The weather department predicted that low pressure was reaching the coast and this could lead to heavy rains in Chennai and adjoining districts till Thursday night. Weathermen said that rains could lash isolated areas in Chennai and adjoining districts and 20mm rainfall is expected on Wednesday and Thursday. The Meteorological Department has also reported that there will be squally weather with wind speed reaching 40kmph to 50kmph and could touch 60kmph for the two days. The low-pressure area with associated cyclonic circulation is over the Bay of Bengal and could reach the South Andhra Pradesh and North Tamil Nadu coast by November 18. Following heavy rains, waterlogging, and inundation in parts of Chennai and adjoining districts, several people were staying in relief camps and the Greater Chennai Corporation has been taking steps to relocate them back to their homes. However, around 848 people are still staying in relief camps. Even on Tuesday, 16 streets in nine locations of Chennai were flooded with water and water was being pumped out. According to a senior official with the Greater Chennai Corporation, 426 pumps were used for flushing out water. The Rangarajapuram subway was flooded and closed and traffic was diverted and Greater Chennai Corporation officials were gearing up to prepare themselves for the red alert warning. Red alert in Tamil Nadu's Chennai, Kancheepuram, Tiruvalllur, and Chengalpattu districts on heavy rainfall

<ul><li>In Villupuram, Tamil Nadu, a woman found her husband who was missing for three years on <keyword id="6762469" type="UNKNOWN" weightage="20" keywordseo="TikTok">TikTok</keyword>. </li><li>The video-sharing app has been a hit in India but had also seen a temporary ban from the Tamil Nadu government. </li><li>The ban was later lifted by the <keyword id="6360667" type="UNKNOWN" weightage="20" keywordseo="madras-high-court">Madras High Court</keyword>.</li></ul>In a little town of Tamil Nadu, a woman was casually browsing through TikTok only to find her relative's husband who had gone missing three years back. According to a <a href="http://www.newindianexpress.com/states/tamil-nadu/2019/jul/03/woman-spots-missing-hubby-on-tiktok-reunites-with-him-1998662.html">reports</a>, Jayapradha who hails from Villupuram had filed a complaint about her missing husband Suresh in 2016. Three years later, a relative spotted someone who looked like Suresh and when she checked with Jayapradha it turned out to be Suresh indeed. Jayapradha then alerted Villapuram police who then tracked down Suresh at Hosur. An unhappy Suresh had apparently fled from his home to Hosur. He had taken up the job of a mechanic and was living with a transwoman. However, these are not the only bizarre cases of TikTok reported from the state of Tamil Nadu. Earlier in <a href="https://www.wionews.com/india-news/asked-to-stop-using-tiktok-tamil-nadu-woman-kills-self-records-act-on-app-226740">June 2019</a>, a 24-year old woman from Ariyalur took her own life after her husband stopped her from using the app. In Tamil Nadu, the craze for TikTok has not just been a problem with the people but with the government too. The Madras High Court had banned the app in the state stating that the video-sharing app encouraged pornography. It had also said that they will ask the Supreme Court to further support the ban. However, the ban was soon lifted on the condition of quality control.

