<ul><li><keyword id="414120" type="PERSON" weightage="20" keywordseo="Chandrayaan-2">Chandrayaan 2</keyword>, India's second <keyword id="7500410" type="UNKNOWN" weightage="20" keywordseo="mission-to-the-moon">mission to the moon</keyword>, has been put on hold due to a 'technical snag' mere minutes from the launch window scheduled at 2:15am on July 15 Indian Standard Time.</li><li>This is the seventh time that <keyword id="45499" type="COMPANY" weightage="20" keywordseo="Chandrayaan">Chandrayaan</keyword> 2 has been delayed since its original launch date back in 2013.</li><li>The Indian Space Research Organisation is yet to explain the 'technical snag' and decide on the next perspective launch windows for India's mission to the Moon's South pole.</li></ul>India’s second mission to the moon, Chandrayaan-2, has been put on hold yet again. The Indian Space Research Organisation (ISRO) was all set to launch the GSLV MarkIII-M1 at 2:15am today morning but a 'technical snag' kept the rocket from taking off as per schedule.

 India's apex space agency has not disclosed any details about what the 'technical snag' aboard Chandrayaan 2 actually is but it was spotted after the launch vehicle was fully fueled up and ready to go. The new launch window for Chandrayaan 2 is also yet to be announced but in the past ISRO has reiterated that it plans to launch it's mission to the Moon's South Pole by the end of 2019. This is not the first time that this is mission has been pushed to a later date due to technical issues. In fact, the moon mission was initially supposed to take off in 2013, six years ago. Here are all the times that the mission has been delayed:

India's Chandrayaan 2 halts for the seventh time

A total of 478 technical snag-related occurrences were reported in planes between July 1, 2021 and June 30, 2022. "During operations, an aircraft may experience technical snags due to malfunctioning of components/equipment fitted on the aircraft which require rectification by the airlines for continued safe, efficient and reliable air transport service. These technical snags are reported by the flight crew on receiving an aural or visual warning in the cockpit or an indication of an inoperative/faulty system or while experiencing difficulty in operating the aircraft," said Minister of <keyword id="14580236" type="General" weightage="50" keywordseo="civil-aviation-jyotiraditya-scindia" source="Orion">Civil Aviation Jyotiraditya Scindia</keyword> in the <keyword id="6355187" type="General" weightage="50" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword> on Thursday. A total of 177 surveillance, 497 spot checks and 169 night surveillance have been carried out by <keyword id="6354705" type="General" weightage="50" keywordseo="directorate-general-of-civil-aviation" source="Orion">Directorate General of Civil Aviation</keyword> (<keyword id="6354787" type="General" weightage="80" keywordseo="dgca" source="Orion">DGCA</keyword>) on engineering and maintenance aspects of scheduled operators during the last one year (July 1, 2021 - June 30, 2022). Based on the violations found during surveillance, spot checks, night surveillance carried out during 2021-22, enforcement action has been taken by DGCA against responsible personnel of the airline operator in 21 instances of violations, which inter-alia includes suspension of license, withdrawal of post holder (approved personnel to the airlines involved in the maintenance of aircraft), issuance of warning letters, etc. The DGCA has laid down regulations under <keyword id="394497" type="General" weightage="50" keywordseo="civil-aviation-requirement" source="Orion">Civil Aviation Requirement</keyword> (<keyword id="6358816" type="General" weightage="50" keywordseo="car" source="Orion">CAR</keyword>) which requires that the aircraft is maintained in accordance with the manufacturers' guidelines and all snags reported on the aircraft are rectified before the aircraft is released for flight. Further, CAR lays down the requirements for the approval of maintenance organisation which mandates the organisation to have required manpower, equipment and literature commensurate to the type and fleet to be maintained. Under the system, airline operators are required to ensure that the aircraft are maintained in a continuous state of air-worthiness and all defects are rectified, said the Minister. DGCA has a laid down mechanism of conducting surveillance, spot checks, night surveillance etc. of the airlines/organisations and personnel to ensure safety of passenger and aircraft. The findings made during surveillance, spot checks and night surveillance are provided to the airline for taking corrective action. The action taken to correct the observations are reviewed. DGCA takes enforcement action in accordance with laid down procedures which may consist of warning, suspension, cancellation including imposition of financial penalty to the personnel involved/airline, said the reply.  In a press conference late, the Indian Space Research Organisation (ISRO) officially declared that it wouldn't be possible for Chandrayaan 2 to make the launch window. "A technical snag was noticed. We first have to approach the vehicle to assess the problem. First we have to empty the fuel loaded in the rocket, then the rocket will be taken back for further investigation," an ISRO official told IANS. "This process will take 10 days after that only we can decide on the launch schedule," he added. This makes it the <a href="https://www.businessinsider.in/isros-moon-mission-chandrayaan-2-halted-yet-again/articleshow/68737760.cms">seventh time</a> that India has tried to get Chandrayaan 2 off the ground but circumstances have gotten in the way. The House overwhelmingly <a href="https://markets.businessinsider.com/news/stocks/white-house-democrats-reach-deal-coronavirus-response-bill-paid-sick-2020-3-1028995307">passed</a> the bipartisan Families First Coronavirus Response Act on Saturday after two days of negotiations between Democrats and the White House. But the details remained in flux on Monday, delaying the bill from reaching the Senate until technical corrections to its langauge were made.Republican Representative Louie Gohmert of Texas said he would insist that those changes were read on the floor, raising concerns that the entire chamber would have to be brought back for another vote. The sweeping package would expand paid sick leave and unemployment insurance, provide free coronavirus testing and implement other economic assistance measures. "We still do not have a final draft of the negotiated changes being called 'technical corrections' and some of us believe that the newly worded laws should be finished before we pass them," Gohmert wrote on Twitter.<a href="https://www.foxnews.com/media/tom-cotton-coronavirus-house-bill-cash-americans">Speaking on Fox Business Network</a> hours earlier, Republican Senator Tom Cotton of Arkansas said he did not think the bill would pass the upper chamber as it was written. But a new report in the Social Science Research journal suggests there's a way for women to up their chances of securing money and overcome some investor biases. To do so, they need to have strong technical backgrounds and stellar references.The <a href="http://www.sciencedirect.com/science/article/pii/S0049089X14002324">study</a>, which was unearthed by <a href="http://blogs.wsj.com/venturecapital/2015/06/02/study-shows-ways-women-can-reduce-venture-investor-bias/">The Wall Street Journal's Yuliya Chernova</a>, asked 114 budding male venture capitalists from Stanford University's entrepreneurs club to evaluate the a Silicon Valley startup pitch. The men agreed to invest 26.2% of the asked-for $6 million when the CEO was a man with a technical background, but only 20% when it was a woman with the same technical training.But women with a technical background had an advantage over men who didn't have one. Men without strong tech backgrounds received only 11.4% of the funding, significantly less than the women.Non-technical women fared the worst, snagging only 8.8%. So, with everything equal, women still lost out. The silver lining is the bias against those without a technical background is stronger than the gender bias. References are also more important for women seeking funding than men, the study found.
