The two nations pledged to co-lead the <keyword id="481261" type="General" weightage="20" keywordseo="Disaster-Risk-Reduction" source="Orion">Disaster Risk Reduction</keyword> and Management pillar of the <keyword id="19909557" type="General" weightage="20" keywordseo="Indo-Pacific" source="keywords">Indo-Pacific</keyword> Oceans Initiative (IPOI) and cooperate to mitigate disaster risks. A joint statement was issued following the meeting between Prime Minister Narendra Modi and his Bangladeshi counterpart, <keyword id="66026" type="General" weightage="20" keywordseo="Sheikh-Hasina" source="Orion">Sheikh Hasina</keyword>, during the latter's two-day State visit to India. The joint statement released by India and Bangladesh reads, "Recognizing the contribution of our partnership to peace, security and stability in the region, we reiterate our commitment to a free, open, inclusive, secure, and rules-based Indo-Pacific region." "Based on our converging visions for the Indo-Pacific region and recognizing the vulnerability of the region to adverse impacts of climate change, we will co-lead the 'Disaster Risk Reduction and Management' pillar of the Indo-Pacific Oceans Initiative (IPOI), and cooperate to mitigate disaster risks, build disaster resilient infrastructure, and contribute to the sustenance of our shared maritime region," it added. The two nations pledged to work together on global platforms to promote their common interests, particularly those of the Global South. "With our wide-ranging bilateral cooperation, we also envision India-Bangladesh relationship to become a major anchor for regional and sub-regional integration under the BIMSTEC, SAARC and IORA architectures. We will work together on global platforms to promote our common interests, especially the interests of Global South," the joint statement said. According to the joint statement, India and Bangladesh need to take the relationship to a "deeper and higher quality relationship" based on mutual trust and benefit in the coming days. India and Bangladesh committed to strengthening trade and investment linkages with each other, including through the early commencement of negotiations for a Comprehensive Economic Partnership Agreement (CEPA), the early operationalization of two Special Economic Zones (SEZs) offered by Bangladesh to India in Mongla and Mirsharai, the opening of new border-haats, trade facilitation to enhance bilateral trade, and improving road, rail, air, and maritime connectivity. On June 21, Bangladesh PM Sheikh Hasina arrived in India on a two-day State visit at the invitation of Prime Minister Narendra Modi. The newly appointed Minister of State (MoS) for External Affairs, Kirtivardhan Singh, welcomed the visiting Bangladesh PM at the airport upon her arrival. This was the first incoming bilateral State visit after <keyword id="2238662" type="General" weightage="20" keywordseo="PM-Modi" source="Orion">PM Modi</keyword> assumed office for the third consecutive term following the Lok Sabha elections. India and Bangladesh reiterate commitment to free, open, inclusive, secure and rules-based Indo-Pacific region

Fourteen people have died and 102 others, including 22 army personnel, were missing after the cloudburst over Lhonak Lake in North <keyword id="48118" type="General" weightage="20" keywordseo="sikkim" source="Orion">Sikkim</keyword> triggered a flash flood in the <keyword id="763269" type="General" weightage="20" keywordseo="teesta-river" source="Orion">Teesta river</keyword> basin, officials said on Thursday. So far, 2,011 people have been rescued, while the calamity that happened on Wednesday affected 22,034 people, the Sikkim State Disaster Management Authority (SSDMA) said in its latest bulletin. The state government has set up 26 relief camps in the four affected districts, it said. A total of 1,025 people are taking shelter in the eight relief camps in <keyword id="83680" type="General" weightage="20" keywordseo="gangtok" source="Orion">Gangtok</keyword> district, while the number of inmates at the 18 other relief camps was not available immediately. The flash flood in the Teesta river, triggered by the cloudburst in Lhonak Lake in North Sikkim, caused accumulation of huge quantity of water, which turned towards Chungthang dam destroying the power infrastructure before moving downstream in spate, flooding towns and villages. The flood destroyed 11 bridges in the state, with eight bridges getting washed away in Mangan district alone. Two bridges were destroyed in Namchi and one in Gangtok. Water pipelines, sewage lines and 277 houses, both kuchcha and concrete, have been destroyed in the four affected districts. Chungthang town bore the maximum brunt of the flood with 80 per cent of it getting severely affected. The NH-10, considered the lifeline of the state, sustained extensive damage at several places. Seven people died in Pakyong district, four people died in Mangan and three persons lost their lives in Gangtok, according to the SSDMA. Among the 102 missing persons, 59 are from Pakyong, including the army personnel. Twenty-two are missing in Gangtok, 16 in Mangan and five people are missing in Namchi. A total of 26 people sustained injuries, the SSDMA said. Defence spokesperson Lt Col Mahendra Rawat said the Border Roads Organisation (BRO) was helping the state in the rescued operations in Chungthang and Mangan, where four critical bridges have been severely damaged. "More than 200 people have been moved to safer areas by the BRO in spite of continuous heavy rainfall and extremely bad weather," he said. "Search and rescue operations for the missing army personnel are still on," he added. About 10,000 people have been affected by the calamity in the Mangan district, while 6,895 people were affected in Pakyong, 2,579 in Namchi and 2,570 people in Gangtok.