<ul><li>ByteDance, TikTok’s publisher, is fighting the ban against the app stating that it will only hurt the civil right to free speech. </li><li>TikTok is currently banned in the south Indian state of Tamil Nadu for ‘encouring pornography’. </li><li>But, pornography on social networking platforms is an industry wide problem that other companies — like WhatsApp and Instagram — are also struggling with. </li></ul>ByteDance, the Chinese publisher behind turning musical.ly into TikTok, is fighting the ban <a href="http://v">imposed</a> by the <keyword id="6360667" type="UNKNOWN" weightage="20" keywordseo="madras-high-court">Madras High Court</keyword> in India’s apex judicial institution, the Supreme Court. In petitioning for the ban to be quashed, the mobile app publisher states that ban “amounts to curtailing of the rights of the citizens of India” as per a court filing seen by <a href="https://in.reuters.com/article/tiktok-india-court/ban-on-tiktok-app-would-harm-free-speech-chinas-bytedance-tells-indias-supreme-court-idINKCN1RN0MX">Reuters</a>. The plea will be <a href="https://www.thehindu.com/news/national/sc-to-hear-on-april-15-plea-challenging-hc-order-to-ban-tiktok-app/article26781547.ece">presented</a> in the Supreme Court on April 15 in front of a judicial bench comprising of Chief Justice Ranjan Gogoi and Justices Deepak Gupta and Sanjiv Khanna. The court had earlier refused the ‘urgent listing’ of the same plea on April 8. About 39% of the video streaming platform’s 500 million users are from India, most of them between the ages of 16 to 24. Keeping that demographic in mind, the public interest litigation (PIL) filed against TikTok alleged that some of the content on the platform was leaving children vulnerable to sexual predators and encouraging paedophiles. Subsequently, South Indian state of Tamil Nadu issued an interim order to bar any downloads of the mobile app citing that the social network was responsible for ‘<a href="https://www.businessinsider.in/tiktok-ban-in-india-for-hosting-porn/articleshow/68720430.cms">encouraging pornography</a>’. The interim order also bans TikTok videos from being shared by media outlets and wants a response from the Central Government around whether or not they will bring in a law similar to the Children’s Online Privacy Protection Action (COPPA) in the US before April 16.

 An investigation by the BBC found that hundreds of sexual comments and videos were being shared on TikTok by teenagers and children. And, while the company deleted most of the comments — most of the users are still on the platform despite TikTok’s own regulations against sexual content directed at children. That being said, pornography on social networks in India is an industry wide issue that isn’t specific to TikTok. In fact, banning TikTok will probably only make users shift to other platforms that have the same functionality as there is no dearth of option in the mobile app market. For instance, Instagram — the popular photo sharing app — has been <a href="https://tech.economictimes.indiatimes.com/news/mobile/on-instagram-in-india-its-sex-for-sale/67968584">pointed out</a> for facilitating sexual solicitation. And, WhatsApp groups have become the new safe haven for child pornography after India implemented a nationwide porn ban on website that were allegedly hosting indecent videos with underage participants. An <a href="https://economictimes.indiatimes.com/tech/internet/probe-finds-child-pornography-in-indian-whatsapp-groups/articleshow/67430347.cms">investigation</a> by AntiToxin Technologies, an Israeli online safety startup, found that hundreds of videos were being shared globally under the cloak of the platform’s end-to-end encryption. TikTok is the second Chinese mobile app with a large Indian user base to face problems in India after the battle royale game, PlayerUnknown’s BattleGrounds was <a href="http://v">banned</a> in various districts of Gujarat. Banned for hosting porn, TikTok cites damage to free speech in its appeal to India’s Supreme Court

<ul><li>The popular video-based social networking mobile application, TikTok, has been banned in the Indian state of Tamil Nadu. </li><li>The Madras High Court is also pushing the central government for a pan-India TikTok ban.</li><li>The petition filed against TikTok stated that the app was 'encouraging pornography'.</li></ul>TikTok, a media app for creating and sharing short videos, seems to be next in line to be banned in India as the Madras High Court is <a href="https://barandbench.com/madras-high-court-ban-tiktok/">pushing</a> for the government to prohibit downloads of the mobile application. Their order bans TikTok in the state of Tamil Nadu with immediate effect. After several states in India started <a href="https://www.businessinsider.in/pubg-ban-leads-to-arrests-in-rajkot-india/articleshow/68404164.cms">implementing</a> a ban on the battle royale game, PlayerUnknown’s Battlegrounds for being <a href="https://www.businessinsider.in/pubg-ban-india-healthy-gaming-experience-proposed/articleshow/68058605.cms">addictive</a>, TikTok seems to be the next mobile app to be caught in the crosshairs. The petition to ban TikTok contended that the content on the social network platform “was containing degrading culture and encouraging pornography besides containing explicit disturbing content and causing social stigma and medical health issue between teens.” The bench, led by Justice N Kirubakaran and Justice SS Sundar, cited inappropriate content, including pornography and accessibility to children as the primary reasons behind the interim order — adding that media outlets should also be prohibited from telecasting videos that are made using TikTok.

