Defence Minister Rajnath Singh to make statement in Parliament on India-China troops clash in Tawang

The sources said the top brass of the Eastern Air Command will also undertake a comprehensive review of the IAF's preparedness in the region in view of the overall security matrix. IAF to carry out 2-day exercise in Northeast from Thursday

The <keyword id="13147189" type="General" weightage="80" keywordseo="eagle-nest" source="Orion">Eagle Nest</keyword> Wildlife Sanctuary in Arunachal Pradesh is considered a bird watchers' paradise because of the abundance of winged creatures various types of babblers, warblers, flycatchers, woodpeckers and others but it has no eagles. <keyword id="377306" type="General" weightage="100" keywordseo="eagle" source="Orion">Eagle</keyword> as a bird species is not available in this forest located in West Kameng district of the northeastern state bordering China. But local people had watched personnel of the 4th Infantry Division of the <keyword id="6354416" type="General" weightage="50" keywordseo="indian-army" source="Orion">Indian Army</keyword>, also known as the Red Eagle division' due to its insignia, advance in the area during the Chinese aggression in 1962. The Red Eagle Division was deployed in the Kameng Sector during the 1962 war. Members of local tribes such as Sherdukpen, Bugun and Monpa were then isolated from the modern civilisation and had low literacy rates. As the army men passed by their houses and fields, they could only identify them with their formation sign the Red Eagle. The insignia was worn by all the troops as arm patches and it was also painted on their equipment and vehicles, Brig (Retd) Sundar Prasad who served the Army division later told PTI. The association of this insignia got imprinted in the memory of the local population and, in the times to come, they named a pass Eagle Nest' after it, and the area was notified as Eagle Nest Wildlife Sanctuary in 1989. The pass is within the sanctuary. Here lies the mystery of the name Eagle Nest, said Brig Prasad who now lives in Guwahati. In those days of 1962, there was only one barely existing road connectivity between Tejpur in Assam to Tawang bordering China and that route was via Eagle Nest Pass, he said. It was the Tejpur-Misamari-Thelamara-Eagle Nest Pass -Tenga Valley-Bomdila-Tawang route that served as the axis of communication. Now there are other axes in the Kameng sector. "The loss of the original axis due to disuse has also let the forest and mountain mists swallow the origin of the name, the Eagle Nest Sanctuary where the military eagles had dared the Chinese aggression," the retired Army officer said. He obliquely referred to the 1968 Hollywood war film 'Where Eagles Dare'.Former MLA of Thrizino-Buragaon in West Kameng district named one person who acted as a guide to take the Red Eagle Division troop to Tenga Valley through Eagle Nest Pass. <keyword id="15280883" type="General" weightage="50" keywordseo="sambrk-glow" source="Orion">Sambrk Glow</keyword>, who was the village head of Sinchung village, had shown the route to the army. He was taken to Shillong and Delhi in appreciation of his service, he said. This acts as the buffer to the core area of the Eagle Nest Wildlife Sanctuary. The villagers' efforts won them the Indian Biodiversity Award in 2018 in the Conservation of Wildlife Species category conferred by the National Biodiversity Authority. Now, ecotourism has come up in a big way. This has resulted in increased employment potential. There are six local birding guides there, Naresh Glow said. Bugun Liocichla (Liocichla Bugunorum), a critically-endangered passerine bird species, is found only in Eagle Nest Wildlife Sanctuary. The species is named after the local Bugun tribe. Arunachal gets its first COVID-19 testing lab

