This has led to a debt pile up of over ₹1.13 lakh crore ($15.4 billion). Now, a Bengaluru-based research group Climate Risk Horizons, has come up with a plan to save the company and consumers’ money on electricity bills. The cash-strapped discom Tamil Nadu Generation and Distribution Corporation (TANGEDCO) can save up to ₹57,766 crore over five years if it retires older plants, rationalise under-construction projects and avails of cheaper power to meet future demand, according to the report dated February 5. Like in many other states, TANGEDCO has been struggling for a while. In October 2020, the central government approved a ₹30,230 crore bailout package. But that would only the inevitable collapse until another bailout or corrective measures. The recommendations of the report not only aim for cleaner air but any money saved by the distribution company (popularly called discom), may help in reducing the power bills on the consumers. For example, shutting down coal-based power plants that are older than 20 years like the ones in Thoothukudi, Mettur, Salem, and North Chennai. Such plants are typically less efficient and pollute more. Legally, they should be moving towards meeting the 2015 air and water emission norms notified by the Ministry of Environment, Forests and Climate Change. The deadline for compliance with the norms is 2022. However, so far, little progress has been made on reducing the sulfur dioxide emissions caused by coal combustion boilers in these plants. The researchers say it may be cheaper to replace these plants instead of trying to upgrade them, which may cost another ₹1,600 crore. For the same reason, the authors of the report also say that under-construction projects like the one in Uppur, Udangudi and Ennore should be frozen. The recommendation is similar to the one made by <a href="https://www.businessinsider.in/business/auto/news/exclusive-why-tata-motors-ceo-is-not-worried-about-musks-tesla-coming-to-india/articleshow/78749755.cms">Lord Adair Turner of the Energy Transitions Commission who said</a> that every bit of power capacity that India adds hereon should be from renewable sources. <div type="Youtube" id="8-OR5t9D5Iw" title="How Carbon Free is The Future Of Mobility?" thumbUrl="https://i.ytimg.com/vi/8-OR5t9D5Iw/mqdefault.jpg"></div> The power from new renewables in India is much cheaper than power from fossil fuels like coal. In India, solar bids declined from a high of 10.95 per kilowatt hour (kWh) in 2010 to less than ₹2/kWh now. By 2030, renewable power in India is <a href="https://www.saurenergy.com/solar-energy-news/renewables-in-apac-to-be-cheaper-than-coal-by-2030-led-by-india#:~:text=By%202030%2C%20renewables%20power%20in,costs%20and%20good%20renewable%20resources.">expected </a>to be 56% cheaper than new-build coal. <div type="image" title="Solar tarriff" msid="80760361" hostid="261"></div> However, not just the state governments, even the central government seems to be going for a rather hybrid approach. “Actually, we are doing rather well in terms of creating solar capacities, but you know there is also a resilience issue here. While we go into solar, we will be making sure that we do have back up capacities from traditional fields, so we're also opening up some new coal mines. A new research lines up a plan to save Tamil Nadu’s TANGEDCO and your power bills

The <keyword id="411619" type="General" weightage="20" keywordseo="Thermal-power-plants" source="Orion">thermal power plants</keyword> of <keyword id="20154" type="General" weightage="100" keywordseo="tamil-nadu" source="Orion">Tamil Nadu</keyword> Generation and Distribution Corporation Ltd (TANGEDCO) NLC India Ltd and NTPC Ltd are emitting toxic gases over the permissible limits, as per a study by Poovulagin Nanbargal, an environmental non-government organisation (NGO). The study also found many thermal plants do not have the flue gas desulfuriser (FGD) device, to monitor and control the quantity of toxic gases released from the plants. According to Poovulagin Nanbargal, the study Emission Watch -- Status assessment of SO2 emission and FGD installation for coal -- based power plants in Tamil Nadu, was done along with Centre for Research on Energy and Clean Air (CREA) and ASAR. Poovualgin Nanbargal along with CREA and ASAR conducted a survey on the quantity of toxic gases released from the thermal power plants in Tamil Nadu and identified the number of power plants that have a FGD device to monitor and control the quantity of toxic gases released from the plants. The study is based on data obtained under the Right to Information Act, from the <keyword id="101694" type="General" weightage="20" keywordseo="tamil-nadu-pollution-control-board" source="Orion">Tamil Nadu Pollution Control Board</keyword>'s Online Continuous Emission Monitoring System (OCEMS), the Central <keyword id="60130" type="General" weightage="20" keywordseo="pollution-control-board" source="Orion">Pollution Control Board</keyword>, Tamil Nadu Pollution Control Board, NLC India and NTPC. According to the study, only two out of the 40 thermal power plants (13,160 MW) currently operating in Tamil Nadu (1,200MW) are equipped with FGD. There has been no progress in the purchase of FGD for eight power plants, the study said. As per the survey, 30 thermal power plants have not taken any action to fit the FGD device intended to reduce the toxic gas they emit. Further, it is revealed that no thermal power stations operated by TANGEDCO and NLC India have called for tender to set up FGD in their plants, the study states. "The