Brands are also using influencers on the platform like Baby Ariel and Lisa &amp; Lena, for their promotion campaigns since the app primarily targets users in the age group of 16 to 24 years. In light of the scrutiny around fake news and being called up by the parliamentary committee in preparation of the upcoming general election in India, TikTok <a href="https://inc42.com/buzz/bytedance-pacifies-indian-govt-to-dilute-draft-intermediary-regulations/" data-type="tilCustomLink">appointed</a> Sandhya Sharma as its public policy director. The social media app also has content moderation teams working in over 20 countries.

An Indian court has banned TikTok for ‘encouraging pornography’

<ul class="summary-list"><li>"O Saki Saki," a song from a Bollywood movie, has become a viral TikTok dance trend. </li><li>But South Asian creators have criticized the altered dance, saying it sexualizes their culture. </li></ul>In recent months, TikTokers have been taking part in one of the latest dance trends on the app — a Bollywood routine from a scene in "Batla House," a 2019 film produced by Indian record label T-Series. The song, called "O Saki Saki," is beloved by many within the South Asian community, who have been <a href="https://www.tiktok.com/@nandanibatta/video/6716415439406206210?is_copy_url=1&amp;is_from_webapp=v1">posting</a> <a href="https://www.tiktok.com/@itsnoriana/video/6842611376507079938?is_copy_url=1&amp;is_from_webapp=v1">TikToks</a> <a href="https://www.tiktok.com/@call_me_mk_/video/6759525039810301185?is_copy_url=1&amp;is_from_webapp=v1">of</a> <a href="https://www.tiktok.com/@mr.sanket23/video/6718336105831238913?is_copy_url=1&amp;is_from_webapp=v1">themselves</a> dancing to the routine ever since the film's release. But now, the dance has gained popularity among another group of creators, who are primarily white, and who have altered a key move from the routine in the videos. Where "Batla House" actor Nora Fatehi drops to the ground to perform a dramatic series of hip thrusts during the film, TikTokers have switched the move out for a body roll — a dance move characterized by a slow fluid movement of the hips upwards and then downwards. This trendified version of the routine is commonly used alongside <a href="https://www.tiktok.com/music/original-sound-7054717094633491205">sped-up version of the song</a>, an audio clip that has featured in 126,000 videosBut it has also sparked backlash from South Asian creators, who told Insider they think the videos are wrongfully sexualizing the routine and that this reflects a broader history of western societies fetishizing and appropriating South Asian culture. <h2>Many South Asian TikTokers are speaking out against white creators getting the dance wrong</h2><a href="https://www.tiktok.com/@naomi.nambo">Naomi Namboodiripad</a> is an Indian dance creator with 323,000 TikTok followers who specializes in Indian classical dance forms. Namboodiripad told Insider that the original dance wasn't intended to be sexualized, but rather "energetic," so when a non-South Asian person performs the body-roll version, she thinks it's like they're "fetishizing Bollywood and South Asians in general.""There was no acknowledgment of where it came from, they just took it and sexualized it," she said. In response to the trend, Namboodiripad, along with several other South Asian creators, made dance videos to demonstrate how to do the dance correctly, along with captions saying things like, "<a href="https://www.tiktok.com/@aishuadd/video/7151039267102346538?is_copy_url=1&amp;is_from_webapp=v1">That 'body roll' I keep seeing yt ppl do is NOT the original dance</a>," and, "<a href="https://www.tiktok.com/@spongegod2/video/7152410684746173697?is_copy_url=1&amp;is_from_webapp=v1&amp;q=saki%20saki%20body%20roll&amp;t=1666094051406">Don't tell us how to dance our dance</a>."<h2>South Asian creators told Insider they think their culture should not have to be sexualized in order to be celebrated</h2>Debotri Dhar, a lecturer in South Asian Studies at the University of Michigan who specializes in Women and Gender Studies, told Insider that the "sexualizing" of the "O Saki Saki" dance is a clear instance of South Asian cultures being "exoticized and orientalized," explaining this refers to <a href="https://monoskop.org/images/4/4e/Said_Edward_Orientalism_1979.pdf">a history of</a> western societies "disproportionately highlighting those aspects of another culture that seem mysterious and intriguing, and playing down any similarities in cultural practices."Dhar told Insider this is a continuation of a "longer history of sexualization" passed down from the colonial era, which she said created "generalizations about the savages and sages of other cultures, sexualizing the bodies of Black and Brown women in the colonies because they