beneficial for both entities. For instance, Joskai Studio derives its name from ‘Joskai’, a woven piece of cloth worn as a part of the traditional costume of the Tiwa community of Assam. They work with artisans in northeast India, specifically from the weaving village of Saualkuchi in Assam. Rouka by Sreejith Jeevan is a Kerala-based brand that works strictly with weavers from Kerala, specifically Chendamangalam and Kuthampally. <h2>Employment and Exports</h2>According to the Indian Trade Portal, the Indian handloom sector is the country’s second-largest employer after agriculture in rural areas. The Handloom Census 2019-20 mentions that the industry employs about 35,22,512 workers across the country, with women forming 77.29% of the workforce. India is the second largest exporter of handloom products in the world, with exports valued at $ 353.9 million in 2017- 18, as per EXIM bank's working papers. The major handloom export centres are Karur, Panipat, Varanasi and Kannur where handloom products like bed linen, table linen, toilet linen, floor coverings, and embroidered textile materials and curtains etc. are produced for export markets. During April 2021-February 2022, India exported handloom products worth 1693 crore, as per Indian Trade Portal. Indian silk scarves also form a sizable chunk of total handloom exports, in addition to home textiles like carpets, rugs and mats, which constitute over 13.6% of India’s total handloom exports. <h2>The Path Forward</h2>The mere existence of organisations and allocation of funds isn’t enough to sustain the legacy of India’s rich handloom industry. Big corporations working with local weavers ensure employment but don't protect them from exploitation and meagre wages, leaving them vulnerable. The people in power ought to come up with strategies that ensure the trickle-down effect of the schemes and funds. The new generation of buyers has a greater purchasing power than the one before them. Marketing focused on bringing Indian handloom practices into the limelight can do wonders in this case.

Fabric of a nation: Sustaining India's handloom legacy in modern times

<keyword id="6444828" type="General" weightage="100" keywordseo="gland-pharma" source="Orion">Gland Pharma</keyword> on Monday announced that it would be investing ₹400 crore to create additional capabilities in its existing facility at Genome Valley here to manufacture biologicals, biosimilar, antibodies and recombinant <keyword id="48003" type="General" weightage="50" keywordseo="insulin" source="Orion">Insulin</keyword>. An official release from the state government said the expanded facility will have employment generation potential of more than 500 numbers of qualified, skilled and semi-skilled workforce to be recruited, mostly from nearby places. The company established their biopharmaceutical facility in February last year at Genome Valley with an investment of ₹300 crore to manufacture vaccines, biologicals, biosimilar, antibodies and others. The expanded site is envisaged to meet the national and international regulations to be followed in the manufacturing of the biological products as applicable and shall be built under the GMP guidelines applicable for the respective product lines, it said. The announcement was made after <keyword id="2554387" type="General" weightage="50" keywordseo="telangana-industries" source="Orion">Telangana Industries</keyword> Minister KT <keyword id="82835" type="General" weightage="80" keywordseo="rama-rao" source="Orion">Rama Rao</keyword>'s meeting with the Managing Director and Chief Executive Officer of Gland Pharma <keyword id="10242761" type="General" weightage="50" keywordseo="srinivas-sadu" source="Orion">Srinivas Sadu</keyword>. Srinivas Sadu said, "We are delighted to collaborate with the Government of Telangana on its vision of making the State a hub for global pharmaceutical requirements, by expanding our Bio-CDMO facilities in <keyword id="238799" type="General" weightage="50" keywordseo="shamirpet" source="Orion">Shamirpet</keyword>. This project investment is estimated to be about ₹400 crore and expected to generate employment to about 500 personnel." Gland Pharma to invest ₹400 Cr to expand its Telangana plant