Given the present situations, it’s far from getting resolved. It’s not the first time that two states are fighting over a river. The history has seen it all. The war of water between <keyword id="6354759" type="COUNTRY" weightage="20" keywordseo="Bangladesh">Bangladesh</keyword> and <keyword id="6357783" type="CITY" weightage="20" keywordseo="West-Bengal">West Bengal</keyword> over Farakka barrage and now the <keyword id="763269" type="UNKNOWN" weightage="20" keywordseo="Teesta-river">Teesta River</keyword> and the Punjab- <keyword id="41646" type="COMPANY" weightage="20" keywordseo="Haryana">Haryana</keyword> conflict over Sutlej-Yamuna link are similar in nature as the <keyword id="6354543" type="UNKNOWN" weightage="20" keywordseo="Cauvery">Cauvery</keyword> issue.<a href="http://www.businessinsider.in/The-Drought-Series-Nearly-3-1-crore-people-in-Karnataka-are-hit-by-the-drought-and-migration-is-intensifying/articleshow/51979749.cms"> Agriculture</a> of both Karnataka and <keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword> are dependent on the river that originates at <keyword id="65856" type="COMPANY" weightage="20" keywordseo="Kodagu">Kodagu</keyword> in Karnataka and flows for 765 km before meeting the <keyword id="55869" type="UNKNOWN" weightage="20" keywordseo="Bay-of-Bengal">Bay of Bengal</keyword> in Tamil Nadu. The strategic course that the river takes during its flow has made it a villain for many years on the distribution of water issue. 
 
Current scenario If Karnataka decides to distribute water to Tamil Nadu as per their demand, the former wont have much left. According to the data provided by <keyword id="6357283" type="ORGANIZATION" weightage="20" keywordseo="Central-Water-Commission">Central Water Commission</keyword> (<keyword id="54702" type="ORGANIZATION" weightage="20" keywordseo="CWC">CWC</keyword>), Karnataka’s reservoirs this year were 30% below the normal water level compared to Tamil Nadu’s shortage of 49%. 
 The main reservoirs in the two states’ catchment areas include <keyword id="864488" type="UNKNOWN" weightage="20" keywordseo="Krishna-Raja-Sagara">Krishna Raja Sagara</keyword> dam in <keyword id="6355147" type="CITY" weightage="20" keywordseo="Mandya">Mandya</keyword> district, <keyword id="891106" type="UNKNOWN" weightage="20" keywordseo="Kabini">Kabini</keyword> in Mysore, Harangi in Kodagu and <keyword id="279522" type="COMPANY" weightage="20" keywordseo="Hemavathi">Hemavathi</keyword> in Hassan; Mettur dam in <keyword id="6357470" type="COMPANY" weightage="20" keywordseo="Salem">Salem</keyword> and <keyword id="3003304" type="UNKNOWN" weightage="20" keywordseo="Bhavanisagar-dam">Bhavanisagar Dam</keyword> in Erode. All these reservoirs have reportedly 46% less water than normal and 27% lesser water than last year. In short, the situation is quite grim for both states, as per the CWC report. 
 