did not dress and eat, live, and love per the norms of Victorian morality." <a href="https://www.tiktok.com/@sully_iqbal">Sully Iqbal</a> is a 25-year-old TikTok creator based in London, of half-Pakistani and half-Indian heritage. He made a<a href="https://www.tiktok.com/@sully_iqbal/video/7153649418305146118?is_copy_url=1&amp;is_from_webapp=v1&amp;q=saki%20saki%20sully%20iqbal&amp;t=1666178289751"> video</a> saying he thinks backlash to the trend from South Asian people is a "good step forward" for the community as it shows that individuals are using social media to push back against stereotypical portrayals of their culture. "I feel like people are finally coming to the opinion that this kind of representation isn't true representation. That an orientalized representation isn't really what we want. We want good representation, which showcases all the other great things about South Asia and the region as a whole," he said, adding, "We want to get to show that we are beautiful, but it does not need to be in a way that's hyper-sexualized." Namboodiripad told Insider she also feels that western society disproportionately picks up on elements of South Asian culture that they can exoticize, such as the "sparkly dresses" seen in Bollywood films, but said she wishes that people showed appreciation for different and more diverse aspects of the culture. On TikTok, she has previously stated that as a performer of Bharatanatyam, an Indian classical style that originated in Tamil Nadu, South India, she often receives<a href="https://www.tiktok.com/@naomi.nambo/video/7151891464891649326?is_copy_url=1&amp;is_from_webapp=v1"> judgmental comments</a> about why she dances in bare feet, and she told Insider that many people think of such elements of South Asian culture as "primitive." However, she said she wishes that people broadened their awareness and appreciation of South Asian culture, instead of showing interest in only certain, sexualized representations of it. "I just really wish that South Asian culture was more respected," said Namboodiripad, "and that more people were advocating for a culture where we can be humanized and seen as individuals, who are just one small part of a bigger culture." <h2>The dismissal of the criticism on TikTok is troubling to South Asian creators</h2>Several South Asian creators who called out the modified dance were met with <a href="https://www.tiktok.com/@brownie.vibez/video/7152311741760802050?is_copy_url=1&amp;is_from_webapp=v1&amp;q=saki%20saki%20graceful&amp;t=1666093757282">criticism</a> <a href="https://www.tiktok.com/@malxaika/video/7152214239002840326?is_copy_url=1&amp;is_from_webapp=v1&amp;q=saki%20saki%20white&amp;t=1666094009584">and</a> <a href="https://www.tiktok.com/@__hxrini/video/7152987722032893227?is_copy_url=1&amp;is_from_webapp=v1">negative</a> <a href="https://www.tiktok.com/@aishuadd/video/7154432095664737579?is_copy_url=1&amp;is_from_webapp=v1&amp;q=saki%20saki%20aggressive&amp;t=1666093668117">comments</a>, mainly from people who said they preferred the routine with the body roll and that the original dance felt too <a href="https://www.tiktok.com/@aishuadd/video/7151039267102346538?is_copy_url=1&amp;is_from_webapp=v1">"aggressive."</a> Namboodiripad said it was "infuriating" to see South Asian people being criticized for doing the dance the correct way. "The idea of having someone else say, 'Hey, you're doing it wrong,' even though they don't even know what's happening, it makes you feel inferior."She also said that negative comments about the original dance were a reflection of the way Indian culture is often rejected and looked down upon as a lingering effect of colonialism.  In the case of the Delhi Police van being used a make-shift gym, the authorities released a <a href="https://www.indiatoday.in/trending-news/story/delhi-police-vehicle-not-used-in-viral-tiktok-video-1556762-2019-06-26">statement</a> saying that the vehicle was, in fact, not an official police vehicle nor was the video shot recently. They claim that the car belongs to a private contractor who had been hired by the police for ‘certain duties’, pointing out that the individual in the video is not the car owner, but a friend of the contractor. Who’s to blame? TikTok has no official comment on the matter but they reiterate that users are urged to follow the community guidelines before uploading any video. <ul><li>In the last one week, three separate incidents have been reported when users have harmed themselves while creating TikTok videos.</li><li>A 20-year old man was arrested for snatching a phone, a woman killed herself when her husband told her not to use the video sharing app and a young boy ‘accidentally’ shot himself while posing for a video. </li><li>Doctors are reporting that <keyword id="2339540" type="PERSON" weightage="20" keywordseo="digital-addiction">digital addiction</keyword> can be as bad as drug addiction if users forget to maintain a healthy work-life balance.