Hyderabad, Despite the economic slowdown caused by the Covid-19 pandemic, <keyword id="68884" type="PERSON" weightage="20" keywordseo="Telangana">Telangana</keyword> is focusing on the expansion of the <keyword id="617811" type="PERSON" weightage="20" keywordseo="information-technology-sector">information technology sector</keyword> to further strengthen its standing as a leading global technology destination. It is not only setting up <keyword id="763883" type="PERSON" weightage="20" keywordseo="IT-parks">IT parks</keyword> in tier-II cities but within Hyderabad, it is taking up initiatives to ensure the expansion of the sector in all corners of the city. For over two decades, the IT presence in Hyderabad was confined to Madhapur and Gachibowli clusters in the western part of the city and it is only in recent years that few companies started their operations in the east. The state government has now drawn up ambitious plans to take the IT growth to all corners of the city. Under the GRID (Growth in Dispersion) policy of the state government, as many as 11 industrial parks within Outer Ring Road (ORR) limits will soon be converted into IT parks. This week, the authorities issued detailed guidelines pertaining to the zones, incentives, and <keyword id="1088961" type="PERSON" weightage="20" keywordseo="government-support">government support</keyword> for the conversion. The IT towers will come up in industrial parks at Balanagar, Kukatpally, Moula Ali, Mallapur, Patancheru, Katedan, and Sanatnagar, covering all corners of the city excluding the west. This followed the government's order to all polluting industries within the ORR to shift outside it. Non-polluting industries were also given the option to shift. Officials say the conversion of industrial parks into IT Parks will improve the elevation and the quality of living in the city. Home to 1,500 IT/ITES companies including global majors Microsoft, Google, Facebook, Apple, <keyword id="18635" type="COMPANY" weightage="20" keywordseo="Amazon">Amazon</keyword>, and nearly six lakh employees, Hyderabad is recognized as one of the leading Information Technology hubs globally. The new initiatives including GRID are expected to help achieve the state government's vision to increase the IT exports to $25 billion (₹1,87,000 crore) by 2025. The officials said the government embarked on dispersion as there is a resurgence of interest among the global investor's community, due to the state's investor-friendly and proactive policy measures. It is estimated that about 30% of the IT talent pool resides in the eastern part of the city and commutes to western IT Corridor on a daily basis. Similarly, a large part of the IT workforce resides in the northern parts of the city including Kompally, Bahadurpally, Bachupally, and Dundigal. This has led to overall city congestion and an increase in commuting time for IT employees. Dispersing the IT sector will not only decongest the western corridor and reduce the infrastructural burden but also makes it convenient for the IT workforce to commute to work and reduce the transportation burden on the IT companies. This is part of the objective to make Hyderabad the most preferred technology investment destination in the country and to attract niche segments that are fast emerging and evolving new verticals in technology sectors. The IT, Electronics and Communications Department has announced various incentives for units, anchors, developers, infrastructure development and institutional measures, and branding and promotional activities. The IT and ITeS units coming up in the industrial parks would be eligible for GRID benefits like an additional power subsidy of ₹2 per unit on the industrial power tariff on a reimbursement basis for a period of five years, with the total incentive for the unit not exceeding ₹5 lakh per year. According to the Government Order, the units will also get a lease rental subsidy of 30% for a period of five years with the total subsidy for the unit not exceeding Rs 10 lakh per year. The department announced concessions on land conversion for industrial lands under the Telangana State <keyword id="418609" type="DOMAIN" weightage="20" keywordseo="Industrial-Infrastructure">Industrial Infrastructure</keyword> Corporation (TSIIC) or industrial area local authorities that are converted to IT or ITES use. The developer has to utilize a minimum of 50 of the total built-up area for IT purposes. The remaining 50% can be utilized for non-IT use including commercial and residential use. In addition to converting industrial parks into IT parks, the government will also build an IT park at Kompally in the northern part of the city and another facility at Kollur or Osmannagar in the north-western part of the city. The government chose the areas for creating IT parks based on representations from various players. The eastern part of the city already has NSL IT Park, Genpact, Infosys, and others. Minister for Information Technology and Industry K. T. Rama Rao in July announced that the government permitted the conversion of five industrial parks into IT parks in east Hyderabad. In these five parks, IT firms will be set in about 25 lakh square feet which will create employment opportunities to 30,000 employees. He handed over conversion letters to the five companies. Hyderabad Distilleries and Wineries Limited's IT park will come up at IDA-Uppal over 12.40 acres. Minacto Chem will set up another park in the same area over 2.66 acres. Swamy