Union Environment Ministry has set the standards for toxic gases released from thermal power stations in the country. A grace period of two years was given to reduce the toxic gas emission from the plants. But the grace period was extended, and by March 21, 2021 it was announced that the grace period was extended until 2024/25," Sunil Dahiya, a member who conducted the study from CREA said. Dahiya further stated: "There is zero progress in fitting the FGD device for reducing emission during these decades, as well. It is shocking to know that not even one thermal power plant operated by the Government of Tamil Nadu and NLC had issued a single tender for the installation of FGD equipment to reduce emission." Neyveli, Chennai, <keyword id="12392579" type="General" weightage="20" keywordseo="thoothukudi-and-mettur" source="Orion">Thoothukudi and Mettur</keyword> are the most coal burning areas in the country. Neyveli and Chennai are among the top 50 coal burning areas in the world. As per the study, there are significant discrepancies between the data provided on the website of Pollution Control Board's Online Continuous Emission Monitoring System (OCEMS) and the data available under the Right to Information Act (RTI) received in April, May, and June 2021. Sulphur Dioxide (SO2) levels were shown to be very low even when air pollution control equipment was not fitted, according to documents obtained from the Pollution Control Board under the RTI Act. Data obtained under the RTI Act further confirm that in many thermal power plants, Sulphur Dioxide, a gas known to be highly harmful to humans, has been emitted more than the permissible levels. If the Pollution Outcome Measurement issued by the Department of Environment in 2015 had been implemented, Sulphur dioxide emissions should have been within the range of 600 mg / Nm3, 200 mg / Nm3, 100 mg / Nm3, depending on the size and year the power plant was installed, the study states. G. Sundarrajan of Poovulagin Nanbargal said: "According to several reports of the IPCC (Intergovernmental Panel on Climate Change), human activity leads to global warming. The reports also say that the use of fossil fuel by thermal power plants lead to emission of greenhouse gases which in turn leads to intensification of climate change." He said globally there is a shift towards renewable energy and India's interest in opening new thermal plants and refusing to close the obsolete ones, failure to monitor the highly polluting thermal plants and extending the timeframe for reducing the pollution is tantamount to travelling through the path of destruction. As per the study, the solution is to focus on reducing air pollution by 1) investing in air pollution mitigation equipment at thermal power plants and 2) replacing old and less efficient thermal power plants with decentralised renewable energy. The System of Air Quality and Weather Forecasting and Research (SAFAR), under the <keyword id="419410" type="ORGANIZATION" weightage="20" keywordseo="Earth-Sciences">Earth Sciences</keyword> Ministry, stated that the surface winds are low and its speed is forecasted to decrease further, which will make a minimum impact in <keyword id="1615300" type="PERSON" weightage="20" keywordseo="dispersion">dispersion</keyword> of pollutants scattered in the atmosphere. According to the IMD, the surface wind in Delhi is coming from variable direction with speed of 8-12 kmph during the day, but will become calm in the night. It's speed is forecasted to decrease to 6-8 kmph by Thursday. The officials said that slower wind speed during the day and calm wind conditions during night are unfavourable for effective dispersion of pollutants. Besides, the weather department predicted a gradual rise by two to four degree celsius in minimum temperature over Northwest India including Delhi during next 4-5 days. The department also said that due to the rise in minimum temperature, cold wave conditions will not preside over these regions. Delhi's air quality to deteriorate further with gradual rise in temperature, says Ministry of Earth Sciences and IMD

As per an official release, 1.32 lakh personnel, including 81,000 from the regular police force, 22,000 home guards, 22,000 jawans of gram rakshak dal and around 4,000 traffic brigade personnel, have received the vaccine. Personnel from the prisons department, CID, <keyword id="203656" type="COMPANY" weightage="20" keywordseo="State-Reserve-Police">State Reserve Police</keyword> and <keyword id="6360530" type="COMPANY" weightage="20" keywordseo="anti-corruption-bureau">Anti-Corruption Bureau</keyword> were also being inoculated across the state, the release from the office of the Gujarat Director General of Police (DGP) stated. The state health department and civic bodies have set up booths exclusively to administer shots to policemen, the statement said. While the COVID-19 vaccination drive began in Gujarat on January 16, immunisation for frontline workers, including police personnel, started from January 31. At least 80 per cent of police personnel were already covered and the remaining will get the shots in the next two to three days, the release said. State DGP Ashish Bhatia had taken the vaccine on the first day to clear all doubts surrounding the vaccine, it was stated. Till February 8, as many as 6.04 lakh '<keyword id="8947873" type="COMPANY" weightage="20" keywordseo="corona-warriors">Corona Warriors</keyword>', including healthcare and frontline workers, were covered in the immunisation drive. Almost all the police personnel in Gujarat have been vaccinated against COVID-19, say officials