</li></ul>TikTok only recently made its claim to fame as the most downloaded app on Android for the first quarter of 2019. As all things too good to be true, the Bytedance-owned app is experiencing many bad and unfortunate incidents. In the last one week, three separate incidents have been attributed to individuals acting illegally or carelessly in order to create that ‘perfect’ video on TikTok. How far would you go for a video? A 20-year old man from Delhi was arrested for <a href="https://timesofindia.indiatimes.com/city/delhi/man-snatches-phone-to-post-videos-on-app/articleshow/69817332.cms">snatching an iPhone</a> to make ‘better quality’ videos for his TikTok account yesterday. The thief told the police that his videos weren’t getting enough views and viewers repeatedly commented asking him to get a new phone to shoot better videos. So, he lured a person looking to sell his iPhone XS out into the open and had his phone snatched by bikers, as he showed up to make the deal. In a different part of the country — Tamil Nadu — a woman <a href="https://www.indiatoday.in/india/story/tamil-nadu-mother-suicide-poison-tiktok-husband-scolds-death-1548299-2019-06-13">killed herself</a> by drinking poison after her husband scolded her, and prevented her from using TikTok. She made a video of herself drinking poison and sent it to her husband over WhatsApp, who was in Singapore.

This isn’t even the first time that such incidents have occurred. The rate at which users are putting themselves at risk for validation from social media has doctors worried. They are concerned about the perils of digital addiction and the extent to which they can get in the way of day-to-day activities. An addiction is addictive, afterall Digital addiction is real and it could be as dangerous as drug addiction, warned psychiatrists while outlining practical ways to fight the urge to use gadgets non-stop, both among children and adults. "The two most important things that people have to do is maintain a balance between work, life indoor, outdoor recreation and social engagements. One must also ensure they are getting proper sleep. It is essential," according to Samir Parikh, Director at the Department of Mental Health and Behavioral Sciences at Fortis Healthcare. Digital Detox Parikh recommended that adults should undergo a four hours of "digital detox" every week - a period when they do not use their phone or any gadget. "If one finds it difficult to go through those four hours, then there is a problem which needs to be addressed," he said. Such people can neglect personal hygiene and their own self. They also tend to stop interacting with the society, their family members and stop thinking about their responsibilities or stop doing their day-to-day chores. The key to fighting digital addiction is to realise the problem when someone develops it, the experts said. A fresh wave of bad news haunts TikTok

 TikTok was banned in the south Indian state of Tamil Nadu for ‘encouraging porn’ last week by the Madras High Court. The Indian high court’s <a href="https://www.businessinsider.in/tiktok-ban-in-india-for-hosting-porn/articleshow/68720430.cms">interim order</a> also included a request to the central government of India to advocate a ban nationwide. The Chinese video-based social networking app then <a href="https://www.businessinsider.in/tiktoks-appeal-against-ban-for-hosting-porn-in-indian-supreme-court/articleshow/68851962.cms">filed a petition</a> with India’s supreme court citing their concern that the ban on TikTok will “amount to curtailing the rights of the citizens of India.” They also expressed that they’re not responsible for third-party content on their platform and the Information Technology (Intermediaries Guidelines) Rules, 2011 gives TikTok conditional legal safeguards in that regard. TikTok even <a href="https://www.gadgetsnow.com/tech-news/tiktok-removes-over-6-million-videos-for-violating-community-guidelines-in-india/articleshow/68865656.cms">removed</a> 6 million videos from its service last week to address the problem of inappropriate content on the app. When the matter finally came up in front of the court on Monday, the Supreme Court <a href="https://www.livemint.com/technology/tech-news/supreme-court-refuses-to-stay-ban-on-tiktok-app-use-1555312603858.html">refused</a> to implement a stay against the Madras High Court’s ban. Abhishek Manu Singhvi, a senior advocate and law council for ByteDance, explained that the ban was causing irreparable damage to the company. He further contested that the Indian High Court in Madras had issued an interim order without giving TikTok the opportunity to defend itself. The matter will be heard on April 16 by the Madras High Court. And, the three-person Supreme Court bench headed by Chief Justice Ranjan Gogoi will hear the case on April 22 after observing the proceedings tomorrow. If you don’t have TikTok already, you won't be able to download it anymore