A third party needs to intervene 
No matter how much these two states fight, there would be no solid solution ever. There needs to be a third party intervention to resolve this issue. A third party can solve things like nobody else. A good example of third party intervention can be the Indus Waters Treaty between India and Pakistan. This was brokered by <a href="http://www.businessinsider.in/The-Drought-Series-Nearly-3-1-crore-people-in-Karnataka-are-hit-by-the-drought-and-migration-is-intensifying/articleshow/51979749.cms">World Bank</a>, which was signed on September 19, 1960 by Indian Prime Minister <keyword id="6360386" type="PERSON" weightage="20" keywordseo="Jawaharlal-Nehru">Jawaharlal Nehru</keyword> and President of Pakistan <keyword id="27721" type="PERSON" weightage="20" keywordseo="ayub-khan">Ayub Khan</keyword>. 
 
Since the ratification of the treaty in 1960, India and Pakistan have not engaged in any water wars. Most disagreements and disputes have been settled via legal procedures, provided for within the framework of the treaty. The treaty is considered to be one of the most successful water-sharing endeavours in the world today even though analysts acknowledge the need to update certain technical specifications and expand the scope of the document to include climate change. As per the provisions in the treaty, India can use only 20% of the total water carried by the Indus River. 
 
Weapon of politics 
As things get murkier the in Karnataka, it’s a hint that the issue wouldn’t get settled as easily as expected. When a crisis becomes a weapon of politics, it is no longer an issue to be solved. Rather it becomes more of a chance for the political parties to milk the situation. In this political game, the crisis has surpassed the actual need of water, the need of the agriculture and become a war of egos between the two states. It’s a motive of victory than a solution that matters to the common people caught in the crossfire. The threat of not sharing a drop of water would gain more brownies for the parties in both the states rather than finding a lighted avenue to the dead end. 
 
It’s a murderous rage 
If media reports are to be believed, Tamil channels and movies have been unofficially banned in Karnataka. This gives proof to the fact that the fight over Cauvery’s water has actually delineated to become a war between two states. Even if the situation can be solved by the two ruling parties of the states through dialogue, there is no indication for the public rage incited by these parties subsiding anytime soon.

 The <keyword id="155317" type="ORGANIZATION" weightage="20" keywordseo="Republican">republican</keyword> set up of India has often been blamed for the centre hijacking power from the states to use it to dictate its own benefit. That is definitely something not so praiseworthy. However in the water distribution issue, the centre needs to have a say. 
 
The Cauvery issue keeps on recurring. 70 odd years have passed and the states couldn’t come up with a solution. Both the states are well aware of the fact that being adamant and sticking to illogical reasoning wouldn’t fetch any result. But for the game to be played in a gentleman’s way, the rules call for a quick change of perspective.

New Delhi, Mar 16 () State-owned NHPC on Monday said its arm Lanco Teesta Hydro Power Ltd (LTHPL) has awarded a civil works order worth Rs 1,248 crore for 500-MW Teesta-VI plant in Sikkim on Gammon Engineers and Contractors. "LTHPL has awarded the Lot-II package of Construction of Balance Civil Works Package of 500 MW Teesta-VI HE Project, Sikkim to Gammon Engineers and Contractors Private Ltd on March 15, 2020, for a contract price of Rs 1,248.44 crore," NHPC said in a statement. This package includes works for underground power house and transformer cavern, part of HRT-I &amp; HRT-II (headrace tunnel), surge shafts, pressure shafts and adits (water tunnel inspection points), TRT (tailrace tunnel) and other associated structures. The work has been awarded in record time well before the scheduled date. NHPC provided the consultancy works for the same, including invitation of bids, tendering and evaluation. Earlier, LTHPL was implementing the 500 MW (125 MWx4) Teesta-VI hydroelectric project on Teesta river in Sikkim. NHPC had acquired this project through the National Company Law Tribunal (NCLT) route after the NCLT's Hyderabad bench approved the resolution plan of NHPC on July 26, 2019, for the debt-ridden LTHPL. The project will be completed at an estimated project cost of Rs 5,748.04 crore (at July 2018 price level), which includes acquisition cost of Rs 897.50 crore.