Soaps and Oils Pvt Limited's park will also come up in IDA-Uppal over 2 acres. Gokuldas Exports Ltd's Mini Textile Park will set up an IT park in Nacharam over 8.93 acres while Bakelite Hylam Limited's facility will come up at IDA, Nacharam over 8 acres. The minister says that Hyderabad has no geographical hurdles and has the scope to develop in all the corners. Telangana clocked over Rs 1.28 lakh crore of IT exports during 2019-20, a growth of nearly 18% over the previous year. The growth rate was more than double the national average of 8.09% and more than two-and-a-half times the rest of the nation's average of 6.92%. The share of Telangana in overall IT exports from India went up from 10.61% to 11.58%. The number of jobs in the IT sector in the state went up from 5,43,033 to 5,82,126, a growth of 7.20% compared to the national average of 4.93%. This growth was registered despite the onset of the Covid-19 during the last quarter of 2019-2020. The Compounded Annual Growth Rate (CAGR) for IT exports for the last six years is 14.46%. Industrial parks conversion into IT parks to further boost Hyderabad

The Indian tractor industry sold 59,586 units last month down from 80,980 units sold during July 2021, said <keyword id="14677165" type="General" weightage="80" keywordseo="tractor-junction" source="Orion">Tractor Junction</keyword>, a digital marketplace for tractors and farm equipment. According to Tractor Junction, five states - Uttar Pradesh, Rajasthan, Maharashtra, Karnataka and Gujarat- accounted for the majority of tractor sales last month. The decline is largely due to a high base of the previous year and an uneven spread of the monsoon season. The month of July witnessed floods, water logging, and heavy rains throwing normal life out of gear for days in various parts of the country. Tractor industry sales down to 59,586 units in July 2022

Consumers are also switching from beer to brown liquor like whisky, rum, brandy and scotch on budgetary and health concerns, industry experts say. “There has been a revenge buying going on in the market in the past 6 months. Many have shifted from beer to higher alcohol content products. Beer is comparatively more expensive as people tend to buy more of it due to less alcohol content,” said Ishwaraj Bhatia, COO of craft beer company <keyword id="138117" type="General" weightage="50" keywordseo="simba" source="Orion">Simba</keyword>, which witnessed a 35% growth post-pandemic. Indians have been getting out in droves to socialise in restaurants, clubs, pubs and bars – making up for all the lost social interactions after the Covid-19 pandemic’s forced isolation. Bangalore-based Ironhill, which claims to be the world’s largest microbrewery, clocked an overall sales in excess of ₹150 crore in 2022 alone. “The post pandemic era has been promising to us in many ways. Our sales have improved by steady dine-in footfalls across all our outlets. The consumption has been the highest in Bengaluru by a huge margin, followed by Vijayawada in Andhra Pradesh and outlets in Telangana and Andhra Pradesh,” said <keyword id="12042815" type="General" weightage="50" keywordseo="teja-chekuri" source="Orion">Teja Chekuri</keyword>, Managing Partner of Ironhill India. Indian alcohol beverage market is the third largest market in the world after China and USA by volume. Changing excise policies a challenge Even as the alcoholic beverages industry in India slowly gets back on the road to recovery, it is having to deal with several obstacles – from tourists triggering pandemic scares to varying excise duties across the country. Delhi, a major market for alcoholic beverages, recently changed its excise policy. From September 1, Delhi and Ghaziabad went back to their old excise policies, leaving private players in the lurch. Private players were offering one plus one free alcohol to sell the remaining stock before the old excise policy came back. “The old excise policy favoured the private players more than the government vendors. Label and registration fees have gone up 100 fold and marketing is restricted. For registering a label in Delhi, we have to pay ₹15 lakh per year. For us, Delhi has been very expensive from the beginning, “ said Simba’s Bhatia. The entrepreneurs in the industry say Tier 1 cities were facing hiccups getting back on track due to the high inflow of travellers post pandemic leading to Covid cases. The <keyword id="68884" type="General" weightage="20" keywordseo="telangana" source="Orion">Telangana</keyword> government and Formula E Association along with promoter of the event, <keyword id="405998" type="General" weightage="20" keywordseo="greenko" source="Orion">Greenko</keyword> signed a letter of intent to make Hyderabad a candidate host city for hosting Formula E race on yearly basis. The tripartite letter of intent was signed in Hyderabad in the presence of