<a href="https://www.scmp.com/topics/india/">Indian</a> courts and political parties are calling for Chinese company ByteDance's most popular mobile app <a href="https://www.scmp.com/tech/apps-social/article/3001893/how-short-video-app-tiktok-became-first-chinese-made-app-take">TikTok</a> to be banned. On Tuesday, The Economic Times newspaper reported that India's Ministry of Electronics and Information Technology had asked Google and Apple to pull video social media platform <keyword id="6762469" type="UNKNOWN" weightage="20" keywordseo="TikTok">TikTok</keyword> from its mobile application stores. The South China Morning Post was unable to independently verify the report. The news follows an order of the <keyword id="6360667" type="UNKNOWN" weightage="20" keywordseo="madras-high-court">Madras High Court</keyword>, located in the southern state of Tamil Nadu, on April 3 that banned TikTok over concerns about children using the app being vulnerable to exploitation by sexual predators. TikTok is rated 12+ on the Apple app store and has a "teen maturity" rating on Google Play, but United States-based Common Sense Media, which reviews tech products for families, recommends that children be at least 16 years old to use the app. In February, the US Federal Trade Commission <a href="https://www.scmp.com/news/china/article/2187990/chinese-owned-video-sharing-tiktok-app-pay-us57-million-fine-settle">fined TikTok US$5.7 million</a>, the largest such sum in a child privacy case, for illegally collecting personal information from children under the age of 13. Meanwhile, the Delhi state unit of India's ruling Bharatiya Janata Party (BJP) complained to the country's Election Commission on March 29 that ByteDance, which it identified as a Chinese company, was "interfering in the Indian election process through its social media applications". The BJP cited Facebook's takedown of 11,000 advertisements from another of the company's apps - Helo - for violation of its rules concerning transparency in political spending. Helo's adverts featured doctored images of politicians accompanied by sensationalised text. In a statement, ByteDance said it was committed to respecting local laws and regulations and maintaining a safe and positive in-app experience for its users in India. ByteDance denied that its Helo platform has been sharing any political adverts, saying the company had promised India's Election Commission it would abide by the country's code of conduct. "We are not serving any paid political advertisements during this election period and are not proactively onboarding any political figures or parties on our platform." Out of all adverts generated from Helo since its launch last June, ads related to politics amounted to "less than 0.1 per cent", said the company. ByteDance is the world's largest internet start-up - valued at US$75 billion in its latest funding round, knocking US-based Uber, valued at US$72 billion, into second place. According to mobile app intelligence company Sensor Tower, 88.6 million of TikTok's 188 million new users in the first quarter of 2019 were from India - a more than eightfold year-on-year increase. By comparison, just 13.1 million new TikTok users over the same time period were based in the US. TikTok was also the third most downloaded app in the world during the first quarter of 2019. As of Tuesday, it was the second most popular free Android app in the Google Play store in India, while Helo was ranked 11th. ByteDance also offers short video product Vigo Video to Indian users. Helo, launched in June, is a social media platform created with Indian small towns and rural areas in mind - offering content in 14 languages. It is currently the subject of a legal case filed by the makers of ShareChat, which describes itself as the largest "Indian-language social media platform" and ranks seventh on Google Play store in India. "We believe Helo is a copycat app of ours," said Berges Y Malu, head of ShareChat's public policy team. ByteDance denies the allegation and the case is still being heard by the Delhi High Court. A representative for Helo said that the number of original adverts cited by the BJP in its complaint to the Election Commission that <a href="https://www.scmp.com/topics/facebook">Facebook</a> had found problematic amounted to 770, with translations across multiple languages increasing that number to 11,000. The app, which has brought entertainers, journalists and news organisations on board by providing them verified handles, has