New Delhi, Continuing its streak of low numbers of single-day coronavirus cases, India reported 9,110 new infections and 78 deaths in the last 24 hours on Monday, the <keyword id="6367321" type="UNKNOWN" weightage="20" keywordseo="Lowest">lowest</keyword> in nine months so far, the <keyword id="191419" type="COMPANY" weightage="20" keywordseo="Ministry-of-Health-and-Family-Welfare">Ministry of Health and Family Welfare</keyword> data said. The country had recorded its lowest 8,821 cases on June 2 last year and 75 COVID-19 deaths on April 30, 2020. The lowest new cases in 2021 were recorded on January 19 -- 10,064 cases. For around two weeks now, India has recorded less than 15,000 new infections daily. Also, the daily COVID-19 death toll has been below the 200-mark for more than a month now. Active cases at present total 1,43,625 as 14,016 patients were cured and discharged. Till now, 1,05,48,521 persons have been cured. The recovery rate has increased to 97.25 per cent, while the fatality rate is down to 1.43 per cent. A total of 20,25,87,752 samples have been tested till February 8, including 6,87,138 on Monday, said the <keyword id="6364555" type="COMPANY" weightage="20" keywordseo="Indian-Council-of-Medical-Research">Indian Council of Medical Research</keyword>. <keyword id="82333" type="LOCATION" weightage="20" keywordseo="Ottawa">Ottawa</keyword>, Canadian Prime Minister <keyword id="1740494" type="PERSON" weightage="20" keywordseo="Justin-Trudeau">Justin Trudeau</keyword> has announced that non-essential travellers entering the country through the US border will have to provide proof of a negative <keyword id="8885979" type="UNKNOWN" weightage="20" keywordseo="Covid-19-test">Covid-19 test</keyword> from next week. "As of February 15, when you return to <keyword id="6356687" type="LOCATION" weightage="20" keywordseo="canada">Canada</keyword> through a <keyword id="1248299" type="PERSON" weightage="20" keywordseo="land-border">land border</keyword>, you'll need to show a 72-hour PCR test, just like <keyword id="6354691" type="UNKNOWN" weightage="20" keywordseo="Air-travel">air travel</keyword>," Trudeau said at his press conference here on Tuesday. Should Canadians or permanent residents not be able to provide that test result, they could face severe penalties, including fines of up to C$3,000. The Canada-US border has been closed to non-essential travel since March 2020. Trudeau said his government will also implement some other new measures to ensure extensive follow up by Health Canada to ensure they are getting tested and properly quarantining. "What we can do is in cases of no test to show (is) apply a stiff penalty, a fine and demand and ensure a rapid and complete follow-up to make sure that they are getting tested, that they are being properly quarantined, that they are not putting at risk the safety of other Canadians by returning home without a clear negative test," the Prime Minister said. Tuesday's announcement comes more than a month after Trudeau announced that air travellers will need proof of negative polymerase chain reaction tests three days before boarding their flights home. Inbound air travellers need to take a second test when arriving, then quarantine at a government-designated hotel for three days while awaiting their test results. All are at their own expense. However, more people are coming into Canada via vehicle than on an airplane. Data from the Canada Border Services Agency show that 2.9 million people, excluding essential truck drivers, entered through a land border crossing, while 2.4 million arrived by flights since the end of March 2020. Canada has so far reported a total of 810,166 coronavirus cases and 20,893 deaths. Canada announces mandatory COVID-19 negative report for travellers from US

New Delhi, Jan 22 () Coal imports by power producers in the country rose by 17.6 per cent during April-December this fiscal to 52.48 million tonnes compared to 44.64 million tonnes a year ago, according to a Central Electricity Authority data.
The data also showed that the surge in dry fuel import, recorded during first nine months of this fiscal, was mainly due to higher consumption by firms like Adani Power and state-owned power giant NTPC, among others.
Adani Power's Mundra plant alone imported 12.83 million tonnes of coal during the first nine month of this fiscal, a growth of 45.7 per cent over 8.81 million tonnes in the same period a year ago.
However, the coal imports by Adani's Udupi plant declined by 47.8 per cent to 0.99 million tonnes in April-December this fiscal as against 1.91 million tonnes in the year-ago period.
The coal imports by NTPC also rose six fold to 1.9 million tonnes in first nine months of this fiscal from 0.32 million tonnes.
The imports by Tamil Nadu state firm TANGEDCO also increased to 74.8 per cent to 3.69 million tonnes in the first nine months as compared to 2.11 million tonnes.
Overall, the data showed that the total coal imports in December, 2019 rose to 5.95 million tonnes from 5.54 million tonnes in the same period previous fiscal.
Power sector experts said coal imports trend has reversed after almost three years. The imports slipped during the last three years since 2015.
Power producers especially who have set up imported coal-based plants faced issues due to rise in the dry fuel prices following change in regulations in Indonesia.
Producers started importing coal after apex court last year allowed pass through of the higher costs of fuel to consumers. KKS BAL