Telangana's Industry Minister <keyword id="3863563" type="General" weightage="20" keywordseo="k-t-rama-rao" source="Orion">K. T. Rama Rao</keyword>, FIA Formula E Chief Championship Officer Alberto Longo, Greenko Group Chief Executive Officer Anil Chalamasetty, <keyword id="583864" type="General" weightage="20" keywordseo="mahindra-racing" source="Orion">Mahindra Racing</keyword> CEO and Team Principal Dilbagh Gill and other officials. Hyderabad will join the elite club of Rome, Paris, London, Hong Kong, New York and Berlin. Alberto was impressed with the speed with which the Telangana government moved to sign the letter of intent in less than a month since the idea was mooted. He said he had never seen a government taking decisions at such a speed. He said Hyderabad would soon become official host city with first race happening between December 2022 and March 2023. Rama Rao said hosting Formula E is the right step to position Hyderabad as electric vehicles hub. "It's more than a race. It's the perfect combination of future technology, sustainability and most importantly spirit of innovation," he said. He hoped that the event will give a big fillip to the city's image and infrastructure. The state government plans to promote awareness around EVs and encourage innovation by hosting an EV summit parallel to the Formula E championship. Leading EV players and charging infrastructure companies from around the world will be invited for the EV Summit. Stating that India is going to witness revolution of electric vehicles, the minister said Telangana wants to be the epicentre of this revolution. KTR, as the minister is popularly known, said Formula E from FIA family is the fastest growing sport with viewership being more than half of Formula One. He said the popularity of Formula One is increasing every year and it is expected that by the end of the decade, it will equal Formula One in the popularity. He said Hyderabad has everything in place to host the event. "Hyderabad is the most logical and natural choice to host Formula E," he said. The minister claimed that Telangana has done extremely well in 7.5 years in meeting energy challenges. The state's energy output grew four-fold in 7 years and 20 per cent of this came from green energy. He also pointed out that in seven years, the state planted more than 2 billion saplings. More than 80 per cent of these saplings survived, taking green cover to a massive 632 square kilometers in last two years. KTR said among Indian cities Hyderabad has highest greening in last decade. The green cover grew by 147 per cent, beating Delhi, Mumbai, Bengaluru, and Chennai. Telangana's Director for Electric Vehicles and Energy Storage Systems Sujai Karampuri hoped that an agreement to make Hyderabad an official host city will be signed in next 90 days or much earlier. He pointed out that 60 cities around the world were vying to host Formula E and of them 24 cities are really strong candidates. He said the organisers were impressed with the 2.3 km long race track overlooking Hussain Sagar lake in the heart of the city. Gill, who heads the only Indian team participating in Formula E race, said they will soon have an opportunity to race in front of the home crowd. According to him, Formula E is significant as technology transfer from race car to roll car happens in 18 months. With a vision to make <keyword id="68884" type="PERSON" weightage="20" keywordseo="Telangana">Telangana</keyword> a commercial hub for all space-related products and services, the state government has decided to formulate a space-tech policy framework. The policy aims to push domestic production of launch vehicles, satellite systems and sub-systems and ground equipment manufacturing. State's Principal Secretary, Industry and Commerce, <keyword id="130896" type="PERSON" weightage="20" keywordseo="Jayesh-Ranjan">Jayesh Ranjan</keyword>, said on Sunday that Telangana is creating a holistic framework to develop end-to-end spacetech ecosystem in the state and attempt to capture the emerging global opportunities in space-related investments and innovations. This can potentially create a trickle-down impact on other areas of innovation such as universal connectivity and big data analytics for agriculture, remote education, disaster management, he said. Equal emphasis would be given to downstream applications of remote sensing that have the potential to solve real-life problems in agriculture, disaster management, insurance, urban flood modeling and forestry. The Centre's Department of Space recently released the draft Spacecom policy 2020 and draft SpaceRS policy 2020. Officials said states can significantly contribute to achieving the national objectives like "Atmanirbhar Bharat". Telangana is already home to several renowned start-ups such as Skyroot, Dhruva and other major companies in the spacetech sector.