decided not to do the same for politicians and political entities. The representative said the idea was to promote entertainment-related content. Helo has not placed adverts featuring political content since the Indian electoral process began. "Out of all the ads that have been generated from Helo since we launched in June 2018, unique ads citing political mentions amount to less than 0.1 per cent. These ads were all generated prior to the declaration of general elections by the Election Commission of India and the enforcement of the Model Code of Conduct," said Helo in a statement. The first major call to ban TikTok in India was made in February by the Tamil Nadu government, citing obscenity as the reason. However, responses from politicians indicated that they were already annoyed at the political content being generated by the app's users, who had posted lip-synched videos to political speeches. "I will be the happiest if TikTok is banned. They mock someone like me most on that platform. The app may have been designed to make people happy, but it is often crossing the limits of decency," said Tamilisai Soundararajan, who heads the BJP - the party of Prime Minister <a href="https://www.scmp.com/topics/narendra-modi">Narendra Modi</a> - in Tamil Nadu state. After Tamil Nadu banned TikTok on April 3, the app's makers appealed to the Supreme Court of India, which refused to suspend the ban immediately but will hear the matter again on April 22. Meanwhile, the Madras High Court on Tuesday appointed an independent counsel to assist with the case as the app's lawyers appeared before it to appeal. The lawyers told the court that TikTok had removed 6 million videos based on a review of its Indian users; the court responded by saying that the ban will remain in place for now. In a statement, TikTok said it welcomed the decision of the Madras High Court to appoint an independent counsel. Indian politicians accuse China-made app Helo of election interference and call for TikTok to be banned

 The minister further noted that notwithstanding the the massive efforts to curb accidents there has been an increase in this space and India topped the list globally with 65 per cent of victims falling in the age range of 18-35 years.
 "Those non-productive, non-performing, dead assets in the Government ... should be shown the exit door. There should not be any hesitation. They lack sensitivity, they lack decision making, they make wrong DPRs and sit on the file for years. They neither take decisions nor allow others to take decisions. ... There is a limit to testing one's patience," Gadkari said.
 The Minister said: "We can not allow this to function. The government needs to take instant decisions. Those who do not work, those who do not take decisions and those who are involved in red-tapism... will be shown the exit."
 He said huge work has been done for building roads and adding highways but now was the time to weed out unproductive people from the system as was stressed by Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>. "We will touch 30 km a day road building this year. The Prime Minister asked what steps have been taken against those who do not work. How many of such people were given retirement. I have asked my Secretary about how many people were shown the doors for not working," the minister said.
 Reiterating government's commitment to road safety, the minister said 22 driving centres have been opened and another 1,000 are on the anvil as there is a shortage of 22 lakh drivers.
 He said massive work was being done on accidents spots with Rs 7,000 crore assistance from the World Bank, Rs 7,000 crore from ADB and urged automobile manufacturers also to come forward in this direction.
 He also called upon teachers to join the crusade for imparting education among students on road safety.
 The Minister urged states to follow the example of Tamil Nadu which has reduced its accidents by 24.4 per cent in the last 2-3 years on the back of various initiatives.
 He said that Tata Trust NGO has proposed helicopter services at high accident spots and organ donation could be promoted in those cases where victims can not be saved.
 Defence Minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> said it was a matter of concern as to why road safety was lagging behind and wondered why Indians "who could know the way of reaching to the Moon or Mars, failed to learn the ways of safety in reaching homes and offices." He urged the youth to use social media platforms like Whatsapp, Instagram, YouTube and TikTok for creating awareness among masses.
 Crediting Gadkari for massive works in this direction he reiterated Gadkari's words to imbibe sensitivity and said it was shocking to come across incidents where people instead of saving victims had been found making videos.