Itanagar, Feb 25 () Arunachal Pradesh Governor Brig (Retd) Dr B D Mishra on Thursday called upon the MLAs to shoulder responsibility to design plans, enact and adopt provisions so that the state not only mitigate the impact of COVID-19 pandemic but also emerge with strong socio-economic and health achievements. Addressing the first day of the 12-day Budget session, he said the current session would remain guided by six key result areas underscored by the union budget which includes, health and well-being, physical and financial capital and infrastructure, inclusive development for aspirational India, reinvigorating human capital, innovation and research and development and minimum government and maximum governance. "Our policies should be for strengthening the philosophy of 'Nation first'. Our focus should be for doubling farmer's income, healthy India, good governance, opportunities for youths, education for all, women empowerment and inclusive development," Mishra said in his 50-minute speech. "We are shifting our stance from expenditure-oriented budgeting to outcome-oriented budgeting. We are dovetailing all central schemes for the benefit of the people of the state," the governor added. He said, the government is bringing in professionalism in the system by upgrading the skills of government workforce thereby improving absorption capacity and increasing the state's resource base. "This will bring about the decrease in our dependence on Central funding. We are determined to put in place, the conducive policies for ease of working of central government agencies such as power sector companies, Border Roads Organization, National Highways and Infrastructure Development Corporation Limited (NHIDCL) etc," he said. Mishra said the state government is fully poised to utilize all available resources for the overall socio-economic development of the state and the people. He said the state government had gone all out to change the COVID-19 challenge into an opportunity to accelerate the pace of development in the state in the past one year. "It is you, in true 'joy sharing' spirit of Arunachali ethos who helped convert the MLA apartments here into a dedicated Covid hospital. This hospital provided valuable clinical services to hundreds of patients and saved many precious lives," he said, adding the government expressed appreciation to you for foregoing your salary and providing one instalment of the MLA Local Area Development Fund to fight the pandemic. He said, the government has set forth its vision to bring equitable and sustainable development in the state and is working hard to achieve excellence in governance, quality education, better health services, progressive changes in agriculture and allied sectors, employment generation, livelihood activities, ease of doing business, drinking water to all, among others. "The government is also focusing on providing uninterrupted power supply, good connectivity and communication, promoting tourism, establishing inter-tribe harmony, maintenance of law and order, social partnership, conserving ecological balance and preserving the rich culture and heritage of the tribal societies," Mishra added. The governor informed that the government had provided an assistance of Rs 1,000 per BPL family covering 1.77 lakh families which helped them during the 'Lock Down' days. More than 65,000 families received free LPG cylinder under the Ujjwala scheme. Under Pradhan Mantri Kisan Samman Nidhi Yojana, the government provided Rs 2,000 to 62,000 farmer families besides additional Rs 1,000 to 68,000 farmer families, he said, adding, an estimated 1.48 lakh women Jan-Dhan account holders received Rs 1,500 in their account from the government and around 42,000 divyangs, widows and senior citizens received Rs 1,000 in their account. "Scholarships were provided to 20,162 students and 17,918 students were provided with stipend. Our government provided Rs 3,500 each to more than 17,000 Arunachalees who were stranded outside our state during the lockdown period," Mishra said. The government has initiated major steps to strengthen the health infrastructure and taken up a massive Rs 400 crore project to upgrade the health infrastructure in the district hospitals, he said. "Giving thrust to Prime Minister Narendra Modis 'Heath for all Mission', the government has till date, converted 66 Primary Health Care Centres and 140 Sub Centres as Health and Wellness Centres. In the coming year, the government is committed to convert all our Primary Health care facilities to Health and Wellness Centres," he said. Referring to the education sector, the governor said that despite huge territorial dispersions and majority of schools being located in the interiors, the government under the Arunachal Pradesh Teachers Transfer and Posting Policy 2020, is putting in all effort to rationalize and provide teachers wherever needed. "My government has taken a series of initiatives to strengthen the infrastructure of school education. During the next two years we will be operationalising five new Eklavya Model Residential Schools (EMRS) - one each in Leparada, Tirap, Lower Dibang Valley, Kurung Kumey and Lohit districts. Another five schools will come up in 3 to 4 years in Itanagar, Naharlagun, Khonsa, East Kameng and West Siang," he said. Eight model residential schools under Pradhan Mantri Jan Vikas Karyakram (PMJVK) with a total outlay of 284 crore will also come up in next 3 years in West Kameng, Kra Daadi, Tawang, Lower Dibang Valley, Lower Subansiri, Upper Siang, Kurung Kumey and Pakke Kessang districts, Mishra said. However, the primary issue in the Ladakh region is that the India-China border is not delineated. That means, India and China have overlapping lines claiming their territory in the Aksai Chin sector, which is largely an uninhabitable region. Though the ongoing combat in Ladakh is the first between Indian and Chinese troops in 58 years, there is more to it than meets the eye. “If you look at the past few years, you have two sides building infrastructure next to each other. They are testing each other’s boundaries. And such stand-offs are becoming a pattern in their relations,” James Crabtree from the Lee Kuan Yew School of Public Policy recently <a href="https://www.businessinsider.in/defense/news/experts-believe-that-the-india-china-border-dispute-is-unlikely-to-turn-into-another-war-like-the-one-in-1962/articleshow/76128454.cms">said</a>. Experts argue that China’s military power far exceeds all its neighbours and the increasing tensions from the South China Sea to the Taiwan strait to Ladakh is a reflection of Beijing’s intent to assert its strength. India may also be threatened by China’s growing influence in Pakistan occupied Kashmir India and Pakistan have clashing claims over areas in Kashmir. However, parts of Pakistan-occupied Kashmir, like the Gilgit-Baltistan region that India claims as its territory, are also areas that China has a claim on. “Although Beijing has let Pakistan keep Hunza for now, it has not really given up its claims on the region under the 1963 agreement. CPEC stands for China-Pakistan Economic Corridor, which passes through areas of Ladakh and Kashmir under Pakistan’s administration. <a href="https://economictimes.indiatimes.com/news/defence/china-pakistan-economic-corridor-is-illegal-india/articleshow/73974996.cms?from=mdr">According to</a> India’s Ministry of External Affairs, the passage is illegally occupied by Pakistan. What next? A military conflict between two large nuclear powers like India and China is likely to make the whole world nervous. The recent negotiations at the level of the respective armies have evidently not managed to calm the conflict. US President Donald Trump has already offered to mediate between the two countries. China <a href="https://www.businessinsider.in/defense/news/donald-trump-offers-to-mediate-india-china-border-dispute/articleshow/76037792.cms">wants to settle the dispute bilaterally</a> but its recent transgressions from Ladakh to Doklam to Arunachal Pradesh may not leave the government in New Delhi with a lot of trust in the Beijing administration.
